(UA93-13 IOWA CITY) and the Lyon (UA93-33 IOWA CITY) voluntary annexations, and on

As a concerned resident in the BIuffwood Neighborhood, I
support the Neighborhood Open Space Plan that the Neighborhood
Open Space Committee will be presenting to the city council at the
July 6, 1993 meeting. I urge the City Council to include this plan as
an amendment to Iowa City's Comprehensive Plan.
The portion of the plan specific to our area targets a 7 acre
green space along Ralston Creek east of Hickory Trail, and a 3 acre
park northeast of the present housing developments. By including
these park areas in future plans for our developing neighborhood,
the city would be meeting current and future needs of our rapidly
growing area.
There is a real and immediate need for a park with open
playing areas for children in our neighborhood. At present Pheasant
Hill Park and Hoover School represent the nearest Iowa City Parks or
playground equipment available to our children. Both of these
locations are too far and require children to cross major streets,
prohibiting them from using these facilities without adult
supervision. Hickory Hill Park is to the west of First Avenue, but the
busy traffic on First Avenue makes it dangerous for children to cross
by themselves. The potential extension of First Avenue will make
crossing even more difficult.
We have the opportunity now to develop our community with
beautiful parks. Without thE: foresight of the Neighborhood Open
Space Plan, our area will continue developing without open spaces
for children to play. It is important that parks are part of the initial
planning for future development in this area. It is much more
difficult to plan adequate and useful parks after housing is complete.
I urge the City Council to include the Neighborhood Open Space
Plan as an amendment to Iowa City's Comprehensive Plan.

Dear Darrel:
I am in receipt of your letter of June 22, 1993 regarding SEATS Paratransit
Services to persons with disabilities. It is the school district's understanding
that in order for the City to receive a federal subsidy for transportation the
City must provide transportation for the handicapped. It is also the school
district's understanding that the City of Iowa City has contracted with
Jolmson County SEATS to provide handicapped transportation.
VVhen Iowa City Community School District's students use SEATS
transportation it is in lieu of riding a City bus. The Iowa City Community
School District feels the students of the district are as much a part of the
community as any other handicapped resident. The Iowa City Community
School District does not use SEATS to transport students to and from school
during the school year. Rather, SEATS transportation is usee! when students
are going to work sites, etc. Similarly, non-handicapped students use the
regular transit system.
The City is not asking other handicapped residents to pay the full cost of
transportation. The school district does not feel handicapped students should
be required to pay this cost either. The district does pay the suggested
donation and feels this is an appropriate contribution to this required City
service. (It is our understanding that approximately two-thirds of the riders
do not pay the suggested donation. )

Students using SEATS during the summer are students participating in the
Systems Unlimited Summer Program. This program is not an Iowa City
Community School District program. The Iowa City Community School
District, however, does donate the space to Systems Unlimited to run their
summer program,

I am writing to you and the members of the City Council to express my
concern about how long it will take to have a walk/don't walk light
installed at Fairmeadows and Highway 6 intersection. I have been contacted
by sever al members 0 f ,:,ur neighbc,rhc..)d aski ng when we wi 11 have the wal k
light and when I did sc,me checking, I be,:ame .:c,ncerned.
After c,:'ntacting Jim Brachtel and Chud Schmadeke c,n June 21, they t,)ld me
that they have a lot of field work to do right now and "hope" they can have
it installed before school starts this fall. At this time, the plans that
need tc, be submitted tc' the DOT for apprc,val haven't been ,:c,mpleted yet.
On,:e they are submitted, it ,:an take three t,) iC<Llr weeks tc, get apprc,val.
Mr. Schmadeke said he didn't knc,w when they wC'Llld have time to install it.
It has been two months since you decided to have a walk light installed.
Having spent the last twc, weel(s dealing with that intersection on foot,
on bicycle and in a ,:ar, I want you t,) know that intersecti,;)n is jLlst as
dangeroLls now as it was twc. months agc'. The volume ,)f pedestrian traffic
and bicycle traffic has nc,t de.:reased now that sLimmer is here. It is not
an exaggeratic,n tc, say that YC'LI are lLl(f:y if y':'LI can get thrc'Llgh the
intersecti')n in a car on a green light. I was ,:aught in the median each
time I tried tc. crc,ss c,n bicycle and on foc,t. Believe me, it was nc,t a safe
place tc, be.
For me and others who Lise this intersection, it is difficLllt to imagine
what ,)ther pro,jects ,:oLlld be pla,:ed as a higher priority c,r have a greater
need to be completed as soon as possible.
WOLlld it be possible to help this project get a higher priority than it
seems tc, have now? I really feel that the lc,nger this intersection gc,es as
it is, the more chance there will be of a serioLls accident.

