Comment: The owner of the property located at 410 Iowa
Avenue received financing through CDBG funds on October 23,
1991. The financing was in the form of a Mortgage and a
Promissory Note for $14,983.65. On June 22, 1994, the
Committee on Community Needs voted to forgive $2,500.00. A
new mortgage and promissory note on the remaining principal
balance of $12,483.65 has been filed. The original lien can now
be released.

Any discussion. steve, I have a question. One of the items
that is in here is the letter from Teg Drive Association.
Would you be able to bring us up to date on where that is
right now.
Atkins/ We are in the process of preparing for you a policy
position that will initiate new and different traffic control
measures. As I am sure you can appreciate, when we write these
policies they have to be uniform in a sense that they have to
be applicable throughout the city. We have initiated within
this policy review a process the use of stop signs as a means
of regulating cut through traffic and all the other factors
applied to the use of a stop sign. I would hope to give you
that memo probably some time next week that outlines the
policy. We have taken that particular stop sign policy and
applied it to about six neighborhoods to see on just on a
piece of paper how it works. It is not finished yet. It is
not in a fashion that I am prepared to release it to you
because we still have some additional work to do. But I would
hope to have it to you by next week. I am making the
assumption because the direction that you provided us that we
would intend to contact a couple of neighborhoods and actually
apply the policy to that neighborhood and inform them what
they can expect.

Atkins/ What we did is we took the city and carved it up into
sections, for lack of a better word. What we tried to do it
take neighborhoods that were bracketed by either an arterial
or collector and kind of square it off. In another words if
we provided a unique traffic control instrument within the
boundaries of those collectors and arterials we would then
have some way of demonstrating whether it is going to work or
not. We chase traffic out of that neighborhood then we should
be experiencing increases along the collectors and the
arterials. And so there must be 15-20 of those throughout the
city and we have done this work on about six of them. That is
kind of the plan right now.
KubbYI I guess the thing that I am concerned about is I thought
that we had directed that we look at some additional things
besides stop signs as strategies- I assume that staff is
working on that and that additional tools will be given to us
with some options.

when we go to any kind of change, simple or dramatic, we have
to be able to tell ourselves that we can apply this policy to
like circumstances anywhere within the city. And quite
frankly Karen, it is just a matter of testing the thing. The
stop sign as an option has been tested on paper, Now whether
it is going to work or not we won't know until we go into the
field and actually do it. Yes, we will be giving you other
options.
Kubby/ Okay, so what is the time frame on these additional options
besides the stop signs.
Atkins/ I couldn't tell you right now. I honestly don't know. I
will try to get this one out to you. This one has taken a lot
more time than we anticipated and as you know we are up
against winter time now for some traffic signals. We will get
them done.

development-redevelopment of the area south of Burlington

railroad area to the south. It has been a long haul but we are
working on it and the p.h.s and the resolutions which will
follow address how we see structuring that area to encourage
economic development.

Through no fault of the reporter of the newspaper article in
the local newspaper this morning presented a fairly incomplete

Terry Clarki Good evening. I am Terry Clark. I live on Seventh
Avenue. You probably all have a letter from me about the
proposal that I read about in the paper to discontinue the
Seventh Avenue bus route. I am fortunate. I get to use
Seventh Avenue, Court Hill and Towncrest bus routes and I am
a daily user of the Iowa City Transit System which I think is
excellent. The problem I see-one of the problems I see with
discontinuing the Seventh Avenue route and I understand there
is a lot of complexities with such an issue is that the
ridership on Seventh Avenue, although it is light, during the
past week averaged about 23 riders in the morning and that
would mean that these riders would then have to transfer to
the Court Hill and the Towncrest routes in the morning or
other peak times and those buses are pretty much full right
now. In fact I thought for several years that they needed
some extra relief at 5:00 at the Court Hill route and I am
just afraid that A-they are going to be packed like sardines
and B-this will probably drive people or at least some of the
riders into their cars and it is hard to get them out of their
cars and back on the buses and I just hope that when this
issue does come before you that you look at some of the
consequences of discontinuing that service. These are complex
issues and I don't have the answer either but I just wanted to
bring this to your attention.

