Gilbert Iowa City 52245 15 December 1993 Dear Council Members: We recently read in the newspapers about the proposal to base parking requirements for new construction of multi-family dwell- ings on the number of bedrooms per unit rather than square footage. We strongly support this proposal. Our parking problems on the North Side are well known! due to many factors, and can only get worse if the current requlrements continue. The proposed regula- tion recognizes more realistically the number of people who actually live in a building and what their parking needs are. The newspapers also mentioned that a proposal eliminating outside stairways has been made. Bravo! Aside from being dangerous, the motel-model is insensitive to the character of older neighborhoods. These buildings are obvious attempts to cram as many people into a building as possible, maximizing profit. What is particularly , insulting about such structures is that there is no front, be- cause there is no front door--the orientation is towards the back, and the parking lot, and the cars. This "design" is just the opposite of how our neighborhhood, and similar neighborhoods, were created. I realize that it is the goal of some developers to re-invent our streetscapes so that their buildings make our old houses look out of place. However, since the developers won't take it upon themselves to respect those of us who bought our homes in old neighborhoods because we like them, the City should do what it can by requiring more sensitive designs. We have seen new housing in old areas in other ctties that was very respectful of the neighborhood. It can be done. However, until local developers show some imagination and a desire to work with the City and the neighborhood to build better, more attractive and sensitive buildings, we will continue to get very nervous every time one of our old houses is demolished in the name of "progress." I . .' , " faf ~ ~661 0 Z 830 03^13~3~ December 17, 1993 3733 Rohret Road Iowa City, Iowa 52240 To the City Council of Iowa City: In July of 1991 the University of Iowa uprooted IS big trees that were on What the City felt was CIty-owned rights-of-way along Market, Clinton and Capitol streets, As quoted in the Iowa City Press-Citizen of July II, 1991, City Council member William Ambrisco "wondered Why he had heard nothing from the residents, 'All the tree lovers in the world, Where are you?' he asked," City Manager Stephen Atkins said, again quoting the Press-Citizen, 'It's a sense of powerlessness,' referring to the fact that UI is a state organization, The trees were IS to 50 years old, Now, according to the two plans presented by Iowa City Staff to widen RohretRoad using City-owned or soon to be taken 40-footrights-of-way, the Iowa City Council will be removing giant pine trees of the same IS to 50 year old vintage Ulat the residents along Rohret and others have enjoyed for years and years, The plan also requires placing an Hoot wide sidewalk at or near the outer limits of the right-of -way on the north side of Rohret and a 4-foot wide sidewalk, similarly positioned, on the south side, Because developers are allOwed to build to within 5 feet of this right of way, some of the houses, partiCularly on the north side, will end up with the sidewalk hazardously close, Does anyone believe that the present generation of children will never take shortcuts through yards or be tempted to Inspect those properties that will soon be so accessible to them? Would this offend your sense of privacy, of living space? Worse yet, who will be living in these houses five or ten years from now with the Children walking so close to them? Will those children be safe? When my home was built with a 33-foot covenant, the developer wisely placed It far enough back from the street so that the property's appearance would not be terribly hurt If some future Council decided It needed to take another 7 feet of right-of -way, We could not attend the pre-design neighborhood meeting, We did not learn until afterwards that the subject of additional right-of -way had been discussed because it was not so itemized In the notice of meeting, I find it illogical that only those plans requiring 40 foot rights-of -way Were discussed, and that a straw vote was taken to decide whiCh of those two plans which take my land was the best liked. Why 18 feet of parking on Ule souUl side? Since Ulis isn't a State funded project, AASHTO design criteria is not applicable, And even if it were, AASHTO specifies someUllng like 8 tol2 feet at most, Also, itls my understanding Ulat only 9 to 10 feet are required for a tree, And these aren't going to be big trees, These will be saplings. Puny trees, not'big trees. The big ones will be cut down, Where are "all the tree lovers in the world?" One further thought, The 34 foot wide street of the most liked plan is actually big enough for three lanes even though tilat is not the present intent, What is to prevent some future Council, under pressure from developers, from taking 10 or 12 feet from the parkings to make a four-lane highway like Mormon Trek, complete with gas fumes and carbon monoxide? This future Council would not be the first to be placed between a rock and a hard place, and they, like many of the residents of Rohret Road, would feel "a sense of powerlessness: So Why don't you use a 33-foot right-of -way? If you did this, the big trees would be spared (I measured), You would not waste taxpayer money buying additional land, and the money saved could be used on other needed projects. The homes along Rohret wouldn't be disfigured by having the sidewalks so close. There would be still be II feet of parking on the south side and 7 feet on the north, More parking than what is near the schools on Benton, And finally, perhaps most of all, this new school Which is to be a tribute to Irving B. We presented a topographic strip map. a typical 31 foot pavement cross-section. a typical 34 foot pavement cross-section and briefly discussed the work Shive Hattery Is doing on the pedestrian bridges over Hwy. 218. It was stated that the City will need to get additional right-of-way and temporary construction easements through various portions of the project and why they wouid be needed. \lie gave them our rough project schedule with the goal of completing construction prior to the opening of Irving Weber School, but advised that many factors can alter this schedule. We then opened the meeting to the residents for their comments and concerns. The discussion centered around the following issues: DESIRES: CONCERNS: I.) 2.) 