OUTSTANDING STUDENT CITIZENSHIP AWARDS - Shimek
Elementary
Would the students from Shimek Elementary please come forward. Well,
good evening. Thanks for coming down. It's good to see you, urn, and
you're from Shimek? Okay. Very good. This is a really special time for
us here at the Council and hope you're not nervous, and if you are that's
okay 'cause we get nervous up here too. This is a special time for us
because you've been doing some work in your school, in your
neighborhood, your communities, wherever, and I hope we get to hear the
good things that you've been doing, but this is a great opportunity for the
community to hear what you've been up to and it sets a good example, not
only for your peers, but for us as adults too. So I'm going to hand the
microphone to you and you can read your statement and then pass it on.
Okay.
Hello, I am Niall Oliver and I accept this award with honor and wish to
thank my teachers and the City Council Members for recognizing
outstanding student citizenship. One of my contributions in this area is
being a conflict manager for my after-school program. I help the staff by
resolving peer conflicts and leading group activities. These same actions
apply at home, where I do chores such as babysitting for my parents,
taking out the garbage, and doing the dishes. When I'm at school, I help
by being a safety patrol officer. My duty is helping my Shimek peers get
across the road safely and keep the bike riders safe as they ride. Thank
you. (applause)
Hi, I'm Gabrielle Bui. For me, being a good citizen is both giving and
receiving. I loved it when the older kids would read to me, help me cross
the street, and help me get my winter gear on. Now it's time for me to be
a reading buddy, volunteer with pre-schoolers, and patrol guard, even if it
means I sometimes have to wear a yellow ducky suit when it rains.
(laughter) I used to look up to the older kids, and I still look up to them.
That's why I try to be a good role model, because I know what it's like to
look up to the older kids. (applause)
Hello, I'm Erin Danielson. I'm honored to be recognized for the
Citizenship Award. With help from my teachers and classmates, I've tried
to make a difference in my school and in my community by serving as
safety patrol captain, school ambassador, and participating in school choir,
church chimes, and other activities. Thanks again. (applause)
Well, thank you all and good job with your statements there. You've been
up to a lot of good work, and with me up here is Nathan, he's on our
Youth Advisory Commission, and maybe when you get a little bit older
like him, you can apply to one of our Commissions and just keep you

COMMUNITY COMMENT (ITEMS NOT ON THE AGENDA).
This is a time reserved for the community to speak to the Council and the
community about items that do not appear on tonight's agenda. If you
wish to address the Council, please step forward, state your name for the
record, and limit your comments to five minutes or less.
Mr. Mayor, Members of the Council, Jay Honohan. I'm a member of the
Iowa City/Johnson County Senior Center Commission. This may be the
last report you get this year because of your schedule and ours, at least the
last oral report, but I thought I'd bring you up to some of the highlights
that are going to happen for the month of December, and give you a little
insight as to what has happened with the Iowa City Senior Center funding.
For the holidays, I would like to invite you to come to the New Horizons
Band, the brass band, is December 7'h at the Assembly Room at 2:30. We
have the New Horizons Holiday Concert on December 14th at 2:30. We
have a New Horizons Band Concert at the Englert Theater on December
17th at 2:30, and the Voices of Experience will be giving a concert on
December 19th at the Assembly Room at 2:30. All these are open to the
public and all of these are free, and I think those of you who have seen the
New Horizons Band or listened to the Voices of Experience know what an
outstanding group these people are. We have a couple of interesting
programs. Mike, you'd be interested in one of them. It's "Hobo History"
on December 6th at 1:30 P.M. in the Assembly Room. We also have an
interesting program from a young lady, and I'm probably mispronouncing
her name. I think it's Pangchin Lee. She's going to talk about China, her
homeland, and. ..on December 8th and 10th in the afternoon at the
Assembly Room, and again, both ofthese programs are open to the public
and they are free. One of the. . . at least I think one of the features of the
Senior Center, at least a feature of the homecoming parade was the Iowa
City Senior Center drill team doing the drill from Napoleon Dynamite.
You probably haven't seen that movie because it's a teenage movie, but I
remember the first time we did the drill in the parade, a little kid hollered
out, 'Oh, the old people are doing Napoleon Dynamite!' (laughter) We,
this is not our only performance! Weare going to do the drill team
performance at the Women's Basketball game at halftime on December 3rd
(laughter). Weare also going to perform at the Englert Theater on the 29th
of January next year, and we are going to help kick off the dance marathon
at the University ofIowa on February 3rd. I'm...I can say that I stumble
around as one of the three males in the l6-member drill team, but we're
having a lot of fun, and we invite all of you to come to the girls' basketball
game to see us perform, and if you can't do that, we're going to put it on
cable TV. I would like to comment now about the Iowa City Senior
Center funding. We have really been happy and pleased with what has
happened with the Senior Center funding. We now have over $500,000 in
either the Endowment Fund or the Charitable Giving Fund. That's

