City of Iowa City MEMORANDUM Date: August 6, 1993 To: City Council From: City Manager Ae: Flood Update Following our morning conversation with Corps of Engineers representatives, we have been advised that the reservoir level Is at 709.2 and holding. There has been no substantial change In the last two days. The Inflow to the reservoir Is now at 12,000 and Increasing while outflow Is at 19,100 and holding steady. With last nlghfs rains, Iowa City received approximately 1/2', but Marengo received 1.7'. This could affect the flow Into the reservoir and It may Increase to as much as 14,000 In the next day or so. The outflow forecast we provided you over the last few days has been amended by one day due to the Increase In rain. These were best guesses as I am sure you were aware. The weather forecast shows the possibility of rain all weekend, with an estimated 1/4' for Iowa City. Our cleanup efforts are continuing and as water recedes, we are dispatching our streets crews. Sandbags are now appearing at the curb and are being picked up by the City crews. The sandbag material Is being used for dally cover at the landfill, a permitted use. The lOOT engineers have reviewed lhe Hawkins Drive circumstances, It remains under waler, and have discovered voids under the roadway. This will require some specialized treatment before they are able to reopen Hawkins when the water recedes. !he water depth on Dubuque Street Is now 29'. '1 .;: The moving of the foreign students' belongings from the Mayflower appears to have gone satisfactorily. Evidently someone from the University was able to contact the Governor's office and he authorized the use of the National Guard trucks. Our water supply system remains secure, although we are stili concerned about the general security In the area. Each evening we are required to rebuild the snow fence around the water treatment plant. The University's pedestrian bridge security barricades are being removed during the course of the day and rebuilt by the University staff. We suspect some of that trafflc Is finding Its way Into the water treatment plant area. Our engineers seem to think that the University pedestrian bridge may have some undermining and therefore may be closed for some time. We will continue our efforts to provide the most secure possible environment at our water treatment plant, recognizing not only the public curiosity but the general volume of pedestrian trafflc In the area. Our wastewater treatment plant continues to function satisfactorily. We are beginning to notice sink holes developing throughout the community. We attend to those as we learn of them. We can expect more such problems In the near future. The North Dodge and Prairie du Chien Intersection stili experiences some bottleneck. The users of Dubuque Street are those likely utilizing North Dodge as their means to enter and exit the city. We dispatch traffic offlcers as needed. We have received from our staff the substantial portion of the paperwork to be submitted to FEMA. Ills being prepared In a fashion for FEMNFHWA review, which Is scheduled for Tuesday of next week. The August 4 meeting with residents held at the Transit Building was somewhat different. There Is an expectation level that may be difficult to satisfy. These mobile home parks are private property and therefore the responsibility 01 the park owner. There may have been problems In coordination with the park management and tenants and therefore a high level of constematlon by mobile home park resldenls. We will be putting out a notice to the residential areas affected by the flood that a special pickup of household chemicals will occur. We are going to do our best to keep these household chemicals out of the regular waste and we will provide some type of door-to-door notice and pickup schedule. We have a rough estimate at approximately 125 homes In the Normandy area have been affected by flood waters. We are cautiously reviewing Rocky Shore before reopening and we will need to notify the automobile owners that have parked along Park Road. The need to move their cars may occur on a fairly short notice. Hopefully, the following will answer your questions. In your letter you requested whether we could 'kElllp some of the filled bags" In an aree for possible use. You suggest 100 begs or so. We currently keep a supply of fresh sand and several thousand sendbags, unfilled, available for emergancies. During this recant flooding we have used approximetely 100,000 send bags, and therefore, keeping 100 filled in a storage area at this time would not likely accomplish any productive purpose. We have found \ve can secure and deliver sand, and quickly fill bags. Keeping them filled would simply not appear to be any distinct adventage. You further request whether "the bags be emptied and the sand kept for use on roads". This sand Is, in our judgment, contaminated. Most of the sandbags have been saturated with the filth of the river water and, therefore, we do not wish to place this sand on our city streets and see It flushed by winter snow and rain into the storm sewer system and thereby our rivers. Landfilling Is far and away the most environmentally safe and least costly to us In the long run. We do use the sand for