Certainly people everywhere have picked them up and used them. What's neat now is we see in Iowa City the new pioneer Co-op making use meeting a need that that the community otherwise was not being met through the co-op method. We took our name in fact from the original Equitable pioneers and called ourselves the New pioneers so we feel a good link and invite everyone to come visit our store where we have various literature available about the co-op history and we'll have a book signing by a co-op historian on Oct 28 in the story from 4:30-5:30 so we invite everybody to visit the New pioneer on Co-op month. Comment: The owner of the property located at 1503 Rochester A venue received financing through Iowa Finance Authority and Community Development Block Grant funds on June 4, 1993. Sign in. take not more than five minutes and make sure that you sign in and address council. Harold Engen/ senior Center commission, This won't take me very long. I am the Vice Chairman of the Commission for the Senior Center, I have two or three items I want to present to you. The first one is I will give you a copy of this and we are very proud of the fact that in this national magazine of New Choices For Retirement Living, Iowa City was one of nine cities selected in the United States and I am very proud of that. Particularly at budget time, It is just fall and everything is going so well. Let me just read a couple of things here and then I will-Why don't I just pass this out. It opens with there are three paragraphs and then it describes each of the college towns and communities and one said-it described two of the citizens of Iowa City who are in the Senior Center television group and they interviewed them and one of the quotes they said is they have traveled throughout the world and found their ideal home in Iowa city. A small but cosmopolitan community that welcomes retirees. People here have an interest in seniors and you are respected, And I think that says a lot for you, for the contributions you have made to the Senior Center and then it goes on a describes one of the reasons that they selected Iowa city is because it is a rich harvest for writers and musicians, because of our Writer's Workshop at the University of Iowa, The other thing that I wanted to point out to you is that you are all familiar with our last month when we had WWII. I think it was a very very important contribution that the Senior Center made and the First National Bank and others. We are now moving forward on growing younger and feeling better, Seniors On The Move. And the goal is to increase the span of healthy life for seniors, mentally, physically, through education, activity and that is what we are doing at the Senior Center and we have a variety of different things that are happening, You know in the year 2000 people over 65 will constitute 13% of our population and I think through this national magazine featuring us as a rich cultural center we are going to attract some seniors that possibly would like to live in a community like this and a nice thing about it is they will come in and buy property and that sort of thing but they won't contribute many children to the school and so the taxes will be going for that. But I wanted to bring this up and have you aware of that. The other thing is we have 609 volunteers that contributed 28,056 hours of service. Next Monday night we are going to have our recognition dinner and I know some of you are probably planning on being, there. Just that little information. It has been my garden that has been the subject of some controversy over the last week. I have lived at that place, I rent and lived there for the past ten years. I started gardening probably about 7-8 years ago and I started the easement garden probably about 6-7 years ago, basically when I ran out of room in the rest of the yard. Anybody that has been past that yard knows it is like carpeted with flowers, Basically I do the gardening because it is therapeutic for me. I like working in the dirt. It helps to keep me grounded. It helps me to think about things and put things in perspective which seems like, I felt anyway, that this thing has sort of gotten out of perspective, It was never my intention in creating that garden to cause, you know, a public hazard or you know a safety hazard to anybody. I mean if that is what people think it is like it is the farthest thing from my mind. I basically did it because I like to do that and it is a source of enjoyment not only for me but for blocks around. It has been on many tour groups you know that have gone through there. It has been in the newspaper, it has been in the Iowa City magazine. It was sort of unfathomable to me when I received this notice from the city that it had become sort of a public nuisance or pestilence. And so basically it sort of made me sick to me stomach on the idea that it was all going to be cut down, It seems pretty threatening to me so I was really really angry at first and could not understand why it had been broached in this manner. I came tonight again to say I think there is a problem there but myself I feel it is more of a problem of the cars being parked up and down the street. I don't know if anybody saw the article in the paper on Friday. But I would like to kiss Scott Norris for that photograph because it clearly shows that at the mouth of the alley the red car parked right at the end of the alley and my friends have pointed out to me and I didn't even think about it myself I think I was so upset that in order to see around the bushes you have to proceed at least 5-6 feet more beyond that to get past the car to see what is happening. So, I mean maybe the shrubbery is a bit of a problem but I have managed so far to be able to see through that. I can't see through the cars. I have that the you know the accident report if anybody would care to look at those. And I guess the only other thing I have to say is I guess I don't think that I'm beyond being reprimanded but I just think the \~ay it was handled was like very threatening to me and I kept asking myself if there was a problem I don't understand why somebody couldn't corne to me and just ask me to do some trimming. Or say you know Lee there's been a problem you know but to just say the stuff has to be moved or we're