July 6, 1994 Ms. Naomi Novick 306 Mullin Avenue Iowa City, IA 52246 Dear City Council Member; My huband and I are members of the Weeber-Harlock Neighborhood Association who attended yesterday's public hearing, as well as most of the Planning & Zoning Committee meetings over the past year concerning the zoning issues facing our neighborhood. We purchased our home 3 years ago and actually relocated there in July, 1993 at which time we immediately became active members of the Association. We had previously lived in Tokyo, Japan for 12 years. It is no accident that we moved to 941 Weeber Street in Iowa City, Iowa. We spent many years and much time and effort identifying a suitable area of the country to which to relocated and therefore we are especially concerned with the preservation of our chosen neighborhood. The specific attributes of our neighborhood attracted us, ultimately, and we are adamant that these be preserved. In particular, we wanted a well-established, single family home neighborhood that possesses natural beauty, is generally peaceful, free of crime, and conveniently situated. We believe we have this in the Weeber-Harlock neighborhood. However, we do find that it is a much-peopled thoroughfare with considerable traffic as well. We also must regularly deal with heavy traffic on Benton Street, in particular, requiring much waiting time to exit from Weeber. In addition, during major sporting events in the city, parking being limited, our streets become extended parking lots for sports spectators! Our neighborhood can hardly deal with the traffic that currently exists -- never mind supporting an increase! Still in all, we love the people, the beauty of the undulating topology and other features of the neighborhood and wish to remain there for years to come. However, we would be strongly object to any new construction that is out of character with our 30-year-old neighborhood (which we believe, in addition to everything else, would lower our property values) and/or a significant addition of traffic on its streets. That is why we urge you to support a change in zoning from RM.44 to RS-5 for our neighborhood. We would also be amenable to creating a cul-de-sac of Harlocke Street so that the adjoining Rupert property could be developed. But we would also strongly urge you to consider zoning the Rupert property to RS-5 or ~ in consideration of a transitional area between the neighborhood and any potential commercial development. However, after reviewing the tape of the Council meeting of July 5, 1994 I am embarrassed by the way the Iowa City Council treated Charlie Ruppert. Charlie has been an active participant and contributed much to the city Government through his participation at public hearings at the commission level and council level for decades. We are making this request because as property owners on Harlocke Street, we are deeply concerned about the potential traffic problems which a development at a higher density would have and we hope as much as possible to preserve the present character of our neighborhood. We have been property owners at 1101 Harlocke Street for 10 years. My husband and I have done extensive restoration and solar retrofitting to the Weeber farmstead home, originally built in 1910, and one of the first homes in this addition, moved to this location from its original one a few hundred feet away on Benton Street. Our children have now left home, but they lived here during their late elementary and high school years, and enjoyed the easy camaraderie our open back yards afforded for the numerous children and the adults in our neighborhood. The quality of life here (and that of subsequent owners of our home) will significantly deteriorate if the traffic on our street burgeons. This narrow street with a sharp turn and another turn onto the steep slope of Weeber Street simply cannot handle the traffic anticipated with a zoning greater than RS- 5. " ."~ (-' \ The terrain and natural beauty of the property under consideration should also be considered. It will be destroyed if development higher than RS-S takes place. Homes similar to the ones presently being built in Apple Ridge at the end of Weeber Street, on the other hand, would very much enhance the neighborhood. A developer with vision could even plan and build homes which would take more advantage than the Apple Ridge homes do of the unique opportunity the steep southward-facing slopes present to build homes with solar heat. The deep ravines could become valuable parts of open spaces. Our neighbors on 747 Benton Streot, William and Barbara Buss, own property extending some distance behind their home. They have said that they would seriously consider contributing part of their land to a Neighborhood Open Space Plan (although they would not do so to relieve the owner-developers of adjacent areas of their obligation to provide the estimated required 7 acres for this purpose). City of Iowa City MEMORANDUM Date: July 12, 1994 To: City Council and City Manager From: 5?Jennifer Denney, Planning Assistant ~ Marianne Milkman, Community Development Coordinator Re: Budget Amendment to 1994 CDBG Budget The Committee on Community Needs has recommended that $17,300 of the $54,790 of unprogrammed funds in the 1994 CDBG budget be used to provide 25% of the operational costs for a transitional housing program seeking a grant from HUD, Although $25,000 of the unprogrammed funds are reserved for the Adult Day Program, an additional $16,000 is available from the Salvation Army's soup kitchen project which was cancelled last year due to failure to acquire an adequate lease. (The soup kitchen continues to operate with the existing facilities.) "'. . t"'~:; r','~',"" to" I;'~ '. } In November of 1993 human service providers and City staff began meeting to discuss unmet housing needs in Iowa City, A great need that was recognized by all participants was for transitional housing that allows clients to move out of a homeless situation and into housing that provided not only shelter but also support services. Based on this conclusion, which is supported ~ by the needs assessment in the 1994-1998 CHAS (pp. 29-31), members of the study group, lead by Hillcrest Family Services and the Emergency Housing Project, designed a flexible and efficient transitional housing program, provisionally called PLACES. PLACES will lease twenty units of housing at scattered sites throughout Iowa City and then sub- lease to homeless individuals for up to twenty-four months, Lease agreements will require residents to work with a case worker to develop and participate in an individually tailored personal plan for supportive services. Coordination of existing community social services is the basis of the supportive services aspect of the program. PLACES will be administered and operated by Hillcrest Family Services. The PLACES model is effective because it allows for maximum flexibility in adjusting housing size and program needs to the needs of the participants. By leasing units and tailoring social service plans, those in need of assistance can be served appropriately, efficiently, and with dignity, Extremely competitive funding for PLACES is available under HUD's Supportive Housing Program (SHP), Under SHP, HUD will pay for supportive services costs including some employment services and wages, leasing of the apartment units for the program, and 75% of the operating expenses, It is anticipated that PLACES will request an SHP grant of $500,000 over three years. Approximate- ly $290 million is available for this grant nationwide and the competition is fierce. While this presents a challenge, it also presents a chance to establish a model program which builds on existing services to 'fill gaps in our housing programs.
