ROHRET ROAD RECONSTRUCTION PROJECT PHASE 1,
Comment: Phase 1 of this project involves reconstruction of
Rohret Road from the city limits to the east entrance of the new
school. Construction includes new pavement, storm sewer, and
sidewalk. Preliminary cost estimate for Phase 1 is $520,000.
Phase 2 will.involve reconstruction of Rohret Road from the new
school to Mormon Trek Blvd. and will be let as a separate contract
ready for Spring 1995 construction.

an outdoor service area and both Ernie and I got some calls
concerning about some problems there and the police chief
checked into the records and it did not reveal anything of
significance. So, there is really not a problem.
Horow/ Okay. Thank you for checking on that.
Novl I guess the drift of that if you see problems call the police.
Kubby I And I actually had a question about this first public
hearing about Rohret Road. I don't know if we have staff here
to answer it but does that include any landscaping in terms of
trees along in the r.o.w.
Atkinsl I would assume so. I can get Rick in here. In fact he
should be on his way right now.
Novl It doesn't say trees.
Horowl I will tell you why, going through construction right now.
This thing isn't scheduled to start until mid-summer. The way
they function they probably wouldn't be doing landscaping
until the spring. That is a wild guess but I can assure you-
Kubby I I guess that could still be the same project just done
later. I just want to make sure that that is part of our
plan.
Horowl What we are talking about is within the consent calendar we
also had a resolution to set a p.h. for June 7 on the plans,
specifications, forms of contract and estimate of cost for
construction of the Rohret Road reconstruction project,
Phase 1. This involves reconstruction of the road from the
city limits to the east entrance of the new school. So that
is from the west heading east to the new school. Construction
includes new pavement, storm sewer, sidewalk. Preliminary
cost estimate for Phase 1 is $520,000. And then Phase 2 will
involve reconstruction of Rohret Road from the new school to
Mormon Trek and that will be let as a separate contract ready
for spring, 1995 construction. Maybe we can get an answer to
that later on.

Bob Hardy/ Most of you know me. I am punching off the clock for a
second here. I am going to read this so I get it correct.
This past weekend Cable Access organizations in Iowa city
hosted the Annual Conference of the Midwest Region of the
Alliance for community Media. By any measure this conference
was a huge success. The Regional Board of which I am a member
has requested that I express to council its appreciation. The
Board would like to thank Mayor Susan Horowitz who joined us
last Friday in welcoming participants. Her comments set the
tone for the kind of constructive interaction that contributed
to the success of the conference. We would also like to thank
council for their support of the sponsoring organization which
included the Iowa City/Johnson county Senior center, and the
award winning volunteers of the Senior Center television
groupi the Iowa city Public Library' the Iowa city
Cablevisioni and PATV. Each of these organizations
demonstrated an exceptional effort to represent the City of
Iowa city in the best traditions of hospitality and community
pride. The Board would also like to express its admiration of
Iowa City's commitment to public communication and
interaction. You community, in it I S provision for public
meeting space and its broad support of cable access serves as
a model to which other communities can aspire. We applaud
your success and encourage your continued support of the
methods by which the intent of the First Amendment in the
spirit of freedom of speech can be realized. Thank you very
much. I would also like to say that many community
organizations, businesses and the like also supported this.
I wish I could give you a list of all of them. At some point
maybe we can pass that along. It was really truly a community
effort and I was very proud of my community as being one of
the people who was involved in putting this all together.

Horow/ You deserve a round of applause for pulling this off.
Renee Paine/ 4347 Riverbend Road, S.E. here in Iowa city and I also
want to, as Director of Public Access Television, thank all
those people who participated and contributed to and otherwise
supported this conference this last week and I think it was a
success. Bob did a great job. I think all of the access
channels did a great job and we are a really proud of how it
came out. On sunday, last Sunday we had a proj ect
Workshop over at the Public Access television studio and what
this was, was a person from the Little city Foundation from
Chicago came and trained trainers how to teach people with
developmentally-who are developmentally challenged how to use
access equipment and different groups and people in the Iowa
city community participated in that and now have training so

that they can go out and assist those people in doing videos.
So we are trying to open access to a larger community and we
are really happy about that. I would like to announce,
because I know a lot of people watch the city council meeting,
that we are accepting proposals for staff assisted series and
we will probably be accepting those until the middle of June
so that we have a chance to let everybody know that we are
taking those and then those are reviewed by a committee, a
three person committee consisting of a person from the Board,
a person from the staff and a person from the community who
isn't submitting a proposal and we will take on as many os we
think we can handle and we have a proposal over at Public
Access Television. So if you stop by or call us we will send
you one and we will hopefully get another group of programs
going. Finally I would like to say that we have completed our
annual report for 1993 and I would like to take this
opportuni ty to pass that out to each person on the city

Pigott/ Thank you, Renee.
Larry Waters/ I live at 1538 Rochester Avenue and I think I am
speaking at the right time. What I want to talk about is what
I have heard on television the council meetings about
increasing employees here. Is this the right time for me to
speak on that subject. You are going to increase the Building
Department by one employee, $42,000. We have just come
through about 3 1/2 years of the most intense real estate
market probably that we have ever experienced. I don' think
that is going to continue and I think you ought to put that on
hold 5-6 months and just see what is going to happen because
I personally can't predict and I am in the business what is
going to happen. I suspect that there is going to be a slow
down and I suspect that if we increase employment by one
person that we will not reduce that even if we might not need
him. And I know that they have been stressed but I think that
is over and I can tell you in my own personal business, the
appraisal end of it, that it has slowed down considerably and
I think before we increase the expense we ought to take a good
look at that. Secondly I would like to speak to you about
increasing the fees for my tenants because that is what you do
when you increase your rental fees. You don't increase them
for me. You might get me for six months, you might get me for
a year. But beyond that it goes to my tenants. Normally that
goes at about a 2-1 ratio. If i increase my expenses $1.00 I
have to increase me rents $2.00 to maintain my margin and that
is what we all try to do. Right now you are increasing sewer
and water. Probably going to see some tax increase. All of
these things make it very difficult for young men and women

who are going to college here to stay in school. So I think
there are some things that can be done. First we ought to
look at some costs. How we can cut costs. I think the
inspection system is good but I think it could be reformed and
I think we could reduce costs rather than raise costs. I
think that we might want to- I think it is overdue to have
some sort of Commission with the tenants and landlords and
general public commissioned with some general authority to
supervise the happenings in the inspection business. I think
it is a major expense for these kids for the rent. And every
time-it just seems to me it is just too frivolous to say let's
increase the fees. Let's talk about some cost effective ways
to reduce costs and I think that could be done. I don't think
that has been investigated enough. Thank you.
Kubby/ Steve, didn't we look at how much this would increase the
average rent. It was very minimal.
Atkins/ A dollar, I think, in very general terms.
Kubby/ So it was a dollar per unit with the increase. And we
haven't increased these fees since 1986.
Atkins/ Correct.
Horow/ And this is based on the increased building that is just
taking place.
Atkins/ No, it is a cumulative. If you recall, that we based the
inspection fees and the program of inspection over every three
years we do rental units and our rental units went from
something like 9,000 to 12,000 units in that short period of
time and we did not add staff and yet kept the same schedule.
That was part of the primary justification for the thing and
the timing. The fact it had not been increased for almost ten
years.

