Re: Historic Preservation Activities
I would like to update the Council on several recent projects which the Iowa City Historic
Preservation Commission has been pursuing. We recently received 8 Historic Resource
Development Program IHRDP) grant from the Iowa State Historical Society to develop a
conservation district ordinance. The grant is for $4,000. You may recall that during budget
preparation we discussed using $4,000 from the City's contingency funds to match this grant
if it were awarded. We plan to hire a planning/historic preservation consultant to work with
the Commission, City Attorney's Office, and Planning staff to devalop a draft of an ordinance.
We hope to have the draft completed within the next twelve months for the consideration of
the Historic Preservation Commission, the Planning and Zoning Commission, and tha City
Council.
We have contracted with Marlys Svendsen to complete a National Register nomination for the
Brown Street area. At the same time we will also pursue a local historic district for the area.
We will soon be scheduling a public hearing before the Historic Preservation Commission for
discussion of the Brown Street Historic District. This project is being funded by a $1,500
Certified Local Government (CLG) grant and $1,280 funds allocated by the City.
We have also contracted with Tall Grass Historians, a local historic preservation consulting
firm, for a survey of the College Hill area. Jan Nash, who is the local representation for Tall
Grass Historians, will be conducting the survey over the next several months. The results of
the survey will help us to identify any areas within the College Hill neighborhood which are
appropriate for consideration as local or National Register Historic Districts, The Information
collected will also be useful for other City programs, such as the housing rehabilitation
program, and to individual property owners.
All three of these projects are Identified as priorities in the recently adopted Historic
Preservation Plan. We are grateful that with the support of the City Council and funding from
the grant programs administered by the State Historical Society, we have gotten off to a
vigorous start towards implementing the Plan. I would be happy to attempt to answer any
questions that Council Members may have about eny of these proJects. You can reach me

Dear Mr. Courtney,
I am writing to you in response to the no parking signs that have sprung
up around City High and to the complaints that have come from the people
living around the school.
As you must know, City High has a huge parking problem right now.
Our parking lot simply cannot handle all of the students that drive to school.
We've even resorted to restricting the people who use the parking lot to only
upper-classmen. We need every little bit of space we can get.
I'm afraid that I hold no sympathy for the people complaining. They
complain that they cannot park in the streets in front of their houses. First of
all, most of the people who are complaining have driveways so they don't need
to park in the streets. I also need to point out the fact that they do not own the
streets. The streets are collectively owned by the city. Those streets are
owned just as much by my family as they are by the people who live on them.
I'm sorry that they didn't realize that people were going to be attending
this school when they moved here. The fact of the matter is, this school has
been here longer then any of these houses. I don't believe that these people
can honestly say that they had no way of knowing that there would be
numerous cars parked near a school that holds roughly 1300 students.
The message that eeems to be sent by these signs is that high school
students don't have aild shouldn't have any rights. It's unfair to eay that just
because we aren't "adults" that we ehouldn't have the "privilege" to drive to
school. I don't think that the convenience of a few neighboring families should
be able to make life difficult for the hundreds of students tllat drive to school
every day.
I hope that you can help in getting the city council to reconsider the no
parking signs. I realize that one person alone can't change something as big as
this, but I sincerely hope that you can try. And at the very least, I would
appreciate it if you could write back to me to give me your opinion on the
matter. A I have stated, this is a serious problem and the rights of the
students at City High must be defended. I hope that you can make a
contribution to that effort. Thank you for your time.

The Regina Education Center, located at 2120 Rochester Avenue, is In the
process of examining the traffic flow on Rochester Avenue, and in and
around our campus. This would specifically be the examination of traffic
between the hours of 7:30-8:30 a.m. and 2:30.3:30 p.m. The days would
include Monday through Friday during the school year.
Our concerns are threefold: Safety of our walkers
Increased amount of traffic to the Center
Safety for passengers and vehicles using
Rochester Avenue during these hours.
With the city of Iowa City's cooperation, we ask that a traffic study be
completed on Rochester Avenue during the above mentioned times. We feel
the study can help provide us with some suggestions, figures and other
information that would be pertinent to traffic at the Center for future
planning. We would also like to inquire about the possibility of instituting
a driveway cut off First Avenue to provide another Ingress/egress to the
Center.

