Applications for City Plaza Use Permits: Mikhail Borgman for permission to set
up a table during the periods of June 14 through 19, 1994, and June 21 through 28,
1994, for the purpose of educating the public about Russia and accepting donations
for the preservation of rare books in Russia, approved. Senior Center for permission
to set up a table to display a quilt and offer raffle tickets during the period of August
1 through 5, 1994, approved.
Applications for the Use of Streets and Public Grounds: Christopher Green of
the Iowa City Magazine for permission to close a portion of Wright Street for a Cham-
ber of Commerce Business P.M, on August 18, 1994. Carousel Motors for permission
to park vehicles on the frontage road on July 4, 1994.

directed staff to prepare an alternate bid to allow the southern portion to be done this con-

A public hearing was held relative to an application for ten (10) units of public housing
acquisition, No one appeared.
The Mayor noted the previously announced vacancies: Bd. of Appeals - One vacancy
for a licensed electrician for a term ending December 31,1995; Design Review Comm. three-
year term ending July 1, 1997; unexpired term ending August 4, 1995, These appointments
will be made at the July 19, 1994, meeting of the City Council.
The Mayor noted the current vacancies: CCN - one vacancy for an unexpired term
ending April 1 , 1995. This appointment will be made at the August 30, 1994, meeting of the
City Council.
Council Member Baker congratulated City Manager Atkins on his performance at the
Library dinner. Baker proposed a minor modification to the CN-1 zone to allow a one stall car
wash. A majority of Council agreed to consider the proposal. He also noted the perception
of parking problems in the downtown area being created by bus advertisements, and encour- *
aged a more positive way to advertise the bus.
Council Member Pigott noted the Dodge and Bowery intersection where the left lane
must turn left and asked if a sign indicating that left turn could be installed. Staff will follow-
up.

Council Member Throgmorton reported on the varied activities and events he has
attended since his election.
Council Member Kubby referenced her memo regarding Towncrest relocation money
and asked for Council comments on her proposal. PCD Director Franklin distributed informa-
tion regarding the relocation assistance program. After discussion the majority of Council were
not interested in pursing the proposal, Kubby stated she had received correspondence from
the Yeggy family and questioned Council response. City Atty. Gentry reported that hearing
nothing from Council on the request her office was pursing the citations and violations per-
ceived by HIS, noting a memo from her office on mediation services. After discussion,
Council asked the City Atty, to explore mediation inquiry. Kubby acknowledged the memo
regarding the parking fine escalation system, and suggested that individuals have the ability
to identify which ticket the payment be applied toward. After discussion a majority of Council
was not interested in changing the present procedure. Kubby noted the memo regarding
distributive transit passengers and requested more information. The City Attorney will provide
information from the Parking and Transit Manager next week. Regarding the memo on
abatement of cottonwood trees, Kubby stated she was glad to know the City had the right
to abate but was not mandated to do so, suggesting mediation services could be considered.
Kubby noted the letter from the Melrose Neighborhood Association requesting a more explicit
response and requested Council input PCD Director Franklin present for discussion. Council
agreed to wait and discuss the matter at another meeting. Kubby questioned the status of the
request from the Bluffwood Neighborhood Association regarding development on the corner
of Hickory Trail and First Avenue. PCD Director Franklin stated the matter will be on the P&Z
agenda July 18.
Mayor Horowitz stated the City Manager has ordered deer reflectors for Dubuque
Street She also noted Council would be holding special formal meetings on July 11, July 18,
July 19, and July 21.
Council Member Throgmorton noted the addition of a special work session August 31
for discussion of northeast Iowa City planning issues,
Council Member Kubby requested an update on the Cliff Apartments. The City Attor-

The Mayor noted the previously announced vacancies: CCN - One vacancy for an
unexpired term ending April 1 , 1995. This appointment will be made at the August 30, 1994,
meeting of the City Council.The Mayor noted the current vacancies: Riverfront and Natural
Areas Comm. - One vacancy for an unexpired term ending December 1, 1995. This appoint-
ment will be made at the August 30, 1994, meeting of the City Council. The Mayor urged
interested citizens to pick up applications in the City Clerk's office.
Moved by Novick, seconded by Pigott, to appoint C. Wayne Maas, 11 Hampton Ct.,
to the Board of Appeals for a licensed electrician for a term ending December 31, 1995 and
to re-advertise the vacancies on the Design Review Committee for a three-year term ending
July 1, 1997 and an unexpired term ending August 4, 1995. The Mayor declared the motion
carried unanimously, 7/0, all Council Members present.
Council Member Baker noted Council discussion the previous evening regarding
discussion of the parking ramp fee subcommittee, and stated the matter would be scheduled
for Council discussion at their last meeting in August rather than the first of August. He
reported that the subcommittee had indicated support of enforcing the parking meters at 8:00
a.m. rather than the present 9:00 a,m., and asked Council concurrence. Majority of Council
indicated approval to change the hours of enforcement. Council commented on PBS television
coverage of the Iowa City Jazz Festival and questioned such coverage of the Iowa Festival
events. The City Manager stated he would share the request with the Jazz Festival Commit-
tee. Baker also noted that one Council Member was not included in the Press Citizen front
page photo on Saturday.
Council Member Pigott acknowledged the Neighborhood Center Celebration and
thanked everyone for their work on the event. He also thanked Sue Feeney for her years on
service on Committee On Community Needs (CCN).
Council Member Throgmorton praised Karen Mumford for her work with the Riverfront
& Natural Areas Commission, noting her resignation. He also complimented PCD Director
Franklin for her written response to the Press Citizen editorial regarding citizen participation.
Council Member Kubby noted cable franchise negotiations and a reference made that
about 40% of cable would be underground, stating her desire for more than that percentage.
Asst. City Mgr, Helling stated that all utilities in the community follow that guideline, adding
all new areas would be undergrounded. Kubby asked for a clarification of a recently passed
ordinance exempting churches or other religious institutions established prior to 1962 from
complying with off street parking requirements, and questioned taking away parking to
expand. PCD Director Franklin stated the ordinance did not address the issue of taking away
parking to expand, noting that the Board of Adjustment will evaluate each request on a case
by case basis. Kubby requested Council direct staff to look at the possibility of having a
SEATS fare waived for companion dependents under a certain age. Council Member Novick
reported she had contacted P& T Director Fowler and Transit Mgr. Logsden regarding the
matter. The City Manager will follow up.
Mayor Horowitz commented on the tour of City parks with members of the Parks and
Recreation Commission, encouraging all Commissioners and Council Members to participate.