that we drew up for the water plant. There are several
concerns that Van Winkle Jacobs Engineering had. One of them
is that there is a gasoline and fuel oil line that runs around
the perimeter of this site. That is the line in green. Now
that belongs to Williams Brothers Pipe Line. It is under BOO
pounds pressure and it feeds up to DUbuque. Now we didn't see
this on any of Howard Green's prints and \.,e are just wondering
if the city is aware that it is there and if the risk
assessment has been done or if this is a problem. To us it is
maybe a stopping point and I don't know if staff has looked at
it or what your feeling is. But we think that this particular
issue should be addressed right now before you continue with
anymore plans for this site. That is one thing. The other
thing is there has been no well interference study done which
means you don't know what the affect of putting wells in this
site is going to do to the surrounding well owners. Now there
are two wells shown, silurian wells, that pump 400,000 gallons
per day. without a well interference study you don't know
what you are going to do to River Heights, Windum Bluff, some

Aleda Feuerbach/ I am a property owner directly west to this
property. This item along with your item g. and h. are all
related as far as I am concerned so my comments are pertinent
to all. I won't bore you with being redundant. My concern is
and it has been on record many many times, if you annex, abide
by the rules and regs that you folks set up in 1988 that says
when you build the soccer fields you build the road from the
north and you comply with those kind of agreements. What goes
for developers should go for the city. The same rules should
go for both. Thank you.

Kent Braverman/ I am an adjacent property owner to the same
development that you are considering annexing and after going
through in 1988 the agreement between the city and the county
as to what would happen in our area an agreement was hammered
out which was referred to by Aleda including opening up
Sycamore and coming from the north if this were to happen and
at the same time the agreement was that any development of
this parkland would have the approval of the county and the
residences around it in reference to where the soccer fields
were which at this point in time according to the plan that
was advanced in 1988 are much too close to my property without
a buffer zone, a fence and some trees, etc. And also in this
agreement which I am looking at at the moment there was
reference to the amount of traffic that was going to be put on
Nursery Land and on Sand Road at the same time which was
contingent on opening Sycamore from the north at the same time
you develop the property. But most specifically there is a
two mile agreement between the county and the city which I am
sure you are aware of that allows for those of us in the
county and the county government to comment and approve of
your development. And it seems to me that because you are'now
coming out to annex and I might comment annex in a fashion
that is not consistent with prior policy statements involving
no jutting of annexation. This is an area that is coming out
of the county that you own without annexing around it
specifically. That you would consider the fact that those of
us who are in the county are being dramatically affected by
this plant and by the new proposed parkland should have direct
input at any plans of doing it. So what I would ask for is
that you, as Aleda did, abide by the agreement that was made
between the county and the city at the tome and the specifics
of that were to allow those of us in the county, specifically
adjacent landowners, to approve or disapprove the plans that
you have for the parkland that is going into affect. Thank

comments really aren't directed so much towards the

annexation itself but towards the way we develop the park.
Braverman/ No. My comments are directed at the fact that a very
specific agreement that was made between the county and the
city on a very sensitive matter be adhered to #1, and #2-the
city has insisted that they have a prerogative on a two mile
limitation from the city property to the county property and
that they have the right to approve or disapprove of what goes
on out there. Now we have the reverse happening. The city is
coming into the county in the same way and I would request
that you allow the county and the residents in the county that
they have the same power that the city has requested that they
have over this two mile area when you come out into the county
and propose to do a development. We want the same respect
paid to us that you ask we pay to you. That is what I am
asking for.
Horow/ Ms. Gentry, are there specifics about the agreement that
addresses this issue in terms of the approval or disapproval
of specifically of what is going on.
Gentry/ If you are talking about the right for the city to comment
on zoning within that two mile territorial limit.

Gentry/ We can only comment and in that case the county can only
comment on zoning. with respect to subdivision we would have
control. You are asking that the county have control over
subdivisions with in that two mile-

has in this specific case, Whatever that power may be. You

specifically-forcefully on what goes on in the county. Now I
would ask that you abide by the county's comments on what you

zoning. It is not illegal annexation. What is your asking
for is respect. I believe the city will give you that. What
you are aSking for is a recognition for something that is not-
doesn't exist under Iowa law in terms of the county having
authority over the city. It works the other way under Chapter
4.14 and don't ask my why but.

