The owner of 510 Second Avenue received $5,000 In the form of a life lien through the City's rehabllilatlon program. Hawkeye State Bank Is aboullo loan the owner $90,000 10 refinance their existing mortgage. Ambr/ Mr. Mayor, I would like to have you please break out Item 2.e.5 for discussion. Not separate vote. Courtney/Go ahead. Ambr/ #2.e.5, ladies and gentlemen, has to do with the resolution that we are about to pass, hopefully unanimously, as part of the consent calendar. The resolution stated as (reads resolution). That has to do with William Ambr's resignation from the city council. In my original letter of resignation I chose the date as January 2, 1994 and since that time we have had discussions with state election officials and the local election officials which are Pat White and Tom Slockett and It was their consideration that In order for my election to be held without the necessity for a special election on a date other than November 2, that I should resign effective November 1,1993 which I have done. I have amended my original letter of resignation. So that resignation Is taking effect November 1, 1993. Having done that, then the council by this resolution, has established the day of November 2, 1993 for the election for my office which will be held on the same date as the normal election for those new seats and unexpired terms that will occur just naturally. Whenever I deliberated on making this decision, as you can Imagine for someone who served here for ten years, I had a great deal of mental anguish and consternation that I would absolutely not do this move If It entailed the necessity of a special election which would cost the tax payers an additional sum of money. We were given figures yesterday that the last special election cost this city $22,500. I simply would not let that happen. Therefore, that goal Is going to be accomplished by the passage of this resolution tonight. The second consideration that was very high In my list of reasons why I should do this or could do this In this manner was that I did not want the council to be short one member for any more meetings. I felt that you should be entitled to the services of seven full elected council members. The person who wins the election for my seat on November 2, will serve Immediately effective November 3,1993 to the expiration of my term which Is January 2, 1996. Therefore I feel comfortable In resigning In the manner in which I did for reasons other than just these. I think it Is important that this councllor clarify some of the mystification's that have been reported by the media on who Is on first base and who Isn't. john McD., who I have been prlvlleged to serve with for these ten years, his term will expire january 2, 1994. Mr. McD. has stated publicly and to me that he will not seek re election. All right, that Is one seat to be elected on November 2. Mine Is two. Darrel Courtney, my good friend to the right of me, has served for eight years on this council announced yesterday that he will not run for re election. Much to our regret. That Is seat #3. Ms. Nov., whose term expires january 2, 1994, has announce to the public and to me privately that she will seek re election. That Is four. That is all there Is. There Is not five. Mr. Pigott won a special election for District C. He was seated Immediately and he will serve until january 2, 1996. Mr. Pigott does not have to stand for any more elections until that time and that Is his choice. So on November 3, Mr. or Mrs. X will have this seat for the balance of my term. I just wanted to clarify to you that it was stated Incorrectiy In some of the news media that Ms. Kubby, who will be the only remaining veteran. She Is a veteran, of course, and so Is Mrs. Horow. who Is completing six years. So I think the council will have a goodly amount of seasoned performers plus some hopefully very good new ones. Karr/ This particular procedure Is a little different this year because of the one unexpired term. We do have, as Bill just Indicated, four vacancies. One district and three at large. Two of the at large are for full four year terms. One of the at large is for two years and two months. Because of that a distinction or an Indication of some sort must appear on both the candidates affidavit and petitions Indicating which seat they wish to file for. That petition Indication must appear on there before any signatures. It just said that the rehab program recommends using this money which would normally be turned back into next year's budget for the rehabllltatlon grants for flood damaged homes. Tom Mentz/ I currently live off of this alley. I have been working for a number of years to try to see this Improvement done. There Is a Jot of reasons why It needs to be done. The alley services a great number of parking spaces to a lot of density that has built up over a number of years. It Is currently a gravel alley that requires constant city maintenance and grading. With all the rains, once the gravel erodes out Into Bowery Street. It Is onli' one lane wide at Its Intersection of Bowery causing additional traffic jams at Bowery Street. The alley Is paved all the way from Court Street to the RR tracks except for this 180 feet. Who should pave for it. I think the people who use the alIey should pay for It. Everybody on that street uses It. The people to the south have paved their south half of It. That Is private property. It Is not city property. Are there any questions. Nov! Can you tell me where the apartments face that are using this