We have been around for a long time. We serve men, women, and children who are victims of violence. I hope you can all come and join us and thank you very much. Horow/ American Red Cross - March 1994 ',:~ _I " Betsy Tatro/ I would like to thank everyone. Traditionally March has been Red Cross Month. It was started in 1940's by President Roosevelt as a way to recognize the Red Cross and remind people of the services that we provide throughout the year. We hope this year it will bring further attention, particularly in the Iowa city and Johnson County area because of the flooding last summer. And hopefully not flooding this summer. One of our March events that we are holding is March 17-20, the Iowa Disaster Institute will be held here in Iowa City at the IMU and on Thursday, 7:00 PM, on the 17th we will be holding a community forum for public disaster education and invite anyone from the public to attend this event and hear more about disaster education and planning particularly for flooding for the future if that should happen. L ( .\ ,-'I \\ ,~ Horow/ Go right ahead. Neprash/ I live at 426 Grant street. I have left with you a copy of some questions to ask you to consider. Also to pass on to city staff and to the consulting engineer. In this case they are relatively straight forward. Not nearly as complicated as some of the others on this matter. First is that one of the reasons cited for moving the site of the Water Treatment Plant north of I-B-, upstream of I-BO, was to avoid problems because of contamination due to accidental spills on I-BO. There are some questions that area raised in this concern. One is the intake, as proposed, is located very close to I-80. In the study it is actually located right next to the bridge abutment. The engineer has since spoken about possibly moving it up stream by a few hundred feet. The question therefore is how far is safe enough above I-BO. Even if the intake is moved up stream from I-80, it is still locate din the dam pool created by the Iowa River Power Company dam. That dam pool lies under I-BO. So the question becomes how quickly would a spill in that dam pool clear and how would that vary depending on the rate of flow on the river in different times of the year. The third question and this comes up because I saw a car this morning head over the embankment exactly in this area on my way TO work this morning. I have seen a number of accidents in this area just this winter. The north side of I- 80, just east of the Iowa River, exactly where the intake is located, exactly where the treatment plant is located. It would be worth looking into the frequency of accidents in this particular location and to make that a factor in considering whether that is a good location for the plant. The second question concerning location of the plant has to do with the proximity of the intake to two large quarries. Especially the fat the intake is located immediately downstream of both of these quarries. There is a sand and gravel pit on the same side of the river as the treatment plant. On the other side of the river is a very large lime stone quarry. There are a number of questions here. One is do either of these quarries pump water from their sites into the river. And if so, are there constituents in this water that is being pumped into the river that we should be concerned about. Another is storm water run off on sites where land is exposed and is not vegetated. Are there controls in place. How much is known about the quantity and quality of the storm water run off. The last question is more fundamental. What is the difference in the water quality n the river immediately up stream and I,:' I . I' I II I I : III i I : I ! Kubbyj When we discussed the natural areas inventory more I would like us to add to that discussion some zoning designation that is to public but is a natural areas designation so that we d6n't have to resort to this rural residential which is the least intensive use in the city. That we think about that as we protect natural areas there might be more of these as more land is annexed into the city or as land is rezoned that is now interim development. This is the first of two public hearings being held to receive public input on the proposed budget, the second public hearing and budget adoption will be held on March 8, 1994. An increase in taxes by the amount of the percent change in the price index for state and local government purchases requires the city budget to be published twice and the City Council to hold two public hearings. The reason why the City is using the inflation factor is due to the continuation of the property tax restrictions in FY95 and the need to minimize use of cash reserves. .1 , " , " .... 1 I I I Action: &.0 rAA/ ITEM NO.7. PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATE OF COST FOR CONSTRUCTION OF THE RIVERSIDE DRIVE RIVER TRAIL PROJECT. Comment: This project consists of construction of a 6-foot wide sidewalk on the east side of Riverside Drive between Iowa Avenue and Burlington Street for the purpose of providing pedestrian access at that location. Estimated cost of the project is $35,750.00. Sue Dulek/ I am the Vice President of the Neighborhood Centers of Johnson County Board of Directors. As you are know, you are very familiar with the Neighborhood Centers. They have been around for 20 years working with children of Iowa city. Currently we have a facility at Pheasant Ridge as well as one on Broadway Street. The programs are many. They include tutoring, family literacy, after school programming for children ages first grade through twelfth, coop day care and so on and so forth. These program supported by the City, united way of Johnson county and other are very important to these children. But what is crucial to these children is their safety and their