Kubby/ Besides the issue of when we develop soccer fields that we
put that road through. We put Sycamore through from the north
and that the county and the adjacent residents would have some
input on how we develop the park with buffer zones and those
issues. Are there other things in the agreement that Kent is
talking about. Are there other issues.
Gentry/ I can't really answer that question without reviewing the
agreement. I do know that was discussed at length at P/Z and
there was input from Terry Trueblood and my office and
Planning and P/Z recommended based on Aleda's concerns the
north access road should be put in and Nursery Lane should be
limited to only emergency use. Those two things are the only
issues that I heard referred up from P/Z. I don't know of all
the other issues.
Braverman/ Karen, may I quote to you-Linda. The city further
agrees however the development of the park site will be in
general conformity with the layout. That it will provide to
the county an opportunity to review and comment on any
development of the park site which materially varies from the
layout or goal of avoiding adverse impact on county roads and
county land use plans and ordinances. That is from your
agreement. But specifically the talk at that time was that
the county and county residences adjacent to the park
development would have a chance to approve disapprove comment
and on otherwise on this park development.

an almost equal status with the city is what I am reading into
it in terms of the development of this area. When they came
into us, John McDonald and Bill Ambrisco stood up at our
county meetings and said before anything is done out there it
will be brought before the county and approved by the
supervisors so that there is accordance in the way this thing
is developed and anything that affects county residences. And
the county specifically. And they had in mind, when they did
that Karen, usage of Sand Road, the extension of Sycamore,
etc., etc. But this was a very highly controversial matter
when that plant carne out. And I want you to understand that
our concerns out there are the fact that you have only
utilized one quarter of the land the county agreed to zone on
the basis of this agreement because it will be four times as
big when we get to its fruition. So it is terribly important
that the county and county residences have a very direct say
in what goes in in this park in this area.

further on something that I did last meeting. with regard to
the soccer fields I brought up the fact that there is no
jurisdictional wetlands delineation that are on file in the
city Clerk's Office regarding that project. You have before
you in items f. & g. the annexations and rezoning a matter
regarding this same area, If this would have been a private
developer for the last year and a half or two years, the
annexations, rezonings, preliminary plats, etc. have been
required when there are hydric soils or potential wetlands on
the site to have a jurisdictional wetlands determination made
and have that copy available to the city and the public to
examine. I feel that the city is treating itself differently
than it is treating its private developers by not having that
delineation on file.

Richard Rhoades/ But I stand before you this time as an advocate
for interconnected trailways and open green space in Iowa
ci ty. wi th the Village Green subdivision we are talking about
there there are two fairly large storm water detention basins
on either side of the condominium development. To the south
of this Wellington Condominiums and Village Green there is
Village Green South, a development that Jim Anderson brought
in to P/Z some time ago. In that development there is a
fairly extensive trail system, a lot of open space planned and
a connection was provided to the north into the plain Village
Green development. This plat before you or I should say OPDH
before you makes no provision whatsoever for any connection to
that trail system with any open green space in association
with the storm water detention basins. I find this very
dismaying that this is happening when there is such an
emphasis on neighborhood open space.
Horow/ I would like to ask Karin a question.

that some sort of a creative system be devised around this

Franklin/ You can access the trails via the street and sidewalk
system. It means going around instead of going through it.
Kubby/ And there is not space enough in there to have public access
via trails outside of the fenced areas to make that

