For the speed humps in the 300 block of 4th Avenue, we performed a traffic study in October 2006 and a re-survey was sent to the same 15 households who received the original survey. The traffic study performed one year after the speed humps were installed showed a reduction in 85th percentile speeds from between 26-28 mph to 25-27 mph. The speed limit is 25 mph. This demonstrates that the speed humps have been slightly effective at reducing speeds on these streets. The neighborhood response was 7 responses in favor of leaving the speed humps in place; 1 returned with no opinion and 7 survey postcards not returned. That is a 100% majority in favor. Why are they not looking to expand into a neighboring house as most in that area have a value of $270,000 or less. Many of them have a total living area of 3000+ sq. feet. They could get the $200,000 back off the property they bought, I am sure the offer is still out there... Then all they would have to do is have an additional $100,000 give or take... I know some people say that if something isn't for sale then you can't buy it but I have lived in this town long enough to know that people buy houses that are not on the market.... I have seen it happen many times... I have been told by shelter board that if something isn't listed for sale that they don't make an offer. That is naive in this town in this day and age... I regret to inform you that we were unable to fund your CLG grant application. This year, we received 15 applications, requesting a total of $137,406.00 in grant awards. Unfortunately, only $65,000.00 was available. Limited funds and the overall excellence of the applications made this an extremely competitive grant round. I was out for a few weeks with a family crisis. I have investigated the intersections of Penfro and Sunset after receiving your concern. I observed these intersections 4 times and did not find the parked vehicles you are referring to that obstruct sight distance. If you could be more specific about when the vehicles are parked there, I could look at it again. I observed this in the morning between 7:30 and 8 am and 3 evenings at different times. I also checked the collision history over the iast 3 years. There were not any collisions at either intersection. Based on the collision history and the lack of observed parked vehicles, I am not recommending any changes to the parking lane on Sunset Street. I wiil notify the Police Department and ask them to do some spot speed enforcement to try to reduce vehicle speeds on Sunset Street. If you have further questions, feel free to contact me. I am very much concerned with a potential accident by the cars parked on the shared lane in the Sunset Street. 11128/2006 Page 2 of2 Every morning when I have to give my children ride to school (Horn School) I have found difficulties driving from Penfro Drive getting into the Sunset Street. Many cars parked on our street and shared lane in the Sunset Street interfere driver's viewing either direction of the street before crossing the street. Quite often people are driving fast in the Sunset Street. I don't think we can do anything much with such drivers. I have had almost accident, many times, due to blocking view by such parked cars, even though my shrewd driving. What is the best way we can do or you can do to avoid any potential accident in the street? We appreciate your concern regarding the issue between Mediacom and Sinclair. The following are a a number of key points that we hope you will keep in mind in considering this issue. 1. The Sinclair Stations which will no longer be carried by Mediacom will continue to be available (a) for free over-the-air or (b) by subscribing to one of Mediacom's competitors, DirecTV or the Dish Network, both of which have agreements with Sinclair for the right to retransmit the signals of the Sinclair Stations. 2. According to Federal law and Federal Communications Commission regulations, cable companies have no right to retransmit the signal of an over- the-air broadcast station without the consent of the station, and broadcasters are permitted to charge cable companies for this right. In other words, for this purpose broadcast stations are virtually identical to non-broadcast cable channels. 3. Sinclair and Mediacom have been negotiating for more than a year in an attempt to reach agreement. Our and their failure to do so is no different than any other commercial transaction in which a buyer and seller are not able to come to terms. 4. During the entire negotiation process we have allowed Mediacom to carry the signals of the Sinclair Stations for free, providing them with the right to use assets we believe are worth millions of dollars without compensating us. 6. Mediacom is a for-profit corporation which earns revenues by selling the ability to receive video programming to its subscribers. In order to have the right to sell such programming, Mediacom routinely pays certain owners of such video programming more money than has been requested by Sinclair for the right to carry programming which is far less popular than the programming on the Sinclair Stations. We hope you and the people you represent can understand that the situation between Mediacom and Sinclair is nothing more than free enterprise at work, a failure of a buyer and a seller to reach agreement on the price of an asset. Although it is unfortunate that this failure will cause some inconvenience for our viewers (and we are glad they value our programming so highly), alternative ways to receive the Sinclair Stations will continue to exist even if Mediacom elects not to pay what we believe is fair value for the right to retransmit the signals. Hundreds of thousands of eastern Iowans including Iowa City residents stand to lose CBS shortly, due to the dispute between MediaCom and Sinclair. I personally think this whole situation is deep in propaganda and I seriously doubt that either side is telling the truth. Two truths seem rather obvious, however. 