safety is threatened by gangs , members of gangs that are in these' neighborhoods. I am not an alarmist. We all know that this is not L.A. This is not New York city. But none the less the iowa city police Department has identified known gang members living in these neighborhoods. Therefore the Board members as well as staff and residents are here tonight to urge council to financially support the concept of community policing. I know the budgets are tight. Admittedly the issues of gangs and violence in Iowa city is not the responsibility of the neighborhood centers. It is not the responsibility of the Police department. It is the responsibility of the entire community of Iowa city, that community in which you represent. We all know that the Chief and his proposal suggested three additional police officers for the city of Iowa city. city Administrators office suggested no increase at all. I want to call your attention to some statistics, the comparison of police officers, sworn officers, in comparable cities. Iowa city has 59 officers. That is a ratio of .94. That is less than one per 1,000 population. Des Moines, 1.16. Cedar Rapids, 1.58. Davenport, 1.51. sioux city, 1.39. Waterloo, 1.74. Dubuque, 1.34. Council Bluffs, 1.63, etc. cities in Iowa all have a higher ratio of officers per 1,000 population. We urge you to increase the police officers in Iowa City, to support financially the concept of community policing. I appreciate your time and attention to this matter. There are other members here tonight that will be more than happy to answer some questions as well as two residents who live in the neighborhood, whose children live in the neighborhood, who can tell you what it is like to have officers in the neighborhood and the difference that it makes in their lives and their children's lives. Leona Burnett/ I have lived at the neighborhood for seven years and for the past couple of years since the apartments across the street have been built we have had large number of gangs and a lot of people gathering around selling drugs. It is very noticeable. You can see it. There is paraphernalia being found in our yards, in the apartments, and across the street. Dirty syringes, marijuana the children are finding and summer time is coming. We are just concerned that it is just going to get worse. When the police officers were here the year before last in the summer walking around you could see a great difference in the action that was going on. Just the presence of the policemen walking around and talking with the children. Nmv that stopped last summer and it is just really gotten worse and we really need help with the officers being out there. And the response time whenever there is a problem it just seems to take forever for the police to even get there and by then the people are gone. So, we really are not getting anywhere. Thank you. Liz Hudson/ I also want to state-I live in the Broadway Public Housing on Broadway Street and I know that it not only takes the police to protect the community but it also takes support and teamwork of the community and neighbors as well and when the police officers do their foot patrol in the neighborhood a couple of summers ago, it made me not only feel really secure but it also made me want to be more supportive and grateful that they were foot patrolling and seeing what was going on in our neighborhoods and the teens and the children and the adults were aware that they were going to be there and so we felt more comfortable on watching what was going on in our neighborhood as well as being able to walk out of our doors and when they were there we could visit with them and ask questions-questions that we probably would have never been able to ask over the phone or as they drive by in their cars and even, I have two young children, they are now four and five and if I go outside ~lith them and a police officer wal](s by it is the biggest thing. Before they would be outside seeing people drink beer. You could smell the marijuana or people fighting and when the officers were in our area none of that r.eally happened because they knew that someone was going to be around and they also knew that we weren't going to put up with it and that we were going to take action or call or let them know when they came by. So, I also feel that a lot of the petty crimes has ceased due to the pressure brought in by the view of the officers in our neighborhood and because of the neighbors feeling more comfortable being supportive and calling in. I would like Ms. Gentry to make a few comments first before we have public hearing. Gentry/There has been a fair amount of confusion about this revitalization plan and how this whole process trudges down the track of legalities according to state law. It is a very confusing process and let us face it, we are not all experts in urban revitalization. There were a number of questions that were posed to me last night and so I started looking at the statute more closely. I talked to my assistant, Marsha Borman. We called our bond counsel, Bill Noth in Des Moines, and ran through a number of things and it has become clear to me at this juncture that unless the council is willing to vote on the proposed plan as it was presented to you originally and as was given notice to the property owners. If you want to amend the plan then we have to start over. It is time for a time out. Because the notice that is given to the property owners is a legal notice and must be satisfactory and I do not want it to be defective in any way. Good preventive lawyering. So, our apologies to everyone for whatever time we have spent progressing this far. It has been an educational process for all of us. Throg/ I don't completely understand of course. If we propose an ordinance-if we propose a plan and then hold p.h.s on one, are we not suppose to listen to what the public says and modify the plan in some fashion if we deem it appropriate to do that. .....