that you wouldn't be able to put a trail system through there.
But maybe he can answer that.
Horow/ Fences go right to the buildings. There is no question
about it. Larry-
Larry schnittjer/ The design requested by the neighbors at the
first part of this development was that the pond be completely
isolated from the public. The improvements for the first
phase, we have essentially done that, and we don't want to
change the character in midstream because the neighbors seem
to be happy with that concept. As far as connecting to the
trails to the village Green South, at the present time we are
not extending the development in the direction where that
connection will take place. The connection will take place
but it will come through a short portion of Village Green
South and it will then connect with the Village Green street
sidewalk network. It will not be a "trails" through this part
of village Green.
Horow/ If there were need or use of signage for sidewalks and
streets, that would have to go to the Village Green
Association I am assuming.
Schnittjer/ Yeah. The part where it will connect to the Village
Green South trailways system or what ever you want to call it
is at a future development area.
pigott/ But it would not connect through a system of trails, just
streets and sidewalks.
Schnittjer/ The village Green area does not have a system of trails
through it. It ha got a system of open spaces through the
backyards in some areas and this particular portion of the
OPDH plan that we are working with now does not have public
access to that private green space because of the neighborhood
concern.
Horow/ That is too bad. There is two conflicting values here.

recommendation is consistent with the staff recommendation contained

developed so as to require municipal sanitary sewer it shall
be considered for severance by Iowa City and annexation by
Coralville. I guess I want to repeat something that I said
last night. Which basically is that, at least in my view,
that statement should not be taken to mean that just because
someone applies to us for development and severance and
annexation that we will necessarily do that. That we would
act on a case by case basis based on our knowledge of that
particular situation at the time.

Kubby/ This is $1.6 million and this is just for the place in which
to bury our trash ,at the landfill. So I guess I want to
impress upon people that dealing with our waste is very
expensive and the less waste we can create and the longer it
takes us to fill this hole up. It is one way of reducing
increasing costs for garbage. So get involved in, source
separation and reducing the amount of waste you create in the
first place and it will help keep our costs from rising so
fast.

Alison Ames Galsted/ I am chair of the Human Rights Commission and
I just would like to make some general comments about the
chapter revision currently under consideration. Work on the
proposed revision of Chapter 18 now Title 2 that is currently
under consideration began back in the fall of 1991. The bulk
of the work on this revision has been done in subcommittee.
However, the commission, as a whole, has laboriously reviewed
several drafts of the revision and discussed all of the
significant changes in detail. I am very pleased to see the
revision finally formally reaching the council although I know
you have had several opportunities to review it in progress.
Especially this past summer when the Commission sponsored two
public forums on the revisions. Briefly, let me review our
objectives. When we began the revision our objectives were to
meet HUD's certification requirements regarding substantial
equivalency with the Fair Housing Act, to eliminate repetition
and inconsistency within the Chapter, to clarify and delineate
commission procedures, to include a right to sue option in the
complaint process modeled after the state code, and to expand
the definition of family. The revision currently under
consideration satisfies all the original goals with the
exception of meting substantial equivalency with the Fair
Housing Act. To the greatest extent we feel possible the
Commission has, however, aligned the Housing portion of this
Chapter with the Iowa state Code and the Federal Fair Housing
Act. During the revision process it became apparent that there
were other omissions and inconsistencies within the ordinance
that needed to be remedied. Education, for instance, had
previously not been addressed in the ordinance although the
state code certainly protects that area, the area of education
from discrimination, The Commission agreed that education is
an area that needs to be addressed consistently across
educational structures in Iowa city and should be addressed in
the local ordinance and this has been added in this revision.
Recognizing the need to expand the definition of family to be
more inclusive in our community the Commission has added an
article on domestic partnership to the Chapter. This article
creates a domestic partnership registry with the city
recognizing the importance of getting a mechanism for public
acknowledgment of domestic partnerships. Thank you. The
commission, like the council, looks forward to hearing further
public comment on the proposed revision.
Horow/ I have a question for staff right now regarding the
registry. Marian, are you comfortable with the amount of the
fee. The fact that the fee is within the Human Rights
Ordinance. Many times or most of the time our fees are not in
the ordinance.

set by resolution just for ease in changing those fees. And
the Commission was notified of that. And this would be
inconsistent with the present code to include the fees by
ordinance rather than by resolution.

going towards the fee.

