mission - Three vacancies for three-year terms
ending December 1 , 1997. These appointments

The Mayor noted the letter from the Penny Bryn Neighborhood Assn. regarding speed issues
and requested an update from the City Manager, The City Mgr, stated staff was in the
process of preparing a policy position that will initiate different traffic control measure within
the City, and a memo would be to Council next week on the matter. Kubby requested
additional options be presented in addition to the stop signs. Throgmorton noted a newspaper
article on Council's discussion the previous evening regarding the near souths ide and urged
citizens to contact Council members for additional information. Affirmative roll call vote
unanimous, 7/0, all Council Members present. The Mayor declared the motion carried and
repeated the public hearings as set.
Terry Clark, 608 7th Avenue, appeared regarding the possible discontinuance of the
Seventh Avenue bus route, The City Manager stated a memo would be sent to Council in
early October with recommendations for transit changes, noting that drastic changes in routes
would require a public hearing. Jim Glasgow appeared on the executive summary report and
the proposed water plant at 1.80 and North Dubuque Street. A formal written response will
be made to Mr, Glasgow,

1, 1995, The Mayor declared the motion carded unanimously, 7/0, all Council Members
present.
Council Member Baker announced that he was selling candy for his children and would
be available after the meeting for interested citizens, Baker noted the congestion on South
Johnson Street and South Van Buren Street from Burlington south after 5:00 p,m, due to
parked cars on both sides of the street, and asked that those streets be signed for parking on
one side only. The majority of Council was not interested in changing the present policy of
parking on both sides.
Council Member Pigott requested an update on the issue of confiscating bicycles
attached to meters in the downtown area. The City Manager stated that the City would be
tagging bicycles illegally parked and encouraging better "bike-personship", Pigott requested
an update on installing more bike racks downtown, The City Manager reported new racks
were ordered and had not arrived to date, Novick encouraged bicyclist to stop at stop signs,
Pigott noted the playground building event scheduled for September 22 at Shimek School.
Council Member Throgmorton reported on the Environmental Advocates bus tour of
major developments throughout Iowa City, and praised City Staffer Carol Sweeting in the
Water Division for her involvement.
Council Member Kubby noted the letter from Mark Becker received on the Consent
Calendar and stated that Council had been contacted previously by Jeannette Ockenfels
regarding the pedestrian crossing light on Burlington Street. The City Manager stated staff
would report back, Kubby said that at the last Council meeting there was confusion regarding
the adoption fees at the Animal Shelter and whether the adoption fee included the boarding
and spay fees for the animal as well, and clarified that the answer was "no", She explained
that a citizen was responsible for those fees only if their animal has been in the pound for
three days after running at large, not when you adopt a new animal. Kubby reminded citizens
of the '94 Iowa Women's Music Festival, September 16-17,
Mayor Horowitz encouraged citizens to participate in the magazine recycling at City
Carton on September 17,

The Mayor Pro tem noted the previously announced vacancies: Riverfront and Natural
Areas Comm. - three vacancies for three-year terms ending December 1,1997. These
appointments will be made at the October 11, 1994, meeting of the City Council; Bd. of
Appeals - one vacancy for a building design professional for a five-year term ending December
31, 1999. This appointment will be made at the October 25, 1994, meeting of the City
Council; Sr. Center Comm. - Two vacancies for three-year terms ending December 31, 1997.
These appointments will be made at the October 25, 1994, meeting of the City Council.
The Mayor Pro tem noted the current vacancies: Parks and Recreation Comm. - two
vacancies for four-year terms ending January 1, 1999; Human Rights Comm. - Three vacan-

Council Member Lehman requested staff investigate installing 15-minutes meters in the
commercial loading and loading zones downtown, and defining them all loading zones. Parking

The Mayor Pro tem clarified that Council would not consider the increased fees (items
#9 and #10) until after the first of the year and therefore would not go into effect until
February for ramp fees and April for permit fees.
Council Member Kubby noted the letter from County Bd. of Supervisor Duffy regarding
Senior Dining Month and questioned Council participation. Council agreed to discuss the
matter at an upcoming meeting when all Council Members were present. Kubby noted a
recent request for wetlands documentation to be filed in the City Clerks office, rather than
Public Works, and urged filing of documents of interest to the public in the Clerks office.
Kubby noted the Energy Use Report outlining City energy savings of $3.4 million since 1980,
and complimented the Senior Center and southeast and westside fire stations for their savings
this past year.
Council Member Novick stated the architect for the Shimek playground came from New
York state, and said the volunteers were terrific. .
Council Member Throgmorton reaffirmed that the Council had no intention of reducing
SEATS services. He acknowledged Council Members who helped with the Shimek playground.
Throgmorton noted the Chauncey Swan Park and asked that an opening celebration be sched-
uled. The City Manager noted the park was an investment of the parking fund. Staff will
follow up.
Council Member Baker congratulated all involved with the Shimek playground project.
Baker stated he had received a number of phone calls from teachers and parents at West High
regarding the one way exit onto Melrose, and noting the visual hazards with the bus stop and
telephone pole. The City Manager will follow up with staff regarding moving of the bus stop.
Baker questioned if some sort of recognition had been planned for Boards and Commissions.
The City Manager stated that the task forces would be recognized with a placque late next
month. Baker noted Charter Review Commission consideration of Council compensation.
Mayor Pro tem Novick reminded citizens of the League of Women Voters meeting
September 28; and candidate forums scheduled for 7:00 p.m. in Council Chambers on
October 5 (Iowa Senate), October 13 (Iowa Housel, October 19 (County Board of Supervi-
sors), and October 26 (US Congress Representatives). Novick also encouraged everyone to
attend the Human Rights Breakfast scheduled for October 12th at the Iowa Memorial Union.
City Manager Atkins announced that the City had been awarded a grant of approxi-
mately $900,000 for the purchase of ten additional existing housing to the City's public
housing inventory.
City Attorney Gentry briefly reported on her attendance at the Government Civil
Practices seminar, noting that additional information would be forthcoming.

proposed Hy-Vee project. Franklin asked Council to continue the public hearing to
October 11, 1994, because the conditional zoning agreement had not been signed.
Throgmorton asked that th~ City 11 find ways to reduce the total number of spaces
required in the whole area; 21 coordinate the relationship/location between the five
buildings (Goodwill Industries, Yen Ching, Drugtown, old Hy-Vee and new Hy-Vee) so
they fit together more harmoniously; and 31 find a way to make the new Hy-Vee more
pleasantly accessible to pedestrians from the'Hilltop area.

Yeggy, City Attorney Gentry stated that she will review the correspondence.

Throgmorton inquired about an update on the status of the litigation with regard to the
proposed water plant. City Attorney Gentry stated that she will schedule an executive
session in two weeks. Kubby requested that Public Works be present.

Throgmorton commented about correspondence received from Council Member Kubby
regarding SEATS. Throgmqrton stated that the issue of conflict of interest is really
misguided and asked if there was interest in having a legal opinion about whether there
might be any potential conflict of interest with regard to Kubby on an issue like
SEATS. Council Member Kubby responded that she is meeting with City Attorney
Gentry for advice. Baker suggested continuing discussion of this issue when Mayor
Horowitz was present.

5. Pigott noted that he will be unable to attend Council's September 27 formal meeting.

Kubby noted the area near the bridge and Highway 6 (below Hills Bank) where people
fish was muddy, and requested rock be laid. City Manager will follow-up.