-..." I think the design review is a major substantive change and Bill Noth, the attorney in Des Moines, agrees with me. It seems to me that with the revitalization district proposal and the tax incentive, the tax abatement provisions that are apart of that, that the city is embarking on something in a much grander scale that we have contemplated in the past and I think there are a couple of concerns or questions that I \vould raise. One is that I think this tax incentive plan for this three block area has the potential to be quite costly and I do not think it is correct to argue that in the absence of this ordinance and this tax incentive plan there would be not development in that area. In that three block area in the foreseeable future. Development that would pay property taxes at the full rate. And so to conclude that nay taxes, any increase in taxes is a net gain I think is a mistake. I think the potential is this will cost the city a great deal and under those circumstances we need to be sure that not only for proposals in hand but for all future proposals for development, the city is going to be in a position to guarantee that they are getting something quite tangible in terms of public benefits that justify that cost. And finally, even if we thought there are probably some public benefits and that this incentive might help to bring those about, is this the least cost way that the city can go about pursuing its public purposes in that district. Horow/ Do you have any more remarks. I have questions. In your experience, what other tools have cities used to accomplish purposes that they have agreed on as a public purpose such as the deliberate attempt to keep the d.t. area where it is or let it be enlarged a tad to the south. This city has taken that position of not expanding to the north. Rather promoting expansion to the south. John Cruise/ I am a local attorney and I have been asked to come here tonight on behalf of a local company that owns a substantial d.t. building and to read a brief statement to you from the company. The company is Hawkeye Bay states Partners that owns the Paul Helen Building at 209 East Washington street. This is a partnership that bought the building in 1986 after the previous owners were unable to secure funds to renovate the building. Hawkeye Bay has spent $1.5 million renovating that d.t. building and completely restored it and it is now on the historic registry. We think the building is quite an asset to the d.t. Since the issue tonight is property taxes in essence we think you should know that the property taxes on this building has increased by over 400% in the last six years. We currently pay nearly $2.00 in property taxes for each square foot in the building. Hawkeye Bay objects to the proposal before the council to provide property tax relief to select property owners. To put it directly, the partnership believes that the proposal is unfair to other property owners in the d. t. The partnership questions whether many of the assumptions made by staff and Ms. Hieronymous are actually well founded. At its heart, the proposal would allow Ms. Hieronymous to charge rents not based on the real costs of developing and maintaining a building. While the proposal does, in effect, is subsidize her building by permitting her to charge rents below the actual cost. Rents are affected by two factors. The cost of building and maintaining a property and by market competition. Those of us who develop property take risks and based on our best guesses as to market condi tions . Sometimes we guess wrong and lose and sometime we guess right and profit. This is the nature of capitalism. Risk and rewards go hand and hand. There is no such thing as a sure thing and all of us investors know this. But capitalism can only work when the playing field is level of all players. What the proposal before the council does is to tilt the playing filed to the benefit of certain select property owners. The primary reason for providing the tax break is to help Ms. Hieronymous secure financing for her building. The argument is that such a tax break is needed so that she can charge rents below those that she would have to charge if her rents were based on the actual cost of the building. Our rents for the Paul Helen Building include our fair share of property taxes. Yes the rents charged by Mrs. Hieronymous will be artificially lowered because she will not be paying her fair share of the property taxes. Some say that the council needs to approve the tax relief because it will mean more money for the city. That is true. More property taxes will be paid if the property is developed. But why assume that only the current owner is capable of developing that property or other property in that district. Indeed, there may be other developers who are interested in acquiring the property and developing it without any needed tax relief. In fact, on the side I could say that I could think of a half dozen or more. That is how capitalism works. What some investors see as being too risky, others see as being an opportunity. That is why we bought the Paul Helen Building despite the previous owners being unable to secure financing. Yet, letting the normal workings of the market place is not an option that the council has considered. Others say that the council should grant tax relief because there is not enough vacant office space in the d. t. Did anyone check whether this is true. Talk to realtors who know the commercial market and they will tell you that this isn't anywhere near the truth. Over 21% of the Paul Helen Building is vacant. That is 6,000 square feet of vacant office space. We understand ,that there is also 6,000 