Dear Mayor and City Council members:
Greetings from tlle office of the Iowa Sesquicentennial Commission. Iowa will
commemorate 150 years of statehood in 1996, and we have some exciting
information to share with you.
We are pleased to introduce you to the Iowa Sesquicentennial Commission (ISC).
The ISC, chaired by former Governor Robert D. Ray and co.chaired by C.J. Niles of
Carroll, is a bi.partisan commission made up of 25 energetic men and women from
across the state and all walks of life. Established by Governor Terry E. Branstad and
the Iowa legislature in 1992, the ISC is charged with planning Iowa's statehood
celebration. The ISC members believe that a successful sesquicentennial will depend
on local, regional and statewide participation, and should focus on the education,
commemoration and celebration of our past, present and future.
To ensure broad.based local involvement .. the key to the total effort .. the Iowa
legislature has mandated tllat a County Sesquicentennial Commission (CSC) be
formed and certified in each and every county in Iowa, and that every city council
and each county board of supervisors make one appointment to their county's
commission. The task of the CSCs will be to plan local festivities, mobilize
volunteers and participants, and implement statewide and local programs in
commemoration of Iowa's collective heritage.
The Johnson County Sesquicentennial Commission formation process will begin in the
coming weeks when your County Convener, Nancy Seiberling, contacts you, Ms,
Seiberling has been appointed by the ISC to work with y~u and the Johnson County
Board of Supervisors to facililate appointments to your CSC. The County Convener
also will share with you the ISC's preliminary plans for celebrating Iowa's
sesquicentennial. We hope to have all 99 CSCs up and running by Statehood Day,
December 28, 1993.

We have enclosed an 1SC Fact Sheet, which outlines, in summary form, information about
the statewide Commission. This information should prove helpful as you consider your
appoinunent to your CSC. Also, you can obtain a copy of the County Sesquicentennial
Commission Handbook from the Johnson County Board of Supervisors, The Handbook
details the appointment process as wcll as CSC responsibilities and operating guidelines.
As the ISC Fact Sheet explains, sesquiccntennial activities will be supported by the proceeds
generated from thc sale of the sesquicentennial license plates. Procccds willthcn bc sharcd
with each CSC to support local endeavors. Spccifically, each CSC will receive an cqual
share of 10% of the total statewide revenue, plus, once a threshold of 10% of the total
available plates for sale in Jolmson County has been reached, an additional $1 for each
license plate set sold or renewed will be forwarded to your certified CSC.

Funding
The Iowa Sesquicentennial Commission's statewide activities are funded by the extra fees generated from the
sale of special sesquicentennial license plates. The extra fees, $15 for the first year and $10 for renewals,
provide the funds to plan, coordinate and implement the numerous programs and activities of Iowa's
150th birthday celebration.

To become an early participant in Iowa's sesquicentennial commemoration, go to your county treasurer's office
and purchase a set of sesquicentennial license plates for your car or truck -- you also may purchase gift
certificates to give to your friends and relatives, You don't have to wait until your re~lar renewal date,
Just take your vehicle registration and current plates to your county treasurer's office, pay
the $15 fee and proudly display your sesquicentennial license plates today!
County Sesquicentennial Commissions
To ensure that all Iowans will be involved, each and every county i~ Iowa will form it's own County
Sesquicentennial Commission (CSC) by the end of 1993. The task of the CSCs will be to plan local festivities,
mobilize volunteers and participants, and implement statewide and local programs in commemoration of Iowa's
collective heritage. Each board of supervisors and every city council will make one appoinbnent each to their
county's commission. Additional appoinbnents will be authorized by the ISC to ensure balance on each CSC,
A portion of the sesquicentennial license plate proceeds will be available to help support CSC plans and
activities. Specifically, each CSC will receive an equal share of 10% of the total statewide revenue, plus, once
a threshold of 10% of the total available license plales for sale in the county has been reached, an additional $1
for each plate set sold or renewed will be forwarded to your certified CSC,

theme line that best r resent's Iowa's proud past and promising future. The finalists and grand prize
winning designs will be sele ed by Iowa artists and ISC members for use in statewide, national and international
promotional campaigns. B on the lookout for contest information in public libraries, arts ouncils, banks,
chambers of commerce, istorical societies, county courthouses and other location cross Iowa.
