First of all I would like to thank you for the proclamation. Just as kind of a little bit of background about Alpha Phi Omega we are a community service fratemity at the University, We are dedicated to providing service for the University and the community and tlle nation, National Service Day is a very important day for us because it is a day when the national office gives us a particular tlleme to carry out a service project. Each chapter tllfoughout the nation is charged with providing their own personal project to carry out the theme. This year we are kind of going beyond the nonnal bounds and doing something a little interesting and we are doing a human AIDS quilt. I don't know how many of you are aware of the NAMES Project. But it is a quilt tl18t is currently touring the United States and about two months ago it came to the University ofIowa and the quilt is basically a tribute to all the persons who have dies of AIDS related causes. We have decided to do a take off ofthis although we are not affiliated with the NAMES Project. What we are doing is on November 6 between the times of ten o'clock and noon we are going to be replicating the quilt on Hubbard Park. We are going to be making this out of members of the community. What we are going to be doing is fonning the different quilt blocks witll persons in the community and in the center of each quilt box we are going to have the names of persons who have died of AIDS related causes and also infonnation about AIDS awareness. So, I stand here tonight just to invite each one of you individually to come and participate in this. I have given a copy of our flier to tlle City Clerk and hopefully you will take a moment to look at that. If you are interested in participating please we love to have them-the pillars of our community come out and participate in this, And also if you cannot participate we would love to have you come and spectate it. Moen/ When the application originally came in it was a request to rezone the property to CC-2 which is a more intensive zone than the CO-I zone. The application was subsequently amended. So the original staff report was based upon the application for CC-2. The memo soft seIls a little bit or down plays the objections to the CO- I request but we did have concerns about the fact that there could be additional requests for commercial development east of this particular site and that line had been placed there to separate residential from commercial uses, But the CO- I zone is definitely a less intensive zone that is often used as a transition between more intensive commercial and lower density residential uses, Horow/ I appreciate Karen asking that question. As I said before this particular issue has a history or this particular part of Kirkwood Avenue has a history in tenus of the neighbors being concerned of encroaching commercial development. However in this particular regard the applicant has gone to greater lengths in tenus of involving the neighbors around and there has been no comment fonu the neighbors against tllis, So within this regard I will support tllis, Kubby/ Although sometimes I know that we make decisions based on the particular business that is going to be there in the short TUn but we have an obligation in rezoning to look at what all the possible uses could be and in that respect I have some hesitation, But because of the business that it is I believe that it will be a long teon site for that business. (Pass and adopt) (REZ92-0013) /' Commant: At its August 19, 1993, maeting, the Planning and Zoning Commission, by a vota of 4-0, racommended approval of an amendment of the conditional zoning agreement that accompanied the March 30, 1993, rezoning of Windsor Ridge from County RS to City RS-5. The purpose of tha amendment is to clarify the procedures for conveyance of approximately 13 acras of land for a school site to the Iowa City Community School District. The recommended amendmant differs slightly from what staff originally proposed, but is consistent with tha intended clarification staff felt was warranted. Comments were received at the September 14, 1993, public hearing on this item. The public hearing had baen continued to Seplembar 28, 1993. I am currently serving as president ofthe Greater Iowa City Housing Fellowship and I would just like to make a very few comments about the CHAS from the viewpoint of our organization which is a non profit affordable housing provider, First I would like to begin by saying we very much appreciate tile considerable time, effort and talent that the staff of the Community Planning Division has put in the preparation of this documeut. I view it as a very compreheusive, well prepared, well written, and quite useful document. I would also like to say that I personally think that this document, although it is a mandated plan, has been very much a continuation of a process began in 1990 by the city manager when he convened tile Affordable Housing Task Force. I think this process is continuing tluough today and will continue into the future in large part as a result of this infonnation contained in the proposed CHAS, From the view point ofthe Housing Fellowship and from my own view point I think the CHAS contains both an excellent comprehensive and accurate assessment of the needs ofthe various categories and types of affordable housing in the city, I tllink it would be extremely useful to our future as we apply for federal funding, state funding and by allowing us to quickly reference the document and establish a need, Furthennore, in my mind, the CHAS correctly establishes the priorities that tile community needs to follow in providing affordable housing. It is a very important issue and one which is not always easy to arrive at. Second and last, I think the CHAS identifies some very critical issues that we need to address over the coming few months and several years in tenns of site acquisition, site availability and the necessary to continue the begiuning steps that we have all taken in public private partnerships. Again I would like to very much express our appreciation to the staff for the tremendous amount of effort and dedication shown in preparation of the document and to thank the council to contemplate adopting it. TIlat is a-the tenninology is wrong there. It should be source of rent ratller than source of income. That landlords may not discriminate against persons just because part of their rent is going to come through some federal assistance program. One short item, Every year about this time we get an annual energy use report and I think it is real important to highlight some ofthe city's efforts to conserve ener!,'Y which also saves money. We have had this program since 1980 and what we