cover material and therefore it is put to productive use at our landfill. My thanks to you and many of the citizens who have written offering suggestions on our upcoming cleanup. City of Iowa City MEMORANDUM Date: August 6, 1993 To: City Council From: City Manegar Re: Lobby Remodeling We have substantially reduced the magnitude of our lobby remodeling project while still attempting to address the requirements of ADA. We have completed the design and bid for a project to provide lobby area remodeling. This work is less than $25,000 and therefore I have signed the contract. We expect demolition work to bagin around August 23 with the framework of the lobby remodel during the week of the 30th. Work should be completed approximately two weeks later. We believe that this will satisfy our Immediate needs, fulfill our ADA requirements, and although not provide the level of security that the larger scale project provided. ~1Icllbv i I I II I ! il . In that letter, you request a member of the University Heights community organization to participate in the focus groupl environmental assessment regarding the Melrose Avenue bridge rGconstructlon project. I believe the Iowa City City Council's position is that tha University Heights City Council, as a prospective membar of this focus grQup, can feel free to appoint any individual they would so choose. It need not be a member of University Heights' City Council, The Iowa City City Council, I believe, is reluctant to begin expanding the focus group by additional members at this time. Other interested Individuals and organizations are also likely to request participation, and thereby the size of the focus group can grow to a point where it could be unmanageable in a process of facilitation and consensus building. I believe the most Important aspect for a successful facllitetlon concerning a community Issue is that .polnts of view. are represented on the focus group and not merely .positions. on the Issue at hand. The group of representetlve organizations hopefully will bring with them such points of view and thereby the selected engineering firm, which will propare the environmentel assessment, can Incorporate all viawpoints into the review and analysis. As you are aware, the environmental assessment process is at the discretion of the Iowa Department of Transportation and we have' bee~ so informed that they are assuming full authority in this project, which will include the environmentel assessment. It is difficult for me to predict the Involvement of any other party at this time. Your attorney, I am assuming at your requast also, has contacted various agencies concerning the participetion by Univer~ity Heights. We received a copy of his letter. We will await to heer from the state officials to determine the extent of the assessment requirement and, additionally, what other requirements they may impose in this project review. It appears that the Iowa Department of Transportation is literally being bombarded from all angles concerning this project review. The City Council will decide how to fill the vacated seat at their regular Council meeting of August 17. Until a decision is made by the City Council no valid petitions can be secured for the unexpired term. To avoid confusion candidates filing for an at-large seat must clearly indicate on their petitions and the affidavit their intention to seek the full four (4) year term. The petitions must be IDled out with the term indicated prior to any signatures being obtained. Failure to indicate the term could result in petitions being challeneged. Information regarding the unexpired two year (2) term will be distributed shortly after a Council decision is made. FORMAT OF COUNCIL PRESENTATION: Rockwell stated the Plan's summary is to be given to the City Council. Watson suggested to specifically discern between the Open Space Ordinance and the Plan in order to avoid confusion between the two items. Bovbjerg pointed out that the Plan creates a basis for the ordinance. Bovbjerg discussed the presentation format and the roles allotted to eech committee member. The presentation scripts written by Bovbjerg and Vanderhoef were carefully examined and fine tuned. Overheads of maps and major presentation points were discussed. Bovbjerg shared a list of possible question topics. Watson organized the assignment of question topics. It was agreed that technical questions would be referred,to staff. II ! I " , ; .' I will notify you at a later date as to whether or not a hearing will be granted. Since your request was made before the end of the 90 day period for IDNR's response to EPA's objection, that period has not expired. If a hearing is granted, there will be a 30.day public notice of the hearing. Following the public hearing, a decision would be made to uphold the objection or withdraw it. If the objection is upheld, the IDNR would have 30 days to submit a permit to meet EPA's objection, after which the authority to issue the NPDES permit would pass to EPA. The Inflow to the reservoir Is 10,700 and Increasing. Evidently It has not peaked with respect to the upstream rains and they will be finding their way Into the reservoir shortly. The outflow Is currently at 16.000 and will Increase to 16,500. While