STATE OF THE CITY

It is my pleasure at this time to review with you the past year and offer
thoughts for our community's future. My intention is to inform you of pending
issues on which this new City Council must act, and identify the challenges
we face as we prepare Iowa City for the year 2000 and beyond,
Despite the crises and impact of the flood of '93 on the lives of some of our
citizens, most of the emergencies were tackled by the immediate response
from our citizens and that of our neighboring communities. The City's reserve

funds have always been kept at sufficient levels to cope with such disasters, 0
and our financial planning proved productive and supportive of our needs this
time,
However, before, during and after the flood, the normal activities of the City
continued, despite continuing burdensome financial regulations placed on
cities by the state government. The Council and 154 volunteers on City
boards and commissions and our City staff continued to plan, work, and carry
out programs which prepare, repair and reconstruct streets; build and
maintain sewers, bridges, water, parks and sidewalks; and respond to new
State and Federal laws such as the Americans with Disabilities Act, and the
many other needs of a growing community,

And, as a city, we are growing in many respects. Last year, 272 acres were
annexed to the City, 223 new single-family homes and 235 multi-family units
,
were constructed to meet the very diverse housing needs and interests of our
citizene, We saw a dramatic increase in the support for our assisted housing
program to not only help our low-income families with housing assistance, but
also to initiate new construction and homeownership maintenance efforts, In
1993, more than $3.6 million was spent in this area, and in 1994 more than
$8,6 million is proposed to be spent. This continued commitment passed on
from previous Councils helps to fulfill the goals of the City's Comprehensive
Housing Affordability Strategy, known to many as the CHAS,
Economically, all indicators point to our businesses' and industries' continued

growth. While we all were disappointed when we lost the Thomas & Betts
Company, new and expanded companies have helped fill the void. Yes, our
neighboring citizens are also starting new ventures, especially the joint efforts

of the University and the Oakdale Research Park in Coralville, Iowa City

I believe this demonstrates corporate confidence in Iowa City, It also means
business and industry are willing to grow, But one of the challenges facing
the citizens of Iowa City will be to see whether or not this Council wants to

be a partner in economic' development by encouraging businesses to
continue to grow or even locate in our community, We encourage your
comments.
Most businesses interested in a profit are quite sensitive to land use issues,
solid waste management through recycling, containment of polluted
stormwater runoff, and other environmental protection strategies, Our
community's corporations and their employees participate as financial and
volunteer partners (and too often silent partners) with our school district and
with our City's service organizations, Through the added value of their

seems to me many citizens are not aware of the interdependency of healthy

~ and the elderly and others. The challenge has been given to the Chamber
of Commerce and Iowa City Area Development Corporation and the business
community in general; toot your horn so Council and citizens hear not only
about your product, but how you and your employees invest in Iowa City.

the City almost 14 acres for parkland and stormwater detention along Willow
Creek, to be known as Kiwanis Park, Thank you John and Allie, We
continue to increase our sensitivity to protect the undeveloped, more fragile
areas of the City, Successful efforts by citizens have won grant funds to
support activities of the Heritage Tree Program for Iowa City. The Urban
Forestry Challenge grant award to the City for $5,000 was matched by $2,000
donated by the Longfellow, Northside and Goosetown neighborhood
associations. They will be surveying our existing "urban forest", encouraging
awareness in school children of natural resources, and adding to the
inventory of city trees. Along the~e lines, the efforts of Project GREEN to
replenish, maintain and support our city's and schools' landscapes and
reconstruct College Green Park was concluded in 1993 at a cost of over
$200,000. Thanks Project GREEN!
Neighborhood associations continue to grow in number, provide an
opportunity for neighbors to get involved in how the City works, In a
community, after all, we all have an obligation to contribute. The more each
of us takes on the responsibility of taking care of ourselves, shoveling our
sidewalks, watching our kids, getting along and caring for our neighbors -
the more resources we will have to take care of community-wide needs, We
have healthy volunteer organizations working with our children, teenagers,
single parents and aging seniors. We must be diligent and remember there

and committed about the needs of these citizens and will continue to target

CDBG and general fund money for their support, The City continues to
commit resources from the Community Development Block Grant program as
well as from the General Fund to offer financial assistance to many of our
area human service agencies, I believe the City Council remains concerned
and committed about the needs of these citizens and will continue to target
funds for their support, On the other hand, we, as any urban center, are not
without our share of concern about crime, and the negative impact it can

have. Our police have taken an aggressive approach in education and
prevention programs, such as the Neighborhood Watch and the DAR.E.
programs. Along with our County Sheriff's Office, the Coralville Police, U of
I Public Safety staff, and other law enforcement entities in the east central
.
C"'~ area of Iowa, Iowa City participates in readiness and cooperative safety
\ programs to work with citizens in maintaining a safe city for us all.

We are still working to support the continued downtown revitalization, notably
that area south of Burlington Street. We are still working on environmental

system, We continue to work with the County Board of Supervisors to keep
our disabled and non-disabled elderly and handicapped citizens in the
mainstream of our lives through their use of the transit systems and support
programs such as Congregate Meals at pur Senior Center. This Council,
guided by previous Councils, refuses to pit the elderly against the disabled,
Trust me. We will continue to consider the future of the Airport, as well as
that of the proposed Cultural/Conference Center as we try to envision the
needs of Iowa City in the year 2000 and beyond.