D.T. Association. I have got a handout I would like to pass
around so you can follow some of the points I want to make.
There is the current issue of raising the ramp rate in the
d.t. parking ramps and the D.T. Association parking committee
and board of directors has unanimously voted that we wish this
would not happen and we would like to state our reasons why.
There have been several rate increases recently on the ramps
and we think it is just time for them to decease. The latest
viewpoint on this from the council is they need money to fund
the SEATS program and I will just read through our little

concerns regarding another rate increase in the d.t. parking
ramps. These concerns include: I-SEATS is a county wide
service that should be funded by the entire city. Not only by
customers and employees who use the d. t. ramps. SEATS is
often used city wide, county wide to transport people to
Towncrest, to doctor's appointments, to grocery stores and
other shopping areas in the town. 2- I may not be certain, I
didn't have time. You had kind of short notice on this
meeting. I didn't have time. I tried to call Joe Fowler for
this second point. There can be rate of decrease in return.
It is an economic theory that if you raise the dollar price of
something sometimes the volume dollar in return will decrease
because it hits a saturation point to where people will just
not want to pay the price. And I am not sure on this but I
believe that when you raised the bus rates from 35 cents to 50
cents I think there was a decrease in ridership and a decrease
in profits. I am not sure on that and I would be willing to
talk to people about that. I think, to a point, you could see
that happening and you could scare some people from coming
d.t. We do have a vital d.t. and we are proud of it. But
every time you do these increases it does affect the
businesses and the customers who shop d.t. 3- Park and Shop
and Bus and Shop is a D.T. Association Program that promotes
the use of parking ramps and the bus system. We advertise
that we want people to use the ramps, that we want people to
use the bus and we pay for when they do come to our stores.
Different stores do it differently. But the basic program is
any purchase over $10 will pay for an hour parking and will
pay for a one way bus expense and I am sure that is something
pretty unique in this country in areas that are vital not to
have parking ramps and meters and stuff in d.t. communities
that we are actually going to pay them. I would like to see
that in another area. I don't believe it does. So we really
work hard at promoting that and helping with that expense. It
is not a common expense that most businesses have. Last year
our members spent about $187,000 on this program by supporting
that program. A nickel increase is a 10% increase. That is
$18,700 more that businesses have to come up with. A lot of
businesses that make d. t. unique are not big cash flow
businesses. It is not as simple as everyone may think and we
are here to protect them and there are some concerns on that.
I called a few other towns, a few other comparable towns and
you can't compare d.t. Iowa city parking with most towns but
juts to get some ideas on comparable parking ramp rates.
Cedar Rapids is 35 cents an hour in their city ramps; Dubuque,
Iowa is 25 cents an hour and after the first two hours it goes
up to 45 cents; Urbana, Illinois is 25 cents per hour; d.t.
Des Moines, our state capitol and largest city, is at Seventh
and Grand ramp is 50 cents per hour and I think it may go up
after a couple of hours. If we go up to 55 cents per hour we

prepare, we would probably be the highest hourly rate in the
state for the first hour of parking. Again, I was at the
informal meeting last night and we didn't have much time to
prepare. We would like to-there are several other people who
are out of town who would like to talk on this issue. Two

rates were increased in town.
Atkins/ About a year ago.
pigott/ And with that increase in fees was there a decrease in the
volume at any of the ramps. And if so, was it a dollar volume
decrease.
Atkins/ I can't answer that specifically for you, Bruno. I am sure
we have that kind of information. But the rates were
increased to finance the new ramp across the street and
usually, I think Joe would speak to the issue far better than
I. But you would say something to the affect that you see a
transferring around. Where folks who begin seeking out, I
think some of what John is suggesting, is some of the
bargains. This is a little cheaper. I will move down here as
opposed to- I think it really takes a year or so because I
remember early on 5-6 years ago I think we did an adjustment
of rates and you see a little down turn but then it starts
bumping its way back up. I think we should prepare some
things. There are some things that John is alluding to here
that I want to check a little further and prepare something
official. Give it to you and give it to John in time for the
meeting.
Kubby/ Can we factor in the volume difference because of the 10 AM
policy that affects the capitol street Ramp. It can make a
difference.
Atkins/ Absolutely, Karen. There is no doubt that that change in
policy from 6 to 10, that there is a substantial portion of
the Capitol street ramp is open and available to the customers
and that therefore does have an affect. You are absolutely
right.

Horow/ We have a captive audience and you can't judge it in terms
of how many people no longer come to shop down there. (Can't

Murphy/ There was a parking study done a few months ago by the
city. Interviewed, I think, 323 people that filled out a
questionnaire coming out of capitol street Ramp and I think
49% of the people that use the ramp said they were coming down
to do this type of shopping and 20% were students, 10% were
employees, other percentages were kind of combinations of site
seeing and shopping, you know, school and shopping.
Kubby/ 49% were shoppers.
Murphy / Were shoppers. But I think, too, we were glad-not glad but
the last few increases have been to help fund new ramps which,
you know, take more burden off the current ramps, try to free
up more parking maybe on the streets. We needed them. We
felt we needed the new ramps. This, whether is be SEATS or
any other kind of general budget concept, I don't think we
feel it correct. We would rather see that money kept to help
the d.t. parking situation whether it be to help, if there is
going to be a new ramp south of Burlington, to help fund that.
That would make more sense. But we are already priced pretty
high. We have a good thing. We have a unique shopping area
and we don't want to not say that because we do feel that it
is a vital area and important shopping area. But I think it
is time to stop raising it every couple of years.
Nov/ John, what is the amount that the businesses pay for the per
hour parking.
Murphy/ The D.T. Association pays a nickel less per the two ramps.
So on the 45 cent ramps we pay 40 and the 50 cent ramps we pay
45 cents. We are billed out at that from the city. And, if it
does go through, I would like that that is kept the same as a
possible burden on us.
Throg/ We talked about that last night in terms of doing something
at the next meeting.

