Box 2358 Iowa City, Iowa 52244 319-337-9637 Mayor Susan Horowitz 1129 Kirkwood Avenue Iowa City, IA 52240 Dear Mayor Horowitz, The Iowa City Area Chamber of Commerce Board of Directors, at its October 27, 1994 meeting, formally adopted the attached position with regard to the Near Southside Commercial Urban Revitalization Plan. As you know, this action was taken based on the recommendations to us from our Downtown Association Expansion Task Force. Our opposition to the closing of Dubuque Street was based upon our uncertainty as to the particulars of the plan and severe reservations as to how the closure would enhance achievement of the commercial development objectives. Our opposition to the parking impact fee stems from our belief that such a fee would actually inhibit development. We also question whether or not such a fee is within the currently applied fiscal policies of the City. In light of these concerns, we believe that the expenditure of public funds for a design consultant is premature. ',..A m"""r ' I NEAR SOUTHSIDE URBAN REVITALIZATION PLAN POSITION STATEMENT October 27, 1994 On October 27, 1994 the Board of Directors approved the following position in regard to the Near Southside Commercial Urban Revitalization Plan: V We support the basic objective of the plan in attempting to expand increased commercial development south of Burlington Street. V We support the conceptual division of the target area into residential and commercial areas. V We support the use of tax abatement as an incentive for commercial development. V We oppose the imposition of a parking impact fee because: ~. I a) It is fiscally unnecessary in that, under current policy and practice, the parking system is self-supporting through user fees; and b) The fee could actually deter rather than promote, commercial development. V We oppose the closing of Dubuque Street because: a) Traffic exiting the Dubuque Street ramp would be unfavorably affected. ,i, b) Access to existing businesses would be unfavorably affected. c) Access to new businesses in the target area would be unfavorably affected. Please take action to alleviate the problem of speeding cars in the Manville Heights neighborhood. The speed limit is 25 mph, but some cars go at least 50 mph. These tend to be commuters, not the occasional student. Streets involved are River, Magowan, and Ferson. Several times I have seen commuters pass other cars, at times with burning mbber. Solutions could involve more stop signs, speed humps, speed traps, or blocking Magowan and Ferson Avenues to through traffic. Since the City Council has favored many new suburbs on the edge of the city, the Council is fully responsible should a child be killed or crippled by uncontrolled reckless driving generated by these suburbs. I recognize there is a tendency to continue past policies which favor the automobile driving, but please keep in mind that such policies have succeeded in destroying Los Angeles and other places as livable cities. I have received the petition that you signed as a participant at the "Community Land policy and River Flooding: The Great Floods of 1993" conference. I certainly appreciate knowing your views on the subject and I will keep them in mind as debate on the issue continues. I certainly agree with many of the proposals made in the Galloway report, however, there are others that I find troubling. A . w J c \ At the end of this Congress, Senator Baucus introduced legislation that addressed the issue of flood plain management. His legislation included some provisions that I do not feel were clearly in the best interest of Iowa. I look forward to working with all, the interested parties to develop appropriate legislation to address the issue in the next Congress. I certainly concur that it is important to develop a process in which all levels of government play an. active role in the important issue of flood plain management. However the Lakeside bus route is already at capacity now, and on bad weather days It Is standing room only during the peak hours. My husband rides this bus at 6:00 AM and 4:00 PM, about half of the bus Is high school students. There Is a bus that now runs from East Dale Plaza over across , Hwy 6 only at peak times. The First Ave bus that we are asking for would go past East Dale and could drop those people off. This is only a suggestion. We would really like to see the First Ave bus started this year 1994, or at least before the winter is over. We feel that If you want to see the real potential of the ridership this needs to be started during the winter months. N CJl City Council City ofIowa City 410 E Washington Street Iowa City, IA 52240 Honorable Mayor and Council Members: On October 26, the Home Builders Association ofIowa City submitted comments on the proposed neighborhood open space ordinances from the National Association ofHome Builders, Copies were sent to council, the city attorney, and the planning and community development department. It had been our intent to work with the city staff to provide council with additional information prior to the next council meeting, I met with Karin Franklin on Monday, It