We recenUy mai with Dan Holderness and Kelly Hayworth to discuss a possible Joint effort on
some :if all of the steps toward a storm water utility. Their reaction was not particularly
enthusiastic, apparentiy because they do not believe the Federal storm water regulations will
Impact them and do not see a storm water utility as providing a significant source of revenue.
They did mention that they may be Interested In participating In a contract for mapping services.
We stili believe It Is In our collective Interests to plan stormwater management by watershed. We
are pursuing the mapping, an important element to any such plan. Perhaps In time they will
realize what bigger cities are required to do by Federal regulation will eventually affect smaller
communities.

2. An application submltled by Dean Oakes for preliminary plat approval of Scott's Fourth
Addition, a seven lot, 13.40 acre resubdlvlslon of Lot 4 of Scolfs Second Addition. The
proposed subdivision Is located In Fringe Area 8, west of Naples Avenue, in the southeast
quadrant of the highways 1 and 218 Interchange.
3. An application submitted by Michael and Vicki Lensing to rezone property located at617
Kirkwood Avenue from RS-5 to CC-2.
4. An application submitted by the University of Iowa Community Credit Union for a special
exception to reduce the required parking for a flnanclallnstitution proposed In the CN-l
zone at 825 Mormon Trek Boulevard. The Credit Union proposes to use the lower level
of the proposed 18,000 square foot facility for a community room, staff break room,
kitchen, and restrooms, and does not anticipate the need to provide the full amount of the
required parking.

SOLID WASTE ORDINANCE REVISIONS

Public Works Director Schmadeke, Sanitation Solid Wastewater Superintendent Pelkey, Treasury
Customer Service Manager Donahue, and JCCOO Solid Waste Planning Coordinator Neumann
presented Information about the solid waste ordinance revisions.
Novick suggested that revised rules be distributed with the building and demolition permits.
' Courtney asked If specific costs such as the state landfill tax and landfill assurance could be
Itemized on the bill for residential collection. Pelkey stated painters can be contacted regarding
rules applying to the yard waste and paint chips. Council directed staff to rewrite the landfill use
fees definition of govemmental premises. Horowitz recommended that the $5 extra landfill fee
per ton outside of the city be itemized on the bill to county residents as a landfill closure fee.
Novick recommended that the minimum fee In lieu of tonnage fees should be Increased from 10%
to 15% or another amount so the current fee would not be decreased. .
Atkins recommended that Council discuss the recycle drop sites because they're getting abused
and are a mess.
Courtney requested figures about how much Solon's volume-based rates have reduced what Is
put Into the landfill, and requested Information on the amount of things going to the landfill
generated by multi-family dwellings. McDonald requested a copy of the earlier City Manager
memo regarding volume-based rates. Courtney requested Information about a volume-based rate
system that would Include multi-family dwellings.

Kubby noted that the Melrose Avenue environmental assessment Information did not

Input.

electrical system could be used.

Coralvm,,'s proposal for the convention and visitors bureaulwelcome center. Courtney
stated an Iowa City property owner has approached him about providing property for a

questioned usage for that purpose. Council members Novick and Horowitz stated that they
would prefer a neutral site such as at the Dubuque Street exit.

MELROSE AVENUE BRIDGE AND REPAIR
Iowa City Manager Atklns presented Information regarding the proposal to establish a community
focus grQup to review the draft of scope of work for an en,vlronmental assessment. Atkins recom-
mended that a third party facilitator work with the focus group, and stated a memo outlining the
proposal will be In the 6i( Counclllnfonnatlon packet.

University Heights Council Yarbrough requested that University Heights council have the oppor-
tunity to parUclpate In the planning level In projects that Impact on Melrose Avenue and be
provided with any documentation and memorandums regarding the Melrose Avenue project.
Iowa City Engineer Fosse presented Infonnatlon regarding current load limits and speed limita-
tions on the Melrose Avenue Bridge.
WEST END OF MELROSE AVENUElRECONSTRUCTION
Iowa City Mayor Courtney presented Information regarding Iowa City's CIP prioritization of the
repair and reconstruction of the west end of Melrose Avenue. University Heights Council member

ANIMAL CONTROL
University Heights Council member Marty Jones asked If University Heights could enter Into an
agreement with Iowa City and Coralville for animal control. Iowa City Council agreed to work with

PLANNING AND FUTURE DEVELOPMENT OF THE NEUZIL TRACT
UniverSity Heights Council member Yarbrough requested that Iowa Clty,and University Heights
establish a process to allow Input by University Heights regarding the development of the Neuzil
tract. Iowa City Mayor Courtney requested that Iowa CIty and University HeIghts attomeys meet
to discuss the plannIng and future development of the tract. Horowitz asked that Iowa City and
University Heights Mayors appoint Council members to a committee to address tlie planning and
future development of the tract.
Iowa City Council member Kubby requested that Iowa City and University Heights Councils meet
on an annual basis. , '