Joni Kinsey j I am the applicant for this proposal. I am a
professor of The History of Art and Architecture of the united
states at the University and I am a Board member of Friends of
Historic Preservation Program. So I have a long standing
interest in historic properties. But I initiated this proposal
primarily as a resident of Church Street and a home owner on
the street and would just basically like to summarize what we
have done so far and the status of the proposal. Church
Street is an older neighborhood which you hopefully are
familiar with that under the current zoning is in danger of
persistent demolition of picturesque older homes for the
construction of multi family apartment buildings that are not
only unattractive but are destructive in my opinion to the
neighborhood community. Church Street is primarily s.f. and
duplex area. 71% of it still retains this original character.
Most of the homes were built between 1890 and 1930 and the
majority of the property owners, at least in my experience,
are supportive of the new zoning, RNC-12. I had a petition
submitted to the PjZ Commission of over 30 signatures which is
about half or almost half of the properties on the street.
There were many letters sent and about 20 residents have
attended the two previous meetings of the PjZ Commission to
speak in support of this. The Northside Neighborhood
Association is also supportive as is the friends of Historic
Preservation group and although I don't know if there are many
here tonight. A number of my neighbors had conflicts and were
unable to come but they hope that you would join us in
approving this measure. Thank you.

Frank Flemming/ In regard to Mr. Brenneman's proposition, I am a
property owner adjacent to the church there. I have several
points actually. I will slow down. 1- I believe that these
zoning ordinances are changed are to benefit the pUblic as a
whole and I would suggest that this is to benefit that church
only and doesn't really benefit the neighboring people. 2- In
Jeff Davidson's report, staff report, he said it was okay in
low density neighborhoods and actually cited three different
churches that were in non-commercial very low density
residential neighborhoods. None of them were near the
University of Iowa and none of them are renting parking spots
and I think that is a specific consideration to the Mennonite
Church location. If you know where it is at the top of Myrtle
hill just opposite a traffic control island which does not
allow a right turn going westward on Myrtle Avenue. So that
is already a site of a lot of congestion. They have rearranged
some of the traffic and that church in fact has a public
parking spot. They are the largest in the city and I know that

This is a completely different kind of option than the other
churches that were cited in that report. And to my knowledge
none of the other churches do rent any parking spaces out. I
got a hold of two. Part of the report said the other churches
did not present an inappropriate traffic condition. I would
suggest that there have been no traffic studies done in this
particular neighborhood to address this issue and that because
of the difference in terms of a commercial parking lot there
that this may be actually inappropriate and may be an
incorrect statement made behalf of the staff that presented it
to you. Again, this church has major businesses going on and
I would suggest that they are not like other churches where
the only traffic that you would see increase would be on

sundays or perhaps Wednesday nights. These people indeed have
regular parkers that commute, parishioners that park there and
commute to and from the University as well as rented parking
spots for the public at large. So this does create a lot of
other traffic problems that specifically the hours of the day
that you would not expect a church to. So if we could kind of
keep that in mind. Again there are not traffic studies so
nobody knows if it is appropriate. And one of the other
considerations is in the appeal to the Board last week. Mr.
Brenneman suggested in writing that the church would support
a day care there which would further increase the amount of
traffic. Now in that appeal that was one of our concerns that
we are really generating a lot of traffic during busy times of
the day. Now, during that appeal they got up and said no, that
is not right. We are not going to have a day care there. But
that is what they presented in writing but then they changed
that verbally during that committee. So I am not certain that
we really know the uses to which that church is intended in
the extra space that is going on there and I am not certain
that the neighborhood traffic can actually handle that. All
of the turns there go into very very narrow streets for which
the residents have already petitioned the Board and had an
island installed. I would suggest that this is not the
greatest place in the world to enlarge the requirements and
they are actually suggesting on putting a parking lane in
there that will rival the street for size. I am not sure how
wide the street is. They want to widen it to 20 feet. My
guess is that is as large or within a few percent of as big as
the street. I can only suggest that moving that puts it in a
dangerous position and is something that I would sure like to
not see expedited. I would like to see a little further study
on it. I would actually like to see it not happen but in the
interests of the neighbors, the safety, and the residents in
the neighborhood I would like to at least look into it a
little bit farther. Thank you.
Kubby/ I want to be clear about your point about the renting of the
parking spaces. So you are saying that since they rent
parking spaces they are attracting traffic there that is not
necessarily church related. So people park there and cause
traffic movements and then they walk or bus somewhere else.
Flemming/ That is exactly right. You are all aware of the
university parking problem and they are actually the largest
commercial parking lot and they are much closer than the lots
that the University is offering me and they rent that out.
They don't charge the parishioners but they have a lot of
people that are coming and going 8 to 5 or 7 to 3 and yes,
that is exactly my point, that there are people that really
have no business there, that have no church business, that are

purposes: community groups, some singers I think, a day care
and some other group. I don't have that in front of me. Four
or five suggestions. When I complained at the Zoning Board and
said gee whiz, this is going to increase traffic by having
another day care. The suddenly Mr. Brenneman got up and said
well, that is not the plans anymore. We aren't going to have
a day care. So I am concerned about exactly what is going on
there. What they have presented to the Board has changed when
it has come before the Board and they have been directly
questioned. So I don't know what they have got planned.
Nov! What we are dealing with here is a generic ordinance rather
than a specific plan for this particular spot. So we don't
know what kind of expansion they are planning. Are they
planning not only a building expansion but an increase in
parking spaces as well.
Flemming! There are no increase in parking spots. Apparently they
have something in the neighborhood of 150 parking spots. Much
more for commercial use than I believe than for use on
sundays. Their lot is more full other days of the week than on
Sundays. Sundays-You would expect Sundays to be the busiest
day and it is not. I live there.
Horow! But this ordinance addresses permitting religious
institutions, never mind who they are, to be either
established or expanded when there is access to a collector
street and you live in the neighborhood where this church is.
Would you say that normally a church should not be located in
a neighborhood.