An Iowa City Transit bus stop is located adjacent to the driveway of our home on Amhurst street (ours
is the second house south.of the corner of Rochester Ave. and Amhurst St.), Please allow me to
describe for you some of the problems this bus stop has presented us,

Transit patrons frequently invite themselves into our garage to wait for the bus, whether the weather
is inclement or not. When we have cars parked in our driveway they feel free to lean up against them
and sit on them during the wait for a bus. I have observed people actually lower the tail gate on my
pickup truck so that they have a convenient place to sit until the bus comes. Although I cannot positively
link thefts from our garage to bus patrons, I would consider it a strong likelihood.

I'm guessing that this bus stop is, perhaps, on or near the end of a route because the bus stops here aild
waits for quite lengthy periods of time before departing, probably to lose time in order to maintain v
proper schedule. Frequently, the drivers park their buses directly in front of our driveway to do this,
blocking traffic in and out of the drive, On more that one occasion we have had to wait to get out of
the drive while the driver sat there for several minutes. It is a common occurrence to have to wait in
the street, blocking traffic, while the bus sits in front of our drive, no passengers getting in or out.

I would like to respectfully request your assistance in getting the bus stop removed from this location,
In addition to being a traffic hazard, it poses a liability threat for me with the passengers sitting on my
vehicles and in my garage. If a bus stop must be posted in this area, may I suggest just a half block to
the south, at the corner of Amhurst and Tulane, where there is a large open area that is nowhere near
driveways and which allows more than ample room for a waiting bus. I don't believe new home
construction, which would pose a future threat to the bus stop, is allowed in that area,

Thank you in advance for any assistance you can provide in this matter. I have brought the problem to
~ the attention of the transit department by telephone several times in the past and have received no
response at all.

Dear Mayor Horowitz and City Council Members,
I am writing this in regard to a recent request made by the Iowa City
Community School District (ICCSD) School Board. In a letter dated
January 31, 1994, Connie Champion, President of the ICCSD, requested
that bans regarding on-street parking be lifted while there is
construction at City High or until additional parking is made
available.
In November, 1993 I supported a request to ban on-street parking in
the 1700 and 1800 blocks of Morningside Dr. This ban was instituted
in mid-November, 1993, My purpose in supporting such a ban was for
the safety of the children and residents in my neighborhood, My
concerns for safety have been greatly alleviated with the ban on
parking that now exists. When I back out of my driveway I now have a
clear view along Morningside Dr, When the children in my neighborhood
wish to cross the street they now have a clear view of oncoming
traffic in all directions.

CONCERN TO ME, When I moved to this area almost twelve years ago
there were HQ young children in this same two block area. The
demographics of the area have changed as the City High traffic has

On Tuesday, November 16, 1993 members of the City High Student Senate
facilitated a meeting in an attempt to bring together the residents of
Morningside Drive and members of the school community, Several of you
attended this meeting. One of the positive outcomes of this meeting
was the sign-up sheet that would be used to continue to bring together
neighbors and other city residents in an ongoing relationship with the
school. I saw this as an extremely positive outcome because I (and
several of my neighbors) had felt that past contacts with the school
were unsatisfactory,

I signed this list with the belief that we could work together to come
up with good solutions for both the school and the neighborhood.
(Those of you who attended may have also signed this list.) It has
now been more than two and a half months since I signed that list. I
have not been contacted to work on any solutions or problems since
then, Despite this, Connie Champion states in her letter that "trying
to find a reasonably satisfying solution for all will take some
considerable planning and discussion". I was surprised to read in the
Iowa City Press-Citizen that the school board was even sending such a
letter without first trying to apply this idea, As a result I have
now come to believe that the school community is only out for what
will benefit them and meets with neighbors only when pushed.

There are some things that I think City Council members should be
aware of when considering rescinding the no parking area.
First. safety is the highest priority. The inconvenience of
students who must walk further is NOT of a higher priority than the
safety that exists with the parking ban. With no parking the sharp
curve that is in the 1800 block of Morningside Dr. no longer blocks
the view of oncoming traffic from either direction.
Second, the effect on traffic flow. There is now clear two-way
traffic. When meeting oncoming vehicles, cars no longer have to slow
to a crawl or stop to maneuver around each other. Buses can now
travel this two block area of Morningside Dr, unimpeded. Snow plows
have now been able to clear the street from curb to curb. (In
previous years snow plows were unable to do this, which resulted in
cars parking further and further away from the curb as the ice and
snow built up.) Contrary to my expectations there does not seem to
have been an increase in speeding. Yes, there are still those who
exceed the speed limits, but despite the now "wide open" street it
does not seem worse that before,
1hird. construction concerns. Had there been a meeting between
school, community, and neighborhood people it would have been pointed
out that the parking ban has helped ease the flow of traffic in and
out of the construction site, Tractor-trailer length trucks have
traversed this route, many with heavy equipment, If there had been
cars parked on Morningside Drive in the 1800 block it would have been
impossible for these trucks to turn into or exit from the construction
entrance/exit. (It should be noted that the designated construction
entrance/exit is in the middle of the curve.) In addition, with cars
parked on one side of Morningside this already narrow street becomes
even narrower and more dangerous.