mowing it to the ground seemed a bit out of line to me. Also anybody that is a perennial gardener and I have been doing this for at least the past ten years knows that October is not really the prime time to be moving a bunch of stuff around and basically the first time restriction was two weeks. Vanderhoef/ Committee plan for three years so I must say Ilm delighted to be here tonight. For a little update lid like to be sure that the public understands the difference between the plan and the ordinance, A little history on the plan goes back to the late '70's when the first plan was talked about and the citizens got involved in wanting open space for neighborhood parks, The committee was reconvened in '85 for a little update and ultimately it was put into the city comprehensive plan in '89. Three years ago this present committee convened and it consisted of John Watson president of Parks and Rec at that time, and myself, and Casey Cook, and Ann Bovbjerg from P/Z Commission along with staff help our wonderful helper Melody Rockwell. Since that time John Watson and Casey Cook have left their commissions but have stayed onto the committee and we have had Deb Liddell come on from Parks and Recreation and Jane Jacobson came on to assist us from P/Z. The plan ultimately was adopted by you the councilors in July of 1993. Since that time this committee has worked to put together the ordinance that will implement that plan. And welre here tonight to talk about the ordinance, The plan is already in place. I'd like to start out just reading the purpose of this ordinance. (Reads purpose) As a committee we looked at the park system and tried to come up with a recreational system that created an infrastructure as we would have a water plan. We would have a sewer plan. As we have streets, That this is something that our residents should expect in their neighborhoods, It's something that we can plan ahead for and provide for them as the city grows using this plan we have the opportunity to place the parkland, the open spaces in areas where it will be accessible. It will be useable. It will have a size and shape, We're talking about 3-7 acre areas. We're talking about using any kind of infrastructure easements that we have. We can use the sewer easements. We can use water easements. Those things to connect our spaces. We can connect them to our schools and to our little local retail areas. The plan has a formula that describes and figures exactly how much land is needed in a given area. We have a map over here on the wall, I see it still says open space proposal. I think weill update that the plan itself. When we looked at the city itself we divided it out into watersheds. And within those watersheds then we had devised neighborhoods and the neighborhoods are bounded by natural barriers so obviously a neighborhood will not jump across major streets. We want them strategically located so that a roughly 1/2 a mile would be maximum for anyone who's going to use it, When we're talking about our developing neighborhoods we're talking about choosing through a comprehensive plan and action plan that we're putting together presently and will be most helpful for using for priorities when Parks and Recreation gets to the point of buying or requesting land or money in lieu of land. The land that we want is for active useable space so we're talking about space that is dry. We're talking about it being above where we can plan on using it on a regular basis. We're talking about having this in a size and shape that you can go out and play frisbee. You can go out and throw a ball around and have a pickup game. We're not talking about major sports facilities. We're talking about these greenways where if you want to jog whether you want to bicycle or whether you wanted to stroll. These areas are all going to count towards this three acres/1000. In some areas there is the possibility of using even the dry bottom detention basins will be used. To make possible some negotiation and to encourage a dedication of some the more fragile lands, we have asked for 90% of this land to be of the unfragile types of land, We will accept in the additional 10% in those areas and encourage developers to give us more that is adjacent to our park areas. We're not asking to have little fragile pieces of a 1/2 acre here or a 1/2 acre there. That does not serve either the city or the public. We want it contiguous land that we can use all together and maintain all together. The mechanism to pay is spelled out in the ordinance. There's a formula that will figure it out exactly what each person's share is depending on the size of their development within a neighborhood the city staff has looked at it and has worked out a way that they can address this they can be sure that they can be sure that the monies dedicated will be used for the area that it was intended, And we are very clear that we are not getting on land on one side of the city to be or money given on one side of the city should I say and have it used over on the other side. Rockwell/ I think quite a few numbers bantered about how much this is going to cost and I tried to use some examples of subdivisions that we have had in the community and if you strictly applied the formula how much it would be per dwelling unit and per person to provide Neighborhood Open Space and you can see for the South Point Subdivision it would come out they would be required to dedicate 1.09 acres or pay $7,630 if the formula was strictly used and that would be $48,91 per dwelling unit of $20.90 per person and what actually happened was the development had 130 lots and these can be lots for duplexes so there may be more than one unit per lot and that came out-they paid $7,000 instead of giving any land for open space and it came out to $53.84 per lot, Whispering Meadows which you are aware of and all of this has occurred without the benefit of having an ordinance but if you followed the formula strictly they would be required to dedicate 2.26 acres and they were able to really give 3.75 acres of usable open space and over on the wall is a plan of that woodlands park and the area that is shown in green is the high ground usable space, open space. The yellow would be the pathways. The pink is also high ground but it is so scattered