On October 19, 2000 and on September 28, 2004, the owners of the property received loans from the City of Iowa City's Housing Rehabilitation Program. Comment: The owners of the property located at 1908 F Street received assistance through the City of Iowa City's Housing Rehabilitation Program. PLANNING AND ZONING MATTERS. a) CONSIDER A MOTION SETTING A PUBLIC HEARING FOR DECEMBER 12 ON AN ORDINANCE AMENDING THE ZONING CODE TO ALLOW A MINOR MODIFICATION IN CASES WHERE THERE ARE PRACTICAL DIFFICULTIES MEETING THE STANDARDS FOR STRUCTURED PARKING FACILITIES WHEN RETROFITTING SUCH FACILITIES WITHIN EXISTING . BUILDINGS. Comment: At its November 16 meeting, by a vote of 6-0 (Shannon absent), the Planning and Zoning Commission recommended approval. Staff recommended approval in a report dated November 16. The amendments are intended to allow flexibility in the location of structured parking. (SECOND CONSIDERATION) Comment: At its September 21 meeting, by a vote of 6-0 (Smith absent), the Planning and Zoning Commission recommended approval. Staff recommended approval in memos dated September 1 and September 15. These amendments to the zoning code are intended to clarify specific language, correct small errors, and modify specific provisions that have not been working as intended. Comment: The Iowa City Housing Authority is proposing changes to our policies regarding admission preferences, rules regarding eligibility of students, and the assignment of bedroom sizes (subsidy standards). Comment: The City of Iowa City, through the Iowa City Housing Authority, has created the Affordable Dream Home Opportunities Program (ADHOP) using funds received from the sale of public housing units. Under an agreement with HUD, the ICHA is required to reinvest the proceeds to expand affordable housing opportunities in Iowa City. The ICHA intends to build in Longfellow Manor Subdivision two universally designed two-family dwellings for sGlle to families who earn up to 80% of median income. The estimated construction cost per dwelling unit is $133,000. a) PUBLIC HEARING Action: ~ ~~/ ~~A/..t? b) CONSIDER A RESOLUTION Action: (~A~y~//7.J /.d/~ ~ CONSIDER AN ORDINANCE AMFNDING CITY CODE TITLE 17, ENTITLED "BUILDING AND HOUSING," TO ESTABLISH LICENSING REQUIREMENTS FOR THE PLANNING, LAYOUT, SUPERVISION AND INSTALLATION OF HEATING, VENTILATION, AIR CONDITIONING (HVAC), COMMERCIAL KITCHEN HOODS AND FOR DUCTED AIR HEATING AND COOLING INSTALLERS. (SECOND CONSIDERATION) Comment: The City presently does ,not require persons who install HVAC systems, commercial kitchen hoods and ducted air heating/cooling systems to be licensed, and , staff and the Board of Appeals are recommending that the work be done by licensed installers. ITEM 12. 010-'01,;1\ CONSIDER AN ORDINANCE AMENDING TITLE 10, ENTITLED "PUBLIC WAYS AND PROPERTY," CHAPTER 3, "COMMERCIAL USE OF SIDEWALKS," '3"'CTION 5 ENTITLED "USE BY. MOBILE VENDORS" BY AMENDING SUB SECTION A2(a) TO INCREASE THE NUMBER OF PERMITS ISSUED ON CITY PLAZA FROM FIVE TO SIX. (SECOND CONSIDERATION) Comment: City Code currently allows five mobile vending carts on City Plaza. At the September 18 Council Work Session, staff recommended the addition of one mobile vending cart on City plaza. This amendment will change the permitted number of mobile vending carts on City Plaza from five to six. Staff recommends expedited action. ?6 Action t~WJ;1f ~;::# &rRd# ~~/'~ CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN IOWA DEPARTMENT OF TRANSPORTATION AGREEMENT FOR TRANSFER OF PUBLIC ROAD JURISDICTION, TJ-1-5(84)--2M- 52. Comment: This resolution will transfer jurisdiction of Burlington Street from Dodge Street to Governor Street and Governor Street from Burlington Street to Dodge Street to the Iowa Department of Transportation. These streets are already designated as Iowa Highway 1 North. Action: ~/~~ ~ ~~.cj ~/~~//~ CONSIDER A RESOLUTION RESCIIllDING RESOLUTION NO. 05-67, DELEGATING RESPONSIBILITY TO PARTICULAR PERSONS HOLDING SPECIFIED POSITIONS TO IMPLEMENT THE REQUIREMENTS OF CHAPTER 22, IOWA'S PUBLIC RECORDS STATUTE, AND ADOPTING A PUBLIC RECORDS POLICY. Comment: The current Open Records Policy of the City of Iowa City does not include a fee for burning a DVD, such as when the Transit Department produces a DVD from a camera in a City bus. This resolution rescinds Resolution No. 05-67 that established the current policy and adopts a new one. The only change to the current policy is the addition of a $15.00 fee for a DVD. This is a companion resolution to another resolution on the agenda that adds this same $15.00 fee to the fees charged by the Police Department for various services. CONSIDER A RESOLUTION RESCINDING RESOLUTION NO. 02-192 AND ESTABLISHING FEES FOR SPECIFIC POLICE DEPARTMENT SERVICES. Comment: The current fee schedule for specific services performed by the Police Department does not include a fee for burning a DVD, such as when a DVD is produced from the camera in a police vehicle. This resolution rescinds Resolution No. 02-192 that established the current fee schedule and adopts a new one. The only change to the current schedule is the addition of a $15.00 fee for a DVD. This is a companion resolution to another resolution on the agenda that adds this same $15.00 fee to the City's open record policy. Comment: Ordinance 97-3792 establiishes the Police Citizens Review Board and sets forth mechanisms for complaints. The Ordinance also provides the City Council to grant extensions of the 45-day reporting requirement for good cause. At their meeting of November 14, 2006, the Board requested an additional 60-day extension. Correspondence included in the Col.mcil packet. (See draft minutes in information packet).