It may be desirable to have higher outflow In order to hopefully shorten the flooding circumstances, the decision has been made to keep It at 16,500. The National Weather Service has Indicated that during the 24 hour period we may be subject to approximately 1/4' of rain and the rainstorm In northwest Missouri Is now considered a 4' rain center . Its direction of movement not yet officially determined. The following 24 hour period there Is the potential for l' of rain In Iowa City with a 2' rain center In south central Iowa. The Rapid Creek gauging station will now be staffed by someone to track the water flow. Evidently the lOOT will help out the Corps In the management of the Information from Rapid Creek gauging station. The University apparently has done a quick fix on the water treatment plant broken gate and feel I : they have gained some measure of control over the flood waters that might enter the building. I understand It has not been tested but they are confident In their repair. The move In to Mayflower has been officially delayed and we understand the University will notify students. We will have roll-off bins located In Normandy over the weekend as well as providing them to the Baculls.Thatcher area. Ironically, we continue to remove sandbags from the Normandy area. As they are brought to the curb we will remove them, although we have advised against the removal of sandbags. The Water Treatment plant remains safe; however, we have changed the chlorine delivery to Tuesday of next week. It will require the removal of some sandbags and we are attempting to accommodate the delivery schedule while minimizing any further flooding exposure. The sewage treatment plant continues to function as I have advised In the past. We currently have 14 locations throughout the city that are prone to flooding, based upon the circumstances we have experienced over the last few weeks. We have an available Inventory of eight pumps. I directed that we purchase additional pumps and we expect to receive four more next week. Under normal circumstances, eight should be more than sufficient; however, we have chosen to make the Investment. The road at the South Plant continues to experience some damage from heavy rains and gravel does wash away practically every severe rain storm. In effect we would be able to phone In to the Corps and receive Information directly over the phone. Evidently the Corps provides a phone number whereby citizens can actually call Into the Corps' computer system, log on, and receive Information at home on the level of water In the reservoir. This Is certainly an admirable public service but during the recent storm the staff at the Corps was apparentiy unable to log on due to the telephone system being Jammed. These dumpsters are available for the disposal of flood damaged items. Normal household garbage should be placed on the curb for weekly garbage pickup. On Sunday, the largest dumpster should be used for the disposal of larger appliances (washers, dryers, refrigerators, freezers, televisions, air conditioners, furnaces, water heaters, etc.) . A group of volunteers will be available to aid in the cleanup this Saturday and Sunday, August 14 and 15. Anyone who is in need of assistance should contact Don Mower, 708 Normandy (351-7959) or Doris Woods, 701 Normandy (339-0169). The volunteers can be utilized in any way you feel necessary. Tilghman 38 Winslow Road Newark DE 19711 Dear Mrs. Tilghman: Your letter was a bright spot in an otherwise bleak situation. Our flooding is a major catastrophy and seems to be unrelenting. Our city and its residents were beginning to see the light at the end of the tunnel when we were again the recipients of a five to seven inch rain with more rain in the forecast. So you can see that your letter and check are a morale booster as well as monetary benefit. The Red Cross and Federal Emergency Management Agency (FEMA) have been of great assistance to our citizens. ' However, there are certain' items which are not eligible for consideration under the FEMA program. You may recall our City Park from when you were a resident of Iowa City. The park is adjacent to the Iowa River, and the Lower City Park, which consists of about 50 acres, has been under flood waters since spring. The loss in this portion of our oldest and biggest park is anticipated to be total. Lost are not only the playground equipment, shelters, restrooms, softball diamonds, tennis courts, various park management bUildings, roads, and parking lots, but nearly 350 mature trees will need to be removed and replaced once the flood waters are gone. A number of our citizens are exploring the pOSSibility of a fuhd raiser to replace trees. We have taken the liberty of starting this fund with your check. Your financial assistance will aid not just an individual but many of the area residents in the years to come. We are very grateful to you for your check and your thoughtfulness. We must take action to reverse this trend, and the acquisition of this grant to implement a delinquency prevention program will go far toward accomplishing this goal. I Re: Environmentally Sensitive Areas ,nventory At the August 2nd work session of the Council, we discussed a 'natural areas. Inventory