approximate because I don't know the exact figures, what the market
would have for today, but that's up from $489,000 that we had at the end
of the Fiscal Year, June of this year. Urn, we have recently, we have been
spending some money out of that fund for the Senior Center. . . what we
call "programs and services." We have bought exercise equipment for the
exercise room. We have bought cable TV equipment for the cable TV
operation. We have set aside $50,000 in the future for renovation of the
Assembly Room. We recently authorized $10,000 to purchase four timed
door locks at the Center so that we can expand the use of the Center in the
evenings, and these door locks are kind oflike a motel key, where you can
slide your pass and it will open the door for you, and this will make some
of the rooms accessible at the Senior Center, after hours, because you
know, we have security problems so we have to do whatever we can in the
evening, and that's...we hope, if this works out as we plan, we are
considering expanding that to many other rooms. Basically, that's all I
want to report tonight. I'd like to answer any questions, if you have any
questions, but we've been very pleased, the excellent staff we have at the
Center, and of course, the cooperation of tons of volunteers who put in
45,000 to 50,000 hours a year, helping themselves and helping others.
Champion: What is membership now, do you know off-hand?
Honohan: It's still at about 1,000. I'd say between 950 and 1,000, Connie. We.. .it's
been, you know, our membership has a, a certain mortality rate.
Champion: We all do!

Correia: Steve, can you come to the microphone? I know there was a public
meeting last.. .or the week before Thanksgiving with local homes'
coordinating board and other groups. I was just wondering what type of,
any type of public response that has come in...
Rackis: Nothing since the meeting we had, probably about an hour long
discussion, discussing some of the intricacies of the plan, how it would
impact primarily people in DVIP and Shelter House, and again, I think
we're not going to reduce the waiting list down to a 90-day wait. It
certainly is incumbent upon, I think, you know, the people that work at
Shelter House and DVIP to assist the families as changes are made, to
report those changes. All families are required to report their changes in
writing, but certainly they have some mechanisms in place that can help
keep tabs on those families so that if they get ajob, get a permanent
residence, become part of the community, then they're going to change
their spot on the waiting list. I think what they see is many of the people
that are in Shelter House or DVIP, mostly Shelter House, already have
been in the community, maybe evicted, cannot afford a lease and have
cycled through.
Correia: And so that information, on how staff at those helping organizations can
assist in applying and knowing what their, the status is as a resident, just to
be on the preference list?

. . . go out and educate those service providers so that will still be...
I think it's incumbent upon us as agencies to keep those lines of
communication to, to keep the public education going so it sort of doesn't
get forgotten six months from now, and that people do report their changes
in a timely fashion and maintain their status on the waiting list.
And so, just for the purpose ofthe public since most of our discussion
about this was last night during our work session, one of the goals for
making this change to the preference list is to try and increase our lease-up
rates.. .
...yes...
... because that's how HUD evaluates our, the Iowa City Housing
Authority's performance, using those federal dollars. What type of
benefit, or negative impact, is there when our lease-up rate is higher or
lower? Is there...
Well, obviously, you want to use your vouchers, you want to use the
dollars that have been budgeted. The way HUD is funding housing
authorities now, it is really incumbent upon you spending those funds in
that particular budget year because that's setting you up for future budget
years.
Okay.
Ifwe continue to have low lease-up rates, not only, you know, not only it
would fall short on sort of the evaluation process, but it could begin to
change our budget formula, and even though we have 1,213 vouchers on
the baseline, we can only afford as much money, or afford to serve as
many families as the funding that we get. So it's critical in future funding
cycles.
And so currently, we spend in the local community, or we spend on
vouchers, about $4 million a year, is that...
That's probably... we're on pace to probably spend about $4.8, $5.5
million this year, even though we were budgeted about $5.9.
Okay, and those are all dollars that go to landlords?