I urge you NOT to rescind the parking ban that exists in the 1700 and
1800 blocks of Morningside Drive, Construction traffic, school bus
traffic and other vehicular traffic now have a clear, safe route into
and out of the school, Residents are now able to cross the street and
safely back out of driveways,

I also urge you to work with the school system to construct permanent
parking on school property, On June 3, 1993 Shive-Hattery presented a
traffic evaluation to the ICCSD, In that study was a recommendation
that an additional road be connected to Court Street at Fifth Avenue,
This would make a logical entrance or exit from a parking lot. The
Shive-Hattery report also suggested that Fourth Avenue from Court
Street into the City High parking lot become one-way looping around to
Fifth Street, I am enclosing a copy of that report with the letter to
Mayor Horowitz so that those who wish may see it.

Our scope was outlined in a proposal dated December 1, 1992 and involved collecting
data, performing site reviews, and making evaluations, Data collection consisted of Q
obtaining correspondence from the City of Iowa City and the District-wide Parents
Organization, Aerial mapping was also obtained and is included as part of this report,
Each school site was observed during peak demand periods and concerns were
noted, Recommendations are provided based on this data and on information
obtained in meetings with school district representatives,

1, Traffic on Court Street, approximately 4,500 vehicles per day (vpd), must
negotiate the four-way stop at First Avenue, This condition creates a nearly
continuous traffic flow west bound on Court Street which results in access
difficulties to the school sites, Pedestrian traffic is a great concern at this
intersection because of the number of students attending Hoover Elementary,
However, pedestrian traffic is not as concentrated near Fourth Avenue (main
access to City High),

The intersection of First and Court could possibly warrant signals based on
peak hour criteria and/or pedestrian volunia, However, the City's current policy
is to provide adult crossing guards in lieu of traffic signals, Continuing the
request for an additional guard at Third Avenue is valid,
2. Inadequate gaps in traffic on Court Street also create some ingress and egress
problems at City High.
Traffic flow through the campus could be improved by several means,
Consideration could be given to requesting the City to widen the curb returns of
Court Street and Fourth Avenue, '(;OL:i~ fvnvtiuiii:i 6;; a cullectcr street, but
appears to have been originally constructed to serve only as a resideAtial
street. Widening returns at Fourth Avenue ~~ould allow easier turning
movements through tile intersection.
An additional road could also be constructed to serve the site, Connecting the
existing south parking lot with Court Street via an extension of Fifth Avenue
could create a logical one-way loop road through the campus (Court to Fourth
to parking lot to Fifth to Court), This route is illustrated on the attached aerial
photo,
3. The existing City Transit bus stop creates some difficulties for drivers at the
intersection of Fourth and Court, Sight distance becomes a concern when
buses occupy the area,

Fourth Avenue, This would relieve some problems for left turning movements,
Changing bus schedules probably is not a favorable solution since a portion of
the riders are students,

to the intersection of Melrose Avenue and the west entrance to the campus,
Melrose carries approximately 6,000 vpd through this area, Our observation
verified a peak morning demand for left turns off Melrose, However, this peak
is insufficient to justify studying the intersection to determine if signal warrants
era met. Sigl1Alization of !he il'tersectior could materialize when The University
of Iowa follows through with plans to realign Hawkeye Drive north of Melrose at
the west entrance to West High, When improvements to this intersection are
designed, turning lanes on Melrose will need to be addressed with the City,

An Iowa City Transit bus stop is located adjacent to the driveway of our home on Amhurst street (ours
is the second house south. of the corner of Rochester Ave. and Amhurst St.). Please allow me to
describe for you some of the problems this bus stop has presented us,

Transit patrons frequently invite themselves into our garage to wait for the bus, whether the weather
is inclement or not. When we have cars parked in our driveway they feel free to lean up against them
and sit on them during the wait for a bus. I have observed people actually lower the tail gate on my
pickup truck so that they have a convenient place to sit until the bus comes, Although I cannot positively
link thefts from our garage to bus patrons, I would consider it a strong likelihood.
I'm guessing that this bus stop is, perhaps, on or near the end of a route because the bus stops here and
waits for quite lengthy periods of time before departing, probably to lose time in order to maintain a (])
proper schedule, Frequently, the drivers park their buses directly in front of our driveway to do this,
blocking traffic in and out of the drive, On more that one occasion we have had to wait to get out of
the drive while the driver sat there for several minutes, It is a common occurrence to have to wait in
the street, blocking traffic, while the bus sits in front of our drive, no passengers getting in or out.

I would like to respectfully request your assistance in getting the bus stop removed from this location,
In addition to being a traffic hazard, it poses a liability threat for me with the passengers sitting on my
vehicles and in my garage. If a bus stop must be posted in this area, may I suggest just a half block to
the south, at the corner of Amhurst and Tulane, where there is a large open area that is nowhere near
driveways and which allows more than ample room for a waiting bus. I don't believe new home
construction, which would pose a future threat to the bus stop, is allowed in that area,