in linear in quality that we didn't count that. Not even counting that they were able to provide much more than the 90% of usable open space that would have been required in conjunction with the woodlands area. From the Trails group that got together a few years ago to revise the Iowa River Corridor Plan and also as an appointee of the P /R Commission to the NOS Ordinance Committee. One of the things that really struck me when I moved to Iowa city with my family was the distinguishing characteristics of neighborhoods in Iowa city. I think this is what people want when they move here. That they can walk to a school, That they can walk to a park and this is something that provides a unifying personality trait, I think, for Iowa City. We have heard repeatedly before the council about the demands that growth is going to place on the infrastructure in Iowa city and I think that this is one way and probably the best way to come at this. I think our parks have to be preserved. We are only going to have more people moving into them, I think it is a nice overlay in terms of preserving the integrity of neighborhoods which seems to be important to people, But most importantly I think it provides a safe place for children and I think will really attract and meet the needs of a wide variety of people that live here. One of the things that I would like to say about the process that was used here is that this is not a special interest group. Nobody has got any particular ax to grind or issue to push. I was appointed to the vision committee that looked at neighborhood parks and open space and there right aft affordability and accessibility was the implementation of the NOS Plan. This was a citizen group which came with no memberships attached to it. And came of its own energy to this place which mandates that we have to have a NOS Plan in order to maintain the integrity of our P/R infrastructure. We feel city government needs to operate more like a business realizing money doesn't grow on trees. Iowa City has the least affordable housing in the state. Within the last year since the present city council has taken over, Iowa City has put itself in a dangerous position, All areas around Iowa city are starting to boom. Home owners, business owners, general contractors, and developers are starting to realize that it is not worth living in Iowa city when you can live outside of Iowa city for less money, You don't have to put up with all the ridiculous rules regulations and Iowa city administrative nightmares. In closing I want to emphasize to the council before it gets out of control that you realize what is happening out there in the real world. In business you have to stay competitive to survive, Iowa city is walking on a tight rope and if the city is not careful it is going to fall. That's what I have. I have copies and also articles that I would like to present to the council and I would like the council to sincerely realizing what is happening out here in the Iowa city area and the surrounding Iowa City area so you 'can continue to have tax money that will pay for the things that you want to accomplish if that tax money doesn't come in we're not going to be able to accomplish anything and we will have the problems that we have with the United States government today. I mountain Bike through it. I go through it with the kids. My concern when I walk through it is the maintenance of it. I see problems. It's not completed yet. I see maintenance problems already that are there, It's just going to be a big problem and it's going to cost the taxpayer a lot of money. I want these things but I want to be sure that the taxpayer has it in the funds before something like this is put together. And then they come to tell you that now I want you to adequately maintain new parks and trails and make sure that we have the money to do so, Where is this money coming from. We should have known where this money is coming from the funds that were put into this ordinance to pay for these things before it got to this point to put pressure on you people to all of a sudden say where are we going to take from now to get this money, Too much of this has been happening, The taxpayers are getting to the point where they have about had it. But the way we're going about doing it is getting to the point where it's almost getting to the point where it's going to have to have a revolution in Iowa city if these money things aren't getting under control and operated like a business not like politics. Iowa City ranked 23rd. So if you need a house in Muscatine you can get it a little bit easier than in Iowa, The basis of this thing was the amount the family earned and the cost of housing. The cost of housing was an average cost. It's an average. If Iowa city had the run down neighborhoods that exist in other towns we would probably increase our standing in the ratings. However Iowa city doesn1t have slums that drag down that cost of housing.Not yet we don't. 1000 trailer sites south of the K-Mart will probably bring our ratings way up. Housing costs and lot costs have risen in Iowa city. I have a separate report here on some of the items. It took a whole page and my five minutes will expire before I can get to them but let me just give you one or two. We have a requirement in Iowa city that the basements must be insulated. Average cost $700, That homeowner couldn't recover his cost in energy savings if he lived in that cost for 70 years. Another one we have is an escape hatch in each basement, That means you have a window well big enough for the housing inspector to call through to get outside. That1s $300. I have a whole page of those. All of these little things you don't have to do in other towns. In other communities. So housing costs have risen and that's part of our affordable housing predicament I suppose. Most of our developed lots in where I develop are about 10,000 sq ft. That's a quarter of an acre. I don't know, I didn't figure you're formula but this open space is going to have a street and have a sewer and have a water main. Itls going to have all the engineering costs, storm water detention costs, the legal costs, the sidewalks, the abstracting costs, and whatever developing costs are there. Now if you have a 25 lot subdi vision the park requirement