churches in low density neighborhoods having this as an
ability for them. But I think in this particular situation
that we are looking at here and I think the generic one
proceeds this and this is a very specific one. I think it is
dangerous. I don't think it is a good idea. I don't think it
serves the benefit of the neighbors in the community and so,
yeah, I think it is a different situation.
Horow/ Although one could say that it is a prudent use of a paved
over piece of ground. They are responding to a need that of
parking and they are contributing to their church. I am just
playing the devil's advocate here and they are contributing to
the churches support by charging non-parishioners.
Flemming/ I guess if you are going to play the devil's advocate I
would, as a member of the neighborhood, say that gee whiz,
that doesn't do anything for out property values, our use and
enjoyment of the property, the safety of our children and the
congestion that we deal with on a daily basis.
Franklin/ Sounds to me like what we have here is potentially a
zoning violation where we are having commercial use of
property. This is for a religious institution. If they are
running a commercial parking lot then I think we need to look
into that because that is not an appropriate use in that zone.
Nov/ And I haven't seen anything on this particular development.
Do you know if they are going to expand the building into the
parking lot and have fewer parking spaces.
Franklin/ They area expanding the building to the east. This went
before the Board of Adjustment for the expansion of a
religious institution in terms of the particular case. When
they expand to the east that is going to eliminate a drive
that they have through on the eastern part of their property
now. I don't know off the top of my head, I just don't
remember whether they were going to add additional parking
spaces as a consequence of this expansion or whether there
were ones that were required. We can find that out for you.
You are absolutely right, Naomi, that this ordinance amendment
is generic for all kinds of religious institutions. Obviously
what is being discussed tonight is a particular problem which
may have to do with how they are using that property. A
commercial parking lot is not part of a religious institution
and that is the use that they ave the right to use there.

in your neighborhood. And what I hear Karin saying is that
this problem may be addressed in other ways while still
passing this ordinance. IS that correct. Do I hear that

correct that. ,This ordinance speaks to the location of
religious institutions and what kind of streets you have to
have for access. It is something that the Mennonite Church
needs in order to do their expansion because they are on a
collector street, not on an arterial.

Comment: At its April 21, 1994, meeting, by a vote of 6-0, the Plan-

the CN-1 zone to broaden the types and sizes of permitted uses, provi-
sional uses and special exceptions allowed in the zone; allowing CN,1

rezone approximately 7.86 acres located at 2312 Muscatine Avenue
from RFBH to CC-2. In a staff report dated September 16, 1993, staff
recommended that the proposed rezoning be approved only if concerns
regarding the improvement of the First Avenue and Muscatine Avenue
intersection and the loss of an area zoned RFBH are resolved. A revised
Conditional Zoning Agreement addressing these concerns has been
submitted for Council consideration. Comments were received at
Council's November 23, 1993, and January 4, January 18, April 12,
April 26, and May 10, 1994 public hearings on this item. In a letter

Harry Wolff Good evening. I am Vice-President of Southgate
Development and we are involved in a project at the
intersection of Benton and Mormon Trek that is affected by
this zoning, the CN-l zone. I understand last night at the
informal meeting there was some further discussion and
possible amendments to this zone. I do have some comments but
I am wondering at what point I might hear what the comments
are. Would that come after the p.h. or during the p.h.
Horow/ Last evening's discussion was a discussion about the
potential how one would design some of the buildings that
would reach this public space. It was very interesting.
Kubby/ We did talk about two other things. One was that residential
uses would be allowed as a provisional use vs. going through
the special exception process. secondly, that restaurant use
would be a provisional use as well.

Wolff Let me just explain and I also understand that I know you
have received our letter requesting that this, which is really
#m, that the ordinance considered and that the process be
expedited. We have been working on this project for many
years but specifically since November of last year and at that
time staff felt that amendments to that zone, some that we
requested and some that were requested externally, should be
considered and we are now in May and we have gone through due
process with staff and with P /Z and for that reason our
project has been somewhat delayed and timing is critical in
retail development. We feel that to have the ability to move
ahead relatively quickly, we will be able to minimize the
construction in that area. I think you know, the Credit Union
has already started their project. Fareway Foods will be
moving along soon with their project and we would like to
continue the further construction at that same time in order
to minimize the disruptions to the neighborhood and also in
order to meet time lines that we feel would be appropriate to
bring additional retailers to the neighborhood. For those
reasons we have asked you to consider expediting the process.
I understand-Again, I was not able to be at the meeting last
night. I understand there was actually some negative reaction
to that request. I want you to understand why we are
requesting the expedition and also we feel that we have indeed
gone through the due process with staff and P/Z to get the
ordinance to this point. So I would request that the
ordinance be approved as it has been passed on to you by P/Z
so that we can move ahead with our project.

Bruce Glasgow/ Do I sign in again. On the CN-1 Zone. We own a
piece of ground that is unfortunately zoned CN-1 at the corner
of Court street and Scott Blvd. Since 1990 we have been trying
to sell something. Every time we turn around why the dentist,
the doctor, the food store, whatever cannot exist underneath
the minimum requirements that we now enjoy out there. I have
read you CN-1 revisions. It is a step in the right direction
until I go to page 2,3, and 4 where they started telling me
that we had to go through another level of bureaucracy for
amenities. Somebody is going to tell us how to paint the
buildings. Somebody is going to tell us how to jog the
building back so it is visually pretty. Somebody is going to
tell us that we have to put a screen around the air
conditioners and all of that. I would like to have you pass
this without that last two pages of amenities and let's just
look at the CN-1 zone. You don't have enough room there for
bicycle paths and parks and all of that stuff. We have only
got seven acres and I think one and half is a storm water
detention pond that cannot be used for anything. I will go
along with the ten acres. That is fine. I don't need
anymore. I have got all the CN-1 zone I ever want. But I
think you are in the right direction. You are getting up
there where we can take care of he neighborhoods and I think
the idea of a neighborhood restaurant is fine. Let's get a
bar and a restaurant. So we will see you on July something.