alley. Mentz/ The apartments all face mostiy to Dodge and Johnson but their parking lots are all only accessed only by the alley and there are, by my count, IS 8 and 12 plex apartment buildings back there. If I remember the grades correctly, all or most of the Improved portion of the alley or the alley Is proposed to be Improved here wll1 drain out to Bowery Street and it wll1 do so with an Inverted crown so the dralnage will be directed to the center of the alley, then out to the street, so it should not affect the abutting properties. Kubby/ Wll1it be a curb or curbless. Fosse/ It Is going to have a curb on it over a portion of It which Is unusual for an alley but necessary because of the grades between the homes there. Nov/ What about the width of the alley. Will it have still only one lane, Fosse/ It Is going to be narrow. It Is going to be 16 feet between the curbs but we have a limited r.o.w. there. It Is even more limited becau>e of the way the grades encroach upon the alley there. We don't want to Impact the abutting properties too drastically there. Horow/ But the purpose of the whole project Is to get it paved. I think that Is what I am really looking fOlWard to. The only other question I have Is that In today's climate when we put this out for bidding we are going Into a market that Is already very tight. Fosse/ That Is correct. I think Naomi asked last night why the price seemed so high for a project this small. There Is two reasons for that. This is not necessary those homes that have had heavy damage but little things and It is difficult to find a contractor and If you find one you are never sure who they are. I have called the city on this. The suggestion from our Housing Rehabilitation Division Is that if a local contractor is not available to work on flood damaged houses or other projects the following are some suggestions. Try to stay with a contractor who comes from a SO to 100 mile radius of the Iowa City/Coralvllle area Avoid out of state contractors. Use a contractor as close to Iowa City/ Coralville as possible. This might assure that the contractor won't disappear as soon as the work is completed. Make sure that he or she is registered with the state of Iowa to do business as a contractor. Any plumber or electrician must be licensed by the City of Iowa City. Once you have chosen a contractor make sure that all the necessary permits have been acquired. H.I.S. at the city can help. You could call 356-5122. And finally, be prepared to wait for a good contractor. Most of them are busy and behind schedule with the work that they were contracted to do before the flood. Many of them may be wll1lng to advise you as to what to do so you can get ready for them and will try to work you In as soon as they can. Ambr/ I want to refer to a piece of correspondence that was sent to me at the Civic Center and I have a copy for all members of the council and after discussion I would like to have It entered Into the record. As with most people on the council or employees of the city the topic of conversation Is flood damage. I had a conversation with a friend and a constituent last week, Dr. Jack Moyers Sr. He asked me If I thought If the City of Iowa City would be willing to accept a monetary gift from him and perhaps other citizens for the replacement of the trees that we know are going to be destroyed In Lower City Park. The last count that I had Is that there are between 350 and 375 75-100 year old trees who simply won't survive being under water since July 6. Dr. Moyers wrote a letter to me and to the council making some suggestions that the type of tree and it's location and time of planting must be determined bay the city authorities through suggestions by the donor. That would not be out of order. All gifts must Include all cost of planting so that there Is no expense to others. At the time of planting advance notice tot he donor would be a fitting courtesy. Thought the potential for over administration of this whole matter Is obvious. So when the time Is appropriate we certainly encourage a check from Dr. Moyers and any other citizen that wished to participate In a gift of this nature. There Is a foundation set up, the P/R Foundation, similar to the library foundation that could be used as a vehicle for flowing funds through. I really don't have any more details on It. We are In the process of forming a steering committee or task force to get this started and hadn't really Intended on bringing It forth. But Bill's comments last night It looked like another effort started and I would encourage folks that we all kind of pool our efforts Into one place. My anticipation Is that we would have the P/R Commission and Project Green, the boy's baseball organizations since they are affected, possibly the E.A. Several groups that would be formed to mount a fund ralslng drive, I think the City Park Is going to be the last thing monument to the flood. It Is going to be generational as Mr. Atkins description of It In nature, There will be more on that to come, We were trying to walt until the flood was over. It seems like It Is never going to be over and get the water down so we can assess the damages and put some sort of a figure on It. It Is hard to start a fund raiser without having a goal In mind. So we will have more on that later. Anything else. Nov/ I want to talk a little bit about floods also. Because we have had some drainage ditches and culverts that were blocked because of flood water and some of these have grates on them and some of them do not and