questions. Yeah, I had an announcement if you don't mind, a
couple of questions. I am surprised that you are it. I don't
mean as far as your attendance. I mean as far as the public
discussion here. I would have thought there would have been
more discussion. I would like to convey to you a couple of
questions that have come through me and for clarification
because I think there may be some potential misunderstanding
and this is probably the time to do it. On the two areas: the
educational area and the domestic partner area. First one,
education. The question has been raised to me and I have
talked to Heather and Anne on it in private but I think it is
something that should be discussed in public as well. Some
comments have been made that this, since the Iowa city School
District already has a very strong sexual harassment policy
and program and process for grievance that there seems to be
some redundancy there. why is it that you feel the necessity
to include education when the school district already has a
program. Would you comment on that.
Galsted/ This doesn't in any way usurp that process, the internal
process that can happen in the school district. This is just
another avenue that complaints-discrimination can be
addressed. Also we are not talking about just the public
schools when we are talking about education. We are talking
about private schools as well. And we are looking for
consistency and that extra avenue.

affected by this have been notified.

I know of. We certainly have been apprised of all of the
responses that came in and there were none that I was apprised
of.
Helling/ I know Alison wasn't aware because we just did this after
the p.h. was set but we did go through and try to identify
every school or every educational agency in the community and
sent them a notice of the p.h. and a copy of the ordinance.
Baker/ One of the problems you sometimes have, not just with this
issue but with all things that have p.h.s is people come back
later and say I didn't know. I want to make sure that people
do know.
Nov/ I think our public school has an excellent plan. Their
statements are very well written and their directions to their
constituents, the public, students or staff, is if we do not
satisfy you in house the next line of appeal is the state
commission. Now we have created intermittent line of appeal
because they can appeal now to the city and this is important,
particularly for a low income parent. They don't have to go
all the way to Des Moines pt this point if we adopt it this
way. I think you did the right thing.
Kubby/ Make sure that it also stated in the school plan, too, that
you can go to the city and/or the state.

from the League of Women Voters who support the revisions in
the Iowa city Human Rights Ordinance.

partner inclusion, This is a question from a local employer
who has the potential of extending benefits to domestic
partners. I understand the purpose of this registry. The
question is does this definition or does these guidelines

employers to use those standards when determining benefits.
For example, can an employer say we will have a domestic
partner policy but the standards are different than what is in
the ordinance, Is there a potential conflict there. What is
the long term implications of this definition.

the definition of a domestic partnership in here is simply the
specifications for the registry. And that is not a mandate at
all. It is simply a mechanism for public recognition of the
partnership. It would certainly be at the discretion of the
employer if they chose to, adopt those same specifications.

Dick Blum/ Chairman of the Johnson County/Iowa city Airport zoning
commission. I am here primarily to answer questions. I was
asked by a member of the public to respond to a question that
they had which I said I would do. And the question was why,
related to the timing, why are we doing this or why are we
able to do this at this particular point in time and why
weren't we able to do it previously. And the answer to the
question is that this is a very complex issue. It doesn't seem
so when you look at it in this point in time. The regulations
which govern these approach slopes are contained in a set of
federal regulations. The federal government has taken control
of all airspace and has exercised that control to establish
certain requirements around airports. The regulation which
governs this particular action is not one which is spelled
out. It is one in which we arrived at by interpretation. And
once we got the idea and our interpretation was made we
forwarded that interpretation to the FAA in Kansas city to see
if my interpretation of the rules is correct. They weren't
sure and they had to forward it in turn to the FAA in
Washington D.C. who ultimately responded that in fact that was
the correct interpretation and we were able to proceed with
this modification. And so I guess what I am saying is that it
is the very complexity of this set of regulations which has
contributed to perhaps not getting this done the instance that
it was available to get done. And that is the answer to that
question the best that I can give it.