comment was directed towards section H, just the design
provisions. So you would basically like to see that entire

to the Board of Adjustment. We find that from our customers
that that is a dramatic experience and half of them cancelled
out rather than doing that. The one that did go, it cost him
$1,000. The fee and the lawyers and the engineers and so
forth to prepare all of the paperwork necessary to go to five
people who don't know what you are talking about and get a
building plan approved. Second, the Building Department
approves it first and then the Board of Adjustment puts more
rules and regulations on top of it and it is a mess. I think
you are in the right direction trying to get away from the
Board of Adjustment and I like the idea of putting apartments
back up on the second floor without Board of Adjustment

other things that we are going to add to this, those will be
ready in time. The additional amendment that we talked about
for the apartments and the restaurant.
Franklin/ There were essentially four things that came up last
night. One was to move residential from special exception to
provisional use. To move restaurants from s. e. to provisional
use. To look at reducing the parking requirements in the CN-l
zone and then to address some of the design issues that Jim
brought up and the idea of bonuses for better design. Last
night my understanding was that you have decided that we would
go ahead with the ordinance as it was presented to you now
except for the residential shift from s.e. to provisional use.
You wish to pursue that if there was an opportunity to talk
with the P/Z Commission before you went on with it and if they
could attend tonight. We contacted the Chair of the P/Z
Commission who indicated that he thought that would be a
substantial change given what the Commission discussions had
been and that if that were to be done it should be referred
back to the P /Z commission. What I would suggest in the
interest of moving this along and there had already been the
decision to look at some other factors in the CN-l that you
can go ahead Ivith what is before you now and then the
direction to us, to the staff, and the P/Z would be to look at
the residential issue, the restaurant, the parking, and the
design and bonus issues as further refinements of the
Neighborhood Commercial Zone.
Kubby/ And that date is in July.
Franklin/ If you do what I just suggested you can close the p.h.
tonight. You can vote on your first consideration as has been
requested by Mr. Wolf, and then proceed with adopting this
particular ordinance. I don't know what Mr. Glasgow wants in
terms of these other provisions and whether he wants to go
ahead with his rezoning request. I can't promise that all of
those things will be done for July. The bonus for design and
the definition of what better design is I think is going to
take a little bit of time.
Kubby/ We could always continue that p.h. again if we needed to.
Franklin/ On Mr. Glasgow's request? Yes, you could if he wished to.

Baker/ Madam Mayor, I would just like to say that I am glad to see
the Zoning commission and staff have worked hard on this
change. I think this does grant a lot more flexibility than
we had before and it addresses some of the concerns of Mr.
Glasgow as far as removing certain uses from the s.e. process
which I think can be considered. Urn, I don't see any reason
not to pass this now and we can amend it later, refine some
particular points. I would like to say one thing about the
design standards which I am very comfortable with. certainly
we could trust Mr. Glasgow to do a good job on his projects
but we cannot necessarily trust every developer to always come
up with the best design. Sometimes staff input is helpful. I
think the design standards are not a reflection of Mr. Glasgow
but they are a reflection that the staff and the city have a
responsibility to the neighborhood out there and I think that
would help insure better projects.
Nov/ Absolutely.
Pigott/ I agree. Madam Mayor, I just want to say that much of the
P/Z matters that we deal with often times to viewers at home
or people can seem mundane. But I wanted to stress the
importance of this issue. It is important because it deals
with the characters of our neighborhoods and it is something
that a lot of the councilors have talked about time and time
again is the importance of the character-maintaining the
special character of Iowa city and the neighborhoods that we
live in and so what may seem to some at its face a quiet and
mundane issue is, in fact, has a lot to do with their
neighborhoods and the preservation of it and we have talked a
lot about on the council and taken action to preserve
neighborhoods on the Northside and talking about the HP
district. We have talked about creating an RNC-12 zone on the
Northside as well and now we have an opportunity to give some
flexibility and I agree Larry that it does add flexibility and
improve upon the other zoning ordinances. But there are a
number of things that Jim Throg. talked about last night which
he will probably want to talk about, I hope he does again
tonight, that would significantly improve upon improvements
made here and I do hope that when they consider the other
things that we talked about last night, they also take into
account many of the suggestions Jim had to preserve the sense
of character in our neighborhoods and to add a drawing place
to the community. Jim challenged me after the meeting to
thin]{ about the sort of neighborhood centers that we want
developing in town and what other areas around Iowa City and
elsewhere area areas that we want to see in a commercial area
and I thought about it today and I thought, well, one of the

areas that I like so much is the Pearson Drug corner and the
other is Seaton's Market and I am sure people in neighborhoods
that are developing would like to see that sort of development
where they can walk to their corner store to pick up the
Sunday Times or the Sunday Register or their morning newspaper
and have a sense of community and literally make that a part
of their living arrangement. I just wanted to endorse that
concept that Jim brought up last night and say that this is a
really important issue reflecting on our sense of commitment
to the neighborhoods of the city.
Horowj Thank you, Bruno.
Throgj We should just move from left to right and see what is going
on here, During the November election I often talked about
the importance of building compact, mixed use, and pedestrian
friendly neighborhood centers. The proposed amendments to the
CN-l zoning ordinance move toward that type of center so I am
going to support the amendment. However I also feel very
strongly that the proposed ordinance is a long ways a way from
what we need. What the current and proposed ordinance both
do, through no fault of the individuals involved is produce
relentlessly mediocre places that expect the people of Iowa
city to be nothing but passive consumers in a market economy.
We should instead be producing lasting and memorable places
that treat people as both consumers and active members of a
vital public community. We should be creating vital
neighborhood centers rather than just neighborhood commercial
zones. I would, therefore, like to see the council instruct
the staff to begin preparing three new amendments to the CN-l
ordinance and Karin referred to them briefly when she spoke.
The first amendment concerns parking. To judge by the site
plan we have been given for the development near Benton and
Mormon Trek and by the development that has actually occurred
at First and Rochester, less than one third of the land in a
CN-l zone will be put to productive economic use. The
remainder will be dedicated to parking. We should revise the
ordinance to reduce the intrusiveness of parking on the visual
character of the place. We can do that by encouraging
businesses to share parking spaces. By encouraging parallel or
diagonal parking along curbsides, by requiring the remaining
spaces for parking to be built n the rear of the building.
The second amendment concerns the creation of public spaces.
The shape of an outdoor space is formed by the buildings that
surround it. If arranged well buildings can create outdoor
rooms. To judge by the First and Rochester and Benton and
Mormon Trek developments, the CN-l ordinance treats buildings
as independent islands in a sea of no space. We should
strengthen section H. B which is the one that I asked Mr.
Glasgow about of the ordinance so that the buildings must be

arranged to create interesting and attractive and useable
space. We could then fill those spaces with focal points for
public gathering. with fountains, with benches, with shade
trees and with public sculpture. We could be creating a place
that you or a person 30 years from now might want enjoy
sitting in with a friend. One might argue as Ernie did last
night that these two amendments would discourage developers
from investing in a CN-l zone One good way to avoid that kind
of negative affect would be to offer attractive density
bonuses to developers who submit site plans that comply with
the parking and site design amendments. By increasing the
amount of land that can be put to prOductive economic use, by
creating attractive public space and site design, and by
offering density bonuses we would actually be making CN-l
zones more attractive to investors and something that we would
treasure for years to come. So, thank you for indulging the
meeting.