as part of the Urban Planning Division's work program. The Council directed us to resurrect the Inventory which was done for the Urban Environment Ad Hoc Committee (UEAHC). The Inventory we have on file Is Included In your packet; this project was never completed. this Inventory was done In 1984 by the staff based on areas Identified by members of the Committee. The rationale for selection 01 the Inventory sites rested In the perception of the individual Committee members that a particular feature was worth preserving; the whole Committee then concurred or not. There was no scientific basis In the selection of the sites or the description of them. There was also no effort to be comprehensive; that Is, there may have been sites of equal merit appropriate for preservation but If they were not known to the Committee members or the staff, they were not Included. The City Attomey and I agree that this Inventory is not an adequate basis for regUlatory measures and cannot recommend Its use by the City Council as a foundation for any local environmental law. A useful Inventory would look at the community comprehensively and Include many of the areas Identified in the UEAHC inventory plus jurisdictional wetlands, hydric solis and other environmentally sensitive features Identified In the Environmental Policies of the Comprehensive Plan. There would be some scientific basis for designating an area environmentally sensitive. Such an Inventory could be obtained using secondary sources and produced on Iowa City's base map for approximately $16,000. Field verification would not be Included In this price. This Information could then be used In evaluating public works and private development projects for potential Impacts on Identified environmentally sensllive areas. In order for us to regulate private development in these areas, local ordinances may need to be adopted. The Inventory Is the first step In Identifying whether an Issue exists for local decision-making or not. Resources are available for undertaking the Inventory. The woods line Willow Creek from Walden Ridge storm water detention basin to Highway 218. This area is environmentally sensitive not only for its aesthetic features, but for its location in the Willow Creek floodplain and the impact on drainage patterns of potential development. The eastern end can serve as a storm water detention area, when tract is developed. Recommendation: Designation as an environmentally sensitive area. There is also a rather unique I imestone strata exposed in the area of the Hydraul ics Annex Building. The trees and enbankment also serve as a buffer shielding the new law school from Riverside Drive. Because of the steepness of the embankment, disturbance of the site could prove harmful to the Iowa River in terms of erosion and sedimentation. You will be considering the contract with Chemical Waste Management (CWM) of Sauget, illinois at your August 31 City Council meeting. Staff recommends CWM be hired as the collection and dispoSal company for our toxic waste cleanup event. The cleanup will be funded from the landfill Reserve fund and open to all Johnson County residents. Dafe and Locallon. Saturday, September 25, 1993, at the Johnson County Fairgrounds. There Is no home or away Iowa football game that day, The fairgrounds site was used successfully for the last toxic waste cleanup day In 1989. CWM will assist us with layout and preparation of the site, Cost The cost estimate for this year's cleanup Is approximately $112,000. This Is based on waste volume and participation rates from 1989, We are expecting approximately 9DO households at an estimated cost per household of $124, Collecllon and disposal company. CWM Is the nation's largest company for the collection, processing and dispoSal of hazandous waste materials, CWM has assets In excess of $1 billion. CWM Is a subsidiary of Waste Management, Inc" a firm which transports and disposes non- hazardous wastes, CWM Is one of the few firms that can stili obtain Environmental Impairment Insurance COverage. Staff Is recommending CWM for our toxic waste cleanup event based on references we have received from the City of Des Moines and the State Department of Natural Resources, CWM Is able to offer a fully-Intemallzed program, They draw on an experienced personnel pool of more than 19,000 employees nationwide, CWM owns and operates a comprehensive network of facilities dedicated to the management of hazardous wastes, The CWM system Is comprised of 27 facilities engaged In services, Including research and development, laboratory analysis, Incineration, neutralization, chemical oxidation, solvent recovery and chemically-secure landfills, CWM has a fleet of more than 1,600 chemical waste collection and transportation vehicles, the largest In the country. Some volunteers will work the entire event due to their supervisory positions, Supervisors will be needed to oversee the paint, oil, battery, and anti-freeze collections, as well as provide traffic control, refreshments, and other miscellaneous services, Supervisors will be required to attend a tralnlng session on the day prior to the event. All volunteers will rQcelve a certificate of appreciation for participating, and will be provided