3.) 4.) 5.) 6.) Traffic light at the Mormon Trek Blvd./Rohret Road intersection. Realign the Intersection of Mormon Trek Blvd./Rohret Road to line up with Cae Drive. A 34 foot pavement width with bike lanes Is preferred over 31 feet (we heard many people say, "the wider. the better"). They would like to see trees planted In the parking. They wouid like to see street lights installed. Open Siothower Road or Phoenix Drive north to Meirose on a permanent basis (not just during construction). I.) Detours/traffic control. Not many options avaliable. 2.), Maler Road/Highway 1 Intersection Is hazardous, making It undesirabie for a detour route. 3.) 'Site distance at the Coli Drlve/Rohret Road Intersection. 4.) Site distance at Mormon Trek Blvd./Rohret Road Intersection. Can Rohret Road be re-aligned to match Cae Drive? 5.) Dralnage, dralnage, dralnage. ' 6.) Emergency vehicle accessibility during construction. 7.) I appreciate concerns with the , ,aesthetics of some' of the buildin'gs in our community with exterior' , entranc~s but find some of the buildln9s with i,nterior enlrances to, be ,. equally disturbing. There are existing lots In this community, zoned, for multi~fainily usage, that are best suited to abuilding with exterior' ' 'entrances. This style of building can be more economical to fit into a ,narrower space than a unit with common entrances. .This ordinance would either prevent construction ori some of these, lots, require the combining of multiple lots into a larger complex or force the builder-to 'bulit a iess economical buildingl'lf we force the construction of larger pomplexes, those buildings will have a greater impact on their "', " neighborhood. It would appear that this publication was delivered to each house- hold in Iowa City, and it happens every six months. It seems to me that this is a waste of taxpayers' money, as well as a waste of trees. Ae have no interest in the publication received this way, and I suspect there may be thousands of others who feel the same way in Iwwa City- who promptly put the publication into the trash. It would make much more sense, I believe, to make this thing available to the pUblic, tbose who may be interested, by distribution at the schools, the library, the firehouse, city hall, etc., rather than printing many extra, unnecessary copies. Furthermore, wouldn't it make sense to print the pUblication on newsprint, rather than the expensive, color printin~, hard cover version now distributed. Any savings by such means would be much better spent on restorin~ the flood-damaged City Park- perhaps enough could be saved to plant several trees: That would be a much better use of our money. As the 1994 budget is considered by the City Council in coming weeks, I would hope you will look into this item, to see where some reasonable savings may be achieved, savings which could be put to much better use. Accessible, useable open areas and greenways within e neighborhood offer opportunities for informal small group recreation, neighborhood and family activities, and promote a sense of connection with the neighborhood. Such open space enhances the quality of life for lowe City residents and upgrades private property values. ' The Neighborhood Open Space Plan creates a basis for neighborhood open space planning and provides the guidelines to develop an Implementing ordinance. The plan defines the boundaries of 25 Neighborhood Open Space Districts, and provides a baseline assessment of the open space needs of each district as well as evaluative comments on the differences In neighborhood population characteristics, open space suitability In terms of location and ' accessibility, end the resources and restrictions within each district. I: 4. Currently all plainclothes officers receive $600 per year clothing allowance, with $200 paid at the end of each four-month period. Under the new agreemantl newly ,assigned personnel will receive the entire $600 up fronl, and will receive payments during the second and succeeding years at the beoinnlna rather than the end of each four.monlh period. 5. The shoelbooVunlform cleaning allowance will be Increased from $100 to $150 per year for each officer. 6. Longevity payments for officers wllh five years but less than len years longevity will' Increase from $275 annually to $300 annually. 7. Current conlract language requires the City to provide "some' bUlletproof vests. New language will specify that the City will provide each officer with a bulletproof vest and will replace these as necessary. Two documents outlining settlement agreements stemming from past grievances will be addended to the contract. These are attached to this memorandum. Rules of the Iowa Public Employment Relations Board require Ihatthls tentative agreement be brought before Council for your approval. The entire collective bargaining agreement will be modified to reflect these changes and will be submitted for your formal adoption by resolution at a later date. SETTLEMENT AGREEMENT WHEREAS, a dispute hes arisen concerning the proper Interpretation of certain provisions of the Collective Bargaining Agreement between the City of Iowa City and the Police Labor Relations Organization, and WHEREAS, the parties wish to resolve the dispute amicably and without the expense of formal arbitration procedures, The parties hereby enter Into the following settlement agreement: 1. An officer who is assigned to the day watch and who is required to appear in court on a day scheduled as a whole day of paid leave (vacatlon, holiday or comp time) shall be compensated according to the provisions of Article IX, Section 8 of the CBA if actual time, worked is two hours or less. If actual time worked exceeds two hours, he/she shall be compensated at the straight time rate for actual time worked, and the officer's leave usage , for that day will be reduced by the actual time worked. 2. This agreement shall apply to the grievance filed by Joel Myers and shall be similarly adjusted for Ralph Cox and shall otherwise apply prospectively only to situations arising after the date of this agreement. 3. The pending grievance of Myers is withdrawn.