installatic,n c,f the waU: light at Fairmead,:,ws and stop lights at Lakeside
Drive and Hwy. 6, along with fLltLlre widening to 4 lanes between Lakeside and
8,:c,tt Blvd., YC'LI can see a definite change in the area all alc,ng Hwy. 6.
The "edge" of town is slowly being moved to the east. It wOLlld seem

Early Voting Station at University Hospitals,

Subject: Request for Early Voting
Clark, This note is to reiterate the phone conversation we had earlier
this morning in which I had to deny your request to locate a Satellite
Voting station in univerisity Hospitals for the special Iowa City election
to fill a vacancy. The Code of Iowa requires publication of the time and
location of such stations one week in advance.
I very much appreciate your interest in assisting the patients I staff, and
visitors at University Hospitals in making voting' more accessible. I very
much enjoyed our previous highly successful efforts working together in
this regard, and will take any requests from you with the utmost
seriousness.
As a matter of fact, I had earlier fully intended to ask you for the use
of University Hospitals for this purpose. But Mayor courtney refused my
request to allow use of the city Administration Building for Early voting.
city Clerk Marion Karr said that a majority of the councilors agreed with
his decision. The Mayor requested that Early Voting be curtailed in order
to save on election costs, which are billed to the city.
As a result of the city's request, University Hospitals was eliminated as
a priority location, reducing the list to two more centrally located sites
at the Senior Center and the Iowa city Public Library. Early voting will
be available at the Senior Center tomorrow, Friday, July 9th from 10:00AM
to 5:00PM., Saturday July 10th at the Iowa city Public Library from
10:00AM to 6:00PM, and Monday, July 12th at the Iowa city Public Library
from 10:00AM to 5:00PM.
For the future, you should keep in mind that at least 10 days notice is
necessary to meet the Press citizen sUbmission deadlines in order to
comply with the legal requirement for one week notice. Also, a petition
of 100 eligible electors can require that a location be provided Satellite
voting services for a minimum of one day. I hope to soon be able to work
with you again to provide improved voting services to our citizens.--Tom

Re: One Hour Parking in the 400 Block of East College Street
As directed by the City Council of Iowa City during its informal meeting of June 21, 1993,
tha City Traffic Engineering Diyision has installed ONE HOUR PARKING signs on both the
north and south sides of the 400 block of East College Street. These signs have been
installed so as to add two additional public parking spaces on the north side east of the
metered stall known as C 128 and four additional parking stalls on the south side east of the
metered stall known as C137. This change provides for three public parking stalls on the
north side of the block and eight public parking stalls on the south side of the block. The
meter-controlled parking stalls will be maintained as 30-minute parking stalls; the newly
created one-hour parking will be monitored by the Parking Division. These changes will
remain in place until the new Chauncey Swan ramp is open for use.

COMMENT:
This action is taking place after the completion of a mailout questionnaire to the residents of
Glandale Road that would be affected by these parking prohibitions. 16 questionnaires were
mailad out and 14 were returned. Of the 14 that were returned, 100% of the respondents
favored the prohibition. 12 of the 14 favored the all-time prohibition to be on the north side
of Glendale Road.

Circle and NO PARKING 8 A.M. TO 5 P.M. MONDAY THROUGH FRIDAY on the circle portion
of Glendele Circle. This action will take place on or shortly after July 23, 1993.
COMMENT:
This action is being taken at the completion of a mailout questionnaire to the rasidents of
Glendale Circle that would be affected by these prohibitions. Of the five questionnaires sent
out, three were raturned. All three of the responding residents favored the prohibition as
noted above.

People Are Talking About
Public Access. . . '
Public Access Television is the modern equivalent of the town squarel and the soapbox. It is
a place where people can voice their views, and hear the views of others. Since assuming
production responsibilities for our First United Methodist Sunday morning broadcasts, I have
appreciated the helpful and encouraging spirit of our local PATV staff. And, our congregation
appreciates this forum for sharing some of our views and beliefs.

