This sounds like such a serious problem that I don't understand why you are spending time on other issues. Why not put a freeze on all other city expenditures and projects until this one is resolved? Why talk about money for transit, for "south of Burlington", for salaray increases, more policemen, etc, etc. Water is so important, why isn't it being prioitized as the most important issue in Iowa City. Why aren't we looking at cutting back on other services in order to afford water? Fewer housing inspection, more infrequent garbage pick-up. No new enrichment benefits. perhaps cut back on a lot of them. Who can enjoy recreational services if they don't have safe water? What are the basic essential city services that we need to buy with our basic taxes. They should be paid for first. I know you love us all so much you want us to have the best of everything, no matter what the cost, and no matter how much SUffering or nUdging people out of the city. It seemed to be that 9 speakers covered a lot of important points and each represented many people. We tried to elect council persons who are clear thinking, concerned and well intentioned. Ruling by crowds and noise does not seem to be desireable. It sounds as though you think our opinions are valuable only if we clutch at your coattails and overwhelming your pUblic meetings. Yet in the past the City has put all kinds of barriers in the way of independence and creative planning by rules such as limiting the number of unrelated persons who can live in one household, parking regulations, etc. These are proproperty, anti people kind of rules. To City Council. 11-22-94 I have several friends that live in the collection of housing developments north of Rochester. Everytime I turn onto first Ave, and see the sign NO OUTLET I get a clutch of panic. One accident on that steep hillside . a big fire, an explosion, a jackknifed semi or other truck accident could create havoc. AT a minimum it seems there should be somekind of emer~ency exit out First Ave or the end of Hickory Trail. How can such a situation developt,: Where were safety and common sense heads when those developments were approved. And now a new big apartment complexllll After Council Meeting 11-22-94: Why not get all the mayors in the region (all Iowa, or Eastern IA & Western ILL) affected by the water plant regs, ( and also, include those in the next level of cities coming up). Invite the Governors, State Legislatures, Federal officials to meet with you. 1. How to get more reasonable federal regulations? 2. What State and Federal Legislation is needed to intercept contamination at its source? (agricultural, industrial, urban, sewer, septic tanks, etc.) 3. We tried, and thay aren't interested, isn't a good enough answer Mr. Manager. Try, try, again. If the problem is mutual, perhaps they have a better idea as to how to meet it. In addition to the traffic signal installation, the following lane control measures were installed: . Tlie left-hand lane for both the eastbound and westbound legs of Melrose Avenue were designated LEFT LANE MUST TURN LEFT. · The right-hand lanes was designated NO RIGHT TURN ON RED. This installation was completed ~n November 18, 1994. COMMENT This action was taken at the direction of the City Council to provide' better right-of-way control at the intersection of Melrose AvenuelWest High School entrance/Hawkeye Drive. Over the past few years, we have seen the need for our services growing, with little or no increase (and in some years, cutbacks) in our funding from Johnson County and United Way. We have seen a comfortable carryover balance dwindle this year until we have an operating deficit of $7,000. In the '94 fiscal year, the Clinic delivered 3979 clinic visits and provided HIY testing services to more than 1000 people. We do everything we can to provide services cost-effectively. A clinic visit costs less than $35. We have fine support from community volunteers, including complete clinics operated by volunteers from Mercy Hospital. ( ,- ...'....., \ We serve primarily the working poor--people who work for low wages without health care benefits. December 7, 199r Honorable Mayor and Members of the City Council Civic Center Iowa Ci ty, Iowa Re: The opening of Virginia Drive from oaklawn Street West to Shimek School Grounds Dear Co unci I ors: On April 28th of this year, I wrote to the City Manager and asked that Virginia Drive be opened and made passable for vehicular traffic. On June 29th, I received a three line message from the Planning Department stating that they were "tracking down the documentation concerning the City's obligation to improve this street". This is the "politically correct" language to state that the city has not found any way to refuse this request ...but they will continue to look until they do find a way! It is now Dec 7th. ....193 days after the request..and the research continues. I purchased this land from Sam Whiting in 1969 so I can't claim that there is an immediate need for this street opening. This street is the only access to this property. Since this street was a part of the Whiting Subdivision it carries an agreement between the City of Iowa.City and the developer to improve