continue to become busier and busier,
Three factors were primary in making this decision, First and foremost my wife and three children hsve
expressed their need for my full particip!lion as a parent and spouse, Second as you may be aware this past
spring 1 wu asked to sit on I national rctaiI sdvilOl)' board for Hallmark Card.llnc, J felt this wu a once in
I Ufe time honor and opportUllity for me that J couldn't refuse. This board position continues to take more
and more ofmy time with volumes of reading and regular and more frequent trips to Kansas City. Finally as
my business has continued to grow my day to day schedule has continued to become more complicated,
When J spplled for this position more than two years sgo J fully intended to fulfill my six year
cOmmitment 1 find however that this has become an impossibility snd J ask you snd the board for your
understAnding,
The Library snd the board positions are too Importsnt to have membm that cannot give one hundred

LOWING COMMISSION:
SENIOR CENTER COMMISSION
One vacancy - Three-year term
January 1, 1994 - December 31, 1996
The duties of members of the Senior Center
Commission are to:
1. Serve in an advisory role to the City Council
with regard to needs of the Senior Center.
2, Make recommendations with regard to poli-
cies arid programs at the Senior Center.
3, Join staff and other Interested persons In
seeking adequate financial resources for
operation of the Senior Center.
4. Encourage fuli participation by senior Citi-
zens in the programs of the Senior Center.
5. Ensure that the Senior Center Is effectively
integraled into the community and cooper-
ates with organizations with common goals
in meeting the needs of senior citizens, .
6, Serve In an advocacy role wilh regard to the
needs of senior citizens in Iowa City,
Iowa City appointed members of boards and
commissions musl be eligible electors of the
City of Iowa City, The Senior Center Commis-
sion meets the third Monday at 3:00 p,m.
This appointment will be made at the January
18, 1994, meeting of the City Councli at 7:30
p,m, In the Council Chambers, Persons Inter-
ested in being considered for this position
should contact the City Clerk at the Civic Cen-
ter, 410 E, Washington Slreat. Application

BROADBAND TELECOMMUNICATIONS
COMMISSION
Two vacanclas - Three.yaar terms
March 13. 1994 - March 13, 1997
The persons appointed to the BTC at this
time will take part In the renegotiations of ihe
cable TV franchise,
The duties of the Broadband Telecommuni-
cations Commission Include serving as a review
board to resolva disputes between any
subscriber or potential subscriber and the cable-
vision company: reviewing and auditing reports
by the cablavlslon company to the City as
raqulred by the Cable Television Ordinance:
working with the public. the media, the City.
and the cablevlslon company for the purpose of
making recommandatlons on various Issues;
engaging In othar activities pursuant to the
affactlve monitoring and evaluation of the
CATV system In the City.
The BTC maets the third Wednesday of each
month at 6:30 p,m. Iowa City appointed mem-
bera of boards and commissions must be eligi-
ble electors of the City of Iowa City.
Thase appointments will be made at tha
January 1 B. 1994. maating of the City Council
at 7:30 p,m.ln the Council Chambers. Persons

Individuals serving on Boards/Conmissions play an important role in advising the
Council on matters of interest to our conmunity and its future. Applicants IlIJst reside
in Iowa City.
The City Council announced Advis.ory Board/Conmission vacancies 90 days prior to the
date the appointment will be made, This period provides for a 30-day advertising period
and a 60-day training period for new members. The training period allows new members to
become familiar with the responsibilities and duties of the advisory board/conmission,
before becoming a full voting member.
After a vacancy has been announced and the 30-day advertising period has expired, the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers. .
Council prefers that all applications must be submitted to the City Clerk no later
than one week prior to the announced appointment dates. PLEASE USE A BLACK INK PEN.