Baker/ Two things, Madam Mayor. One of which will prove that I have
no shame. Certain people in the audience still owe me money
for candy bars and chocolate mints. I will be here for another
fifteen minutes if anybody in the public would like to drive
down to the Civic Center. I am selling chocolate mints and
chocolate candy bars for my children. It is not an abuse of
power but I stand on the street corners and do this.
Kubby/ Larry, is the chocolate organic.
Baker/ It is not only organic, it will clog up every organ in your
body is what this will do. Second thing is this is a traffic
control issue and this has been bugging me for let me count
the years-twelve years. Ever since I have moved. A little
after I had moved to Iowa city. If you drive down South
Johnson Street or South Van Buren Street from Burlington to
the end of that street south after 5:00 it is demolition derby
death trap. It is one way traffic because cars are legally
parked on both sides of the street. Is there some way. I
don't know what the process is. But is there some way to get
one side of that street permanently no parking.
Kubby / But that eliminates odd even parking which there is a
purpose.
Atkins/ The answer to your question is yes it can be done. They
have to agree.
Pigott/ The question is whether there is consensus on council to do
it.
Baker/ I just raised the issue, I don't live down there but-
Atkins/ Normally what we do, Larry, on parking issues if we get a
request that comes from the neighborhood is we do a postal
card survey explaining in what the proposal is and virtually
folks vote for the thing.
Baker/ Let me tell you what will happen when you do a postcard
survey because you have done it before on those same two
streets. You will get a 50/50 split. I want the other side
of the street closed. I want this side of the street closed.
You come to consensus.
Throg/ Is your expectation if we eliminate parking on one side of
the street that traffic speeds will be reduced. Is that what

Baker/ No. My expectation is if you only had parking on one side
of the street you can actually drive on the street.
Horow/ So in other words you are asking for a street rather than a
parking lot.
Baker/ Yeah. And in the winter time when you get the snow and the
other stuff built up the cars are pushed further out into the
street.
Horow/ I would ask staff-
Atkins/ What is the street.
Baker/ South Johnson and South Van Buren from Burlington to the end
of those streets.
Lehman/ Steve, have we had complaints about those streets from
residents on those streets.
Atkins/ I haven't had any.
Baker/ I would be surprised. It is a parking lot.
Kubby/ It is a very densely populated, densely traveled section and
I think your options are to take a collector or arterial
street or slow down.
Horow/ Ride your bike.
KUbby/ People just have to slow down and be courteous. I have
lived in that area for a long time and I don't drive a whole
lot but you just have to take your turn just like driving in
a big city in a densely populated area. The odd even is
important for snow removal and for keeping people not using
the street as a parking lot. And the one result of that is
people can park on both sides of the street after five.
Baker/ I am not losing a lot of sleep over this issue but it just
seems to be one of those clear examples where we got a public
street turned into a parking lot and a two lane street is
basically a one lane street.
Atkins/ Meter it.
Nov/ That still doesn't account for after 5:00.

Baker/ I am just trying to do my small part.
Pigott/ Two things, Madam Mayor. Last night we talked about a
letter we received from a constituent regarding bicycles being
confiscated from the meters along some of these streets and I
wondered if steve, perhaps you could update us in what we
talked about a little bit last, night concerning those issues.
Atkins/ It had been sort of an annual event whereby the police
would sort of make a sweep and remove bicycles and hopefully
the intent was to discourage the strapping of bicycles to
virtually every sort of public fixture imaginable in d.t.,
particularly parking meters. It is a fairly common complaint
that we receive. The biggest complaints are that the bike is
hooked onto a parking meter, I get out to pay, I have to walk
around the bike, or if a park parallel to the curb, I bump
into the bike. We have had bikes chained to bikes and it is
more of ad. t. nuisance. We get merchant complaints. So what
we do and we are going to do now and we won't be doing it for
some time yet because we don't have the tags is we are going
to tag bikes to sort of encourage better bikepersonship.
pigott/ In conjunction with efforts to increase the number of bike
racks in town.

Atkins/ And if you will recall a couple of months ago you
authorized to do that and we have some new bike racks in and
we have many more on order. They just simply haven't arrived
yet and I can assure you when they come in they will get
installed properly.
pigott/ We talked about perhaps some experimental-some other things
to do with meters and perhaps different ways to deal with it.
Atkins/ I think there is a variety of ways to deal with it. You
just have to get folks to-
pigott/ And the city will also be experimenting with other ways to
do that.