The Mayor reminded citizens of the Rohret Road Reconstruction Project which begins the
week of July 25th, noting detours will be in effect. She also updated Council on her atten-
dance at the Johnson County Board of Supervisors meeting to address the county rezoning
on the corner of 1-80 and Herbert Hoover Highway (Eyman).
Council Member Pigott acknowledged the mission statements presented in Council's
packet from the nine task forces, and thanked citizens for participating.
The recommendations of the Committee on Community Needs noted as follows: (1)
that the City Council approve the allocation of $17,300 from the 1994 CDBG contingency
fund to Hillcrest Family Services for a Supportive Housing Program.; and (2) that the City
Council approve the Supplemental CDBG Flood Assistance Program Statement.
The recommendations of the Design Review Committee noted as follows: (1) that the
Near Southside Neighborhood streetscape plan design should better integrate with the
downtown streetscape design by using brick paver materials rather than concrete brick pavers
and by placing less emphasis on the circular design elements, particularly in the light fixtures
and jointing at the street intersections.; (2) that the Council approve a resolution re-establish-
ing the Iowa City Design Review Committee and adopt the Design Review Ordinance.; and
(3) requesting staff assistance to consider amendments to the definition of changeable copy
signs.

In response to Baker, Mayor Horowitz stated that she did attend the County Board of
Supervisors meeting on commercial zoning near 1-80 and Herbert Hoover Highway
(Eyman). Horowitz reported that she plans to attend the county planning and zoning
committee meeting on August 8 or September 12.

4. Kubby requested information from the City Clerk and Police Chief regarding The Field
House liquor license application. Karr responded that the Police Chief has offered The
Field House education opportunities. In response to Kubby, City Clerk Karr explained
that the liquor suspension order issued last September stated very clearly in the final
paragraph that should the corporation apply for another license or should the owner
apply for another license, the suspension would occur at the front end of the license.
In response to Novick's concern regarding the establishment being closed for
remodeling, City Attorney Gentry stated that she will research if City Council can delay
or defer action.
5. Kubby inquired about tap-on fees and asked if the fee that is charged for household
actually pays the true cost. City Attorney Gentry stated that the fee was actually
supposed to be paid by the subdivider but the City let them pass it on to the
homeowner under her objections.
6, Pigott requested that discussion of a police school liaison officer be scheduled.
7. Throgmorton noted that the public safety task force came up with a mission statement
and not a vision statement. Atkins stated that he will address that issue, In response
to Kubby, Mayor Horowitz stated that City staff is working on a reception for the
vision task force participants. Kubby suggested that at the reception for the vision
task force participants, the vision statements be put up so everyone could read them,

9. Throgmorton recommended the following revisions to the July 11, 1994, work session
minutes:
Page 2, line 11, change the word "diversity" to "diversify".
Page 3, last line, change word "fiscal" to "environmental",
Page 4, line 14, change word "and" to "in".
1 O. Novick inquired about the special Class B liquor permit at Bushnell's. City Clerk Karr
stated that Bushnell's was sold and is under new ownership.
11. Novick inquired about the Class B permit on the resolution for dancing permit fees.
Karr explained that a Class B beer and liquor permits are not the same types of
permits, adding a Class B permit is the only beer permit that allows on-premises
consumption. Karr noted previous direction of Council was to only regulate dancing
in establishments that serve beverages on premises.
12. Novick referred to the resolution authorizing new fees for the City Clerk's office.
Novick recommended that the fees should be changed to read on a per-tape, per-deed,
per-page or per-diskettes. City Clerk will follow-up.
13. Horowitz asked Council Members to fill out and turn in their applications to attend the
Iowa League of Municipalities meeting in September.
14. City Clerk Karr asked if there were any questions regarding fees, In response to
Kubby, Karr stated the $40 fee per vehicle for taxis still does not cover costs.