Dear Mayor Horowitz and City Council Members,
I am writing this in regard to a recent request made by the Iowa City
Community School District (ICCSD) School Board. In a letter dated
January 31, 1994, Connie Champion, President of the ICCSD, requested
that bans regarding on-street parking be lifted while there is
construction at City High or until additional parking is made
available.
In November, 1993 I supported a request to ban on-street parking in
the 1700 and 1800 blocks of Morningside Dr. This ban was instituted
in mid-November, 1993. My purpose in supporting such a ban was for
the safety of the children and residents in my neighborhood. My
concerns for safety have been greatly alleviated with the ban on
parking that now exists. When I back out of my driveway I now have a
clear view along Morningside Dr. When the children in my neighborhood
wish to cross the street they now have a clear view of oncoming
traffic in all directions.
There are SEVENTEEN children eight years of age and younger in this
two block stretch of Morningside Drive, THEIR SAFETY IS OF THE UTMOST
CONCERN TO ME. When I moved to this area almost twelve years ago
there were no young children in this same two block area. The
demographics of the area have changed as the City High traffic has
increased.
On Tuesday, November 16, 1993 members of the City High Student Senate
facilitated a meeting in an attempt to bring together the residents of
Morningside Drive and members of the school community. Several of you
attended this meeting. One of the positive outcomes of this meeting
was the sign-up sheet that would be used to continue to bring together
neighbors and other city residents in an ongoing relationship with the
school. I saw this as an extremely positive outcome because I (and
several of my neighbors) had felt that past contacts with the school
were unsatisfactory,
I signed this list with the belief that we could work together to come
up with good solutions for both the school and the neighborhood.
(Those of you who attended may have also signed this list.) It has
now been more than two and a half months since I signed that list. I
have not been contacted to work on any solutions or problems since
then, Despite this, Connie Champion states in her letter that "trying
to find a reasonably satisfying solution for all will take some
considerable planning and discussion", I was surprised to read in the
Iowa City Press-Citizen that the school board was even sending such a
letter without first trying to apply this idea. As a result I have
now come to believe that the school community is only out for what
will benefit them and meets with neighbors only when pushed.

There are some things that I think City Council members should be
aware of when considering rescinding the no parking area.
~irst. safety is the highest priority. The inconvenience of
students who must walk further is NOT of a higher priority than the
safety that exists with the parking ban. With no parking the sharp
curve that is in the 1800 block of Morningside Dr. no longer blocks
the view of oncoming traffic from either direction,
Second. the effect on traffic flow, There is now clear two-way
traffic. When meeting oncoming vehicles, cars no longer have to slow
to a crawl or stop to maneuver around each other, Buses can now
travel this two block area of Morningside Dr. unimpeded, Snow plows
have now been able to clear the street from curb to curb. (In
previous years snow plows were unable to do this, which resulted in
cars parking further and further away from the curb as the ice and
snow built up.) Contrary to my expectations there does not seem to
have been an increase in speeding, Yes, there are still those who
exceed the speed limits, but despite the now "wide open" street it
does not seem worse that before.
Third, construction concerns. Had there been a meeting between
school, community, and neighborhood people it would have been pointed
out that the parking ban has helped ease the flow of traffic in and
out of the construction site. Tractor-trailer length trucks have
traversed this route, many with heavy equipment, If there had been
cars parked on Morningside Drive in the 1800 block it would have been
impossible for these trucks to turn into or exit from the construction
entrance/exit. (It should be noted that the designated construction
entrance/exit is in the middle of the curve.) In addition, with cars
parked on one side of_Morningside this already narrow street becomes
even narrower and more dangerous,
I
I urge you NOT to rescind the parking ban that exists in the 1700 and
1800 blocks of Morningside Drive, Construction traffic, school bus
traffic and other vehicular traffic now have a clear, safe route into
and out of the school, Residents are now able to cross the street and
safely back out of driveways,
I also urge you to work with the school system to construct permanent
parking on school property, On June 3, 1993 Shive-Hattery presented a
traffic evaluation to the ICCSD, In that study was a recommendation
that an additional road be connected to Court Street at Fifth Avenue.
This would make a logical entrance or exit from a parking lot. The
Shive-Hattery report also suggested that Fourth Avenue from Court
Street into the City High parking lot become one-way looping around to
Fifth Street. I am enclosing a copy of that report with the letter to
Mayor Horowitz so that those who wish may see it.

Dear Council Members:
We write to you in regard to the parking situation at City High School and the surrounding streets,
specifically Momingside Drive, As you are well aware, this situation is difficult for all involved and we
applaud the Iowa City School Board for their recent proposal to build a permanent addition to the
parking areas, We hope the proposed lot becomes a reality because the problems caused by the extreme
lack of school-provided parking have been increasing each year we have lived in this area, We
understand that the School Board has requested that you reconsider the on-street parking bans on
streets adjacent to City High, We urge you to keep the ban in place on our two-block stretch of
Momingside Drive for one very important reason: safety,
When cars are allowed to park on Morningside, a very dangerous situation is exacerbated tremendously,
Our street carries a great deal of traffic in and out of City High, particularly the traffic leaving the school
because the north lots' only exit is on to Momingside (some of the south lot empties this way as well), 0
Those lots exit onto a sharp curve which does not afford a good line of sight to detect oncoming traffic,
even without parked cars, When parking is allowed, the blind curve is so tightly packed that it becomes
an even more perilous situation: drivers simply cannot see oncoming cars or pedestrians,

Also adding to the problem is the narrow width of our street. It is an older street and when parked cars
line one side, there is barely enough room for two vehicles to pass in the driving area, If the parked cars
happen to be slightly askew, two passing cars can scarcely crawl past each other and usually one must
come to a complete stop, The squeezed traffic lane, combined with the blind curve is a very dangerous
combination, When you add the fact that the many of the drivers using this street are very
inexperienced and routinely exceed the speed limit, it is only a matter of time before a serious accident
occurs,