food and beverages during the event. EquIpment Most of the equipment needed for the event will be supplied by CWM or provided by Iowa City, the Johnson County Falrgrounds, local businesses, or the recycling companies Involved In the event. Some minor equipment will need to be purchased. We fael that by looking at the system as a whole, both these objectives were met. Revenue generated by hourly parkers in the Capitol Street Ramp did not meet projections this year. It was $59,910 below the projected $1,056,000, or -5%. The Dubuque Street Ramp was $51,507 above projection. Combined revenue from both ramps was $8.403 or -,0081 % below projection. This shortfall was more than made up by the surplus of $17,128 from street meters, $42,806 from metered lots, $33,066 from fines, and $22,525 from permits or a total of $115,525 more than budgeted. The increases in the Dubuque Street Ramp, long-term street meters and off-street metered lots show that the attempt to relocate long-term parkers to other facilities was successful. This relocation was accomplished without a reduction in projected revenue. The success of the 6 a.m. to 10 a.m. parking restriction is still questionable, It has had a positive effect on the availability of convenient parking for shoppers when the majority of ceo merchants open at 10:00 a.m. In addition, we believe that the restriction improves the interior traffic flow on high usage days, We did not experience major traffic delays during the holiday season this year except on weekend when the restriction was not in effect. We still continue to issue many tickets on the lower levels of the ramp before 10:00 a,m, Most of these tickets are issued to first time users of the ramp who are new shoppers and visitors to lowe City, The tickets have resulted in many upset parkers and a negative feeling towards Iowa City. It is difficult to balance this negative image with the positive effacts of improved shopper parking and traffic flow, Ova rail the Capitol Street Ramp has performed as desired this year, The parking restriction on the lower levels will continue to be a problem. City of Iowa City MEMORANDUM Date: August 9, 1993 To: City Council City Manager From: Re: Flood Update At our Monday morning conference call with the Corps of Engineers, W6 were advised that the reservoir pool elevation has now declined to 706.9. In accordance with Corps of Engineers' regulations, once It goes below 707, their emergency procedures are no longer In effect. While that has little significance to our circumstances, It apparently allows the Corps to begin planning other related activities. The Inflow Into the reservolf Is at 8,300 and the outflow at 18,400. The outflow forecast Is for a continual and very gradual drop unlll Wednesday and then a more dramatic drop should begin to occur. That drop could result In four to five Inches of water elevation In our flooded areas dally, The process of drawdown Is being done as fast as practical. Evidently the process must be carefully managed in that the weight of the water on the riverbank could actually pull down the banks if It Is reduced too fast. Therefore, the Corps manages the outflow as well as observing the effect on the riverbank downstream. Rocky Shore Drive Is now open and at the time of opening Park Road was clear of automobiles, We feel we may have resolved the Park Road/Normandy parking for the time being. North Riverside Drive near the arts complex, Dubuque Street, Normandy Drive, and South Gilbert remain closed, Apparently there Is little water left on South Gilbert and although that section Is officially closed, there are motorists driving through the water which Is curb-deep. We discussed the rainfall, which was apparently 4+ inches at the reservoir and 5-7 inches, depending upon where you were in the immediate Iowa City area. The Corps responded by a cutback in the outllow; however, the damage that was occurring throughout town was primarily attributable to the streams that feed into the Iowa River. The upper watershed, that above the Coralville reservoir, received 1-1 Y, inches of rain and therefore the longer-term impact may not be quite as severe, All of the areas noted to you earlier and subject to clean'up, dry-out, etc, were flooded last evening, In the instance of South Gilbert Street, many of the businesses received more water than before. Localized flooding occurred throughout town and I suspect you will be hearing from neighborhoods, The river, as high as it is, our local streams filled, the storm and sanit~ry sewers simply cannot take the volume of rain that occurred last evening and therefore there are going to be backups, Even if we had the equipment, we simply could not pump the water fast enough out of the storm and sanitaries to protect properties in the immediate areas being served by the pumps. The Civic Center had a substantial sewer backup and the lower level received water and sewage, It is being cleaned and we are attempting to return to normal as quickly as possible. " ,,', / /, \ , 1 !" , c ---~ 2 The bridges across Ralston Creek that were breached by the water flow were Inspected early this morning and all appears to be in order, There Is washout of sidewalks in and around bridges and through