Iowa City City Council Members:
I want to go on record as supporting the merchant that wants to keep street
parking on the College Street bridge. I think that street parking Is the most
preferred by short term parkers. There must be room to enter the ramp and
still allow parking on the rest of the bridge. Mr. Wilson certainly seemed to
have done his home work on that Ie sue .
I was shocked to hear that the university wants to Install Islands on the Jefferson
street hill for busses and service parking. I thought that most street Islands
are being removed ae safety hazards. I can just Imagine on the next Icy day J
cars trying any way to get up the hill. I only hope that your approval was
not hasty J and can be reviewed after more consideration.

Dear Council:
On Tuesday, June I, 1993 we received a certified letter from Terry
Goerdt (Building Inspector) stating that our privacy fence was in
violation of code 36-65(a).
In order to comply with city codes. we obtained a Fence Regulation
Guide booklet from the bUilding department. We complied to those
upecificationa. There are no required setbacks for a six (6) foot
fence for a corner lot. In good faith'lie felt that this fence was
~ut up by regulation.
It was our intention in building this fence to maintain a safe playing
environment for our two small children in an area where heavy
construction equipment i. ~ d.ily occurrence and to keep vehicle headlights
from shining into our home.
Therefore. we are requesting a review of the Fence Regulations in
Iowa City by the City Council.
Enclosed you will find a copy of the certified letter; fence regulation
code and pictures of the said violation.
Thank-you in advance for your consideration in this matter.

(2) Fences and hedges shall be located so no part thereof is within two
(2) feet of an alley or a street right-of-way line.
(3) At street intersections, no fence or hedge more than two (2) feet in
height above the curb level shall be located within a triangular
area, two (2) of its sides 30 feet in length and measured along the
right-of-way lines from the point of intersection.
64) In R zones or within 50 feet of a lot with a residential use at
ground level, fences within the front yard shall not exceed four (4)
feet in height. Fences may be constructed to a height not exceeding
eight (8) feet along primary arterial streets identified in the
Comprehensive Plan.
(b) Enclosures. Except as otherwise provided, fenced enclosures sha 11 be
provided for swimming pools with a depth of 1B inches or more and for dog runs
and shall be subject to the following requirements:
(1)
An outdoor swimming pool, the edge of whi ch is less than four (4)
feet above grade, shall be completely enclosed by a fence not less
than four (4) feet in height. The fence shall be so constructed as
not to allow a five (5) inch diameter sphere to pass through the
fence. A principal or an accessory building may be used as part of
such enclosure.
(2) All gates or doors opening through an enclosure shall be equipped
with a self-closing and self-latching device for keeping the gate or
door securely closed at all times when not in actual use, except that
the door of any building which forms a part of the enclosure need not
be so equipped. The Building Official may permit other protective
devices or structures to be used so long as the degree of protection
afforded by the substitute device or structure is not less than the
protection afforded herein.
(3) Dog runs sha 11 be enc lased by a fence of suffic i ent hei ght and
construction to contain the dog at all times.
(c) Barbed wire and electric fences. Barbed wire and electric fences shall be
subject to the following requirements,
(1) Barbed wire shall consist of twisted wires with barbs on each wire a
minimum distance of four (4) inches apart. Concertina wire shall be
prohibited.

(2) Except for the enclosure of livestock operations, barbed wire fences
shall be permitted only in the C, I, ORP or ROP zones, provided that
the bottom strand of barbed wire shall not be less than six (6) feet
above grade.
(3) Except for the enc 1 osure of 1 i vestock operat ions, e 1 ectri c fences
shall not be permitted in any zones.
(4) No electric fence shall carry a charge greater than 25 milliamperes
nor a pulsating current longer than one-tenth (1/10) second in a one
(1) second cyc 1 e. All e 1 ectri c fence charges sha 11 carry the sea 1 of
an approved testing laboratory.
(5) Barbed wire and electric fences shall be prohibited within five (5)
feet of a public sidewalk or within four (4) feet of street
right-Of-way line where a pUblic'sidewalk does not exist. In the
latter case, however, either fence Inay be erected or constructed
along the right-Of-way line if the property owner agrees to move the
fence back the required distance within two (2) months after the
installation of a public sidewalk. Said agreement shall be processed
with the application for a permit.
(d) Permit required. It shall be unlawful to erect or construct or cause to
be erected or constructed any electric or barbed wire fence or any fence over
six (6) feet in height without obtaining a permit. All applicaticns for,fence
permits shall be submitted to the 'Suil~ing Official and shall be accompanied by
a sketch or design of the proposed fence and a plot plan showing the location
of the proposed fence.
NOTE: The provisions in Section 36-64 are essentially the same as existed in
the Zoning Ordinance prior to the adoption of this Chapter.