~e is-not a deer alive in America that ie not influenced and
controlled in eome way by the human race. It is obvioue that wei in our
faltering ways, have not managed the deer properly, as can be seen by
the problems confronting Dome areas. Throughout history, deer
management commissions have been comprieed of hunters and farmers. This
management of hunter induced mortality among deer is not only inhumane,
but contributee to serious genetic degradation. Deer management
strategies need to become considerably more sophisticated to protect the
welfare of the deer.
Whitetail deer are not migratory and will stay within a one square mile
radiue, termed 'yard". In the winter monthe the deer may move somewhat
further, but studiee have shown Whitetail will actually etarve to death
within their yard, before moving to another area that hae food. What
this means ie that the deer liVing within our city, are "our" urban
deer, which puts Iowa City in need of deer management. Thie management
team, comprised of caring volunteers, neede to etudY and implement
humane eterilization. Perhapa a program such as ADOPT A DEER could be
formed, with feeding statione aet up during winter months to help care
for hungry deer. I would hope thie group could also be involved in
educating the public about the deer and their natural resources.
In the name of city growth and development, we have puehed the deer out
of their land. I~ile I have asked the Council for deer signe, stop
lights, enforced speed limits and wildlife fencing, I come to you now
aaking that a group be formed to manage the deer in a humane way.
Without management, the deer will continue to reproduce, they will
struggle to survive within the city and many will be killed by
automobiles. Deer are magnificent animals and deserve to live with
dignity and respect.
May our city be a path of beauty for othere to follow.

We submit for your consideration, as Mayor of Iowa City. the enclosed copy of our OPEN LEITER TO
IOWA'S MAYORS.. We sincerely hope that you. Iowa City, and your emergency services will never
have to deal with a tragedy similar to that described in our letter.
We encourage you to discuss the leaf collection system in Iowa City with your council and streets
department to be sure that you are not placing the young people of your community at risk. Certainly.
safer methods for leaf collection can and must be devised to kcep piles of leaves, and the kids attracted to
them, out of the streets where accidents. and DCC.'lSional disaster. are inevitable.
This OPEN LEITER TO IOWA'S MAYORS is going to the mayors of Iowa's citics with population
over 10.000, the League of Iowa Municipalities. and the Iowa Municipal Attorney's Association. We
cncourage you to discuss the problem among yourselves to provide rapid resolution to other "tragedies
waiting to happen." While no single solution lIill fit all situations, there can and llIust be options which
\vill allow for (physically and environmentally) safe disposal of leaves in all communities.

Wednesday. November 3rd, 1993 seemed like a typical. blustery fall day. Leaves piled in !he slIeets for city collection, kids
riding bikes. teens taking friends home: all innocen~ normal. fall activities in Iowa. Kelly, age 7, and Nicholas, age 10. were
riding bikes until !hey decided to play in an particularly enticing pile of leaves placed. per city instructions. on !he street in a
quiet residential area of Cedar Falls. 'Jason: age 17, drove his Toyota 4X4 through a pile ofleaves on !he street while taking
some friends home in a quiet residential area of Cedar Falls. None of our lives lvill be !he same,
When he didn't respond to dinner call, Kelly was diSCllvered by his mo!her. Nicholas wasn'l diSCllvered until the police saw a
second mangled body. Wi!h Kelly's mo!her repeating, "Don't let him die." !he police and a passerby continued CPR until !he
paramedic units arrived. Wi!h young victims one always hopes for a good outcome, but Kelly and Nicholas had multiple severe
injuries and had lain too long in !he leaves where !hey had played !heir last game.
While our grief is significant and real, it is cenainly minimal compared to !he profound loss !hose families who are directly
involved must suffer. We. !he undersigned, have choscn to channel our grief and attempt to prevent recurrent tragedy wi!h o!her
names, in other locations. involving o!her families and o!her emergency services, We hope that this letter will prompt each
municipality in our state to reexamine its policy on leaf collection to ascenain that leaves are not collected in potentially
dangerous locations.