I am very concerned about children playing near water these days. The storm water detention basins do not have a current and and there are dangers but the drainage ditch during the rain has a very strong current and our Public Works Department has told me that a child could be pulled Into that area and held even If there were a grate because of the current. And certainly If there were not a grate a grate a child could end up In the storm sewer, So we need to be very careful about children playing out In the rain especially near those kind of waters and we have an awful lot of them over flowing these days. And we have had a lot of calls form the neighborhood near the redevelopment of ADS project. Sheridan Road area. Horow/ I went over to the site and walked through the building that Is going to be taken down tomorrow and talked at great length with Mr. O'Brien. He does have the grading pelmlt and he Is now putting In dirt to change the slope of the eight acres. Before hand he was going to have the storm water detention basin along Sheridan. Rather than doing that now because he knows the neighbors would like to have It look like single family residential development he Is moving that storm water detention back to the end near the RR tracks. In order to do that he has to fl1lln the area closer to Sheridan and grade It back towards that storm water detention basin. I suggested to him that this activity might better be explained to the neighbors so that they were not concerned about what was going on. I thlnk- Nov/ Did you have the Impression that he knew he needed another grading permit if he changed his grading plans in the middle. Horow/ That question didn't come up because I didn't know that whether or not he didn't have one for. As far as I know that might have been the purpose of the permit that he got. People relating stories that they heard that some people In areas In the city didn't know that there was a place to pick up cleaning supplies. I Just wanted to remind people that the Salvation Army Is a place to do that at 510 Highland and you can go and pick up toilet bowl cleaners, bathroom supplies, gloves, brooms, buckets and other supplies and other necessary items. Between 6:30 am and 5:30 PM. Also I wondered whether there Is a flyer that we have that goes around that to residents In general about this. I think maybe the Normandy Avenue residents. Atkins! CONSIDER A RESOLUTION AUTHORIZING APPLICATION FOR A YOUTH SPORTS PROGRAM GRANT IN COOPERATION WITH THE NEIGHBORHOOD CENTERS OF JOHNSON COUNTY. Commenl: The Iowa City Housing Authority (ICHA) received a Nollce of Funding Availability \NOFA) from HUD for a Youth Sports Grant. This program Is an effort by HUD 10 ntervene In gang and drug behavior by children In public housing. Often public housing Is sited In areas removed from recreallonal facilities. The Youth Sports Program allows grants up to $100,000 with a 50% local match. In conjunction with the Neighborhood Centers of Johnson County (NCJC), the ICHA would apply for a $50,000 granl for FY93-94. The purpose of the grant Is 10 provide recreational and sports activities 10 children In public hOllslng units. The program would be evening and weekend ortented. This granl would contain In-kind matches from the NCJC of $9,500 staff time, Mayor's Youth Employ- menl (MYEP) of $2,400 staff time, Iowa City Recreation Departmenl of $1,600 staff time and $1,300 In waived fees for facility use. Volunteer time for this program makes up the balance of Ihe match required. The ICHA Is donating the administrative lime and functions for the granl as the ICHA Is prohlblled from Including these cosls In these HUD granls. The Budgel for this program Is for staff time, $33,800 for two persons, $1,200 for Youth Coach Stipends (MYEP) $10,000 for Iowa City Pollee time for lale night securtty, community patrol, drug and crime prevention activities. This amendmenl would expand the exemption to also permll non.profit corporations to sell, as well as lease or renl, a housing accommodations preferentially to persons based on their sex and the presence or absence of dependents. This amendmenl was requested by represenlatives of 'Habltal for Humanity,' an organization which attempts to provide housing primarily for families In need and which Is to begin providing such services In Iowa City. They wlli be using the Recreation Center, the Iowa City Recreation Center plus some outdoor fields for the different programs. Joan has already talked with the Recreation Dept. and has made arrangements and has Identified time for the program to run at night without Interfering with the regular program. Ambr/ You mentioned a couple of sports. I assumed that depending upon the season that all sports would be considered. Henderson/ That Is correct. Ambr/ Are we talking about setting up another league or are they going to be attempted to mesh them In with what we already have going. Joan Vandeb Berg/No. We really want to hook kids with what Is already going. A lot of It would be almost like scholarships. Like hooking Into Iowa City Kickers and other organizations. A lot of times kids don't have the money to participate. Kubby/ Or transportation. Ambr/ Sounds real good. Kubby/ It Is another example of the Neighborhood Center pooling resources back Into the community and getting kids Involved In positive ways In spending all of that energy. Courtney/Some of those organizations do have some of their own scholarships, too, so you may be able to kind of hook In with them to get some extras that way.