had been hoped to further discuss the issue after conversations with City Attorney Gentry and City Manager Atkins. Their input would be provided to the board of directors ofHBA ofIC, which met last evening, Unfortunately, Ms. Franklin and I spoke just prior to the board meeting and I was told she had been unsuccessful in meeting with the other city departments. Therefore, the Home Builders Association of Iowa City Board ofDirectors is uncertain of the City ofIowa City's position after reviewing the information supplied by the National Association of Home Builders, I again respectfully request council put aside consideration of the neighborhood open space ordinances until the city's response is received by HBA ofIC and it has an opportunity to review and comment. I recognize this proposed legislation has been pending for a significant period of time; however, as was stated during the October 25 council meeting, most developers have worked successfully with the city to provide green space, Therefore, there should not be an urgency to finalize such legislation without dialogue between the city and this organization. I look forward to working with you and will be available to attend the council's working session on Monday, November 7, to respond to any questions council might have. I have lived here almost two years. I am appalled at the noise on the streets at night, anytime from 11 :30 p.m. till 4:30-5:: a.m.! One might reason that the Towers is unfortunately located in an area of "fun spots"; bars with bands and drinking entice the young and the no't-so-young. The revelers move from bar to bar, and there are MANY up and down Iowa Ave., Gilbert st., Dubuque, College, Clinton; there is no scarcity of "watering holes"! 'l'here is, though, a great lack of respect for other citizens and for properties along the way. I observed, one late evening (or was it early morning?) a male person urinating in a corner by the old Press Citizen building; broken bottles litter the Senior Citizen parking and early morning walks through the Old Capitol pedestrian mall reveal litter, piles of vomit, and other unidentifiable, unpleasant evidence of 'the night before'. Recently I was awakened at 2 a.m. by the booming of an extremely loud sound system in one of five automobiles parked in the emergency/loading/unloading zone directly in front of the Towers. Doors of cars were flung open and eight or ten young people were noisily congregating. An article in the Tues. Sept. 27 issue of the D.I. was like . a missing link/verification I'd made that Tuesday nights were the most disturbing of all! It described "Ashcroft and, Davis' Hip Hop Dance Party" where 'D.J.s from Chicago and elsewhere' play 'some Gangsta Rap'. According to some regular patrons, "pretty much anything goes"! Usually when I call the police to 'complain about the noise' I am courteous ,and patient but I am becoming increasinqi!JY - .::- ira te. '" 3l;~) November 4, 1994 As a rural member of Johnson County, I feel that I have a vested interest in the proposed amendments to the Near Southside Commercial Urban Revitalization Plan. My dander tends to get a bit "ruffled" when certain members wish to close Dubuque Street. Why? Traffic existing the Dubuque Street ramp would be affected--unfavorably. Access to existing businesses would be most inconvenient. Most citizens are on a time restriction, therefore, convenience is of the utmost importance. I, for one, will not use the ramp to park my vehicle, walk downtown to access Dubuque Street, and then carry my purchases back to the vehicle. I want convenience and I do not want to pay an arm and leg for this convenience! What about our elderly citizens? Handicap citizens? I will, and do, travel to Cedar Rapids to access this convenience. Free parking, accessibility to the businesses I wish to patronize, fair prices and most of all -- less hassle. " I feel that many citizens will deter from using the downtown businesses if such ridiculous restrictions are put on our area patrons. parking is now tight when a function exists in Iowa City. Ramp space is very limited, parking meters are full. Why limit that parking even further??? I, for one, find myself going to restaurants out of the way of downtown, even traveling to Cedar Rapids, because of the hassles that now exist. Why not put our emphasis on the necessity to build our current businesses and promote more business growth in the downtown area. Not constricting the small business owner... Develop further parking for vehicles, not restrict it. My opposition to the imposition of a parking impact fee is: It is fiscally unnecessary. The parking system is self-efficient through user fees. The fee would deter rather than promote commercial development. I would like to know where the public funds are coming from to support a design consultant. The budget is tight now... I strongly oppose this move. Please, please, please reconsider your current position on the above issues. I also agree with the conceptual division of the target area into residential and commercial areas.' I firmly believe business and residential areas should remain separate.
