Ron Renoux, contract purchaser, has requested rezoning of two 1,99 acre tracts from A-I,
Rural, to RS, Suburban Residential, for property located on the north side of 355th Street SW,
This property is located in Fringe Area 1 (Fringe Area C of the proposed amended Fringe Area
Policy Agreement) between Kansas Avenue and U.S, Highway 218 and is to the west of
property recently proposed for rezoning by Dean Phinney,
If the applicant's request is approved, two non-contiguous building sites for residential
development would result. The larger parcel from which these two building sites would be
created contains 40 acres, The attached plat of survey illustrates how an approximately 145
acre tract has been subdivided to create the Renoux parcel (Auditor's Parcel "F"), the Phinney
parcel (Auditor's Parcel "E") and a third parcel (Auditor's Parcel "G"),
The current Fringe Area Agreement, as well as the proposed amendments to the Fringe Area
Agreement, indicate that agricultural uses are the preferred land use in this and the
surrounding area, The existing land uses in this vicinity are agricultural, The applicant's
request to allow development of two residential lots in this area is inconsistent with the
existing Fringe Area Agreement and proposed amendments.
According to the proposed amended Fringe Area Policy Agreement, in Fringe Area C a
maximum of one 1-3 acre parcel per 40 + acre tract will be rezoned to RS or RS-3 to permit
construction of one single-family residential dwelling, provided it meets the County develop-
ment standards, Because two residential building sites are proposed, this proposal is
inconsistent with this proposed policy,
The requested rezoning also appears to be inconsistent with the proposed County
Development Standards pertaining to hard surface roads, Access to the subject property is
via 356th Street SW, a narrow unpaved county road which intersects with Kansas Avenue,
also an unpaved county road, Kansas Avenue itself intersects with IVW Road, which
becomes Melrose Avenue when it reaches the city,
Approval of this proposed rezoning, as well as the previously requested Phinney rezoning, may
serve as an Indication to other property owners that 355th Street and Kansas Avenues are
appropriate areas for residential development, This may lead to additional requests for
rezoning in this area, which does not appear to have adequate infrastructure to support non-
agricultural development,

STAFF RECOMMENDATION:
The subject property is in an area indicated for continued agricultural uses by the Fringe Area
Agreement. The street which provides access to this area, 355th Street, is not ideal for
providing access for potential residents or for emergency vehicles, Because of these factors,
staff recommends that the City forward a comment to the Johnson County Board of
Supervisors recommending that the requested rezoning from A-1 to RS on 355th Street SW
be denied,

Design Review Committee
Re: The Union Bar Canopy Proposal
At its August 23, 1993 meeting, the Design Review Committee voted, by a B-O vote, to
recommend approval of the proposed Union Bar canopy proposal subject to 1) e forest green
band to be placed along the bottom of each canopy & that the lettering on the doorway
canopy should be in wheat color, 2) the doorway canopy should have the same dimensions
as the other four canopies, and 31 the height and depth of the canopies should be the same
(4'6"). This recommendation was made with the knowledge that the owner is not planning
to install the doorway canopy at this time. However, the owner's representative at the
meeting, Dave Long of Dave Long Protective Products, requested that the Committee also
comment on the doorway canopy in the event that in the near future the owner decides to
place a filth canopy over the doorway, The Committee's recommendation, therefore, was
based on the fact that at this point in time the doorway canopy would not be installed, but
that if it was it should meet the conditions listed in the recommendation,
As the minutes reflact, Committee members view the proposed canopies a welcome addition
to the facade of the Union Bar, and that the recommendation of the Committee would further
enhance the appearance of the canopies, I will be present at your August 31, 1993 to
answer questions you may have regarding the Committee's recommendation.

The City has received an application from the Union Bar located at 121 E. College Street to place
canopies on the face of Its building adjacent to the City Plaza, Details are contained In the
attached sketches submitted by Dave Long of Dave Long Protective Products . the firm
representing the Union Bar, Samples of the materials to be used and other Information will be
presented by Mr, Long at the August 23, 1993 meeting,
The canopy and signs shown on L~e drawings must stili be approved by the Department of
Housing & Inspection Services to ensure compliance with applicable building and sign regulations,
To facilitate the approval process, the DRC can review this proposal and make a recommendation
to the City Council contingent on all City ordinances being met.
As a reminder, committee members should view the building prior to the meeting to help aid In
the discussion,

Design Review Committee
Re: Design Review Committee Membership
At its August 23, 1993 meeting, the Design Review Committee voted, by a 7-0 vote, to
recommend to the City Council to amend the Committee's enabling resolution and by-laws
1) to decrease the number of members on the Design Review Committee from 10 to 9
members and 2) to allow eligible electors of Johnson County to serve on the Committee;
however, at least two-thirds of the Committee members must be eligible electors of Iowa
City, The Committee requests that the Council take action on this item in timely fashion as
the Committee is waiting on a decision on this issue before the one existing Committee
vacancy is filled,
The Committee voted to reduce the number of Committee members from 10 to 9 in order to
provide an odd number of Committee members in order to avoid instances of tie votes, The
Committee is recommending that eligible electors of the County be allowed to serve on the
Committee because there are many residents of the county willing to offer their expertise to
the Committee and are prevented to do so by this technicality, A number of non-eligible
electors of the City have served on the Committee and some have even been chair of the
Committee (Bruce Haupert, Margaret Nelson, and Nancy Seiberling to name a few). In fact,
Don Sinek, a University Heights resident, presently serves on the Committee, The Committee
feels that these individuals have provided invaluable knowledge and perspectives to the
Committee, and the Committee wishes to provide other eligible electors of the County the
opportunity to provide the same service to the community of Iowa City,
I will be at your August 31, 1993 meeting to answer any questions you may have regerding
the Committee's recommendation,