We feel the ban should have been in place some time ago, but we were not aware that a group of
residents could act together in a positive manner to bring about this type of change until last fall, The
dangers mentioned here have come into much sharper focus on our street in recent years because the
demographics of the 1700 and 1800 blocks of Mornings ide have changed drastically, A decade ago,
almost all the houses were occupied by older residents who did not have children living at home, Now,
however, almost all the houses are occupied by younger couples with very young children, We have
two little ones who we want to see grow up in as safe an environment as possible, The parking ban has
helped make that more possible, Cars entering the street from City High have a much improved line of
sight and drivers have adequate room to negotiate oncoming traffic, Drivers can see our children better
and our kids can see the traffic better, If you rescind the ban, you will be compromising the safety of

Another reason to keep the ban in place at this particular time is the construction already taking place at
City High, The construction entrance designated for the cafeteria project is the exit from the north
parking lots, on the blind curve, The project has caused a great deal oflarge truck traffic to use our
narrow street. Tandem-axle dump trucks, large delivery trucks and tractor-trailers loaded with heavy
equipment and materials are routine travelers on our stretch of Mornings ide, If parking is allowed
again, the already too-narrow traffic lane will be even more dangerous when these oversized vehicles try
to wend their way to the construction entrance, Once again, safety is the key issue,

Please remember, City High only lost thirty parking spaces due to the current construction, Maybe a
portion of those spaces could be recovered if some of the faculty--who all have individual parking
spaces"-voluntarily gave up their spaces during the construction, The faculty spaces could be assigned
to students who agree to carpool and bring at least two other students each day, The faculty could also
carpool or take the bus, The faculty seem to be very supportive of the students and this proposal might
receive a positive reaction, We will be suggesting it to the School Board,

We do not believe the few parking spaces you will be providing if you lift the ban are worth the risks
you will be imposing on the drivers who use Morningside and the residents and children who live along
it. The right decision is sometimes not the one that pleases most of the people, Keeping the ban in
place on Morningside Drive is the right decision, We hope you will agree that safety should always
outweigh convenience,

Glendale Road, concerned by the possibility of council
action on rescinding the parking ban put in place this

safety hasn't changed.

To refresh your memory and inform the new members of the
concerns we had before the ban, I would like to
rei terate some of our discussions of last fall.
Glendale Road has a walkway extending from the street to
Ci ty High School over which a great many Hoover Grade
School students as well as high school students pass.
When cars are parked around the opening the small grade
school students can not be seen crossing the street. The
increase in traffic with the permitting of parking on
Glendale Road makes for a very dangerous situation. We
found that the high school age driver has a tendency to
speed and whip in and out of parking places
indiscriminately. This also poses a dangerous situation
for small children playing on the sidewalk who might
inadvertently step into the street.

As was documented by the fire department, ambulance and
police department heads, parking on Glendale, Glendale
Circle and Glendale Terrace posed a safety threat to
property and people living there. The large firetruck
was unable to make the turn onto Glendale Terrace
because of parked cars. The ambulance is slightly wider
and would have had like difficulty had it been needed.
Garbage pickup, snow removal and street cleaning was
severely hampered. '

You no doubt remember the traffic problems on DeForest Street when your
daughter Kathryn attended Mark Twain School. The PTO at Mark Twain is
concerned about the absence of any stop signs on DeForest to slow down traffic and
provide a safer environment for walkers to school. We have begun measures to
study this problem by asking Jim Brachtel in Traffic Engineering to consider putting
a stop sign at Ash and DeForest.

We spoke on the phone during the week-of January 2 regarding the DeForest
Street and Ash Street intersection at Mark Twain Elementary School. We discussed
together the danger of this intersection and you decided there could be an
investigation to probe the need for a stop sign placed to provide safety for the
children crossing the street. This is a dangerous intersection for children during the
school year and summer. Student crossing guards are not available all the time

Dear Mayor Horowitz and Members of the City Council:
Planning for the 1994 Iowa Arts Festival is well underway and we
are confident that this will be the best festival yet. This year's
festival theme-- IlHot & Spicyll--is inspiring participants to plan
festive and creative events that will attract thousands to downtown
Iowa City. Last year over 35,000 people attended the Iowa Arts
Festival events.
We have been working with city staff to find an appropriate
downtown space that can become the focus of the festival's opening
weekend festivities. The temporary parking lot next to the Holiday
Inn would be perfect. Let us describe what we envision:

The Kick-Off will be Friday, June 10 with the ever popular Orchesta
De Jazz Y Salsa Alto Maiz...performing during the evening. The
concert will be preceded at 6:30 p.m. by a live Television program
to be aired by KCRG-TV Channel 9 of Cedar Rapids. With a large
enough venue we are certain that we can attract several thousand
people to the concert. The parking lot, equipped with a portable
stage and adequate sound system, provides a large unobstructed
space for such an event. Transformers are situated nearby, between
the City Park Ramp and the hotel and would be more accessible than
those on t.he Pedestrian Mall itself.

On Saturday, June 11 the festival's newest event--The Art Of Food--
is scheduled. Dozens of food vendors offering IlHot & Spicyll food
will be selling their wares. The parking lot site would allow us
to cluster the food vendors in proximity to the live entertainment
that will be taking place on the stage. Refuse control, and most
importantly, a central power source, would be solved by the parking
lot site.

