for the redevelopment of Maiden Lane between Court and Harrison.
The new design calls for parking to be moved to the east side of the
street.
[ have two major concerns with the new design. First, where do you
propose to locate the dumpsters? Second, what provisions are there
for loading access to our building?

This project has been in the planning phase for (, years. Many
meetings were held with properly owners to delermine the optimum
design to serve the current and future needs. Now, at the last
minute before contracting, you have proposed a radical redesign of
the project. This redesign will cause serous problems for the
operation of our business. Changing the new design to accomodate
loading and dumpster faclllties reduce the available parking spaces
lo fewer than lhan the original design.

Re: Teg Drive/Willow Creek
Dear Council Members:
As a resident in the neighborhood affected by decisions
related to Teg Drive, I would like to offer a suggestion in
the interest of safety. If traffic control is not an
acceptable option, then could groupings of shrubbery in
Willow Creek Park or berms with low-maintenance ground cover
or evergreens be utilized to direct pedestrians through
"corridors of access" to Teg Drive? Signs could then be
placed strategically to warn pedestrians to look for
traffic. A sign or two to warn traffic wouldn't hurt
either, but the limited effectiveness of such signs might be
improved by warning both parties. If some degree of traffic
control in addition to the above were adopted, safety would
clearly be enhanced.

will be in your city in June, July, or early August. The crew will be
updating city base record information concerning street width, surface
type and condition, parking and land use changes. The crew
supervisor will make contact with you on the first day of the
inventory.

The survey vehicle travels about four to five miles per hour and makes
frequent stops, therefore a revolving amber light is used. This tends
to attract peoples attention and typically will precipitate calls to
the police station or to your office in an effort to find out what is
going on. Will you please pass on to the callers that we are
gathering inventory information to update the base record.

Dear Members of the City Council:
This letter is to express concern over the problem of airplane noise
in Iowa City. As an Iowa City resident, I am frequently bothered by the
loud noise of low-flying overhead airplanes. Unlike other noise sources,
this is a city-wide problem, for it is not possible to go anywhere within
the city to escape this noise. Whether one is in an east-side residential
neighborhood, downtown, or at Hickory Hill park, this loud motor noise
litters the otherwise peaceful environment, much the same as beer cans would
litter an otherwise beautiful scene.

I am aware of the importance that the Iowa City municipal airport has
to the city, both to businesses and private citizens. I appreciate the
necessity of the airport and its benefits to many citizens and visitors
utilizing its services. However, I wonder if there is some reasonable
action the City Council can take on the issue of noise that would not
hinder the use or enjoyment of the airport by its users.

For example, could pilots be encouraged not to make unnecessary passes
over the city? Could aircraft owners be somehow encouraged to maintain their
planes so that they would be quieter? In short, are there relatively simple
measures that could be followed that would reduce airplane noise over the
city? Even if compliance were voluntary, I wonder if some action could be
taken that would at least make users of the airport aware, of the issue, so
that they could make reasonable and appropriate adjustments.
I would appreciate consideration by the council and, if possible, a
reply concerning this issue. Thank you very much for your hard work on so
many of the issues that demand your attention. As a result of your efforts,
Iowa City, is a much better place to live.

1 have recently learned from Lisa Goodman, the Animal Shelter Supervisor, that in order to pay my $5,00
cat license fee for 1994, I must pay a $15,00 penalty for not licensing my cat in 1993. Notices that cat
license fecs were duc had becn sent in the past, but I did not rcceive such a notice for 1993. As a result, I
failed to pay my license fce for that year,

I believe that if a citizen depends on long-standing procedures, including sending statements of amounts
due, the city should not hold a citizen responsible for a payment of a penalty 3 times the amount of the
orieinal fee, Instead, the citizen should be allowed to pay overdue payments without penaltv for that year
when statements were not sent. Therefore, I am asking for a waiver of the penally for 1993. I believe I
was not notificd to renew this license because the sheller did not have a supervisor for quite some time,
I allcnded a council meeting late in March intending to make my concern known to the council, but time
was insufficient to address this problcm during the "open discussion" period of the mceting, Since thcn I
have also spoken to Karen Kubby, who is aware of my concern,

If this amount of pcnally is enforced I think ncw measures need to be taken to alcrt people to rcnewal
procedurcs, Perhaps this could be done by putting a paragraph or two at the bcginning of the article about
adopting animals which appears in The Advertiser. This would alert some people to the fact that they
must renew by a certain dale and therefore not be charged a penally, I still think renewallellers arc the
best way to handle this situation, I urge you to please re'~ew this penally at YOllr carliest convenience
before you establish the policy for the future.

I read, just recently, where the City
Water Chief has proposed that the City of
Iowa City purchase the Iowa Power dam, make
repairs on same, and build a footbridge across
it.
I have doubts that the purchase and repair of '
that dam will assure a proper pool of water for
the new Iowa City water plant. But, I am pre-
pared to concede that point since I am no expert
in water treatment and control.