1. KGAN is milking the situation advising people to drop MediaCom and subscribe to Direct- TV or Dish-TV (satellite tv) as an option. This is utterly impossible for hundrds of thousands of Iowans who live in apartments, which includes thousands in Iowa City. I spoke with a KGAN manager today and he advised "rabbit ears" or "dangle a wire out the window" as an alternative. This is how absurd this situation has become. Likewise, the City of Iowa City was warned overwhelmingly by hundreds of Iowa City residents that MediaCom would stretch their power into the realm of the absurd, when the question of MediaCom's franchise was up for renewal. Obviously, the City Council does not listen to its well-informed and well-meaning residents, as the current absurd situation demonstrates. 2. This current MediaCom-Sinclair situation is just the latest example of an ongoing problem with MediaCom, historically. Evidently your 'cable-guy' (Mr Shaffer) on the City Staff has not kept you informed, but MediaCom has already been stripping channels away from Basic and Expanded Basic over the last two years. MediaCom makes more revenue by replacing solid programming with cheap religious, sales, info-sales, and empty programming and it has stripped away all but four channels of merit on Basic which we used to enjoy, over the last two years. And now we face losing CBS! The City of Iowa City made no stipulations as to content when renewing MediaCom's franchise. This opened the door to everything MediaCom has done in the name of raising rates, stripping away content, manipulating which channels will be given with what packages MediaCom decides to offer or not offer or change - all according to their revenue expectations. And now in the current absurdity the City of Iowa City announces it has "no power in the current situation". Well, you gave your power away as countless other communities across Iowa also gave their powers away to MediaCorn to do what it willed in its own interests, which always conflicts with subscriber's interests, but ultimately with community interests and Civic governmental interests. How could YOU have been so blind and inept? The City Council passed an ordinance several years ago prohibiting smoking in restaurants but a similar ordinance in Ames was found to be preempted by State law, so the local law had to be repealed. Presently, the City only has authority to regulate smoking in City buildings and on City owned property. I would like to see a city-wide ban in all public areas, even outdoors in public areas such as the Ped Mall and parks. I find it hard to believe this would hurt businesses economically if it were an across the board ban. I hardly see the population fleeing en masse to smoke at a Coralville bar. I also think it would be beneficial to the student population, many of whom begin smoking in college since IC is the right environment to begin a lifetime smoking habit. IC is lagging behind other progressive cities like San Francisco and L.A., and a city concerned about the health of their citizens would pursue such an initiative. Indiscretion and poor judgment by any public official is unfortunate, but to conclude that Iowa City police officers in general are hypocritical or that they typically violate the very laws they enforce is neither a fair nor accurate conclusion. The typical Iowa City police officer does not behave in the manner you describe. The officers recognize their responsibilities to the community and they are acutely aware of the negative effects that can result from such indiscretion. I believe the image of our police department is one of professionalism and personal dedication, and it is disheartening when that image is compromised due to anyone's lapse in good judgment. Shelter House has requested $36,279, which is 4.28% of the Shelter House budget. For FY07, the City of Iowa City is contributing $23,046 which is 3% of Shelter House's budget. The Shelter House Board of Directors is very active with fundraising events, but it should not be expected to shoulder all of the workload and responsibility involved in keeping this nonprofit agency running. For Shelter House's FYOS (January I-December 31, 2OOS), private contributions totaled $326,395 or 36% of its budget. Locally, we seem to be privatizing our response to homelessness. When notified of the need, businesses, religious groups, individuals and families in this community are responding to help Shelter House. The community also receives a $4S0,000 HUD grant which Shelter House administers. Since homelessness is a public concern not a private matter, Shelter House should receive more financial support from local government. The Shelter House Board is working hard. Homelessness is a public health issue, and the public sector should expect to partner with the private sector to address it. There are limits to private support. The $326,395 in private contributions does not include the $38,241 and the $47,682 received from the faith communities and United Way, respectively, for Shelter House's FYOS budget. Besides monetary contributions, the faith communities are participating in the Overflow Project. The value of volunteer services is over $120,000. Not everyone remembers to submit volunteer hour counts to be included in the annual assessment of community participation. Consequently, the value of the volunteer services is an estimate and is low. There are 400+ volunteers in the Overflow Project, 21 board members, and a number of volunteers on the Shelter House Board committees. Shelter House has both retired and actively employed members of the community on its board and committees and in the Overflow Project. Volunteer hours are costed out at an hourly rate of $8.50/hour for non-professional and $20/hour for professional services. The Shelter House Board and staff are good stewards of money. Ninety-five percent (95%) of all funds go to direct services to clients. Only 5% of funds are spent on administrative expenses. This administrative expense percentage compares favorably to the average, 17%, for all United Way agencies. It is fair to say that the board and staff are penny-pinchers. The Shelter House staff does more with less. Shelter House helps clients become stable, tax paying citizens. Beyond their initial stay in the shelter, clients receive supportive services to achieve their highest possible level of self-sufficiency. Shelter House is contributing to the economic health as well as the public health of this community. Shelter House is a catalyst for change.