On Sunday, June 12 the ever-popular Children's Day will be taking
place on the plaza near the Iowa City Public Library. Access to
the portable stage on the parking lot would solve some of the
logistic problems that planners of this event always face. And
Again, Children's Day would benefit from a more centrally located
venue.

We request that the City Council approve the closing of this
parking lot June 10-12 to allow the Iowa Arts Festival to stage the
opening weekend events on this large open space in the heart of
downtown Iowa City. We would need all day Friday to set up the
portable stage and' other equipment. Children's Day events end

subject: The Vacation of the North 212 Feet of the Alley in
Block 102, Iowa city
Hieronymi Partners hereby withdraws its application for
the vacation of the north 212 feet of the Alley in Block 102,
original plat of Iowa city as revised. The application will
be resubmitted later in connection with the scheduling of
Phase Two of the Hieronymus Square project.
We are submitting herewith the new plans for the
Hieronymus Square building which show a smaller building to be
constructed within the boundaries of Lot 8, Lot 7, and part of
Lot 6, in Block 102. The south building line will be at least
twenty (20) feet from the north wall of the existing Hieron
Building. The building will still contain a basement level
for parking and storage, two floors of retail space and three
floors of offices. The five story central atrium feature has
been retained, although it is reduced in size.
We initially intended to build on the alley right-of-way
to increase the efficiency of the project. The alley vacation
was required to do that and would have been in our best
interest. However, further review showed that other
liabilities could outweigh those advantages. Subsequently, we
have reduced the scope of the project in an attempt to
minimize those liabilities. Relocating utilities and service
access currently provided in the alley would apparently cause
undo disruption to businesses who would be remaining in the
area. We have discussed the potential disruption with them
and feel it would be better to vacate the alley during Phase
Two of this project when the existing businesses would no
longer be there.
We have also provided the 20' minimum separation to the
Hieron Building at the south side of the project as required
by the decision of the Iowa city Board of Appeals on
February 7, 1994.
The project design has had to be modified in other ways to
allow the reduced project scope to maintain the efficiency of
the initial proposal, but with the help of Tax Abatement the
revised project will still be able to proceed.

As a rural North Liberty resident I have followed with interest the emerging
water plan of the City of Iowa City, Of special concern to all us living
norch of the city is the impact on our wells of the City's proposal to draw
significant quantities of water from the north corridor of the Silurian
aquifer,
I would like to provide you with some observations and suggestions drawn from
my rather extensive investigation of this issue. I have done my homework,
Beside attending the February 3, 1994 League of Women Voters (LWVs) public
forum, my investigation includes:
Studying the H. R. Green's November 1993 Comprehensive Water Facilities
Plan (CWFP).
o
Studying the July 23, 1991 and August 28, 1991 water-related memorandums of
your city attorney, Linda Gentry.
Lengthy conversations with Don Gordon, George Hallberg and Don Koch of the
Iowa Geological Survey Bureau,
A lengthy conversation and several follow up conversations with Ed Moreno,
your acting Water Department superintendent.
Additional conversations with Linda Gentry (city attorney), Noami Novick
(city council member), Pat White (Johnson County attorney), the Johnson
County Zoni.ng Department and two members of the Johnson County Board of
Supervisors.
While the demands on the Silurian aquifer seem rather modest when expressed as
"15% of the peak day water demand (CWFP, VI-1l), in absolute terms the
equivalent 2.5 million gallons per day could have a dramatic effect on current
users in the immediate vicinity, H. R. Green acknowledges this as one of the
disadvantages of drawing upon the Silurian aquifer, In particular, from page
V-6 of the CWFP the disadvantages of the proposed Silurian wells are:
Numerous wells currently constructed in the aquifer,
Poor quality west and south of Iowa City
Unknown reliability and impact on current users.
While there are always uncertainties, what is really distressing is that, to
date, the City has completely ignored this issue. In particular:
H, R, Green currently has no plans to drill test wells into the aquifer,