The City Council announced Advisory Board/Corrrnission vacancies 90 days prior to the
date the appointment will be made. This period provides for a 30-day advertising period
and a 60-day training period for new members. The training period allows new members to
become familiar with the responsibilities and duties of the advisory board/corrrnfssion
before becoming a fu 11 vot i ng member. '
After a vacancy has been announced and the 30-day advertising period has expired, the
Council reviews all applications during the informal w.ork session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
Council prefers that all applications must be submitted to the City Clerk no later

BXPBRIBNCB/ACTIVITIBS THAT QUALIFY MB FOR THIS POSITION:
First, my undergraduate degree is in Communication Studies with
emphasis on Broadcasting and Film, and although I have never been
employed in broadcast media I have maintained a strong interest in
the field. Second, my experience as a reporter and writer for each
of the three local daily newspapers at one time or another has given
me a broad knowledge of local government and the role of citizen
advisory commissions. I dare say I have attended mere commission
meetings of all sorts than most commission applicants; I have also
spoken at length with Mr. Shaffer regarding the cable television
franchise renewal process, Finally, I have served on a University
of Iowa advisory committee, having been the student representative
to the Macbride Nature Recreation Area Advisory Committee in 1985-
86, and so have some first-hand experience with the functioning of
such a body.
WHAT IS MY PRBSBNT KNOWLBDGB OF THIS ADVISORY BOARD?
In essence, the Broadband Telecommunications Commission monitors the
functioning of the cable television system in Iowa City and advises
the City Council on issues related to cable service. This would
include reviewing and auditing reports the franchise holder is
required to submit to the City, hearing any disputes that arise
between the company and subscribers, and providing a two-way-shall
we say interacti ve-channel for information about cable service to
reach the public and for public input to reach the city and the
cable company. At present, the Commission is also involved in
renegotiating the franchise agreement between the City and TCI,
WHAT CONTRIBUTIONS CAN I MAKB TO THIS ADVISORY BOARD?
First and foremost I pledge to faithfully attend Commission meetings
and dedicate whatever personal energy is required to carry out my
duties as a member; citizen oversight of regulated monopolies is a
vital function and I will take this responsibility to heart, Beyond
that I believe I can lend my communication skills to the task of
informing the community regarding issues relevant to cabl~
television service, In the near term those issues will center
around the franchise agreement renewal process, but when that
process is complete it will still be important to foster public
interest in the relationship between the City and the cable company,
The term of this appointment will see momentous changes both in
technology and in the financial and corporate strocture of the cable
television industry; let's make Iowa City a community in which
informed consumers are accustomed to actively participating in the
decisions that affect their service.

The City Council announced Advisory Board/Commission vacancies 90 days prior to the
date the appointment will be made. This period provides for a 30-day, adverJising period
and a 60-day training periOd for new members. The training period allOws new members to
become familiar with the responsibilities and duties of the advisory board/commission

After a vacancy has been announced and the 30-day advertising periOd has.,expired, the
Council revfews all applications during the informal work session. 'T~e appointment is

RE: MY desire to be re-appointed to the airport commission.
May. I give you a brief personal background? A native of West Branch, S.U.I.
graduate of 1949. Resident of Iowa City since 1956, and started my own
business in December of 1950. Chairman of the Council-Manager Assn. when
it was in existence.back in the 50's & 60's. Chairman of the chamber of
commerce airport committee years ago. Not a pilot nor an aircraft owner.
Have had a long time interest in different modes of transportation.
Volunteered to serve on the airport ,commission as a partial way of re-
paying my community for all the opportunities, Iowa City has provided my
family & my business.
According,to the Iowa City code the airport commission "exists for the
purpose of managing and controlling the Iowa Oity Munioipal,Airport as a
public facility in accordance with local ordinances, lDOT & FFA
regulations. II
In my view, that means we are a technical advisory group charged with the
responsibilty to provide as safe, and as economically viable airport as
possible within those constraints.
Our immediate concern, of course, is our recommendation to the council as
to what we believe to be the best option to be followed in regard to our
airport. The commission has spent many, many hours reviewing all the facts
and, figures given to us. Every possible option open to us has been and
will be scrutinized very carefully before a final vote is taken,believe me.
I would like to continue my participation in the deliberation process,
and I am asking for your support toward that end.
In advance I ask your permission to contact each of you to answer any
questions you may have ooncerning my aesire to be re-appointed.
