I " "'" ',t" J / RECEIVED AUG 3 1 1993 August 28, 1993 Mr. Tom Scott, Chair Iowa City Planning and zoning Commission Copies to Darrel courtney, Mayor Subject: Letter of Resignation from P&Z Dear Tom, I have been privileged to serve the people of Iowa City for five years and eight months as a member of the Planning and zoning Commission. It was with great reluctance that I announced my resignation at the formal meeting of August 19, 1993. I was not making a campaign speech out of this resignation. I am leaving the Commission because my expanding appraisal business has euffered from my absence. I would also add that although I am disappointed with the Councils lack of initiative regarding the Iowa River trail, I also realize the constraints under which they operate. Part of the reason I am resigning at this time is to give this Council the opportunity to appoint a new commissioner or pass it on to the next Council aS,they see fit. This Council hae been very supportive of our Commission. As you know, my primary concern has been to establish greenways within subdivisions that link neighborhoods with schools, parks and people. I think these greenways symbolize the things we have in common - where building community is as simple as taking a walk and meeting your neighbors. Greenways are not another piece of infrastructure, they are a planning process that builds humane and livable communities without undue 'stress on budgets and affordability. The concern for establishing greenways and inter-neighborhood links now shapes nearly every subdivision we consider. The P&Z commission has embraced this concept and so has the development community and the neighborhoods they serve. While there is an established grass roots commitment to greenways, the commitment from City Council has been somewhat more tentative. The back bone of the greenway system is the Iowa River. Since the Stanley Plan was completed nearly two decades ago describing a 13 mile plan for riverfront trail development, only one mile of that plan has been completed to date: 1/2 mile on the University Campus and 1/2 mile south of the reservoir in Johnson County. The River is hardly the linchpin of our planning efforts. While communities such as Coralville have taken bold initiatives II I I ! 'i ii' ~ II 1i 'I: I:,) -j:: . We have simply failed to date to establish and begin implementing a vision where the River plays a major role. I want to emphasize more than anything, how grateful I am for the way Iowa City has opened its arms to Kate and myself. This is a wonderful City and I now know how much dedication and hard work a wonderful City requires. Most of my interaction was with the Planning staff and with staff at Parks and Recreation. I never found anyone who treated their work as "just a job". I would particularly commend Terry TrueblOOd, Melodie Rockwell, Charlie Denney, Karin Franklin, Monica Moen and Bob Miklo. And finally, I thank all of the people who have shown up at our meetings over the years, who expressed their concerns and collaborated in the solutions.