An initial effort to do computer modelling has been abandoned when the free
service of the Iowa Geological Survey Bureau was no longer available.
While Ed Moreno is scheduling neighborhood meetings, he has not received
any instructions from the City to schedule meetings, for example, with
residents along or near Linder Road (who are in most danger of well-
interference) .
H. R. Green has not developed any plan for monitoring well-interference or
considered any contingency approaches in the event such problems arise.
Public forums and a joint advisory committee for north corridor Silurian
aquifer users have not been considered.
Positive action on these items are the type of steps that one expects of a
"good neighbor," Further, in the interest of getting the proposal approved in
a timely fashion (as planned, without costly re-engineering) it is in the best
interest of the City to address these issues up front. These are issues that
the Department of Natural Resources will be considering before issuing a
multiple well permit to the City.
As a first step, the City should develop a comprehensive plan as to how the
City will be addressing these potential well-interference issues.
In discussing his November 28, 1994 vote for additional H, R, Green
engineering work, John MacDonald was quoted as saying "There will be amble
opportunity for public input and review of the plan (Daily Iowan, Nov, 29,
1993)," Well-interference is one aspect of "making good" on this pledge,
As members of the City Council, you will undoubtedly hear considerable
discussion as to how difficult it is to investigate issues of well-
interference. While no one source of information is all-inconclusive, there
are a variety of sources that could be tapped, Currently, the main problem is
not a lack of sources of information. Rather it is a lack of direction and/or
awareness on the part of the City about the well-interference issues of the
current proposal, For example, in my conversation with Linda Gentry, she
seemed to be under the impression that steps were currently being taken to
address well-interference issues.
Here are several observations from my extensive discussions about possible
well-interference.
Ralph Russell (President, Howard R. Green Consulting Engineering) indicated
at the February 3, 1994 LWVs public forum that a well-interference computer
model would cost about $200,000. In contrast, Don Gordon of the Iowa
Geological Survey Bureau indicated that it would take someone in his office
about three weeks to "gear up" on using their existing computer software.
Perhaps the Bureau would agree to allow someone in their office to do the
work as an after hours for-pay consultant,
There may be a way of gathering evidence about the long term impact of
Silurian pumping during drought years, There was a long period prior to
1980 when the University of Iowa was drawing major quantities of Silurian
water for summer air conditioning (i,e" 10 to 15 comparable wells).
Perhaps the impact of this pumping could be correlated with the records of
the Geological Survey Bureau and those of private well drillers.

The experience and individual well records of local well drilling companies
have not been mentioned at any point in my discussions. This obvious
source of practical information could perhaps add many insights. Concerned
well owners could help in this respect.
Ralph Russell mentioned to me at the Ll~s public forum that he had several
concerns about the reliability of data from test wells (because of unknown
fracture lines, test withdrawn rates, etc.), In contrast, Don Gordon
mentioned to me that he doubted that the Department of Natural Resources
would issue a permit without test well results,
One test-well approach would be to drill the two wells of most concern (i,e"
about well-interference) in their final form as a preliminary test before
doing final engineering and letting the complete project out for bid. Besides
addressing the well-interference issue these final form "test" wells could
also be used to investigate the H. R. Green stated conclusion about Silurian
ground water; namely unknown reliability (CWFP, page 6).
It would seem to be highly unusual for a city council to give the final go
ahead for a $45 million project when the engineers have not taken all possible
steps to determine if the plan is technically feasible. The last thing the
citizens of Iowa City want is embarrassing rework and/or cost overruns for re-
engineering.
While lengthy, I'm sure my letter has given you some new insights into these
very complicated issues. I would be happy to provide you with additional
information or judgments. On a personal note I am guardedly optimistic about
the ability of my own well to weather both a drought and the proposed Iowa
City Silurian wells. However, if I was living along or near Linder road I
would have serious reservations: both about my future water supply and about
how good of a "good neighbor" I was living next to. I hope that the City of
Iowa City will take appropriate steps to live up to its past reputation of
responsible government,

Whereas, we understand that some members of the Iowa City Council
have expressed interest in soliciting a bid from an out-of-town
company for the contract to provide paratranist service in and near
Iowa City ~nd,
Whereas, the existing paratransit service as provided by the SEATS
program is an important part of the effort of people with
disabilities and elderly to become integrated into this community on
a productive basis
and, Whereas, the history of privatization efforts in this nation
indicates that in the rare, instances in which cost savings are
realized they are secured by reducing service from previous levels in
this case it is noteworthy that if the paratransit service is
contracted out to an out-of-town company, then that company would
be unlikely to have either incentive or accountability regarding
maintaining the current high quality of service
Be it resolved by the undersigned that we urge the members, of the
Iowa City Council to proceed carefully in this matter with the
recognition that the vast majority of citizens with disabilities and
the elderly of Iowa City support the paratransit service as presently
constituted and operated by SEATS,

VI/hereas, we understand that some members of the Iowa City Council
have expressed interest in soliciting a bid from an out. of-town
company for the contract to provide paratranist service in and near
Iowa City and,
Whereas, the existing paratransit service as provided by the SEATS
program is an important part of the effort of people with
disabilities and elderly to become integrated into this community on
a productive basis
and, Whereas, the history of privatization efforts in this nation
indicates that in the rare instances in which cost savings are
realized they are secured by reducing service from previous levels in
this case it is noteworthy that if the paratransit service is
, contracted out to an out-of-town, company, then that company would
be unlikely to have either incentive or accountability regarding
maintaining the current high quality of service
Be it resolved by the undersigned that we urge the members of the
Iowa City Cou'ncil to proceed carefully in this matter with the
recognition that the vast majority of citizens with disabilities and
the elderly of Iowa City support the paratransit service as presently
constituted and operated by SEATS.

Whereas, we understand that some members of the Iowa City Council
have expressed interest in soliciting a bid from an out-of-town
company for the contract to provide paratranist service in and near
Iowa City and,
Whereas, the existing paratransit service as provided by the SEATS
program is an important part of the effort of people with
disabilities and elderly to become integrated into this community on
a productive basis
and, Whereas, the history of privatization efforts in this nation
indicates that in the rare instances in which cost savings are
realized they are secured by reducing service from previous levels in
this case it is noteworthy that if the' paratransit service is
contracted out to an out-of-town company, then that company would
be unlikely to have either incentive or accountability regarding
maintaining the current high quality of service
Be it resolved by the undersigned that we urge the members of the
Iowa City Council to proceed carefully in this matter with the
recognition that the vast majority of citizens with disabilities and
the elderly of Iowa City support the paratransit service as presently
constituted and operated by SEATS.

