Mayor Horowitz and City Council Members:
The city ofIowa City is entering into negotiations regarding the development of a new
manufactured home park and the Hawkeye Area Community Action Program supports
this development'.

As a Community Development Organization (CHDO) whose mission is to provide
affordable housing to the homeless, very low-income and low income of this community
we strongly support the need for a set-aside in this new park for affordable lot rents
specifically to be offered to CHDO's for use. As indicated in the Comprehensive Housing
Affordability Strategy for Iowa City, because of the economics of the rental market,
manufactured homes are one of the least costly ways to provide housing in the
community.

Because ofthe current reluctance of many manufactured home park owners/managers to
deal with third parties we feel it is critical that the city negotiate this set.aside for CIIDO
use in to the new park guidelines. Our plan is to use the HOME moneys recently
approved by the City Council to provide Supportive rental housing to two very low.
income families using manufactured homes. The success and future growth of this
program will depend on the availability of manufactured home lots.

southeast side of Iowa City.

We have presented petitions from this area to indicate the
interest in having a route available. This route will not only
serve the needs of the school children on the southeast side of
the city but will also enable the students who live at Modern
Manor and Bon Aire to get to school. In working with the
petitions we also found a number of residents of Modern Manor who
were interested in riding the bus to and from work in the
industrial area including UTA.

times for the bus to stop in varioLls areas.

Some points to consider when planning the bus rc,ute:
The people from Modern Manor that work at UTA need to be at work
by 6: 30,
Students that go to Southeast Jr. High can enter the building at
7:30, the bell rings at 8:00 and need to be in class at 8:10.
Students that go City High can enter the building at 6:30 and
students that have Early Bird P.E. need to be in the school by
7:00 and in class by 7:10. The rest of the students need to be
at the school by 8:00 and in class by 8:10.
Students that go to Regina need to be in class by 8:20.
1st shift at UTA is c,ver at 3:00 p.m.
Southeast Jr. High school day ends at 3:15 p.m. That does not
include any after school activities.
City High school day ends at 3:20 p.m., again not including any
after school activities.
Regina school day ends at 3:10.
Please note: on Thursdays all schools are out one hour earlier.
We had some requests for the bus to take the following route:
Lakeside, Miami, California, Sycamore, Burns, Taylor, Hwy. 6 and
on to Sycamore and Sears Mall,

Ladies and Gentlemen:
I realize that the public hearing for consideration of allowing crematories in
funeral homes is over, but I would like you to consider my concern with the Ordinance as
it is written.
I do not understand why you are restricting crematories to funeral homes, and
not allowing freestanding crematories in the same zoning classification. By limiting it to
an accessory use in a funeral home you are restricting competition, and giving the
funeral home an unfair advantage.
A member of a deceased persons family can, if they desire, handle the burial or
cremation themselves, without having to involve a funeral home. If they were to choose
this option, they could no doubt realize a considerable saving If they were able to deal
directly with a crematory, and not have to be limited to a funeral home crematory.

On Tuesday evening, October 4, I invited a guest speaker to address my class
of education undergraduates in Schaeffer Hall on the Pentacrest. This young
woman has a marvelous sense of humor, is a gifted speaker, and uses a wheel-
chair. After her lecture, as she was leaving Schaeffer, she had an accident

Burnell Chadek transported the, young woman to the UIRC emergency room. He
clearly knows this woman well, and was so personally supportive of her that
just seeing him and talking to him helped calm her down. At 10:30 p.m., I
was paged to the phone in the ER waiting room. Mike Kehoe was calling because
he was worried that regular operation of SEATS and Cambus Bionic Bus would
shut down before this young woman could be taken home. Mike took the inia-
tive to sol've the problem because, as he put it, "I don't want her to lay
there and worry about getting home." His solution involved giving me Avi
Singer's home phone so I could call him at 12:30 a.m. when we were ready to
leave. Ris response: "Tell her I'm on my wayl"

I have worked w~th SEATS for years in my capacity as a,special education
teacher for the ICCSD, I always knew that it was more than a paratransit
sy~tem, but never was I more keenly aware of this than last night.

