CONSIDER A RESOLUTION ACCEPTING THE WORK FOR THE
2006 WATER IMPROVEMENTS - ELLIS AVENUE, MCLEAN STREET
AND MOSS STREET PROJECT.
Comment: The project has been completed in substantial accordance
with the plans and specifications. The Engineer's Report and
Performance and Payment bonds are on file with the City Clerk.

CONSIDER A RESOLUTION ESTABLISHING CITY OF IOWA CITY
2007 LEGISLATIVE PRIORITIES.
Comment: Resolution was prepared as a result of work session
discussion on October 2, and will be sent to area legislators prior to the
joint meeting scheduled for November 13 at 5:00 PM.

CONSIDER A RESOLUTION AUTHORIZING APPLICATION FOR FINANCIAL
ASSISTANCE FROM THE IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT'S
COMMUNITY ECONOMIC BETTERMENT ACCOUNT (CEBA) FOR FUNDS TO
ASSIST NATIONAL GENECULAR INSTITUTE, INC.
Comment: On September 19, the City Council Economic Development Committee
reviewed the Community Economic Betterment Account (CEBA) application to the
State of Iowa on behalf of the National Genecular Institute, Inc. The CEBA application
includes the intention of the City to provide a local match through a Tax Increment
Financing rebate.

OF COST FOR THE CONSTRUCTION OF THE GRAND AVENUE ROUNDABOUT
PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH
BID, DIRECTING CITY CLERK TO PUBLISH ADVERTISEMENT FOR BIDS, AND
FIXING TIME AND PLACE FOR RECEIPT OF BIDS.
Comment: This project will install a roundabout at the intersection of Grand Avenue
and South Grand Avenue and will involve the installation of new pavement and
pavement widening. The project also includes pavement restoration in the Melrose
Avenue and Grand Avenue corridor, consisting of an asphalt overlay and removal and
replacement of damaged medians. This project is in collaboration with the University
of Iowa. The estimated construction cost is $370,000 and will be funded with Road
Use taxes and a $130,000 contribution from the University of Iowa.

Comment: This ordinance amends Chapter 9 of the City Code to define a "Passenger
Loading Zone" and to make it legal for a non-commercial vehicle to park in a
designated passenger loading zone in a public street travel lane for the purpose of
loading and unloading passengers in the downtown business district. The proposed
amendment states that the vehicle must be attended by either a driver or a valet at all
times, that a citation may be issued every 10 minutes that a vehicle remains in violation
of this ordinance and amends Chapter 3 of the City Code to provide for a penalty of
$10.00 for each violation. Staff memorandum is included.

October 2, and an information meeting with companies on September 26, staff w<ls
directed to proceed with changes to the Vehicle for Hire ordinance. The proposed,
ordinance requires an exterior dome light, deletes the required color scheme, requires
that cabs be "no smoking", and establishes a minimum requirement for company status
of 2 vehicles, 1 available at all times, and 2 drivers. Amendments were made to the
ordinance deleting taximeter requirement and a requirement for 24/7 service. Staff
recommends a non-substantive change to 5-2-8 requiring the lighted dome have
lettering that identifies the vehicle as a taxi cab visible from the front and back of the