Pigott/ The last council meeting I talked about voting for this and
in that council meeting I discussed the need for the city to
take a proactive role in insuring that the people in this
trailer court receive not just the moneys that Eagle Towncrest
folks have said that they would set aside for this but also
that the council make a proactive effort at making sure that
city funds are spent to help relocate this. To make up the
difference between them and I would like to see and I have
received a couple of calls from people saying so when do we
get our money. And what is going on and when will I be
notif ied and I just like to see us, steve, take a real
proactive role in sending out information detailing that
stuff .
Horow/ Last evening council asked that with this expedited
consideration that Eagles, in the letter that goes out to-to
put a sentence in that a letter will be coming from the city
that anything that can be done to dispel the rumors about when
it is going to happen.
Kubby/ One of the reasons that the city's letter to the residents
about the time frame for the money can't go out as soon or
sooner than the Eagles letter is because we have to figure out
the guidelines for using the HOME money. So that is going to
take some time. So, if at least the Eagles letter can say the
city letter is forthcoming about payment, to hold on. The
more information between Eagles, between the Camps, and the
city can give to people. The more the talk that goes on at
Towncrest among residents is talk of accurate information. So
I encourage all of the parties to continue the communication
amongst ourselves and the residents.

Comment: At its April 7 , 1994, meeting, by a vote of 5-0, the Planning
and Zoning Commission recommended approval of vacating a portion of
the Linn Street right-at-way, subject to certain conditions. The Commis-
sion's recommendation is consistent with the staff recommendation
contained in the memorandum datea April 7 , 1994. No comments were
received at Council's May 10 public hearing on this item.

Ordinance to modity the parking requirements for religious institutions

Comment: At its April 7, 1994, meeting, by a vote of 6-0, the Planning

Kubby/ Sue, I did have one comment, I am sorry. When we talked
about this before one of the considerations was where the curb
cut will be and in the staff report it stated that we don't
really know what the use will be so we don't know where the
appropriate place for the curb cut will be. Because it is
such a busy corner I prefer that we behave in a way that we
say these are appropriate places for curb cuts. ~ere is a
couple of choices and they need to design around those
appropriate places and I am not expecting that things change
but that would be my preference for how and what the mode of
operation would be. Especially on a busy corner like Benton
and Gilbert.

Lehman/ Karin, don't we have to get permission for a curb cut.
Franklin/ Yes, but there are minimal requirements if you just want
to come in and get a curb cut~ So-this is a concern that has

upstream and down stream of the reservoir and I think that
that is good that they have notified us about that. I am happy
that they are continuing our conversation with them. And there
is a date in there and that is a big step.

conjunction with the city and with Water Watch and JCWET. We
actually have 15 people come in the pouring thunderstorm to
tour the water plant and Dave Elias said that if they had 12
people they would seem it was extremely successful. So we
surpassed that goal and we are going to be rescheduling Water
Plant tours for June 6 from 4 - 8 PM and that is going to be
both at the North and South Plants.
Nov/ Are you talking about Water Plant or sewage treatment.
KUbby/ Waste Water. If you go down Sand Road you should look for
signs to turn left after Sand Road Orchard. Look for the
signs and you will get there. June 6 from 4 - 8 PM. And this
is really a chance for the public to ask a lot of questions,
see what is going on and if people have time to go to both
plants and see the differences in the old plant and the new
plant and the different processes for treating waste water.
I have a second item. There was a letter in our packet from
Steve to Richard Ferguson, ACT, talking about some traffic
control at ACT Circle and Highway 1 and it made it sound as if
there might be some traffic control that might happen there
and recently I have had a lot of calls about how bad it is to
get out of ACT Circle and when I spoke to Jeff Davidson my
understanding of our conversation was that nothing would be
done there because the long range plans are when we put an
east west arterial in that that access point for ACT onto
Highway 1 will be closed off. So we are not going to do
anything. So I think we should clarify that to make sure we
are not giving different messages to different people.
Atkins/ I don' t know when you talked to Jeff. We spoke today.
Jeff and I, Karin, Jim Brachtel and a couple of others and
there is real dynamics to this issue. Where to place the
thing, what the impact is with respect to an actual redesign
of the whole interchange. lOOT is even suggesting that and I
spoke with Mr. Ferguson this afternoon and told him we are
going to be preparing more of an outline of what the real
issues were as we saw them. I am going to be sending that to
you shortly. I just need a little more time. It is not going
to be an easy put a signal in and take care of it. There is
just too many players in the thing. So I will be preparing
something to kind of outline for you on the issues. I
explained to him that there were feelings about-widening Dodge
Street, east west arterials. There is so many things involved
in this. I want to make sure that I get something summarized
for you to get you up to date.
Kubby / I guess I want to make sure that we are not putting
resources to do something that in 2-3 years would be scrapped
because of a different access point.

Atkins/ That is exactly one of the concerns, Karen, if we put
something in is any portion of it throwaway. That is what we
are trying to avoid. Now if we put it at one intersection can
we move the signal installation to another. I won't consider
that a throwaway. But there is the potential for that and
that is part of the discussion and we will have something for
you shortly.
Nov/ There is also some traffic coming from the other side of that
intersection and Noel Levitz and other people are expanding on
the other side of Dodge street.
Atkins/ Yes, they have talked to us too.
Kubby/ I have a third item and it is something that people have
suggested to me over the years and for some reason I have four
people in the last week bring this idea to me independently
and they are really different people. So I wanted to bring it
up here. You know, eight times the charm. The idea is that
the parking d. t. I you can't park there from 2 AM to 6 AM
because we don't want to allow overnight parking and what that
does for people who are closing the bars down means that their
choice is to possibly have their car removed if they choose
not to drive or to drive after they have been drinking and I
don't know how to-I would like us to discuss some way. I don't
know if they is a way to get a voucher from the bartender to
stick in your window which means don't tow and I would rather
have people walking home of taking a cab.

Atkins/ That would really inhibit cleaning d.t. That is the big
thing. We want to get them off because we have a sweeper that
goes through at night. That is the primary motivation is to
just get folks off the street.
Burnside/ Not only cleaning but snow removal in the winter is a
real problem for the streets crews.
Kubby/ I don't know if there is another way to deal with this.
Take the bus d.t. Take a cab.
pigott/I have heard this same thing from people on the other end
from early in the morning who have to work d.t. at a couple of
business establishments before 6 AM. They feel unsafe walking
d.t. because, and a couple of them are women, and they don't
feel safe just walking d.t. at that hour in the morning and
wondered the same thing. Whether or not we could grant them
some sort of special dispensation or voucher system. Bakery
is open, two of them actually, is open before 6 AM for the
workers.