pUblic notification we are encouraging caution, Our local dam system, again, appeared to work satisfactorily, although both North Branch and South Branch were full end backing up, In my Monday update I indicated we would be removing sandbags in and around the water treatment plant in order to allow a shipment of chlorine, With the recent circumstances, we feel we cannot take the risk and will be supplying the water treatment plent with a boom truck, that is lifting the supply of chlorine into the water treatment area rather than directly shipping it, This will allow us to avoid the removal of sandbags, The force of the water was significant in that manholes popped and therefore we moved to . barricade those as quickly as possible, To the best of our knowledge only one automobile did, in fact, slip into a manhole. Inflow Into the reservoir Is 10,100, outflow at 15,000, They have Indicated an outflow forecast of Increasing the outflow to 16,000 later on this morning and up to 17,ODO as Clear Creek begins to drop off, The National Weather Service has Indicated that daring the next 24 hour period, we can likely expect 1/4' to 1/2' of rain, A 3' rain center Is located In northwest Missouri and where that particular storm will turn Is unknown at this time. The following 24 hour period shows 1/2' to l' of additional rain and a 2' rain center In western Iowa, obviously a cause for concern to Des Moines. The most unsettling Information Is that there Is evidence that the July weather pattern Is again redeveloping and with the likely consequences, this certainly Is not good news, In our conversations with the University of Iowa, we learned they experienced a breakage In the equipment that controls water Intake and It cannot be repaired until the water level recedes. They must manually control the Intake. Their ability to produce water may be affected, We have an Interconnect system between our water treatment plant and the University and we will activate the Interconnect as needed, The problem with their gate control Is that It could seriously affect their ability to keep flood water out of the University's water treatment plant, Their general dally needs are approximately 4+ million gallons, and the City need Is 6+ million gallons, We can produce up to 10 million when the plant Is functioning normally, obviously not the circumstances that we are experiencing, We will stress the conservation of water and we will deal with the , ability to produce water on a day.to.day basis, " , University Is planning to move ahead with Mayflower move.ln on August 21 and 22. We do expect some temporary rise In the water and we will have to walt and see Its effect on other streets, We will be meeting with representatives of the South Gilbert business area to discuss our ability to continue to provide the pumping capacity when other neighborhoods may be Jeopardized. We did receive a specific request from an area . ' business to authorize our Fire equipment to clean up their driveway and other related mess, We turned them down. It Is difficult to tie up fire apparatus which has some pumping capacity on clean up when we need to spend time In doing our best to protect properties from further damage, Our water treatment supply continues to be safe, The treatment system Is beginning to experience minor breakdowns. Our crews are handling them. We expect to have the chlorine delivery on Thursday, although sandbags will not be removed. Our sewage treatment plant was at Its maximum, and In fact unprecedented flows through the system. Three feet of water was experienced In the treatment building. We did ask the National Guard to secure a large military truck In order to secure pumps but the request was turned down, We may need to make other efforts to have that type of equipment available and on standby, rather than go through the detailed procedures, The leachate lagoon at the landfill overflowed and DNR was Informed. It Is basically rainwater and we do not expect any environmental damage to have occurred. Our high water warning alarm at the Civic Center worked as designed and we attribute our ability to move rapidly and minimize damage to our lower level to that early warning. A contractor has been hired to finish the work of dehumidifying, sanitizing, etc. It Is expected to take about three days. Our employees have been relocated Into conference rooms but should be able to return to their offices shortly. We discussed In detail the Issue and complaint being directed at the Corps of Engineers and their response to the Monday evening flooding, As I understand the technical Issues, Rapid Creek, which has a drainage area of approximately 25 square miles, has a notification system which Is not linked by satellite and therefore requires a physical presence by a Corps official, open the door, read the gauge, In order to have Information to read the flows through the creek, Clear Creek, on the other hand, which drains 100 square miles, has a satellite connection, and every two hours Information Is relayed dlrectiy to Corps office. The Rapid Creek rise was apparentiy the substantial problem experienced by this Isolated, Intense storm. The measurement . gauges did not record the volumes, an unprecedented circumstance, We