square feet of vacant office space in Plaza Center One and the Commerce Center also has office space vacant. So it seems that there may be a lot of office space to rent in the d.t. area. But whether or not there is office space in the d. t. area that is vacant should be a market decision not a political one. Those of us who develop property will build if the demand is there. That is our business. All we are asking is that the council keep the playing field level for all of us. We are not asking you to reduce the tax burden on the Paul Helen Building. We are asking you to treat all the property owners in the d.t. and throughout Iowa city equally and fairly. Thank you. Horow I Mr. Cruise, I have a question. And I don't think you need property tax abatement to see that property developed. If you want it to be part of the d.t. zone it the same as the d.t. and do a couple of other little things and it will be developed. Let's say the developers that you are talking about put a large building up and if the demand for the professional office space is longer, won't that be a larger financial risk for them if it does not fill that building. I am out in the outskirts and every once in a while I think, I have used this story before, but we drop a pebble in the pond somewhere. Sometimes it is in Coralville. Sometimes it is on the south edge of Iowa city. Sometime it is right d.t. Iowa city. But eventually the whole community, it takes a while. The north end may take a while to reap the rewards of the d.t. area. And that is why I don't think it is a d.t. issue. Lot of times it is talked about as a d.t. It is a vital community issue. And I grew up in this community so I have seen a lot of things happen. I have seen it when it was a little rocky d.t. but we keep surviving and I am in 100% support of urban revitalization. And I think when you sit there you have to look at a win win situation. I believe this is a win win win situation. I believe that the city can prosper and I know you say it is not tax dollars but it is. It is my understanding, I heard a little bit before that the city would give. Really the city isn't-again, we have been educated on this. I have been educated on this. I don't understand it as the city really gives anything. They still pay, by project again, and it is not just one project. I have tried to stay off of that one project. You know, the city doesn't really give. The ci ty will eventually will win from this. The developers, whoever, whomever develop down that area will win. Their tenants will win. The city wins. The community, the whole entire community wins because sitting on the north end of town I will eventually, it may take a little longer for me to reap those rewards but that will eventually happen. It will eventually happen into all areas of the community. So I see that as a- I see our d.t. area as an asset for part of the community. I see certain other parts of the city assets for this community. So, I sat through the February 15-1 would really-I guess I have tried to stay non-project specific because that is truly how I believe. And I know there are people about fair competition and I know what it is like to go to financial institutions and put it on the line. And sometimes you have to take a little bit of a use the legal tools available to make something happen so that we don't sit idle for a long time. I believe that. Getting project specific for a minute. I do believe that this is a good project. I believe that it goes along with what I understand the city wants to go to be able to at least keep that d.t. vital. The only area to go with. If I understand it correctly I think the person that is doing this also, again, is somebody that is local. This is not an out of town investor. Dubuque street. We own River City Iron Works Gym. We are down here to speak in favor of this project, the whole concept. And of the vehicle of the tax abatement as an incentive offered by the city. A couple of points that I would like to address. Being a somewhat long time city resident an issue came up about whether this is an appropriate or to provide incentive for this kind of a project. My personal opinion vs. some other vehicles mentioned, maybe revenue bonds or city help with financing. I believe the city has had some very poor experiences with the other vehicles in the past. Several projects d.t. which I think the city maybe did not come out quite as healthy on as could have been. I think the tax abatement is a much lower risk vehicle to provide as an incentive for this kind of project and I am in favor of it. Another issue that I would like to address in terms of being brought up about destroying the free market policies and how this affects vs. the competition. The free market in real estate doesn't really operate in the free market as you know. The very powers that are granted to state and local governments through the police powers and zoning, right off the bat, will have an effect on free market and distort the flow of the free market. There are always winners and losers. In a Zoning Board and a Zoning Hearing, land use plans, five year plans, there are always winners and losers. In my opinion I think that the existing property owners in d.t. Iowa city are benefitting from the great difficulties in bringing forward new projects of this scale for several reasons. And I think they are enjoying the de facto benefit that would not be available in the free market had land use planning not been very tightly controlled and regulated. So, I personally tend to dismiss that argument a little bit. Obviously this is an actual dollars argument but I don't believe that a lot of the properties d.t. operate in a true free market sense by the mere fact of zoning policies and land use planning that the city is able to effect. To sum up, I just