And so about, you're seeing about $200,000 of that is going outside the
community, for those vouchers that the federal government allows folks to
use in other. . .
Rackis:
The HAP payment, or Housing Assistance Payment, that $5 million, that
$6 million that we get, also funds the escrow accounts for the FFS
program and utility reimbursements, but the vast majority of the money is
going directly to the landlords.
Correia:
Directly to the.. .to.. .in the local community. I support the changes that
you're proposing, and I know this is an annual review, and so I know that
we'll be looking at this to see if these changes do meet the goals that we
have to increase the lease-up rate.

Vanderhoef: Yes, I just want to acknowledge our Housing Director, who listened when
I was not real pleased with the previous design of the first two units that
we built, and he has come up with a much, much better design that I think
will both be slightly larger than the other units and be much more

four homes, and so last night at the work session, that one has been pre-

Elliott: I had some questions, most of which were answered this afternoon when I
talked with Tim Hennes, but I do have one remaining question, if Tim
could.. .do we have people who, we have people who install air
conditioning and heating. Do we also have people, other than that, who
repair them, and will they be licensed? In other words, my question, will
we have people repairing heating and air conditioning units who are not
licensed, and they can still do it?
Hennes: There... that possibility is, and if a permit is not required, we wouldn't
necessarily catch them.
Elliott: Is that a concern at all? At this point?
Hennes: I think the proper installation is more of a concern, originally, then the
repair issue.
Elliott: Good. I think that was my remaining...I talked with you this afternoon
about reliability and validity and talked about a number of things, and
you've answered my question, and I appreciate that.
O'Donnell: I will continue not to support this, not because I don't agree with most of it
in principle, but I really believe that anybody that's been doing business in
our community for a period of years is, should be grandfathered in, so 1'11
continue not to support this.
Elliott: Mike, I think when Tim and I talked this afternoon, I think there's a kind
of a compromise position in there, is there not?
Hennes: I think what you're referring to is, is that we will issue a license to
anybody that comes to the counter that has three years experience, starting
January 1 st. That gives them two years to pass the exam, and I think it's
the, having to take the exam is the issue.

O'Donnell: And I continue to say that anybody who's been doing business should be

CITY COUNCIL INFORMATION.
And I think we'll start with Amy this week. Connie? Mike?

I just wanted to say that I thought the holiday gift market that Parks and
Rec did on November 18th was great. I saw a lot of people shopping, and I
think it was a great opportunity for artists and area farmers, and I think
people took advantage of coming out and shopping for gifts and holiday
food, and I thought that was a great move by Parks and Rec, and I also
want to commend the Library for their new system of a courtesy reminder
when your books are due. I don't know what you're going to do without
all my overdue fines, but it's appreciated. (laughter and several talking)

Ross, you'll probably have something to say, but I got word this morning
that was reinforced by what I read in the papers today that last night's
meeting with the Governor was surprisingly productive and surprisingly
positive and things are finally.. . appears to be a little light on the
University Board of Regents and that situation is very, very important to
Iowa City, so I'm hopeful that things may possibly be on the upswing.
I think we're all hopeful, and at some point there will be a regular, I
almost said permanent, but regular appointment as University President,
and you know, business will continue to go on between the City ofIowa
City and the University ofIowa, as evidenced last night by our discussion
about the boat house, but certainly we want to. . . looking forward to see
who the appointment is going to be. And, this isn't really an item for
discussion. There's no notice about it, but you should have seen or have
heard about the request by City of Cedar Rapids City Manager for
participation in paying for the helicopter services. In conversation with
City.. . our City Manager, Steve, we had talked about any new priorities in
terms of budget and services related to law enforcement. We thought just
from conversations with Council, and actions by the Council, were related
to - in terms oflaw enforcement staffing, police, and the Joint
Communications Center, again, related to law enforcement and others.
So, it was of the opinion that unless there's some new priority over those
two that we probably give a courteous thanks, but not at this time. Unless
there's a, if there's a disagreement with that, then we'd have to schedule it
for a work session to talk about it.