I request an explanation as to WHY the City Council of Iowa City~ultbe 0
meddling in the affairs of Iowa City residents when it comes to th~are !!;Qd up
keep of their lawns and gardens, particularly as it pertains to the application of
commercially approved and sold chemicals and pesticides. It has been my
personal observation in the caring of my own two lawns for the past 23 years
(in 2 completely different types of communities) that individual residents tend
to be more careful and meticulous with the application of lawn chemicals and
pesticides, as well as show a greater concern and respect for their neighbors
desires, than perhaps some of the commercial companies doing lawn
maintenance professionally. Just because a company or two errs with respect
to the lawns that it should or should not "treat with chemicals and/or

pesticides;" this act does NOT give the city council the right to levy restrictions
and requirements (which would be very costly to enforce) on the residents, the
majority of whom follow the rules and respect the rights and wishes of their
neighbors,

On the other hand, I feel compelled to bring up a situation such as the
following:
What should be (and can be) done with those individual home owners who
neglect their lawns, fail to keep their yards mowed regularly, and allow all
kinds of dandelions, crab grass, and other weeds to be blown, thus polluting
their neighbors lawn; a home owner who regularly mows and trims their lawn,
and keeps their yards and the outside appearance of their residents neat at all
times? Yet, these residents vehemently complain when leaves (primarily
coming from their trees) are burned. Is there a double standard here? I
rather think that there is!! Let ALL RESIDENTS be held accountable and
~onsible to the same standards if the city council thinks that they should be
involved.

PETITION
I petition the City Council of Iowa City to reinstate the leaf burning ordinance
with the following considerations and/or restrictions:
1. That leaves be burned only in the spring and fall.
2, That leaves be burned only on designated days (or dates), as
published in both local newspapers (The I. C. Press Citizen and the
C. R. Gazette).
3. That leaves not be burned on extremely windy days.
4, That leaves be burned only in an area where fire is not likely to
spread.
5. That a hose (or other adequate water supply) must be available to
put out any fire in case of emergency.
6. That the size of the lot and/or location of homes be a consideration
for the burning of leaves.

During the summer I mulch my grass and leaves when I regularly mow my lawn.
However, during the spring and fall, when many of the very large and mature
near-by trees (not on my property), drop their leaves, I find myself resenting the
fact that I must not only rake the leaves, but also purchase appropriate bags or
containers in which to place them for city pick up, If I could burn the leaves from
time to time (and spread the burned ashes on my lawn for fertilizer), I would be
saving the city in 2 important ways: (1) Reduce the use of their trucks and
equipment, and (2) I would not be adding to the city compose area.

I am most aware of statistics that indicate burning of leaves is very detrimental to
ones health, especially with persons with breathing problems. While this fact
cannot be entirely over-looked, it is not impossible, but also a reasonable request,
that these persons make a few adjustments in their life style to accommodate the
majority of residents who prefer to be able to burn their leaves (especially from
their neighbors' trees). My yard is nearly 1/2 acre in size with houses well apl\,;t
from each other in my neighborhood. I believe that this should be a cisideffltion

1. The street is too narrow for daily parking on both sides of the street.
2, Right before and after school, as well as on week ends, the street has
frequently been busy with vehicles far exceeding the speed limit. \
3. Immediately after school, parents often driving large vans in picking
up their school-age children, park on both sides of the street within
30 feet of the intersection thus making it impossible to see them
when approaching from the Court side of First Avenue, as well as to
see any approaching traffic when entering onto First Avenue from
Mayfield Road.
On a number of occasions, I have had close calls (even when
traveling less than 20 mph) from cars traveling at excessive speeds
when turning onto Mayfield Road from First Avenue, especially
coming from Court Street. I hope that something will be done
before there is a critical accident and expensive law suit.
4. Parking on alternate sides of the street depending on the date seems
to work for other streets in town; we definitely need it on other
streets, especially Mayfield Road.
ROAD SIGNS
LARGER SIGNS NEEDED
There is a definite need for MUCH LARGER SIGNS on each of the
intersections with Scott Boulevard from Rochester Avenue to Highway 6, The
current signs are IMPOSSIBLE to read, More over, the signs at the intersections
of Scott Blvd. with Rochester and Highway 6 are especially critical regarding
traveling at night and/or by persons not familiar with the area. We need this
changed NOW, not TOMORROW!!

CONCERNS FOR IOWA CITY,
IOWA, AND THE NATION

I am gravely concerned about the current situation regarding our City, our
State, and now our COUNTRY, especially the way it is headed in the
future. Our elected city officials have the responsibility of carrying out
items of business that best meet the desires of the majority of the people
they represent, not small interest groups who "make the biggest noise," I
want our children, and their children to have a Choice, not an Echo, in the
community in which they choose to grow up. I never intended to get
involved in community government, I thought that our leaders would take
us in'the direction of the majority of their constituents. However, I now
have 'finally woken up' and see how incorrect I really am. I believe in
human rights (equal regardless of race, sex, or religious belief) with no
favoritism towards one group or another. I believe in integrity,
responsibility, and accountability, not only from our Council Members, but
city officials (Police, Fire, etc.), and our Citizens and Residents as well. I
challenge our Council Members individually to ask themselves if they
possess these attributes.
