This is the first of four contracts to bring Iowa City's side. walk system in compliance with the Americans with Disabilities Act. The estimated construction cost of the 1994 Curb Ramps Project is approximately $75,000. This project will be funded by road use taxes and bond proceeds. The language is required by the Department of Housing and Urban Develop- ment. Comment: On July 11, 1994, the Department of Housing and Urban Development issued a Notification of Funding for the Rental Voucher Program' and the Rental Certificate Program. But we realize that there is a lot of city traffic and a lot of county traffic here. We wanted to collaborate. We are going to do all of the engineering and pay for half of the light and all we asked is that they do half of the light and we would do all of the maintenance and the county declined. I did want to mention that. I know that people are in the middle of the painting season. So don't throw out your paint jugs in the trash. Hold on to them. Also a week later the paint exchange is september 24th at Iowa city Transit. Collection hours for the first-the House Paint and House Battery Collection Day will be from 9:00 AM to 1:30 PM and Paint Exchange hours the following week, September 24th, will be from 8:00 AM until 12:00 PM. The last house at the deadend. I come presenting the neighborhood association and I would just like to review with you what has been done with the neighbors concerning this name change. We were informed in a letter on June 10 or dated June 10 that the city was interested in changing the name of the street to Aber Avenue West and when that happened Judy Full our neighborhood Association president wondered if that was going to be significant enough to alleviate the confusing that happens between Aber Avenues. There are two Aber Avenues and one goes off of Sunset and one goes off of Mormon Trek and we are always having to tell pizza delivery people and Culligan men and UPS drivers and friends and family exactly which road to come off of. And she had gone around the neighborhood trying to get people to sign a petition to make it west Aber Avenue. And then some people asked if wouldn't it be possible to make it even more significantly different. Couldn It we find a name that a lot of people would agree to that would be non- ambiguous. And so she did some questioning with the city and found out yes, that would be possible or we could go ahead and try to do that. And so at a meeting on June 28 the neighborhood association potluck which not very many families attended but that was where some enthusiasm was developed about trying to find a name. And she asked me to go ahead and try to work with this as she was leaving town for several weeks to take a class in Colorado. I have been trying to work with the neighbors on this. We made a list of 41 possible names from a map in Wales because all of the names of the streets in our neighborhood are Welsh names. And then we gave that to every neighbor. We have two to every house and asked them to prioritized those names and to get them back to us within two weeks. So they returned them and we compiled those names and found out two of the leading-the leaders from that poll were Abbey Lane and Aber Avenue West. But I do have that survey and have given it to you and it has all the signatures of the involved. The debate or the results were 26 for Abbey Lane and 22 for Aber Avenue West. 100% of the people living on the block have been polled. Each house was given two votes so that is why it was 26-22 because there are 24 homes and that is 48 votes. Most of the people who did not want to change the name to Abbey Lane said they thought that changing it to Aber Avenue West would be less hassle and my point is that the public good is not always the way of least resistance. People are naturally hesitant to voluntarily do something that takes time and money. An example would be that the rural address that were changed due to 911 requirements. Very few people would have done that voluntarily. But public leaders must look beyond the momentary hassles and have a vision for an overall good of the people and changing Abbey Lane would cause an inconvenience for people due to the fact that they would have to notify friends and businesses that their addresses have been changed but within a year it would probably be a non issue. Maybe even sooner. The people on Aber Avenue are in a position 0 doing something for the future inhabitants of their homes that would add to the public good. It would stop the confusion between the two streets permanently. It would also stop the number of cars that come in search of garage sales and homes that are locate don the opposite end. As I mentioned last night there were 20-25 cars that turned around in our driveway on friday morning looking for a garage sale on the other end of Aber Avenue. It would stop this. It would also add to the safety of the children in the neighborhood and it would add to the beauty of the name of the street. Yes, there are many streets in Iowa city that have the same name. That is true but that is not necessarily something that we should want to encourage in the future. When we have the chance to provide unique names from streets I think that they should be done. We were asked by the city to change the name of the street and so we are taking advantage of this opportunity to really change it and make it so that it is non ambiguous. 100% of the people have been involved in this decision and I don't think you could increase that. I am just going to skip this because I know it is taking too much time. I think that the pros out weigh the cons. It eliminates confusion. It creates a unique name for our street like all of the other streets in our subdivision which have unique names. It creates a more beautiful street name. The use of the name Abbey is consistent with the Welsh origin of our streets. So, it seems that they are willing to show us the sirens will work with our current communication systems before any work is done. And I don't know if this kind of arrangement needs to, because the doubt has been raised, can be put into the contract or if that is assumed. However, on review, it has been determined that the State Code requires that municipalities which establish historic preservation commissions must establish them by ordinance, The State Code also requires that appeals of the decisions of the Historic Preservation Commission be made to the City Council.