wanted to, again, as small business owners in d.t. Iowa city with a business that would be a block and a half or two blocks from this project, we are in favor of the project and in favor of the vehicle or the tax abatement as appropriate and lowest risk alternative to the city in promoting this project for the greater good of d.t. This is a legitimate legal tool that is widely used in many other municipalities. It does not cost the city directly. There is some foregone revenue during the ten year period but there is not a direct costs to the city. In addition I note for the city assessor's office that this city has been fairly generous in its forbearance of property taxes for industrial uses. Unfortunately I didn't bring my notes with me this evening but it amounts to several tens of millions of dollars of improved properties that have been- where taxes have been volunteered forbeared of a certain period of time which brings me around to the point that I really want to make this evening. Past week or two I have been working as a temporary employee in the city making about $5.00 an hour at some of the industrial enterprises in this city and I can tell you that I will not live here and I cannot li ve here making those kind of wages. I am an educated person. I need to find a place where I can put my talents and skills to use and it isn't going to be in Iowa city I regret to say. You have an opportunity here to assist developers to make space available for people who have the kinds of skills that are going to drive our economy in the '90s and in the next century. And I think you are-you would be making a big mistake to not view this issue in that light because we have a University in this city that is the apple of the state's eye and is trying to be one of the premiere university's in the country and we need to figure out a way to put the brain power that is here in this community to apply it to our economy. To better the people who live here in Iowa city. To better the people who live here in Iowa and to better the people who live in our nation and our world. In closing, I have to say that it took a lot of brass from the people from the Paul Helen Building to come down here and complain about how they are not being-about how the playing field isn't level. They may go who knows where they will go but they will not come d.t. because the costs of providing the kind of office space that is needed for these kinds of enterprises is otherwise prohibited. This afternoon I had an opportunity to be on the ninth floor of the Holiday Inn and looking out across the city from that vista. One is impressed by the limitations on d.t. Iowa city. There just isn't very much or very many places to go as far as expansion opportunities are concerned. And unfortunately some of our redevelopment of d.t. has been not particularly well planned. We have several one story buildings that are unfortunate. And it might be worth staff's time to figure out if there is a way to craft this tool, this tax abatement tool, to see if we can intensify some of those uses. It is a legitimate question to ask-do we want to provide this benefit to the developer and I think you should do that. What are your ten year plans or 20 year plans down the road. When the South Side Plan was adopted for this area we were trying to encourage the city to develop in the South Side. I think we all agree on that in this particular area here. Tax abatement is simply going to encourage it to happen faster. What are you r plans for the next ten years. Can you wait for the development of this area for ten years and the increase taxes it will bring for ten years. On a fair market value if you want to wait for this to compete it will take ten years for a new project in this area for the costs to get so expensive in d.t. Iowa City the development costs in this projects without tax abatement will be-it will be cost effective in ten years from now that these buildings will be bale to compete with the prices d.t. I think tax abatement now and I don't know all the specifics of the Plan before you. I don't think the costs are less than what they are currently getting d.t. for office space and the points that were made a couple of weeks ago concerning the available space is that there is not enough large blocks of available space to bring in the types of companies that can provide the better jobs, the better opportunities for our citizens here. So what you have to ask yourself is what is the most benefit I can get for the community and this type of project brings a lot of benefits to the community as a whole. It produces more taxes in the near future and on a proven scale. If you just look at the one project itself, that along you can build several plans on over the next ten year period because each year the taxes increase on that particular property to take care of some of the needs right now. We heard on the budget issue earlier tonight of wanting more policemen. We need to afford that. We need to find that in the budget somehow. I appreciate the council's determination on this. It's a very complex process. Frankly that's sort of thrown all of us I believe a son of a curve ball and I'm forced to extrapolate the chamber's position into what we're faced with this evening and I'll try to do that as best I can. A couple of weeks ago we read a memo specifically coming down to the support of the adoption of a urban revitalization plan in concept, not a specific plan. We're clearly faced this evening with a question on a specific, very specific plan. At the time we- the tax force the chamber of commerce reminded you of our involvement with the area south of Burlington and again I'm reminding you that we have, over the last two weeks reviewed this again and subject to the decision this evening we will continue to be an