I understand that there are many difficult issues to settle between the city
and the county as you discuss the SEATS contract, But I would join my voice
to many others to urge you all to remember that this service, the people who
use it and the people who provide it, is more than transportation. Burnell,
Mike and Avi, and their colleagues are a tremendous asset to the quality of
life in this city and this county.

To the members of the City Council:
I am writing to you regarding Iowa City's proposal to manage S.E.A.T.S., presently
managed by Johnson County.
At its inception in 1973, S.E.A.T,S. was a centralized service providing cheap, integrated
transportation to a seven-county area. S.E.A.T.S. was a first-of-its-kind, first-order
program that served as a nationwide model. The service was fast, personal,
unencumbered by bureaucracy. In short, it was an example of humanitarian concern
efficiently put into action.
It's true that there were fewer vans running at that time, and fewer riders. It is also true
that although the service and the drivers' dedication remain outstanding, the organization
is presently inferior and runs at a proportionally higher cost both to riders and taxpayers.
The major cause has been decentralization, therefore an increase in costly administration,
which in turn further eroded cooperative teamwork and integrated service, once
S.E.A.T.S. hallmarks.

Over the years, the organization has cut down on the options available to riders. Once, a
person could often go to Cedar Rapids. Now that person can go only every two months.
Once, a person used to be able to call a day ahead to go out of town. Now that person has
to arrange for transportation two weeks beforehand. S.E.A.T.S. was initially and for
many years an inspirational national model of inexpensive transportation for those who
had no other way to get around. Right now, there is at least one door-to-door city
program in the country, providing the same kind of service that S.E.A.T.S. does in Iowa
City, that runs at a cost to riders of only 50 cents. What's going on? It seems to me tlJat
the program that was once a source of pride, has sadly slipped into discredit.
The question now is whether Iowa City's taking over tile service will improve matters. I
think not.

Yet another administrational post will have to be set up costing yet more money, causing
yet more reason for concern regarding cooperation and integration Witll other services.
Those living or needing to go outside Iowa City will most likely see a decrease in service,
which will, I'm afraid, merely be a reflection of a decrease in interest. I am thinking here
of those wanting to get to or from West Branch, and those living very close to county
lines who are getting service now, but who will no doubt be dIe first to suffer from
cutbacks, which I believe the City proposed. Wasn't it Ernie Lehman who was reported
in tile paper as saying that costs could easily be kept down by reducing the number of
vans and routes? Great. This is exactly what has been happening for the past fifteen
years. And instead of costs going down, they have only gone up. Why? Maybe we

should look more closely at the bureaucracy-after all, the drivers are probably being
paid about the same as in previous years, the new vans are a one-time expense and don't
make up part of the on-going budget, gas prices have stayed about the same, the routes
and ride frequencies have been cut down, if anything. So my guess is that, besides
insurance, administrative costs have gotten out of control.
Many riders, present or previous taxpayers, need to go to West Branch or Solon from
Iowa City, or need to get from their home in Hills or Swisher to one of the hospitals in
Iowa City. Riders in Solon, for example, can now go daily to congregate meals at the
Methodist Church. I believe that if Iowa City takes over organizational control and
institutes cutbacks in service, these people will be left stranded.
Should S.E.A.T.S. service become even more fractionalized and regionalized, it will not
only cost more, but will be doing a great disfavor to both physically challenged as well as
the elderly members of our community.
Another major point I'm afraid will be disregarded by the City is that for seniors the
service must be simple and integrated or they won't use it, might not be able to use it.
We can't expect those with physical weakness and discomfort to be subjected to
confusing schedules, or go through exhausting hoops (like waiting for vans from different
administrational districts to link up) in order for them to do something as basic as visiting
a loved one, their spouse, seeing the doctor, or meeting with friends at the Johnson
Country Senior Center. I would hope that we as a county community treat the people
who taught us how to read, or got us dressed and fed in the morning with greater
tolerance and respect.
S.E.A.T.S. up till now still offers its riders something essential: independence and self-
reliance, while maintaining their security. And those in Iowa City still offer the Council
something: their votes. Somehow their point of view must be kept in the equation.
If the Council were to have an open meeting, it would be very educative for the Council