Usting in the National Register provides the following benefits:
--Consideration in the planning for Federal, federally licensed, and
federally assisted projects. Section 106 of the National Historic
Preservation Act of 1966 requires Federal agencies allow the Advisory
Council on Historic Preservation an opportunity to comment on projects
affecting historic properties listed in the National Regist~r. For further
Information please refer to 36 CFR 800.
-Eligibility for Federal tax benefits. If a property Is listed In the National
Register, certain Federal tax provisions may apply. The Tax Reform Act
of 1986 revises the historic preservation tax incentives authorized by
Congress in the Tax Reform Act of 1976, the Revenue Act of 1978, the
Tax Treatment Extension Act of 1980, the Economic Recovery Tax Act of
1981, and Tax Reform Act of 1984, and as of January 1, 1987, provides
for a 20 percent investment tax credit with a full adjustment to basis for
rehabilitating historic commercial, Industrial, and rental residential
buildings. The former 15 percent and 20 percent Investment Tax Credits
(ITCs) for rehabilitations of older commercial buildings are combined Into
a single 10 percent ITC for commercial or Industrial buildings built before
1936. This ,can be combined with a 15-year cost recovery period for the
adjusted basis of the building. Certified structures with certified
rehabilitations receive additional tax savings because owners are allowed
to reduce the basis by one half the amount of the credit. The Tax
Treatment Extension Act of 1980 provides Federal tax deductions for
charitable contributions for conservation purposes of partial interests in
historically Important land areas or structures. For further information

S[MILAR NEEDS. SINCE THAT MEET[NG, IT HAS ALSO COME TO MY ATTENTION THAT
HENY LOUIS PHOTO AND THE COMMUNITY MENTAL HEALTH CENTER, ON THE EAST END
OF THE BR[DGE, ALSO SHARE THIS NEED. NDNE OF US HAD ANY PREVIOUS [ND[CATION
THAT BRIDGE PARK[NG WOULD NOT BE RE-ESYPL[SHED AFTER CONSTRUCTION. THIS

Dear City Council Members:
I am writing in support of John Wilson's request to continue using the eighteen
parking spaces on the College Street Bridge.
Many of our clients at the Community Mental Health Center would find it a
hardship to park either in the ramp or behind the recreation bUilding because
of the increased distance. While they do not qualify for handicapped parking
they find it hard to walk distances. We also see many clients with small children
who find the on-bridge parking very convenient.
I appreciate the council's time and consideration in this matter and ask that the
use of available pal'king spaces be continued and returned to full utilization at
once.

College Street Parking
Dear Council Member:
As manager, of the Union Bus Depot and the Yellow Cab of Iowa
City, I would like to express our concerns about the removal
of the College Street Bridge parking.
Ed Huff (owner) and I were at the last council meeting when
Mr~ Wilson expressed his concerns about the parking. We felt
that he adequately addressed the issue, so we did not express
our concerns at the meeting. However at this time we feel it
is important that we address this issue.

We at the depot are constantly struggling with people who desire
to park on our lotfor just a minute. Some of them park here
to run into Mr. Wilson's store, some park here to walk up to
the Library. With buses and cabs constantly coming and going
we do not have space for additional parking of vehicle other
than our own and the buses. Taking away the bridge parking
will only .reve to increase our problem with unauthorized
parking on our lot.

amount of luggage. Many of them park across the street or in
front of Mr. Wilson's store in a effort to keep from having to
carry their luggage very far. ,The lack of parking on the bridge
would mean many of them would have to carry their luggage even
further.
