The following traffic issues should be addressed in your discussion of this matter. 1. The major issue with this proposal is the functional classification of Foster Road, Foster Road is proposed as a collector streett and it would clearly have some collector street attributes. However, with arterial street intersections at both termini, Foster Road would also have some arterial street function, I do not' believe we can make an absolute distinction on whether or not this would be a major collector or minor arterial street. The significant design distinction is whether or not direct lot access is allowed. It is my opinion that it is acceptable to establish this link of Foster Road as a major collector street with the following stipulations: A '\fJ (' \ . The entire Foster Road corridor between Dubuque Street and Prairie du Chien Road should be constructed immediately so it is not mistaken for a local residential street. Designating a corridor or acquiring right-of-way for the portions of Foster Road not included in this cqncept plan is not enough. If we allow Foster Road to be established without the connections to Prairie du Chien and Dubuque Streett there will be extreme pressure once residential development is established to never connect Foster Road to Dubuque and/or Prairie du Chien. 'I I, , " ~ I' I Experience with other subdivisions has shown us that residential lots are typically marketed without regard to street functional class. This leads to difficult political decisions for the City Council in subsequent years. Street patterns may be established for the benefit of a small residential area which are not adequate for the community as a whole, Since the through-traffic function of Foster Road is in the City' s interest from a community-wide traffic flow perspective, it is appropriate for the City to be involved in acquiring property not controlled by Plum Grove Acres in order to extend Foster Road, Construction should occur concurrently with development of the Plum Grove Acres property. This position is consistent with Planning and Zoning Commission decision-making which goes back to 1979. .. I j , . Direct lot access to Foster Road should be minimized to the degree possible. ',1': -, 2. There are several large scale traffic issues associated with the extension of Foster Road between Dubuque Street and Prairie du Chien Road. These issues are not created solely by the proposed Plum Grove Acres development, but the proposed development will hasten the need for the City to address these issues. . The dosign of the Foster Road/Dubuque Street intersection should allow it to eventually be signalized. This will become necessary with further development of the peninsula area and the upgrading of Foster Road west of Dubuque Street. The necessity of the traffic signal at the existing intersection was evaluated a few years ago in conjunction with the Idyllwild project, and was very close to being warranted for signalization. " . Congested conditions on North Dodge Street between Governor Street and Dubuque Road. This corridor, especially the North Dodge/Prairie du Chien intersection, is among the most congested in the community during peak periods. The need for capacity improvements to this corridor is detailed in the JCCOG North Dodge Street Corridor Study, and the JCCOG Arterial Street Plan. 3. The construction of Foster Road will be beneficial in that it will reduce traffic on Kimball Road and Ridge Road. Kimball and Ridge are under-designed with respect to any street standards we have, yet they are the principal collector streets in this area. 4. Although I do not project significant transit usage from the type of development proposed, the extension of Foster Road between Dubuque Street and Prairie du Chien would create the opportunity for more effective transit routing in this area. "..';.:" ";_,_-"_,,,~,"-""',,.'-,',..,-,.",,; June 2, 1994 City Council Members City ofIowa City Dear Council Members, I am a resident ofthe north part ofIowa City (Oaklawn Ave,) and am writing you to convey pertinent information with regard to the potential development of the Foster Road area. As you may already be aware, there has been during the month of May a pre-preliminary land development proposal ("concept plan") submitted to the City by developer Bruce Glasgow concerning the Foster Road area in the north part of Iowa City. Mr. Glasgow has requested that the city promptly consider assisting him in acquiring Right of Way (ROW) for portions of the proposed eastern extension of Foster Road between Dubuque St. and Prairie du Chien Rd, In response to this proposal P & Z staff prepared a report recommending simultaneous construction of Foster Road with any subdivision activity in the area, At their May 19 meeting the Planning & Zoning Commission considered the issue and adopted a resolution concerning Foster Road, It is my understanding that this resolution, reprinted below, may be on the Council's agenda for the June 6 and 7 meetings, PLANNING AND ZONING COMMISSION STATEMENT ON THE EXTENSION OF FOSTER ROAD BETWEEN PRAIRIE DU CHIEN ROAD AND DUBUQUE STREET: If PLUM GROVE ACRES comes in with a Sub-division proposal that shows FOSTER ROAD from PRAIRIE DU CHIEN ROAD West to the present eastern terminus of BJA YSVILLE LANE as a Collector Street, and the alignment of the proposed FOSTER ROAD is acceptable to the City ofIowa City, then this Commission will recommend to the COUNCIL that the City acquire the necessary ROW to complete FOSTER ROAD to the intersection with DUBUQUE STREET, It is understood that the city may have to condemn lands to acquire this ROW for the completion of this segment of FOSTER ROAD, Further, as City policy states, "all costs associated with the acquisition of needed lands by condemnation shall be borne by the benefiting parties", During the first half of May, when this development issue became known to the residents of Oaklawn Ave. an informal neighborhood meeting was held to disseminate information about the issue and to survey the neighbors interests and concerns over such land development. A core group of approximately 20 neighbors attended the P & Z commission meetings on May 16 and 19, and several designated spokespeople addressed the Commission to convey concerns which the neighborhood group shared. I was one of those designated spokespeople, The residents of the area have since held a second informal neighborhood meeting which was announced through the distribution of approximately 200 notices, This second meeting was held at Shimek School on the evening of June 1. In addition, the possibility of forming an officially recognized Neighborhood Association was also addressed and the formative stages of establishing a Shimek Area Neighborhood Association are now ongoing with the city's designated coordinator in the Office of Neighborhood Services. Numerous