Washington Iowa City, IA 52240 Dear Council Members: Atter a recent discussion with Terry Goerdt about the Intent behind the ordinances with regard to electronic slgnage in Iowa City, it was recommended that I take a moment to address the subject with the City Council. We are presently in the process of designing a new pylon sign for Iowa State Bank and Trust. The rapidly expanding technology behind electronic signage makes it possible to deliver more sophisticated Information more creatively at less cost each year. Time and temperature units can now display Dow Jones averages and grain prices. This year software will allow graphic settings for time and temperature. Message centers have changed In that the technology for exterior units Is so petite that they may not occupy any more space than an old time and temperature unit. Small exterior message centers with real time Information to drive-up lane bank customers is almost crucial to be competitive In today's market. Color Is now becoming less costly. I The point is this: simple cut and dried rules that aI/ow only the old time and temperature units are giving Iowa City a very conservative but dated appearance. My Intent Is not to liberalize but to modernize. Please consider the following thoughts: - Perhaps all electronic slgnage should be reviewed by the design committee with a fairly arbitrary consideration of all the factors that are In keeping with community intent. If new ordinances are considered, maybe controls should center on software rather than hardware since distinctions between products are getting rnore difficult to define. New time and temperature units are currently incorporating minimum graphics and messages. . Consideration might be given to structuring hours of use, percentage of time used for public service, and the kind of rnessage that can be displayed. Since Coralville is currently updating sign ordinances as well, It might be mutually beneficIal to dialogue together on these as well as other Issues. Unfortunately,it can be only termed a mess. If you haven't been there recently, please, take a look for yourself. On September 7th, the whole area was sitting in a puddle of spilled oil about 1/2 inch deep, and there have been previous spills. Apparently, without proper supervision people bring leaky containers without lids, besides dumping old paints and other garbage. Then these containers are set by the maintenance people by the river where the presumably still leak until a bimonthly pick-up. Pouring down bags and bags of lime pellets to absorb the oil can/t hide the pollution. It seems to me that with some effort the City can come up with a better, and perhaps more cost effective solution to oil r.ecycling by working out an agreement with several garages like Jiffy Lube, K-mart, etc. to take the waste oil. They are set up with proper tanks to pour the oil in. Otherwise the oil and battery recycling area will need an adequate catch basin. -la.ke.. Mayor and Members of the city Council CITY OF IOWA CITY Bill Brandt, vice Chair~.u~ARKS & RECREATION Parks and Recreation Commission DEPARTMENT South Site Soccer Development FROM: RE: As you know, the Parks and Recreation Department and Iowa city Girls' Softball are currently working on plans to improve the youth softball facilities in Napoleon Park. This effort was brought about through a joint financing plan ($25,000 contributed by each party) . We now have a second group proposing a similar arrangement. The Iowa city Kickers youth soccer organization has offered to contribute $65,000 towards initial develooment of soccer fields adjacent to the south wastewater treatment plant. This offer is contingent upon the city matching the amount. At our September meeting, the Commission voted unanimously to support this endeavor. The Kickers representatives at the meeting indicated that they hope to raise more money in order to eventually contribute approximately $100,000 towards this project, again if the city is willing to match their contribution. As was the case with the Girls' Softball proposal, we most definitely want to encourage such cooperative efforts. Therefore, we respectfully request that we work together to arrange the appropriate financing. As a point of information, you may recall that the city has a conditional zoning agreement with the County as it relates to this project. The agreement states that the City must establish a park access road from Sycamore Street "concurrently with any initial development of the park site." Given the amount of money needed, it may be necessary for representatives from the Kickers and the city to approach the County and request that the agreement be amended to allow for partial development without a north access road. IOIVA October 1, 1993 Dear City Councilor: I am writing to inform you of rny extreme displeasure at the possible regulation of newspaper vending boxes in the pedestrian plaza, the downtown area, or anywhere in Iowa City. First of all, I believe the regulation, as discussed during last Tuesday's working council meeting, is unconstitutional in that it violates the first amendment: Congress shall make no law . . . abridging the freedom of speech or of the press. .. ' I believe the city council must know the answers to the following questions before regulating racks: 1. Would newspaper companies be able to paint their colors and logos on the racks? 2. Would they be able to give the papers away for free? 3, Would a cornpany be able to sell a paper for seven cents, and if not, would that mean the city is regulating the price of newspapers? 