Nov/ I would like to add one more idea to this bright tag that you
are going to put on the bicycle. Urge them to stop at the stop
lights.
Atkins/ Bike patrol has been really pretty successful about
encouraging them. They make a number of stops and will issue

The freedom you have on the bicycle
sometimes some reckless behavior. It is

out front right now. But I really admit to great frustration
to walking on sidewalks d.t. or at the University and being
almost run over by conrads on bicycles. There is a problem
there. There is no question about that.
Atkins/ It is really those kind of issues that you just stay after
it is about the best you can do.

Pigott/ I do have something else, Madam Mayor. Next Thursday night
at 5:30 or all day long I suppose, 22 of september, Shimek
School is going to be building a playground and I will be at
the 5:30 shift.

Throg/ I guess I would like to say that last week I took part in a
bus tour of major developments throughout Iowa city and this
tour was sponsored by E. A. It was a very very interesting
tour. Charlie Ruppert took part in the tour as did Bruce
Glasgow as did some new residents to Iowa city as did some
E.A. members as did some older folks who seemed not to be
affiliated with E. A. at all. It was a very interesting ride
and we had a lot of productive dialogue and conversation back
and forth. I mean it was amazing to be on that bus and listen
to the chatter and the buzz as we are going along from site to
site. We got off at three different sites. One being the
Northeast part of the city, another being the water plant and
the third being the Near South Side area. So another thing I
want to say is I want to praise Carol sweeting up in the Water
Division for her job in briefing us when we stopped at the

Water Plant. She did a real fine job of letting us know what
was happening and why. So, I just wanted you to know it was a
real terrific tour and I think a very productive one.
Pigott/ It was interesting that you had both developers and other
people in which you had dialogue.
Throg/ Well, standing on a hillside north of First Avenue where it
ends near Hickory Trail Subdivision. standing out there as
the sun is setting and walking with Bruce and talking with the
other folks on E. A. and hearing people ask questions back and
forth was really quite a fascinating experience. A good
thing.
Horow/ Anything else.

Kubby/ We had received a letter from someone about the timing of a
stop light at Burlington (can't hear). And I know Jeanette
Ockenfels has been here maybe three or four different
occasions and we have had other interest in making sure there
is enough time on the walk and don't walk blinking time for
people to functionally get across safely. I just realized,
Mark your letter helped spur this next question, we have
never, I don't think, directed our traffic engineer to look at
this again and what affects it has on the other lights and how
to do that.
Atkins/ I did. I read that letter. I should have something for
you by your next meeting. It is on its way.
Lehman/ May I ask a question. Is the light longer if you push the
button than if you do not.
Atkins/ To my knowledge, no. It should make no difference.
Nov/ Actually, if you don't push the button you don't get a way to
cross.
Throg/ I think Mark's letter refers to a need for a lever because
some people-
Atkins/ Oh a device to make it easier.
Throg/ Because some people are not physically capable of pushing a
button and I have watched Mark going across that street
several times and it is pretty difficult.

Kubby I At the last meeting when we passed the ordinance about
animal control. Or we-I don't know if is second consideration.
I had a few people make comments about the thing wasn't clear
about if you adopt an animal you are responsible for the
feeding and care taking fees plus the adoption fees and the
spay fees and the answer is no. If your animal is at large,
like many of us on council-myself included, and your creature
has been in the pound for three days, that is when you are
responsible for paying the feed and housing costs. Not for
when you are adopting it. I wanted to clarify that because a
few people made comments.
Novl This will be clarified in writing because it was vague the way
it was written.
Kubby/ So are we going to change the language in the ordinance-
Nov/ It wasn't an ordinance.
KUbby/ It was a resolution.

Kubby / And lastly, I wanted to let people know about an event
coming up this weekend, September 16-17, Friday & Saturday,
the '94 Iowa Women's Music Festival. This is the first time
the festival has occurred and there will be childcare provided
for all the different events which include workshops, things
as diverse as massage, country line dancing, as well as music
and open mic all day. And some main stage entertainment at
night. All women are encouraged to come regardless of ability
to pay. It is fully accessible in terms of economics. And
again, childcare is provided. You can get a hold of WRAC for
more information at 335-1486. There will also be vendors and
drumming and all sorts of ways to get involved passively or
actively.