issues concerning a Foster Road area development were discussed at both our neighborhood meetings and I will attempt to summarize the main concerns which residents have presently outlined in the relatively short time-frame available to them thus far, Fulure Neighborhood Traffic Flow City P & Z staff report that a Foster Road between Dubuque St. and Prairie du Chien Rd. will have attributes of both a collector and arterial transportation route. As development proceeds to the north ofI-80 off of Prairie du Chien Rd, a future Foster Road can be expected to cany increasing commuter traffic from outside the surrounding neighborhood, Thus, with time and future growth, the proposed collector nature of Foster Road will be transformed into an arterial function, Residents are also very concerned that future connections of existing streets, St.Annes Dr" Buresh Ave., and Oaklawn Ave" to Foster Road will readily facilitate increased traffic flow on these residential streets as drivers seek "shortcuts" to North Dodge St. (Hwy. I). This probable future reality was even expressed by Mr. Glasgow at the May 16 informal P & Z meeting, although he characterized it as a positive aspect of the development, a view not shared by any resident that I have thus far encountered. Additionally, the use of Foster Road as an access way to Prairie du Chien will most probably impact the already overtaxed intersection of Prairie Du Chien Rd. and Dodge St. Neighborhood Open Space, Greenways, and Fosler Road Alignmenl The region bounded by Kimball Ave, north to 1-80 and Dubuque St. east to Prairie du Chien Rd, is within District J (Mayflower/Shimek District) of the Iowa City Neighborhood Open Space Platt The Plan classifies District J as a developing district because of the large acreage of undeveloped land within its boundaries, A majority ofthis undeveloped land is within the area that will be affected by any eastward extension of Foster Road and the ensuing associated subdivision development. The Plan recognizes that District J is deficient in neighborhood open space by a minimum of9,95 acres, The plan also emphasizes linking neighborhood open spaces, community parks and the Iowa River Corridor with trial systems which parallel watercourses and drainages. Many of the residents of our area are aware of the proposed greenway linkage of upland areas around Prairie du Chien Rd. with the Iowa River Trail System as proposed in the "Iowa River Corridor Study Update, Trails" which was accepted and approved by the City Council on November 23rd, 1993. We hope that Council members will also be receptive to our areas open space needs. I, I, I I The alignment of any proposed Foster Road and acquisition of ROW for such road needs to be cognizant of the need for open space and greenway trail linkage along the major east-west drainage through the area. I have enclosed a small map with potential greenway space shaded for the area of concern, Funding for acquisition of greenway and open space should also be an integral part of any costs the city might calculate for Foster Road development within its Capital Improvement Projects budget. , , , 1 i " '. ( Environmental Issues The area of the proposed Foster Road and associated subdivision development is within a moderately wooded and steeply ravined portion of the city which has been identified as a "sensitive area" according to several criteria documented in the city's recently completed Sensitive Areas Inventory, The wooded, steeply ravined nature of the north part ofIowa City is well known and is considered by many to be a extremely positive and integral part of the character of the area, It makes the area pleasing to live in and helps enhance property values, Most of the existing subdivisions within this portion of the city have been developed around the ravines in hannony with the existing ridge tops and valleys, An aerial view demonstrates this very well. All the residents I have spoken to are very concerned about excessive tree removal, ravine mUng, hilltop scalping, landscape modification, and "general ugliness" which might accompany large scale development in the Foster Road area should the city not take a forceful stance in shaping the development. We urge the city to carefully review the environmental aspects of any plans for development ofthis area, including the city's involvement in the design, alignment or constructhiil of Foster Road. Lets not deface a beautiful part ofIowa City. " , \' . I'd like to bend your ears just a few moments about the proposed Foster Road extension and the development of the area that will be opened if the road is built. , I " The State of Iowa is getting ready to celebrate a hundred and fifty years of life. A hundred and fifty. Think of it. I have lived half of that time. How long will there be an Iowa City? Another hundred and fifty? Five hundred? A thousand? In a hundred and fifty years of white man civilization the State has lost all but a token of our native prairies. We have lost most all of our timbers also. Here is a parcel of land undisturbed by man from the beginning. Trees, hills and gullies. How much of this stuff do we have left in Iowa City? Can't you stop this development in it's tracks? My concerns fall under two broad categories: environmental concerns and neighborhood impact. I have lived in the "north end" for four years and I have frequently hiked on the land that would become Foster Road and Plum Grove Acres. This area is heavily wooded and full of steep ravines. It is not mostly prairie or meadow as it has been portrayed by some individuals. The proposed path of Foster Road appears to run continuoljsly over a stream that collects the water run-off from the adjacent hills. Most of this land has been classified as environmentally sensitive in the Sensitive Areas Inventory. This area is one of the last remaining natural areas in Iowa City and I would encourage you to view it first hand. Another problem that would be created by the Foster Road extension is increased traffic flow through the existing neighborhoods on Oaklawn, Buresh, and St. Annes streets. Almost all of the land surrounding the potential development area is zoned RS5 while the area in question is zoned RS12. This leads to a situation similar to the one on Harlocke street and Weeber Circle. Do we want all the traffic associated with a high density area flowing through areas where the streets are designed for low density housing? I mrrely wish to state my concurrence with those statements and to urge you to consider the nature of the proposed development with great care before acceding to the wiSh~s of the developer. Obviously he has the right to benefit financially from his investm~nt in property, but the kind of development should be monitored very carefully to orotect the aensitive environment of this beautiful wooded area of the community.
