PROCLAMATION
Whereas, somewhere in the United States, a home-fire death occurs about every
three hours, of which the highest risk groups are children aged five and under,
and senior citizens; and
Whereas, 80 percent of fatal home-fire victims are aged 20 and under, and are
killed in homes without working smoke alarms, between the hours of 10:00
PM' and 06:00 AM, when most people sleep; and
Whereas, households with inoperative smoke alarms now outnumber those
homes with no smoke alarms, and smoke alarms most often fail because of
dead or missing batteries; and
Whereas, the designation of a special day to remind residents of Iowa City to
change the batteries in their smoke detectors, timed to coincide with the fall
ritual of changing clocks, would greatly diminish the chance of this tragedy
occurring in Iowa City; and
Whereas, smoke alarms should be replaced every ten years; and
Whereas, October 29, 2006, is the day the citizens of Iowa City change their
clocks from daylight savings time to standard time.
Now, therefore" I, Ross Wilburn, Mayor of the City ofIowa City, Iowa, do
hereby proclaim the day of October 29,2006, to be
" Change Your Clock,
Change Your Battery" Day
in Iowa City and urge all residents to change their smoke alarm batteries and to
install new smoke alarms if they are ten years old or older.

Whereas, the United Nations was founded in 1945 and the anniversary of its founding
is observed each year on October 24; and
Whereas, in September of2000, 189 countries, including the United States agreed on
the Millennium Development Goals; and
Whereas, the fifth of the Millennium Development Goals focuses on the reduction of
maternal mortality, and seeks to reduce by three quarters the ratio of women dying in
childbirth by 2015; and
Whereas, poor maternal health and mortality has a permanent and lasting affect on
future generations; and
Whereas, the United States is a champion of women's rights both here and abroad; and
Whereas, the United Nations Association of the United States of America has declared
"Maternal Health and Well-Being as its theme for the 2006 United Nations Day
commemorations;
Whereas, Joan Houghton has been appointed Chair of UN Day in Johnson County in
recognition of her leadership ofthe volunteers who have annually raised funds for
UNICEF;
NOW, THEREFORE, I, Ross Wilburn, Mayor of the City ofIowa City, Iowa, do
hereby proclaim October 24, 2006 as