active player in this. The task force and subsequently the whole chamber board has approved unanimously the comments I'll make tonight. We discussed the issue of whether this area needs to be revitalized. It seems to be a fundamental question. We feel that this area does need revitalization. We looked at the concerns about parking and feel that the city has addressed parking and they will continue to address parking. The zone that this area has speaks to the parking issues. We feel that parking is something that the public- the city will be responsible to take care of and we believe that staff has taken that into consideration. We understand that the process is a very long process and as a task force and a chamber felt that it would be appropriate for you to act as quickly as possible on this issue. Again it is impossible to ignore the fact that there is a specific opportunity presenting itself to the city and we feel that it should not be an opportunity lost. The- After saying all that I will answer some questions if you have some but let me summarize by saying earlier on in the evening we were faced with the question whether we can approve the plan as it was presented to you in December. I think an alternative was offered that that plan could be approved that the process could move ahead but that the issues such as design review and residential uses could be addressed at a later date. If that is a sound model, I think that is a model we would like you to consider. The task force did look at residential issues as you specifically asked. We frankly support the staff position on that that a limited amount of residential use would be appropriate, that abatement should not be allowed for those uses but as those uses are appropriate in a commercial multi-use project we felt that that was appropriate. But the bigger message that the task force came up with was that this area is limited and if left to its own devices will develop into more housing and we don't feel that is appropriate whatever decision you make. I oppose that kind of philosophy. But I think that simply helping someone who will be benefitted, himself or herself. For instance right here in Iowa city you could take the University. Now, if you know anything about insurance companies and I am not talking about agents, I am talking about divisional offices. They have a lot of space need. And we don't have any to my knowledge in our community. I guess that is the type of jobs, new jobs, new clients, shifting the old office people within the community. I think there is going to be a mix of it. That would be my response to those people. But if you vote no and it creates a 5 year, 19 year, 15 year, a 3 year gap, then you will have lost out on the opportunity to get some more economic wealth and tax base for our community.It is as simple as that. I think again you can't give it away because you don't have it and you won't have it until something happens. In the article I read tonight one of the comments that you folks have is that you believe that let the free market rein. Our water bills list our consumption in cubic feet and that is the figure that I have been using except I have been calling it gallons. So you use an average of 750 gallons a month. ., i , ! Right now we hand out a lot of neighborhood newsletters to people in neighborhoods but there is not a lot of cross communication in those newsletters often times. The person I talked to suggested that what we do allow people to e-mail our neighborhood association coordinator and give her an item that are similar to what they put in their newsletters and that one big electronic newsletter can go around to the whole city through the internet so that people in all neighborhoods can find out about what is going on throughout the city. There was just a small handful. But I am hoping that that small handful who said to us things like, gee, I didn't know we even had to have a new water plant after they had listened to the staff tell them about it. Talk to their friends and let everybody know that yes it is needed and we are going to do it. And it is going to be expensive. Also I went to a REAP meeting last week and I would like everybody to know that we, in Johnson County, have received REAP funds from 1990 until now in the amount of $774,589. I was very impressed because we here say oh, no, we are not doing much at all in Johnson county. Everybody else is getting money. Well, it dribbled in in small bits but we have spent it well. Also there is a REAP Assembly on March 29 for those of you who don't want to watch the city council meeting. You can go to Kirkwood Community College from 7:00 to 9:00 PM and participate ion the REAP Assembly. REAP stands for Resource Enhancement and Protection. That is it. Kubbyj I have another traffic issue along Kirkwood. I got a couple of calls from people concerned that when you are at the three way stop on Kirkwood and Dodge that because of the three way stop on Keokuk clogging up traffic that even if you are on Dodge and you are turning left onto Kirkwood that the traffic is so backed up from the stop sign at Keokuk that there is no room for your vehicle to get in and that that is a problem. And I know that we are kind of waiting to do anything different until we have done all of the traffic management plan for the whole-to finish Kirkwood. To do it along Dodge, make the light different at Governor and Burlington. But that should be another thing on the list to evaluate. Horowj It happens at noon and it happens between 3:00 and 5:00. And the problem comes when people are getting off of the bus heading east on Kirkwood at Dodge. They cannot cross the street at the south side of Kirkwood without fear of their lives because the cars are rather aggressive because they are ticked off having waited in the line.
