At its May 3,1994, meeting, the Design Review Committee voted, by an 8-0 vote, to recommend
approval of the following sidewalk improvements located at 102 South Clinton Street (the area
directly in front of the Iowa State Bank & Trust building): the tile located in the sidewalk path be
replaced with concrete and the brick pavers located along the street remain in place. As the
minutes reflect, the Committee appreciates the applicant's request to remove, at the applicant's
expense, the tile located in the public walkway due to both the difficulties of maintaining the tiles
in this location and the safety factors surrounding the slickness of the tile during inclement
weather.
The Committee also appreciates the applicant's concern regarding the maintenance, or the lack
there of, of the brick pavers along the street. Instead of replacing the brick with concrete, the
Committee's view is that the brick should remain as part of the streetscape theme and that the
Department of Parks and Recreation should be provided additional funds to adequately maintain
these areas. Therefore, the Committee voted, by an 8-0 vote, to recommend to the City Council
that the City Council appropriate additional funds to adequately maintain the City Plaza area and
associated downtown streetscape improvements, and that particular attention be given to the area
in front of 102 South Clinton Street.
A Committee representative will be present at your May 10, 1994, meeting to answer questions
you may have regarding the Commission's recommendations.

Iowa State Bank & Trust Company's South Clinton Street Sidewalk
Request
As indicated in the attached letter, the Iowa State Bank & Trust Company requests
to remove the existing tiles and bricks at the entrance of their office building located
at 102 South Clinton Street. The request to remove brick pavers that are part of the
downtown streetscape theme requires that the Design Review Committee submit a
, recommendation for City Council approval.
The tiles located in the sidewalk area were installed by the Bank, and though they are
consistent with the downtown streetscape theme, they were not part of City
streetscape improvements. However, the brick pavers located along the street are
part of the City streetscape theme that runs along Clinton Street between Washington
Street and Burlington Street. The City does not have plans to alter or change this
streetscape theme. Therefore, staff would recommend that the brick pavers along the
street remain in place, and that the tiles located in the sidewalk be replaced with
concrete.
As a reminder, Committee members should view the Clinton Street Streetscape prior
to the meeting to help aid in the discussion.

Dear Mr. Schoon:
Please accept this letter as a formal request on behalf of the Iowa State Bank & Trust
Company to remove the existing tile and brick at 102 South Clinton Street here in Iowa City.
Please find attached a schematic describing in detail the areas of concern. The Iowa State
Bank would propose to replace the existing tile and brick areas with concrete.
Since the completion of this sidewalk area in 1984 the Bank has had to completely replace
the tile once, and is facing a second replacement at this time. The Bank has experienced
problems with the tile becoming loose and dislodged from its intended location causing
tripping and safety concems for pedestrians. Secondly, during the winter months the tile
becomes very slippery when there is precipitation. It is the Bank's understanding that this tile
was not part of any of the urban renewal or downtown sidewalk projects.

The second part of our request is to remove the bricks closest to the curb directly in front of
the Bank entrance. This brick has also been heaving and becoming completely dislodged
over the last several years. This, too, is a safety concern and an obvious liability. It would
be the Bank's intent to concrete this area and, of course, reset the two benches that serve as
outdoor seating. In discussions with Chuck Schmadeke, Director of Public Works, City of
Iowa City, he has indicated that similar bricked area's have been removed and replaced with
concrete.
If you would please take the appropriate action to present this proposal to the Iowa City
Design and Review Committee for their consideration, I would greatly appreciate it. I would
like the opportunity to meet with the Design and Review Committee at an appropriate time.
If you could please keep me up to dale with regard to the time frame on reviewing this
request.