would be about 10,000 sq. ft, this is equal to one developed lot. If that lot is worth $40,000 all you have to do is divide 24 into $40,000 cause you just lost one lot and YOU'll find out what it costs, You just lost that much money, If open space or cash is required and I like that last one if cash is required the council should make that decision before the subdivision process not after the process, The developer should have the option to make a donation to park development fund and it should be a set amount. Let's figure it out, In this method the landowner would know how much to add to the price of the lot and the homeowner who buys the lot would know the cost of parkland acquisition, So much of affordable housing. We ask that you put this land acquisition on the back burner for a while and get with it on some of the real issues in the Iowa city, And I have some reports here to give you. Question time. Kubby/ I am not one usually to want to have more smoke stacks in town but there are three things that I wanted to say. l-That I think it is a good service to provide to people because it creates another option for a more affordable kind of funeral for somebody and 2-in order for a funeral hom~ to be allowed to do this they have to go to the Board of Adjustment and we made a change to the ordinance that said that the Board of Adjustment could put additional conditions on how this is done and that means that neighborhoods or people in the community can get involved in the process, each situation by each situation. I just wanted to respond briefly to the proposals the Commission received regarding the ordinance revision. The Commission has considered Council member Kubby I s proposal that familial status be listed as a protected class on all occasions that marital status is listed. The definition of familial status in our ordinance is taken from the Fair Housing Act and is used primarily in the Fair Housing section of this ordinance, As the definition reads it is aimed at protecting the rights of individuals under the age of 18 in various family si tuations. It didn't seemed necessary to extend this to other portions of the ordinance because such discrimination that might occur was already covered by some other mechanism of the law. We also felt that making a major global change like that in the ordinance without due consideration to all of the possible scenarios might threaten the integrity of the ordinance as it stands. And John Lohman, the president of the student body talked to me afterwards and if he and I could get together in a couple of weeks and set up some sort of procedure for following through on some of the issues and I told him I would talk with you all and make sure it is okay. And part of the thing that reminded me that we live in such a great community was the fact that I attended a meeting of a local organization of which I am a member, E.A., and on a late night a member of the staff of JCCOG was down there talking to a small group of people about bike paths in town and I thought it was really nice that he took time out of his schedule, I am talking about Charlie Denney, to come down and inform the public about it. I just wanted to say I think staff does a great job when requested to come and inform people about what we are doing and I really appreciate that. And it is part of what makes this community great. October 20, 7:00 PM they will be at the Pheasant Ridge Neighborhood Center discussing various issues, a variety of topics. On October 27 at 12:00 PM they will listen to comments on homeless needs at the LC.P.L. November 1, 12:00 PM they will talk about community development needs in the First National Bank Atrium. All of the meetings that are at noon will have beverages provided and everybody should bring a sack lunch and plan on eating along with the discussion. On November 3, 7:00 PM they will be at the Broadway Neighborhood Center with a general discussion. Lehman/ As we all know we are renegotiating our SEATS contract with the County and Susan and I as part of the council's representatives attended a meeting two weeks ago with the County, Coralville, whatever. This is the first step in our negotiations. There seems to be some information out there that is not only erroneous, it is really bad information. The tone of that meeting and the result of that meeting was that the county and the city will do whatever we can to make sure the same quality of service that SEATS has been providing over the years. Now all we are going to be talking about are formulas in calculating our share of the costs, fair and equitable cost, I would like those who are very concern about service being reduced, employees not being there anymore- forget it, We are planning absolutely no changes whatsoever. I would like to add-Karen mentioned the savings that Mr, Yucuis has realized on refunding of our bonds, There is an article in the last issue of Time Magazine talking about derivatives and how some municipalities have put in mutual funds in which these derivative funds were part of the fund package. I immediately called up Mr. Yucuis this weekend and said Don, did we or didn't we. The answer is no. I think that this city really should realize that our employees in our financial section were conservative but we are certainly also creative and very careful in terms of how we manage the citizens money and I, for one, was pleasantly pleased to see that we didn't have to worry about a problem with derivatives because derivatives are essentially a junk bond. The item that I would like to address this evening if one of the cameras could switch to the leaf map on the wall. As we all know this is leaf collection season and we all have received maps through the mailing one way or the other as to when the leaf pickup will be in your section of the city. Folks I I am having people call me very distressed by the amount of leaves that are being shoved into the gutter, into the curbs, over the r.o,w. Please, as you know when your leaves are going to be picked up I make sure the leaves stay in the r.o.w. Don't put them in the streets. When you put them in the streets they go into the storm sewers and they get clogged up. So leaves are to stay on the r.o,w. This is a service that we provide to the city. It is a fantastic service.