Lehman/ Two weeks ago tonight we had what I thought was one of the
better meetings. At least a meeting where I think real news
occurred. It was not a meeting that you found out about the

paper and I certainly respect their opinions. We were asked
to vote on a $43 million sewer plant. Jim, I think for very
very good reasons, objected to the requirement that we meet a
deadline of June 1 and I think we all really agreed with Jim.
The paper the next day dwelt on all of the reasons why we
shouldn't have had to dealt with that issue. But to me the
real news was these seven folks, who people in this town have
played around with and laughed at and made fun of and
whatever. These seven folks on something that was really
important to Iowa City, perhaps the most important thing that
has come up since we have started, we all agreed and I am very
proud of that.

Horow/ Waiting for a sitcom here. There are a number of things
that I have been doing as your mayor and every once in a while
I feel like I should give you a recall on everything that goes
on. Some of it is absolutely enjoyable. Most of it really
is. The rededication of College Green Park that took place a
couple of Sundays ago. Pleasant Day ice cream from First
National Bank. It was really a nice time. Really really was.
Then there was an evening of the First Annual Banquet for the
Sal vation Army. The testimony and the credit given to captain
Miller for all the work that she has done in the city. It was
really quite touching to see everyone who gathered there. And
there have been many others. Last evening, whatever it was
that we had at 4:45. I cut the ribbon on the girls' softball
new field down at Napoleon Park. I did it very quickly
because I thought there was a tornado approaching. It is fun
and I am really honored to represent you. Something that will
be taking place this weekend is the Parade of Homes and among
other homes that people will be able to see is one built by

the students and that is at 1844 Lakeside Drive. I have been
through this home and this is fascinating. However, in my
typical manner I also got into micro management in terms of
building the inside of the home. Because when I was in the
kitchen I said, look I am the primary care giver in my home
and I need space to separate o~t my recyclables. The kids
came around and took a look at the space and they did indeed
design an area in a usable closet. At least three containers
for recyclables. I felt pretty good about that.
Kubby/ There is actually a builder, Karen Fox, whose project didn't
go forward. But she was going to give rebates to the people
who designed that.
Horo~l/ I would applaud her on that one. That is this weekend.
Then, before we meet again on June 4 is another magazine
recycling day at city Carton. I can hardly wait so it is with
great day that I announce it. That is it.
KUbby/ And we look forward to seeing you on a horse on July 4.

THE CITY OF IOWA CITY, JOHNSON COUNTY, AND OLD CAPITOL CAB
COMPANY FOR SUPPLEMENTAL TAXI SERVICE.

Comment: This renewal agreement will provide taxi service to supplement
Iowa City's paratransit service in FY95. Staff has negotiated a renewal
agreement with the existing provider, Old Capitol Cab Company of Iowa City,
which provides for the same trip rate as in FY94, The contract cap has been
increased from $8,000 to $25,000 in an effort to provide 24-hour advance
call-in service, and some emergency trips on a less-than-24-hour call-in basis.
The supplemental taxi service is only used for elderly persons and persons
with disabilities who do not require a lift-equipped vehicle.

mandated to do this kind of thing. We are not doing it on a

Horow/ But we certainly making a very impact on this. Increasing
from $8,000 to $25, aDO-we are putting our money where our
mouth is.
Kubby/ But what it does is these taxi rides costs us less per ride
than a SEATS ride. We are trying to funnel people to the most
appropriate ride. Although the kind of service that people
will get in a taxi cab will not be as high a level of service
as SEATS and that cost will reflect this. So we may be
hearing some feedback about this.
Horow/ Okay. But as long as they are getting from where they start
to where they want to go, that is most important.

Baker/ Sue, this is not directly related to this particular
resolution but seeing the American Red Cross listed here. It
is my understanding that the American Red Cross is taking
donations now to help those people in the apartment fire on
Westwinds. So I just thought-is this true or not true.
Atkins/ You mean Oakcrest?
Baker/ I am sorry. The westwind Apartments.
Atkins/ I probably saw the same thing you did. The news account
was in fact they were doing that and if someone wish to donate
to contact the Red Cross.
Baker/ Let me urge everybody out there to do that. Iowa City
people that need some immediate help and Red Cross is handling
some of that. So if you can help, please do.
Kubby/ I have two comments. One is that I am a contract worker
with the American Red Cross, some first aid classes in work
places, and I was a work place instructor before the city
starting giving money to the Red Cross. The city Attorney has
said it is not a conflict because this money does not go to
any part of my salary and I would still do my ten classes a
year with or without this. And I don't feel that it appears
to be a conflict either and therefore I will vote. And my
second comment is that there were three agencies who requested
funding from the city but did not receive it. We scrutinize
new agencies requesting to be part of our agencies that we
give money to and they were Independent Living, requesting
$2,000; Youth Homes requested $10,000; and the Free Medical
Clinic requested $5,000 and I found it a little ironic the
other night when in about a 30 second conversation we decided
to give $2,000 to the Jaycees for fireworks even though I
understand it is a one year commitment to do that. I would
have preferred that we gave that $2,000 to either one of the
agencies as a one year commitment that requested money who
didn't get it or to increase some of these other uses. I
think that we support the fire works with traffic control and
overtime for police officers and the use of city Park and I
wanted to make that-

Comment: The Historic Resource Development Program (HRDP) administered I'
by the State Historical Society of Iowa provides local governments with
matching funds to conduct historic preservation projects. The Historic Preser-
vation Commission proposes preparing a grant application for a professional
survey and evaluation of historic resources in Iowa City's older neighbor-
hoods identified in the Iowa City Historic Preservation Plan. The purpose of
the survey would be to identify architectural and/or historically significant
structures or areas which may at a later point be considered for the National
Register of Historic Places or as local historic or conservation districts. If the
Commission is awarded the $7,500 grant, a local match of $3,750 will be
required. The Commission proposes to provide this match with volunteer
work and funds allocated for historic preservation activities.

was places the cap on our financial commitment.