4. Would anyone with $10 (the estirnatcd cost of leasing a rack) be able to get one? 5. If not, how will the city decide who gets the racks? 6. If one newspaper is eliminated from having a rack, isn't that a total ban from the plaza for that paper? 7. Does the city really want to buy the modular systc~ at a cost of thousands of dollars and maintain and repair it a cost of hundreds? 8. When Gannctt employees pass out Add-Shccts evcry weck, they are protected by the first amendment, even though more of the yellow shoppers end up on the street and in the trash than in people's homes. This is not attractive. If vending racks are banned, pick-up papers will be at a disadvantage, especially smaller companies that can't afford a large staff. If the proposed regulations are enacted, the circulation of Icon will be diminished. With fewcr distribution points, fewer people would pick up the paper. In the modular rack, Icon would have reduced visibility, which harms not only circulation, but also narne recognition. . You should expect Iowa City newspapers, from Gannett to small irregular publications, to band together in this effort. Alrcady, the ACLU is interested in helping fight the ordinance. I would like to remind the city council that Icon is a locally-owned, small business. I would be happy to discuss any of these concerns with you. I am vriting to ask that you discuss this issue and try to determine vhether the city ordinance of NO WHEELED VEHICLES OF ANY TYPE ALLOWED is indeed enforceable, In addition to ruining the trails with their bikes, cyclists are ignoring the above warning signs posted at the entrances to the park vith such regularity, that on certain veekends itls difficult to walk through the park vithout vorrying about being' run dow, For small children vho can't be seen by bikers as readily, the dangers are especially great. I communicated with Terry Trueblood about this issue three years ago, I knov that he subsequently tried to deter cyclists from believing that this is a multi -purpose park by having' signs and bike racks installed at both entrances, rather than just at one entrance, And, although I did spot a bike patrol person in the park last year. the number of cyclists has far from decreased, I understand the problem of not having enough staff to "police Il the park and issue warning's to offenders, But, I am requesting that you try to initiate a process to make the park safe for everyone and have the city ordinance that prohibits bikes in the parks enforced, Perhaps large NO BICYCLES ALLOWED signs would help deter offenders. I ., , ",,- ---..------- .'tJl~ > ! ~, August 25, 1993 To: The City of Iowa City From: Residents of Manor Drive, Granada Court, Park Place, Eastmoor Drive, and Normandy Drive Some consequences of the flood situation that we are now facing, and will probably face in the future, cannot be avoided. However, several consequences can be prevent~d or remedied with a minimal amount of goodwill and expense. The T-intersection at Manor Drive and Normandy Drive is designed so low that it has been consistently flooded since July 6, 1993 to this date. On the majority of days, when the flow from the Coralville Dam combines with Clear Creek overflow, the intersection has been impassable. The result is that households in the streets indicated above, which total more than 100, have been left on these days without access by car, without mail service, without police patrol, and probably without adequate fire protection. The stress on the lives of these residents for the past two months is obvious. Yet, this situation could be solved rapidly by simply raising the level of the pavement at the intersection by,a few inches (probably about 18 in the deepest spot, and far less in the remainder of the intersection). Naturally, sidewalks, the single storm sewer, and the aprons of the driveways of about five houses would need to be minimally ~djusted. The laWns of four or five houses would have to be filled in a bit but, in any case ,they will have to be repaired because they have been irreversibly damaged by the flood. We believe this would still permit appropriate drainage in the front yards of the nearby houses. This project is feasible and it will largely solve the access problem to the residents of this erea. If the elevation of the intersection is not raised, we can foresee that continued high levels of water in the forthcoming rainy season will make life intolerable for the affected residents. The situation would be even worse in winter with icing of the pooled water, and all forecasts indicate that next spring will bring flooding that will be at least as bad aa that of this swnmer. It is important to keep in mind tha~ the majority of the residents in this area are technically outside of the flood plain since virtually all of their houses are behind the 100-year-f1ood.1ine with a sizeable number being well behind the 500.year.f100d-line. Yet, the residents are trapped because of the deficient design of the intersection and because of the deficient design of the entire area, which regrettably has no other road access. (Independently of the flood, this is a problem that requires urgent correction. It is not permissable to have so many houses and human beings dependent on one single road access). We all feel badly for those victims of a natural disaster for whom nothing can be done. But something can be done for the residents of this area and we hope that the City of Iowa City can respond and reduce the hardship that we have bsen living through, and guarantee that such hardship will not result in personal injuries and become another local tragedy.