I am not, however, willing to concede that we
need to build a footbri.dge across that dam
essentially for recreational purposes at the
tune of some $660,000. In the near future, we
are facing 100% increases in water and sewer,
consumer costs. We do not need to pass any

Council take action to address the sa ety issues of speed and traffic
on Teg and Abel' Drives. We ask that action be taken before traffic
patterns react to the newly opened connection between the two
streets and accidents occur. We suggest that one of the following
options will serve to limit speed and prevent injuries to users of
Willow Creek Park:
. lowering of the speed limit for parks to 15 mph, or
- installation of stop signs on Teg preferably at
the corner of Hafor, or
-installation of break awary barriers.
The City Manager's memorandum of May 16, 1994 confirmed that
"clearly there is a problem with speeding on Teg". However, the
memo was not constructive. It did not respond to the basic concern
expressed by the Association, that is, identifying a solution.
Instead, the memo outlined potential problems. These can only be
addressed by the Council in the exercise of their decision making
authority.
Specifically, we would ask the Council to consider our responses
to the obstacles outlined in the memorandum. First, the City has
installed stop signs to control speed in many areas. As examples,
there are such signs on Lexington and Koser Avenues. Although
installation of stop signs may carry some exposure to liability,
liability may also result where there is documented knowledge of
problems with speed and accidents giving rise to a concommitant
responsibility for enforcement. Second, the speed limit could be
lowered to 15 mph under City Code section 23-188(b)5 and 23-
188(c). The former provides for a 15 mph limit "in" (not within) a
park. The Teg Drive portion of the road is in a park and within the
plain meaning of the statutory language under the rules of
construction prefacing the Code provisions. Alternatively, part (c)
endows the Council with authority to change speed limits if
evidence confirms the need. The City Manager has documented the
problem. Third, in terms of the argument about convenient access
for new Park West neighbors, the Teg/Aber connection is equally if
not more convenient for the existing, established neighborhood. Our

heaviest burden of compliance but we feel that the common good is
more important in this case. Finally, although not discussed in the
memorandum but instead in meetings with Jeff Davidson and Susan
Horowitz on April 7, there is precedent in Iowa City (California
Street) for employing break away barriers as a means for controlling
traffic.

The Association asks that where the safety of pedestrians and
park users is at stake the City Council be proactive rather than
reactive. With the opening of the new Farway, Cub and Menard's
stores, use of the Teg/Aber connection will explode and speeds
increase from the already documented levels averaging close to 35
mph. Teg/Aber is the only connection between Melrose and Highway
1 in which there is controlled access to Highway 1 and no
intervening stop light or school speed zone.

ISSUE POINTS ON PARKING FEE ISSUE
I. An additional increase in parking fees will compound an already negative perception of the
parking situation in downtown Iowa City. The recent news of a possible new Coralville shopping
center increases our concern for this perception.
2. An increase in parking rates will put Iowa City at or near the highest rate in Iowa. An increase in
rates at this point may impair the ability to increase rates when there is a specific parking structure to
be constructed south of Burlington Street.

3. Using funds from the parking system for other purposes changes the character from a user fee to a
tax that falls on a concentrated part of the population. Other user fees are used to directly benefit the
related activities. Using parking funds to finance SEATS causes users of the downtown area to
support a service whose use is much more wide-spread.

a. The transit system has expenditures increasing from $2,714,000 in FY 93 to an estimated
$3,161,000 projected in FY 97. Before adding another $90,000 to the transit system to help a
projected increase in expenses of $447,000, we would like to see plans to control the transit system
expenses. We understand that the City will be addressing the expense issues by:

much more significant problem in the transit system.

Council should take appropriate action to ensure the safety of children and others in the Willow Creek
Park neighborhood. This safety is threatened by the existing pattern of excessive speeding on Teg Street.
1. There has already been a fatality in this area
2. The pattern of excessive speed on Teg is well established by the City's own data, showing:
-about three quarters of all cars exceed the speed limit by more than 5 mph on this street.
-about half of all cars exceed the speed limit by more than 20 mph
3. Efforts to reduce these speeds by increasing police patrol alone have not been effective
-residents report that the number of speeders is increasing-not decreasing
4. The traffic on Teg will be dramatically worse if abatement procedures are not taken.
Connecting Teg with Aber, creating a 'shortcut' between the Mormon Trek/Benton
intersection, and Highway One/Sunset intersection will:

a) increase the number of vehicles passing through this neighborhood
b) change the type of traffic in ways that make it still more dangerous
'cut-through' traffic by people too impatient to take the standard route
leading to still more speeding on Teg,

drivers from outside the neighborhood are less aware of the risks
Council should take urgently needed action to correct the existing problem of excessive speed on Teg
and to prevent further erosion of the safety of our children and others in this neighborhood.
Action needed: Reduce the speed limit on Teg to 15 mph, and enforce the limit!
Rationale: As a practical matter, Teg street is part of Willow Creek Park. Willow Creek is one of
the larger Parks in the City's Park system, and certainly one of the most heavily used. It is perhaps
the only Park among the larger, heavily used Parks that has no off-street parking. In effect, Teg
Street serves as the Parking Area for Willow Creek Park. As a practical maller, Teg Street is part
of, and within Willow Creek Park. It is fair and proper to set the speed limit at IS mph on Teg.
Please don't wait for another fatalityl Act now to protect our children from this established threat.