Comment: The proposed fee schedule represents a change i.!}Jnethod for

fees on the basis of the number of Q.e.dro6iT1s per rental structure. Fees for

Comment: The position of Maintenance Worker I is being upgraded due to
rapid growth in public housing (i.e. 62 units to 115 units) which has resulted
in a much larger and complex system. Greater skills are needed in plumbing,
heating, electrical, and security systems and experience in general property
management is necessary. Upgrading this position will result in lower mainte-
nance costs and improved service to the tenants. This recommendation is

Comment: This is a three-year agreement with across-the-board increases
of 3% the first year, 3 Y4 % the second year, 2% at the beginning of the third
year, and 2% in the middle of the third year. It also provides for a 4% of
premium co-payment by officers electing family health insurance coverage.
An increase of $ 50 per year for the purchase of shoes or uniform cleaning
and an increase of $25 per year in longevity pay for officers with five to ten
years longevity are also included in the economic benefits. The provisions of
this agreement are consistent with those of the tentative agreement reached
on December 21, 1993, and approved by Council on January 4, 1994.

Atkins! You are absolutely right. I just realized that.
Kubby! And the comment should read that the proposal assesses
increases on every category of rental structure and it is a
combination of a basis of the structure, the number of
bedrooms and the number of units. So it is a more fair
assessment of an increase.
Nov! Maybe Doug should read this into the microphone. Everybody
understands what we are approving.
Horow! We received this last night.
Boothroy! There is a $2.00 charge for each bedroom. So in a one
bedroom apartment that would be a $2.00 charge in addition to
the structure and the unit charge. The comment, the third
sentence of the fees for rooming units and one bedrooms was
carried over from the last two previous meetings and was not
edited out for this particular meeting.
Kubby! So the charges are $56.00 per structure; $8.00 per dwelling
unit- I mean the number of apartments; and $2.00 per bedroom
within each unit; a $40.00 reinspect ion fee and a thing that
I am very glad that you added a $30.00 no show for inspection
fee.
Boothroy! We haven't had that in the past and it was something that
was mentioned by apartment owners that-and we do have a lot of
no shows that that disrupts our inspection schedules and makes
for lack of efficiency.
Kubby! And that was commented on at the beginning of the meeting
during public discussion of ways we can make the office more
efficient and if we charge people for wasting our time and not
calling to reschedule. I think that will be a motivator for
them to make that call and it will make our office more
efficient.
Boothroy! I don't expect the $30.00 to be a revenue generator in
the long run. I expect it to taper off.
Horow! The other aspect of this is that the fee schedules shall be
adopted and effective June 1, 1994.
Boothroy! Right. That would actually be true for the reinspection
fee and the no show fee. Because of the computerization the

because our June billing goes out this week. It goes out
tomorrow. We just don't have time to get that into the

need a plumbing license and electrical license in order to do
this kind of repair work.
Boothroy/ Minor plumbing like changing washers and doing repair
jobs you don't need a plumbing license.
Kubby / Will this person be doing anything that they should be
licensed.
Boothroy/ Anytime we need a licensed-Am I on camera. Anytime we
need a licensed person to do the work, they will be done. But
any minor repairs, lighting pilot lights and dealing with
minor furnace emergencies type thing, we could have this
particular person do it.
Kubby/ So this person will do those low key things and if we need
other things done we will bring in our people who are
licensed.
Boothroy/ We use subcontractors to do like electricians or plumbers
to do more complicated things that are required under law.

insurance. I think it opens the door even wider than paying
$20.00 because now as health care costs increase that
percentage is going to become a bigger dollar amount. But
because the Union negotiated this and they are not following
the findings of the fact finder arbitrator-
Baker/ Dale, how much money does this account for. How much does
this represent, this 4%.
Helling/ Based on our current rates for some of our employees will
have Alliance overlay and some won't. The Police won't. I
think it is $19.20 a month for the next FY. If you project it
out. This is a three year agreement. So I don't know what it
will be over the next two years because the premiums are based
on our claims experience.
Baker/ I am trying to get a sense of the total amount the city
saves.

Comment: The City is currently considering an ordinance vacating of a por-
tion of the Linn Street right-of-way located west of Gilbert Street and north
of Benton Street. Merlin Hamm owns the property adjacent to the right-of ~ 5 0
way. He has offered to purchase the vacated right-of-way for $,S;-500, the I 0
appraised value of the property. This Resolution declares the City Council's
intent to convey the property to Mr. Hamm following the vacation and sets
a public hearin on the proposed conveyance for June 7, 1994.

Comment: The Board of Electrical Examiners and Appeals has reviewed the
1993 edition of the National Electrical Code and suggested several amend-
ments to accommodate local conditions and pr,actices and to provide for
administration and enforcement. This ordinance provides for the dissolution
if the Electrical Board and the assignment of their duties to the Board of
Appeals with the addition of a licensed electrical to the Board of Appeals.

Burnside/ I know that the resolution dollar amount has changed from
$5500 to $2500. Is that the right figure. I don't have that

Burnside/ My understanding of this item from Marsha Borman who was
the staff attorney on that item was that the agreement with
Mr. Hamm's and was for $2500 and the $5500 is the
typo. So the correction to $2500 represents the agreement that
Mr. Hamm's negotiated.
KUbby/ What was the appraised value of the property. The $5500 or
the $2500?
Nov / The resolution says the appraised value is $2500 in one
instance and it says the appraised value is $5500 in the
other.
Burnside/ I don't know more than I have said. My understanding was
the $5500 was a typographical error and the deal was for
$2500.
Nov/ We could use a little memo of clarification because most of
the time we have not had somebody offer to pay us full
appraised value. Now, we have done it that way but still we
are suspicious.
Burnside/ All right.
Kubby/ The other issue for me is that this is a fairly large piece
of property on a very busy street and is going to have great
economic value to this person. I don't feel comfortable voting
even an intent to convey something unless I know that amount.
Because $2500 seems very low to me for the kind of economic
potential of that very busy corner and giving up public lands
for that private individual is something we need to
scrutinize.
Burnside/ So am I correct-you not only want to know what was the
appraised value but also what is the basis of the appraisal.

Lehman/ What I am saying is that we could not necessarily pass this
after the hearing. If all the facts stay the same we don't

all goes well we plan to sell this property and therefore we

94 - I 91 IOWA CITY IN THE DISPLACED WORKER FLOOD REPAIR PROGRAM.
Comment: In order for the City to participate in the Displaced Worker Flood
Repair Program for private properties, the City Council must provide an
authorizing resolution. This program permits city employees to do some of
the flood repair work, and requires at least one city employee to supervise
other participating workers.