It's been an eventful year for Public Access Television. In our third year we've experienced
continued growth as the organization begins to maturel along with some of the discomfort that
goes with youth.
We're revising the management structure of the Community Progranunmg Center. We've
seen increases in productions and volunteer hours. We've adopted the versatile Super-VIiS
format for high-end productions. We've seen more productions with other agencies like the
Extended Learning Project from Hoover School in the Iowa City Community School District
and the Iowa Medic?J and Classification Center at Oakdale. We've seen our programming
Guidelines weather the challenge of the real world. And we've developed a Proposal for
Refranchising.
As part of the process for renewing the cable television franchisel the City of Iowa City
asked us to put together a document proposing changes we'd like to see in our organization.
Compiling all the information, ideasl comments, complaints and dreams that went into that
document brought the Board and the staff to a new appreciation of what P A TV is and what it
can become.
However, it also reminded us that things are changing in this world faster than ever. We
have to be ready for the new cable technologi~s of the next few years and the possible anival of
competitive distribution media.
But more importantly, we have to remember the greater concerns of PATV. We are in the
business of public access. And public access is about more than television progranunmg, It is
about keeping open a way into the growing worldwide communication network for the
general public, so they can make themselves heard, in their own words (and pictures, and
sound).
Public access provides the means for the public to speak in the mass media without being
regulated, edited or otherwise censored by any gate-keeping organization. Public Access
Television is dedicated to the proposition that every citizen has a right to express his or her
views to the conununity. It is also founded on the assumption that the free flow of ideas in an
open forum can only strengthen our society. Kind of like the First Amendment.
The next year will see continued changes in PATV. We will find out about the new
franchise arrangements. We may see the development of a greater Cooperative effort among
the Public, Educational, Government and Library access channels. No doubt we will see
changes in technology that will surprise us. But one thing will not change. And that is PATV's
commitment to providing the public a way to use modem communications technology
however they see fit.

I Public Access Empowers
People
There are times I wish I could go back to myoid way of watching TV. Sitting on the couch,
remote in hand, watching whole episodes of "Roseanne" and "Family Ties." Never analyzing,
sometimes even laughing out loud. Then came the day I got a job with Public Access
TeleVision, Inc. in Iowa City. I learned how to use a camera and some basic editing equipment.
I had to think about an intended audience. When I made television, what kind of credit was I
giving the viewer?
I began to watch TV differently. And I carne to the conclusion that what's on TV tells us
something about ourselves. From the look of thingsl the Average American doesn't like to be
too challenged by what comes out of this box in our living rooms. Or maybe they don't ask to
be challenged, But if they asked, who would listen?
So what drones out at the Average Viewer is programming which is fairly bland in content,
perfect in look, and if it has a laugh track so much the better _ how helpful! "Real-life" TV
takes the form of talk shows, or sensationalized news items that make our less-then-eventful
lives seem okay or that give us something to talk about. Most of television, if you really
analyze it, is just a few formulas or girrunicks, derived by executives who want to get people to
watch TV, so they'll see the advertising, so they'U buy the advertised products, so the
advertisers will continue to pay the executives to corne up with the formulas and gimmicks.
It may not have that 50-thousand dollar per minute look to it, but access television allows
producers to be creative and fresh, even outspoken. It invites the viewer to take an active role
in evaluating the content of the programming, which is often times controversial. And public
access empowers people to respond by providing training and assistance in the process of
creating their own vision. It's a pure exchange, undiluted by corporate concerns.
These days I grow impatient with sit-com formulas and advertising devices _ I look to
access for freshness and authenticity. And when I feel the need to present my version of my
reality, access allows me the chance to do it. Maybe what I have to say will reach someone,
change someone, make someone realize there are new ways to think about something. I work
to make this everyone's opportunity.

What is Public Access?
This spring in a workshop, I finally figured out what public lj,ccess is all about.
One of the workshop participants and I were talking about what it is that we do at the
Corrununity Programming Center and I heard myself saying, "It's like weaving a potholder in
crafts class and suddenly looking at your blue jeans and lUlderstanding how weaving works to
make real cloth." I don't know which synapse fired in my brain but it was a powerful one. That
is what we do: we give you a chance to make simple television, and that chance gives you an
lUlderstanding of how complicated television is, how it works in your life to sell you, convince
you, entertain you. Public access is the electronic potholder, a useful item to have, sometimes
pretty and sometimes not (remember those rhomboid woven potholders with colors that
clashed?)
It's easy to take this kind of learning for granted once you have it, but those of us in the
electronic potholder business are concerned that everyone get a chance to learn what you
know, too. Handmade media is the most valuable kind to us. We want to make sure that our
electronic version of the crafts class continues here in Iowa City. We hope you'U sign up for