do with tlle money tllat we save from energy bills is reinvested in making our facilities even more energy efficient. And each building is looked at each year to see how well they are doing in tenns of energy efficiency so we can really hone in on where we can do better. We saved almost $3 million in energy costs since 1980. This year alone we saved $282,521 which is a lot of money which means we can use that money for that fund again and these energy savings have surpassed the total expenditures from that fund, We don't spend all the money from those savings in tenns of reinvesting it in our facilities, What happens to the excess. Does it go into the general fund. Helling! The savings would accumulate in each department or division, So if it is general fimded fonn the general fund then that is where the money would go, If it is funded from an enterprise fund of course it would accumulative to that fund. Kubby! Overall our energy efficiency in city buildings have increased 41 % since 1980 and that is a lot and so I want to applaud the departments that have done better and ask the departments that have not done as well as last year have Jim come to your department and see what is going on. And not just the city but I think it is important to talk about these issues in tenns of how new structures are being built. In yonr work places talk to the people who are in charge of your facilities, Look at your home. It is something that everybody can do better. Nov! I have two things. I went to the flood meeting with tlle Corps of Engineers and Jim Leach and got a lot of interesting infonnation and the two local professors who proposed a new system to the Corps of Engineers are being given their due. Jim Leach said the Corps of Engineers will consider their ideas and perhaps adopt them. That was nice news. Also I went to the American Legion Regional meeting on Saturday representing tlle mayor and I got a very interesting observation on their programs for teens. The teams review the crime with other teams and sentence them to some sort of human service and among the sentence is always jury duty for somebody else. And because we have heard of some problems recently with teens who have been law breakers and maybe haven't done anything quite serious yet I think this might be a good deterrent and doesn't sound terribly expensive, So, can we look into it. It has been my privilege and pleasure to serve with him for ten years. And the committee has had It's second meeting now and we are well Into our planning stages for how we are going to go about raising some funds. There has been a lot of figures thrown around about the amount of damage to City Park. Bit the one that the committee Is working with Is about $317,000 and when you throw Terrill Mill and Crandlc Park In there we get up around $400,000 for our damages. FEMA has as much as told us that they won't cover all of It and we know that there are some Items that FEMA doesn't cover no matter where they go. And we tried to put a good estimate upon how much that Is going to come to and we have rounded It off to around $150,000 Is what Is not going to be covered by state or federal sources. Now we can walt for our tax asklngs and delay some other projects and take up the slack through the city budget over several years to get this project done. But as I have talked to the people In the community I sense that the need and urgency by the citizens to start this project now. This Is a landmark park. It Is the biggest, the oldest and people that drive by there can't believe what It looks like. So, I just feel like we have a need to raise some funds from both the private and the corporate sectors. SO this committee has been formed. We have several organizations Involved In It. The actual money flow will be done through the P/R Foundation which Is an organization which has been In existence for a few years. It hasn't been terribly active but Is all In place with Its 503C designation which means that all the donations will be tax deductible. Boy's Baseball Is Involved, Project Green Is goIng to be heavIly Involved as they always are when It comes to thIngs that Involve parks and trees and greenery and I certainly appreciate them joinIng In the effort. The first things that are going to happen In your next utility bill In November there will be a letter Included which I would just like to quickly read especially for the folks that don't get utility bill that Is paid by somebody else possibly: As you undoubtedly know by City Park, Terrill Mill Park and Crandlc Park were devastated by the flood of '93. The City of Iowa City Is committed to restoring these facilities but there Is a great deal to be done and you can help. A long conversation with Guy Drollinger last night. It appears the busIness Is to be saved and past on to the next generation and I certainly applaud them for that. That has been a long tradition and I don't think the park would be the same without it. Possibilities of helping with that. First I would like to clear up any misconception to it and the reason that Susan brought it up is because I work at the Stanley Fonndation in Muscatine during the day and at the Stanley Foundation it is easy to confuse Stanley Consultants with the Stanley Foundation and often times in the public it is because of the name. But tlle Stanley Foundation is not at all related to Stanley Consultants in Muscatine. We conduct conferences on international relations issues. We have a large endowment. That endowment comes from stock in Hon Corporation and not at all from money regarding Stanley Consultants. I asked, because of otller people's possible mispcrception and concerns about it, the city attorney for an opinion regarding this and I wondered, Linda, if you conld just tell me. We talked about it and I said that the Foundation has no financial interest whatsoever in Stanley Consultants and none of our endowment or employees is related to the Stanley Consultant. The Foundation is entirely separate as I understand it. It is not funded by the Stanley Consultants. Stanley Consultants is an engineering finn that works around the world and as far as I can understand it there is no either or even indirect pecuniary interest that Bruno would derive from this contract that is being proposed for you for a vote tonight. And so not only do I not see direct pecuniary interest I see no indirect and I see no appearance of impropriety. But it is Bruno's-it is his choice whether he wants to vote. I know that this in essence makes our rules a little more restrictive and have we heard from any of the businesses that will be affected by this about what kind of a hardship or wllat kind of a changes in process tllat they will have to do internally.