have discussed how these procedures can be Improved, however,lt was clear that the'call-In system to the Corps may be unsatisfactory, They were able to respond to our needs, that Is, we were on the verge of having Park Road and the Highway 6 bridges closed because of the flows, and they were able to reduce the flow In order to protect those bridges. This may be of no consolation to those living along the river, There were some concerns from Normandy area residents about our response to their needs, As you can expect, we are gelling conflicting stories and we do our best to respond to their needs as well as desires. One concern was why we did not go through the neighborhood and notify people of the water level Increases, As I am sure you can appreciate, our fire crews were busy responding, and specifically the water level Is not predictable as they might expect. We have scheduled clean-up bins to be placed In Normandy this weekend and will be removed, This requires the opening of the landfill, but there appears to be no other alternative If we are to provide weekend collection of flood debris, We also discussed the general concern about the Corps' response and I feel that they have performed more than satisfactorily to date. The outflow Is currently 12,000 and will be Increased gradually to 17,000. This will bring our Burlington Stteet flood gauge up to Its original high point. Evidently the upper watershed received 2Y2to 3 Inches of rain and the pool level experienced that Increase, The upper watershed Is also forecast to receive additional rain during the next 48 hour period, A three Inch rain center Is mOVing Into north central Iowa, the upper river basin. Over the weekend the Normandy area was provided with roll-off bins. Our crews removed six loads of flood damage material. We are continuing to remove sandbags at the request of the property owners. We want to continue to publicly discourage removal of sandbags untllthe river level Is dramatically lower, Our street cleaning Is moving along as far and as fast as we can with respect to the river level, It may Increase further and therefore, as we experienced In the past, we may be back In the Normandy area again very shortly, A roll-off container was also provided for the Baculls/Thatcher mobile home parks and there was some activity, There apparently Is a water war of sorts underway between Baculls and Thatcher as they are allegedly pumping water onto each other's property. Our research Indicates that this Is a civil matter and therefore we have no Jurisdiction In the circumstances other than trying, through our pollee, to encourage a good neighbor polley, OlJr pumps are stationed throughout the City and two new pumps are due to arrive Tuesday and two more on Friday. We are experiencing flooding in the Hickory Trail area, an area not normally prone to flooding, We have attempted to keep the trash rack clear at Hickory and First Avenue. We removed certain bars from the trash rack that protects the culvert, It may be necessary to remove the trash rack, which also serves as a child guard, The property owners In the area are more than anxious to Increase the flow of water away from their neighborhoods and may be w11llng to sacrlflce the protection the trash rack and the culvert provides, I am reluctant to do so with respect to city liability, but there may be no option. This week Is move.ln week at the University, so we w11l have Increases In out-of-town traffic and more folks lost. They sUlllntend to Increase the outflow to 17,000, The National Weather Service Indicates during the next 48 hours a two-Inch rain center over the upper river basin and possibly a two. Inch rain center over Iowa City, If these rains were to occur, the Corps will have very little ability to reduce the outflow In response to local rainfall, that Is, the river flow Is likely to not be reduced and the localized flooding will occur, As you know, the ground saturated, storm sewer full, and the river being at the level that It Is, there Is simply no place for the water to run off. Even the slightest rain Is likely to cause some localized flooding. We are hand-dellverlng later today a press release prepared by the Corps alerting neighborhoods and businesses to the potential for a new crest In the river on late Thursday or early Friday, We have concluded Initial discussions with the FHWA concemlng the costs ($250,000) associated with the Benton Street sewer collapse, FHWA has Indicated they will pay for pavement removal and replacement and we mustloak to FEMA for the remainder of our cost. The meeting was well attended by trail advocates, urban planners, and elected representatives from around the area, with discussions ranging from state and national trail programs to the specifics of particular local intersections, Spcakers from Iowa City, Coralville, The University ofIowa, and Des Moines presented ideas for funding and development of trails, There was a lively question and answer session involving the speakers and the audience. The general consensus at the end of the meeting was that pedestrian and bicycle trail development in East Central (owa can provide both a valuable recreational asset and a useful alternative to local streets and roads