I The Year In Review
To start the 1992-93 access year off with a ban~ our two new Hitachi studio cameras
arrived and were installed by staff members Rene Paine and Shari Neal. This was only the
beginning of a whole new look and feel to public access. At the same time, workshop
attendance increased to nearly one-hlU1dred percent for each workshop, thanks to the creative
efforts of the new workshop instructorl Doyle Detroit. We knew we were doing well when we
had to set up a waiting list!
Our nollll&l, busy production schedule continued throughout the year: shoots for the Iowa
Oty Public UbraI}'1 our own series programs, weekly live programs, and many other studio
and field shoots. Access Week at the end of April included four days of live programming
highlighting local volunteers. The summer Arts Fest events were well documented by PATV
interns Drew Butz and Amy Rasmussen. These popular programs were played weU into the
cold winter months. The November election encouraged political supporters of all parties and
issues to use public access, often for the first time.
Plans for the refranchising negotiations between the City of Iowa City and TG of Eastern
Iowa progressed in the latter part of 1992. As we drafted our portion of the refranchising
proposal for the City of Iowa Oty, both the P A TV Board of Directors and the staff began a
re-evaluation of our mission and structure, which has strengthened the organization
considerably.
Our first concern was to use our existing space in the Iowa Oty Public LibraI}' more
effectively. To this end, staff and volunteers undertook a massive clean-up and transfonnation
of the control room and reception area. Uterally every piece of equipment and furniture was
re-evaluated for function and utility. We added to our post-production capability a new S-VHS
editor, and added two new portable cameras for field production. These changes and additions
were introduced at our grand re-opening reception in January, which was cablecast live on
Channel 26.
Our current Guidelines were reviewed and updated as weU. These new Guidelines were
put to the test in March when questions of content were raised about a taped program. We
initiated an immediate dialogue with the community and were gratified at the response. It is
clear that there is strong support for censorship-free cablecast in the Iowa City area.
Staff changes included not only changing faces (all too usual in Iowa Oty), but a staffing
pattern that adapted to the changing environment for public access in Iowa City. We started
the year with a more traditional hierarchical structure, and ended with an innovative team
approach to management, in which group process is emphasized.
We closed the year, anticipating our April 1st channel-numbering change, from Channel 26
to Channel 2. Now that we're out of the land of deep cable and into our last year of the current
franchise with TCII life promises to be even more interesting at the Community Progranuning
Center. Stay tuned for next year's report. . . .

Volunteers:
The heart and soul of Public Access Television.
Volunteers are the foundation on which Public Access Television is constructed. Without
this framework of concerned and interested individuals and grOUPSI P A 'IV would become
merely an asterisk on a financial balance sheet- a corpus without a delicti.
The reasons why Iowa City community residents choose to volunteer their lime and energy
for PA'IV are as varied as the people themselves and the many levels of opportunity available
to them for participation.
The key words in Public Access Television are public and access. P A'IV provides everyone in
the Iowa City community with the potential for personal and creative empowerment through
access to media.
Progranuning on PA1V is primarily the result of the creative energies of our volunteer
community producers. By providing the public with access to our production equipment and
facilities, PA1V provides an outlet for progranuning that reflects ail segments of society.
The only requirement for access to PA1V's facilities is completion of our Guidelines and
Production workshops. These hands-on seminars provide community producers with an
introduction to the operation of our equipment and facilities. The role of Public Access
Television in the community and the individual's responsibilities within that framework are
also covered.
Although a smaU fee is required to participate in these workshops, the outlay of hard
currency is not a prerequisite to certification. Individuals who want to be certified as
community producers can volunteer their lime for the station in place of their money. This
volunteer opportunity - usually involving providing assistance on other community
producer's shows - has the added advantage of reinforcing the learning experience from the
workshops.
PA1V's programming reflects the diversity of the Iowa City community not only by
providing access to our equipment and facilities for community producersl but also by
providing concerned individuals and groups, who are not certified as producers, with access to
lime on our programming schedule. The completion of a Cablecast Request Form _ on which
an individual certifies that their program adheres to the standards set forth in our Guidelines
- is ail that is required.
Another layer of opportunity for volunteer activity at PATV involves the actual functioning
and operation of the station itself. The internship program at PA'IV provides a framework for
individuals to receive university credit for the experience they gain from assisting with the
day-ta-day operation of the station. One step further behind the scenes is the opportunity
offered to members of the Iowa City community to serve on our Board of Directors, overseeing
the business function and operation of P A 1V.
But by far our most important volunteers are you - the members of the Iowa City
community - who support Public Access Television every lime you turn on your television set
and tune in to Channel Two.

Workshops
Public Access workshops are hands-on training sessions, usually limited to 5.10
participants, wherein community members transform themselves into television producers,
camera experts, directors, graphic designers, and access historians. Workshops cost access
users one to two hours of volunteer time (in which they can gain valuable experience) or five
to ten doUars each to cover equipment used. The community value of this low-tech training on
high-tech equipment is immeasurablel