the street. Specifically, the plan shows a possibility of the extension of Fox Lane to permit the development of eight lots. During the discussion of the Furrows Edge development, it was determined that Fox Lane was not suitable for further development. Concerns were raised about the intersection of Fox Lane with Highway 1 and the condition of Fox Lane itself, The proposed design shows an awkward intersection with Fox Lane that would further exacerbate these concerns. Staff concurs with the Johnson County Engineer's recommendation that no access be permitted on Fox Lane from any new development on the Frees tract. If the rezoning is approved, the subdivision design for the development should address these concerns. It may be necessary to reduce the number of units proposed and to cluster development. The County Zoning Administrator has also indicated that the severity of slopes may create erosion problems during development of the area. If the rezoning is approved, the County has indicated that a grading and erosion control plan will be necessary during construction of the subdivision in this area, Given the above concerns, the concept plan submitted by the applicant indicates that the proposed development on this site may be too intense for the environmental conditions of the property, If this rezoning is to be approved, it should be subject to subdivision design requirements and density limitations that address these concerns and bring the property into compliance with the standards of the Fringe Area 4 policy, In absence of such conditions, the proposed rezoning would not be in compliance with the Fringe Area agreement. Frees Rezoning Request At its September 15, 1994, meeting, the Planning and Zoning Commission reviewed an application submitted by William Frees to Johnson County to rezone 107 acres located south of Dingleberry Road NE approximately.6 miles east of its intersection with Highway 1 from Al, Rural, to RS-3, Suburban Residential. The south portion of the property is located in Fringe Area 4. On September 15, 1994, at the request of applicant's representative, the Planning and Zoning Commission deferred the rezoning request indefinitely, pending receipt of a revised concept plan for the 107 acre tract of land. Staff's review of the requested rezoning, in association with the original concept plan, raised issues about the access of nine lots onto Fox Lane, a substandard County road, and about steep slopes on the site that constrained the use of septic systems. Q \ \ Road Access. The revised concept plan removes immediate access to Fox Lane from any of the proposed lots within the Frees rezoning area, Although a road reservation in the southwest portion of the site could be used to connect the 33 lots to Fox Lane in the future, access would be limited in the short-term to Dingleberry Road. The three cui-de-sac street lengths vary from approximately 1,000 feet to 1,300 feet. Although the urban standard for a maximum cul.de-sac street length of 900 feet is exceeded, secondary access is not an issue due to the low density of development that is proposed for the site. It is staff's view that the reservation for the future street connection to Fox Lane should be exercised only if direct access to Highway 1 via Fox Lane is closed, and the road reservation through Furrow's Edge is used to provide access to Highway 1. This would limit the use of the steeply sloped portion of Fox Lane, and would help preserve capacity on Highway 1 by limiting the number of high usage access points to the highway. l I ~ ~ r , . Y' f ;, Septic Svstems. The configuration of the lots has not been changed to any extent on the revised concept plan. The previous staff memorandum noted that 13 of the 33 lots had severe constraints for septic systems due to steep slopes. The memorandum also noted because Lots 11, 20 and 24 are affected by minor drainageways, care should be taken to prevent septic system contamination of the waterways. The soils report for the Frees property recommends that on the east edge of Lots 14 through 19 where clay, bedrock and glacial till are mapped as outcroppings, the septic systems should be set back 100 feet. In the future, the preliminary plat will need to show the location of the stormwater detention facility. In summary, the proposed rezoning appears to be in compliance with the standards of the Fringe Area 4 policy. The property is located in Fringe Area 3 on the north side of Newport Road, approximately one half mile east of its intersec- tion with Prairie du Chien Road. The Fringe Area Policy Agreement states that for Area 3 residential development will be encouraged and will be governed by the provisions of the Corridor Development Plan adopted November, 1982. The proposed rezoning is consistent with the goals of the Corridor Development Plan to maintain the scenic, rural, low-density character of the corridor and to foster orderly growth. The proposed rezoning is in an area of existing residential development and will be compatible with the sur- rounding development. The rezoning will result in one additional residential structure and will therefore have a minimal impact on Iowa City infrastructure and services.