Many people in positions of authority make decisions affecting portions of the population
of which they are not, at that moment, members. However, it seems to me, that it doesn't
take much imagination to realize that anyone of us, of you, might be involved in an
accident, fall victim to a physiological disorder, might grow old, and not be able to drive
a car or get on a city bus. What then? I hope that whatever your decision may be
regarding the future of S.E.A.T.S., you will make tllat decision keeping in mind that it is
your oW/lfuture you are affecting.
Streamline the organization if you want to save money, but don't cut back on service to
achieve that end. In fact, let's make the budget public, and see what's costing us so
much.

you want to drastically change the operationn of SEATS.
IF it isn't broke why fix it.?????
I am disabled and have been able to use the SEATS
system in order to live independently. In the messy winter
weather, I can still go get groceries, because the driver
comes right to my door and walks with me to the bus to make

The driver carries my groceries into the apt. for me.

I moved to NOrth LIberty in 1984 and moved in February
to Lone Tree. So, that is 10 years I have not had to be
in a nursing home or care center.

The driver also does friendly things like introduce
the passengeres to each other, so it becomes a social outing
instead of just a ride.
I think if you look at the big picture, you will see
that the nature of the customers does require
special time consuming service. which we need in order to
have equal access to services.
Will forcing all county customers to move to Iowa
City or CAre Centers really help your bottom line

action: '
ACTION:
Pursuant to Section 9-1-3A5 of the City Code, the City Traffic Engineer will direct the installation
of a stop sign on Maiden Lane so as to cause traffic on Maiden Lane to stop prior to entering the
right-ot-way of Prentiss Street. This action will occur coincident with the opening ot Maiden Lane
to public travel.
COMMENT:
This action is being taken to protect the right-of-way of Prentiss Street from vehicles entering
Prentiss Street from Maiden Lane from the newly constructed portion of Maiden Lane. '

Judging from recent articles in the Press Citizen it is apparent we
might lose the services of our Seventh Avenue bus in the near
future. I certainly hope this doesn't happen, but if it is proven
that the ridership doesn't warrant service to our area would it be
possible to slightly alter the Court Hill route on its return to
downtown.
If on its return route to town the Court Hill bus would turn off
Court north onto Seventh Avenue, east onto College and follow the
Seventh Avenue bus route down College Street to Gilbert, north to
Market and west to Clinton they would not be duplicating the return
route of the Towncrest bus. It seems unnecessary for both busses
to return to town on Burlington street, and also you would then be
accommodating many people in the Morningside area.

Hackman and Norris are on their own. She's 68 and he's 72. They've traveied

It's no surprise thai Iowa City and other college IOwns frequently turn up in
lists of best retirement locations, Retirees in many places can enjoy the advan-
tages of living in a small community, In college towns, they can also audit classes
at low cost or free of charge, join the university fitness center, attend perfor-
mances by world-class concert artists and find stimulating conversations at the
local bookstore or even coffee shop, The surprise, at least for us, was that no
one had ever compiled a list of the best college IOwns for retirees, describing

In making our choices, we felt like undergraduates poring over a wonderful
course catalog thaI was fnlstratingly thick. Every part of the country has college
towns with a population between 21,000 and 100,000 Ihut offer a full range of
amenities and services, such as excellent libraries and plenty of e1octors, The
towns listed here offer more, They go out of their way to open doors for older
residents, recognizing that 60-plus retirees can be as full of enthusiasm for new