City Council Members:
From a concerned, older Iowa Citian:
I couldn't believe what I read in last night's Press Citizen that
you are considering expanding the SEATS system when there's not
enough money to have it as it now exists!!! Are Karen Kubby and
Susan Horowitz nuts?? What the SEATS system was originally meant
to be is not what it is. If anything, the system should be decreased
and definitely cost less than it does. Iowa City is forcing fixed
income people out of town due to its spend, spend, spend attitude
and more people need to speak up.
Here's an idea for the SEATS system:
each rider should pay according to their income, as some
housing is not done
the system itself should be under control of the Iowa City bus
system and if done, would save administration costs...why have a
separate administration when your current bus system
administration can do it?
Here's another idea to save money for the taxpayers:
the leaf pickup program should be eliminated; those wanting
leavs picked up should be paying a lawn care company, the
taxpayers should NOT have to pay for this. Giving this to lawn care
companies would help with unemployment.
Please start to think.........not all of us are doctors or professors and
can afford your ideas.

Although students at The University of Iowa are often not ronsidered to
be "real" residents of the city of Iowa City, we nevertheless feel that you
will not view us as such. The student and "peIJl\lllent" population of Iowa city
are Weed fortunate that a person of your education and occupational skills
has assumed membership on the Iowa City Council. WE VOI'ElJ FOR YOU~ l!:
We call your attention to an article in the"November 11, Iowa City Press
Citizen relating to the very inappropriate ccm;ercial carnival ride ooeration
which exists in the Iowa City Park. We ask ourselvs the following questions:
1. Why does the City of Iowa City allow a private operator to operate
a cannercial carnival ride operation in its best public park when:
a. 'lb our knowledge NO other public park in Iowa or anywhere else
allows this .
b. The private operator takes a comr.ission of, 95% while the city
gets 5%. This is a cash operation and there are no checks and '
balances. We have learned in our business classes that almost all Ii I;.
roncessionaire-city business arranganents are on a 50% (to city) .
50% (to camercial operator) basis.
2. CCmnercial carniVal-type rides are very dangerous and, injw:y , and death I
claims related to than are in the hundreds of thousands annually.
3. The rides and food roncession appear to occupy approxirrately t\o.1:) acres
park land which rould well be used for picnics, etc. .
4. The rides are destructive (visually and actually) to the environment. The I"~.
miniature train lo=tive is powered by an internal canbustion gasoline
autarobile engine with. hydrofluorocarbon exhausts which are haImful to :
man and wildlife alike. ' I
5. There are about 5,000 poor children in Iowa city whose parents are unable I
to pay for rides. Is it not illegal, in fact, to charge for anything in "
PJblic parks except OOI1llIIlnity-owned swimning pools? 1.
6.Blaring recorded music, an ugly trailer, fluorescent lights, dust, in- 1
creased autarobile traffic and crolltls are all detrJ.mental to the intended !
peace, beauty and tranqulity of public, tax-supported park!!. ;
Many of us have had you as an instructor, Professor Throglll.lrton and we 1
greatly respect your wisdan and judganent. Therefore we suggest, (in view of the 1
facts stated above that: . I
1. Contrary to what fuyor Courtney has stated, the rides in eity Park are !
NOr a tradition IItIrth preserving. .
,2. Get the amusarent rides out of the park and replant the area with new
grass, trees, shrubery and flowers. (The now non-existent bird and small
animal and butterfly population will return.
3. Consider the installation of either a live petting zoo (rabbits, sheep,
goats, pony, chickens)OR the installation of sane FREEplayground equip-
ment similar to what was recently installed in College Green Park.

4. In response to the persons w!xl might object to raroving the CXll1Il1ercial carnival ride
operation fmn City Park consider other alternatives as follows:
a. The ride operator can start his own ride operation on private property as
other businesses do.
b.Offer the ride operator to REm' fIOlll the city on a ITOnthly cash rental basis,
sane land on the-Sturgis Feny Park which is located in an industrial area.
· The operator is aware he has a "sweet" business deal from the city operating
on public property at an absurd' ,(fmn, the city's standpoint)price and with
a captive clientele related to his location in the park. I
