Council Member Baker announced that he was selling candy for his children and would be available after the meeting for interested citizens, Baker noted the congestion on South Johnson Street and South Van Buren Street from Burlington south after 5:00 p,m, due to parked cars on both sides of the street, and asked that those streets be signed for parking on one side only. The majority of Council was not interested in changing the present policy of parking on both sides. Council Member Pigott requested an update on the issue of confiscating bicycles attached to meters in the downtown area. The City Manager stated that the City would be tagging bicycles illegally parked and encouraging better "bike-personship", Pigott requested an update on installing more bike racks downtown, The City Manager reported new racks were ordered and had not arrived to date, Novick encouraged bicyclist to stop at stop signs, Pigott noted the playground building event scheduled for September 22 at Shimek School. Council Member Throgmorton reported on the Environmental Advocates bus tour of major developments throughout Iowa City, and praised City Staffer Carol Sweeting in the Water Division for her involvement. Council Member Kubby noted the letter from Mark Becker received on the Consent Calendar and stated that Council had been contacted previously by Jeannette Ockenfels regarding the pedestrian crossing light on Burlington Street. The City Manager stated staff would report back, Kubby said that at the last Council meeting there was confusion regarding the adoption fees at the Animal Shelter and whether the adoption fee included the boarding and spay fees for the animal as well, and clarified that the answer was "no", She explained that a citizen was responsible for those fees only if their animal has been in the pound for three days after running at large, not when you adopt a new animal. Council Member Kubby noted the letter from County Bd. of Supervisor Duffy regarding Senior Dining Month and questioned Council participation. Council agreed to discuss the matter at an upcoming meeting when all Council Members were present. Kubby noted a recent request for wetlands documentation to be filed in the City Clerks office, rather than Public Works, and urged filing of documents of interest to the public in the Clerks office. Kubby noted the Energy Use Report outlining City energy savings of $3.4 million since 1980, and complimented the Senior Center and southeast and westside fire stations for their savings this past year. Council Member Novick stated the architect for the Shimek playground came from New York state, and said the volunteers were terrific. . Council Member Throgmorton reaffirmed that the Council had no intention of reducing SEATS services. He acknowledged Council Members who helped with the Shimek playground. Throgmorton noted the Chauncey Swan Park and asked that an opening celebration be sched- uled. The City Manager noted the park was an investment of the parking fund. Staff will follow up. Council Member Baker congratulated all involved with the Shimek playground project. Baker stated he had received a number of phone calls from teachers and parents at West High regarding the one way exit onto Melrose, and noting the visual hazards with the bus stop and telephone pole. The City Manager will follow up with staff regarding moving of the bus stop. Baker questioned if some sort of recognition had been planned for Boards and Commissions. The City Manager stated that the task forces would be recognized with a placque late next month. Baker noted Charter Review Commission consideration of Council compensation. Mayor Pro tem Novick reminded citizens of the League of Women Voters meeting September 28; and candidate forums scheduled for 7:00 p.m. in Council Chambers on October 5 (Iowa Senate), October 13 (Iowa Housel, October 19 (County Board of Supervi- sors), and October 26 (US Congress Representatives). Novick also encouraged everyone to attend the Human Rights Breakfast scheduled for October 12th at the Iowa Memorial Union. City Manager Atkins announced that the City had been awarded a grant of approxi- mately $900,000 for the purchase of ten additional existing housing to the City's public housing inventory. City Attorney Gentry briefly reported on her attendance at the Government Civil Practices seminar, noting that additional information would be forthcoming. Kubby noted that a stop sign is not needed at the intersections of E Street and First Avenue because E Street is no longer there. Novick requested that staff look at placing a stop sign at the intersections of Aber Avenue and Ealing Drive. In response to Kubby, Atkins stated the next step is to look at other kinds of traffic control measures.