for many commuters, We have a long way to go before our area has a coherent trail system, but we are building a solid foundation for such a system, ~ FIRST Bike & Hike On Sunday, September 26, 1993, FIRST is sponsoring their Second FIRST Annual Community Bike & Hike. The Bike ride and the Hike will begin in the morning in lower city park. (Times to be announced at a later date.) This is family event to raise awareness for the need for trails in Johnson County. All non-motorized modes of transportation are welcome. This event will feature a community band, jugglers, raffle, and other surprise activities. The hike will traverse completed sections of the trail along the Iowa River. The bike ride will follow the trail along the river, through City Park and the University campus. And then we head for the Hills. We are sad to announce that the Hills Tap is no longer open, but riders can bring their own snacks or shop at the convenience store and gather for a picnic in the park. Riders can return to (owa City or continue on to Riverside. Donations of $10 are rcquested, but not required. All donated money goes towards development of the trail. The Stanley Plan In the early 1970's, the Iowa City City Council commissioned Stanley Consultants from Muscarine to develop a plan for a multi-purpose trail system along the river through Iowa City. Stanley Consultants developed a three-tiered plan for the acquisition, design and development of the trail. In 1975, the Stanley Plan was endorsed by the Riverfront and Natural Areas Commission and was incorporated into the City's Comprehensive Plan. Recently, community support for trail development along the Iowa River with groups such as FIRST provided the impetus for taking a second look at a comprehensive plan. A new trail committee was convened by the Riverfront and Natural Areas Commission to review the 1975 Stanley Plan and to make recommendations for its implementation. The proposed trail starts at the Coralville Reservoir in the north along one side of the river. In Coralville, the trail will be on both sides of the river and continues south to Napolean Park. The segment between Coralville and the Iowa Memorial Union is complete. Volunteers are needed to help organize the Second FIRST Annual Bike & Hike. Contact Feather Lacy at 337-6005. Our initial goal is to have a trail from the Coralville Reservoir to the Hawkeye Marsh (south of Iowa City) with links to Iowa City parks and recreational areas. Ten years ago I made a personal commitment when I applied to serve on the Iowa City Planning and Zoning Commission. Two years later it became a public commitment when I first ran for election to represent District B as a city councillor, I stated at that time that the City had given me many things, The University educated me, the business community provided me with employment, and many of the people had provided our family with friendship, companionship during good times, and emotional support during trying times. I felt then it was time to repay the City for those opportunities. Today I still feel it was the correct decision, I have grown as an individual, my business has prospered, and our friends and acquaintenances are many more. However, there are more pressing commitments now which must be addressed and, therefore, I will ~ot seek re-election to the City Council in the general election on November 2, My reasons for not seeking re-election are many but primarily com~ down to family and job considerations, My family has sacrificed much the last ten years, My youngest son, 13, can't remember a time when I haven't been involved, and my oldest, IS, barely can remember. They have shared me with the City most of their lives and with only 3 and 5 years left at home, it is past time to commit myself totally to them and their activities, My wife, Cynthia, with whom I am about to celebrate our 25th wedding anniversary, has been forced to manage many things at home which should have been my task and has done so with great patience, grace and understanding, It is time to renew my commitment to her and our home. My employment as a stockbroker for Dain Bosworth is now in its 15th year. The volatile markets and changing financial world are becoming ever more difficult and time consuming to follow and interpret. I owe it to my clients to devote more time to that task, They have entrusted me with their money to manage and to fail them would threaten their financial security. I can no longer afford that risk, I urge the citizens of Iowa City to choose very carefully the next council members. "0. ... 2 Iowa City is losing a great deal of representation, The small business owners and the large industries are the financial lifeblood of the City, They provide the employment for our citizens. The University, while being the dominant employer, cannot carry the full burden of employment opportunity. A healthy business community is necessary. The role our development and home building industry plays in employment is often overlooked while often being easily criticized. , Supply and demand should be allowed to direct the pace of growth. If demand outpaces supply because of our overly restrictive policies, housing costs will only escalate at an ever rapid pace.
