CITY OF IOWA CITY PARKS & RECREATION DEPARTMENT TO: The Mayor and Members of the city Council Mary Weideman, chair Parks and Recreation commission FROM: RE: Napoleon Park Improvements At our meeting of August 11, 1993, the Parks and Recreation commission was approached by representatives of Iowa city Girls' Softball. This group has offered to donate $25,000 towards improving the youth softball facilities in Napoleon Park, i1 the City will match these funds. The Commission voted unanimously "to support the city matching the $25,000 contribution...", and urged staff to meet with Girls'. Softball representatives to develop plans and a schedule agreeable to both parties. In order to stretch our tax dollars, we certainly want to encourage this type of cooperative effort, and we respectfully request that you work with the city Manager, Parks and Recreation staff and commission to arrange the appropriate financing. The Girls' Softball Board is most anxious to initiate these improvements this fall if at all possible. Thank you very much for your consideration. ~~~.~ P.S. Washington Iowa City, Iowa 52240 Dear Mr. Courtney: This letter is written to you at the request of the City Council of University Heights. The Council is dismayed to learn of a recent action of your City Manager, Mr. Atkins. In the joint meeting of the City Councils of Iowa City and University Heights on June 17,1993, we discussed the formation of a focus group to review the draft of a scope of work for the environmental assessment related to the Melrose Avenue bridge project. At that time, a discussion ensued as to the compilation of the focus group. It was the understanding of each of the University Heights Council members and our mayor that the University Heights Council would provide a member to serve on the focus group and also, that a member of the University Heights Neighborhood Association would also be able to name a representative. In a letter to Dr. Michael Kanellis dated July 23,1993, Mr. Atkins states that your City Council favors only one representative from University Heights, whether it be from the Councilor the Neighborhood group. It is my understanding that you have a copy of the letter to Dr. Kanellis. I would ask you to check the minutes of that June 17 meeting as well as to search your memory of our discussion. It is the belief of our Council members that all affected neighborhood groups, i.e., Melrose Ave., Roosevelt/West Benton, University Heights, etc., would have a representative in addition to those named by all affected governments, i.e., Iowa City and University Heights. Box 3146 Iowa City, Iowa 52244.3146 August 27, 1993 Members of the Iowa City Council Civic Center ' 404 E, Washington Street Iowa City, Iowa 52240 Dear Members of the City Council: During the 8 week street repair on Kirkwood Ave. the North Dodge-Broadway bus is temporarily rerouted to go directly by The Salvation Anny at 710 Highland, This new routing is helpful to the,many clients using The Salvation Anny seIVices and to the Emergency Housing Shelter clients who are frequently referred from our shelter to The Salvation Anny day drop-in center. Emergency Housing clients may go from a bus stop by the Shelter to The Salvation Anny without transferring buses, This avoids confusion for the clients and encourages them to use this fine day facility. On September 13 The Salvation Anny will open the evening Soup Kitchen and no evening meal will be seIVed at the Emergency Housing Shelter, Unfortunately, neither The Salvation Anny or the Emergency Housing Project have sufficient resources to transport people from the Shelter to The Salvation Anny Soup Kitchen, so easy access public transportation for those without cars and unable to walk is essential to make this plan work, For the purpose of improving the use of The Salvation Anny day drop,in facility by EHP clients, and for facilitating shelter clients to use The Salvation Anny evening soup kitchen this letter makes the following two requests: a, Pennanently reroute the North Dodge-Broadway bus so that it stops as it is now doing by The Salvation Anny, b. For a three and half month experimental period beginning September 13 allow The Salvation Anny and the Emergency Housing Project to buy half price bus tickets for those needing transportation to and from the Soup Kitchen. Between tile September 13 and October I The Salvation Anny will want to buy 960 half price tickets for all who need transportation to leave the Soup Kitchen, TIle EHP will purchase 320 tickets for tllOse needing to go to the Soup Kitchen, Then we estimate that 20 of our clients will need transportation assistance daily. Each of our agencies will purchase 20 half price tickets at 25 cents for six days a week. Over tile next three months the Emergency Housing Project and The Salvation Anny will each purchase 480 half price tickets for $120 each montll. At the end of that period both agencies will assess the experiment and approach the Council with their recommendations for the futurc.
