Dear Erin,
The City Council did receive your email as part of its March 5, 2007 regular meeting consent agenda. Your
request was not discussed by Council. However, requests such as yours, which ask for individual Council
member participation in events, etc., are typically left to the individual discretion of each Councilor. You would
thus not receive a response from the "City Council" per se. If you wish to contact individual Council members
directly, you can obtain their names and contact information by accessing the City website at www.icqov.org . I
hope this information is helpful.

Hello,
I had written the council members an email a couple of weeks ago, in reference to a forum that the Iowa
UNA is hoping to hold on global climate change on either Wednesday, April 18th or Thursday, April
19th. I was wondering if this had been discussed at all, or distributed to the council members to see if
there would be any interest. Weare hoping to finalize dates quickly, so I hope to hear from someone
soon. I have also included my original email, which includes more details, below. Thanks so much for

Focus Groups 1
Report from Focus Group Sessions
During the week of February 26, 2007, three focus groups were conducted at the
Iowa City/Johnson County Senior Center. The purpose of these focus groups was to
explore the concerns and opinions that people using the senior center have in regard to
the proposed merger between the Senior Center and Parks and Recreation Department.
The groups were advertised throughout the Senior Center by posting fliers, making
announcements at programs and activities, and through word of mouth. Sixteen people
attended these groups and seven additional people contacted me directly to express their
concerns. The following is a summary of the opinions expressed during these meetings.
When asked specifically about the merger with the parks and recreation
department, several people responded "if it is not broke, don't fix it". The participants in
the focus groups had many questions about the merger and were in search of an~~. ::'~

funding for the Senior Center would decrease and would result in decreased ~
programming. Several people were upset that they would have to pay for services at the
recreation department that they would not utilize and would prefer that their membership
dues were used solely for Senior Center purposes. Overall, people indicated that they had
no complaints with the current organization of the Senior Center and did not understand
why a merger was necessary.
Once the initial concern about the merger was addressed, we began to discuss
why the people in the focus groups use the Iowa City/Johnson County Senior Center. In
response to that question, every group responded that they come to the Senior Center

because they want to be around people their own age. Several participants stated that
they enjoy being around their peers and that they want to be around other people with
similar interests who understand what it is like to get older. One woman stated that she
noticed that her body and mind were changing as she aged and that she felt
uncomfortable and intimidated when participating in activities with younger people.
People expressed that they felt like they could relax and concentrate on the programs,
activities, and classes at the Senior Center because they were surrounded by people that
were encouraging, positive, and supportive and understood the needs of older adults.
Participants also indicated that they use the Senior Center because it provides
various activities that address the whole self Participants said they were happy to have
so many programming choices that addressed such a wide variety of interests from fitness
classes, to religious/spiritual classes, poetry classes, computer classes, Spanish classes,
the band and choir, quilting, media production, etcetera. The people in the focus groups

supportive. Several people indicated that they viewed the people at the Senior Center
like a "family" and really felt that it was a community. One woman stated, "After my
husband died, I was grateful to have the Senior Center. Knowing that I would find
people here that would support and understand my experience was my motivation to

positive and energetic and they were grateful to be around people that were so
encouraging and supportive.
Another common theme in our discussions was the sense of purpose and meaning
that many people find in coming to the Senior Center. Several people spoke about
learning to do new things and accomplishing things they never thought they would
accomplish. One woman stated that she was always interested in playing in a band but
never had the opportunity when she was younger. Once she joined the Senior Center, she
learned how to play the clarinet and said that was a great feeling of accomplishment and
added a new sense of purpose to her life. Other people spoke about the sense of value
they have when they are contributing to the many volunteer efforts at the Senior Center.
These opportunities to give back to the community and to stay involved in meaningful
activity help people feel valued and fulfilled. A volunteer book-keeper for the gift shop
stated, "I spent my whole career doing accounting work and was so happy to find that the

disclosed that his wife was always the one in control in their family and that he had very
little say or voice in the daily activities of his life. Therefore, when she died, he felt lost
and was very unsure of himself However, after he started to come to the Senior Center,
he learned how to use a computer, took a few different courses, and gradually began to
feel more confident. He said this confidence influenced other areas of his life and he just
started having more fun and enjoying his life more because of this new belief in himself.

Focus Groups 4
The main concern of the people in the focus groups was that the proposed merger
would take away the programming specific to their changing needs and would mean that
they would no longer have the activities and programs that have become such an
important part of their life. Several people said that they could not imagine what it would
be like if the Senior Center was no longer here because it is currently such an important
part of their life and they schedule their days around what is happening at the Senior
Center. In addition, people said they would really miss the sense of community and
belonging that they have at the Senior Center. Several people pointed out that the Senior
Center is a valuable resource in Iowa City for older adults and that it allows them to stay
involved in the community while also having fun and socializing with their peers. In
conclusion, many people expressed a sense of ownership in the Senior Center and
referred to it as "my center" and feh that they should be included in any decisions about
the future of the center.

RE: Burlington Bridge Construction
John,
The construction project you refer to on Burlington Street is a University of Iowa
project. This University project consists of reconstructing the existing steam tunnel
that runs under Burlington Street. The tentative construction completion date, as of
today, is May 5th.
During construction the contractor ran into a conflict with an existing Qwest duct bank
which set them back several months. There may have been occasions that it looked like no
work was going on, but that was most likely a result of the Qwest ductbank support
blocking the view. In addition, often there was work going on under the street and in the
tunnel which is not adjacent to the lanes of traffic and may have led to a perception of
an idle site.
As of Monday the contractor is

Subject: Burlington Bridge Construction
I was wondering if someone could please let me know the expected completion date for the
construction project currently being undertaken on the Burlington Street Bridge across the
Iowa River.I am asking because it seems like this project has taken a long time, and there
are days I have noticed that it appears little is happening on the construction site,
though of course its possible more is happening than may appear.
Thanks a lot.

Subject: FW: Ice Storm and Blizzard of 2007
Attachments: 032107 MidAmerican This Week.pdf
Greetings:
Attached for your information is MidAmerican Energy Company's internal weekly publication, MidAmerican This
Week. This week's edition, published Wednesday, provides a five-page recap of the ice storm and blizzard of
2007. There's a cover article, followed by several sidebars about the cost of repairs - broken out by capital
expenditures and operations and maintenance, safety performance, field personnel - broken out by states from
where they came, customer calls handled, the number of compliments and complaints, letters to the editor and
letters or notes from customers.
MidAmerican Energy customers will be glad to know that the $36 million it cost to restore power will not impact
customers' bills. MidAmerican Energy customers last experienced an electric rate increase in 1995, and the
company, in its agreement with the Iowa Utilities Board, has promised not to raise electric rates - the cost per
kilowatt-hour of electricity - in Iowa through at least 2010. Also, the company does not have any plans for an
electric rate increase in Illinois or South Dakota.
As you'll recall, at the height of the storms, combined, approximately 80,000 MidAmerican Energy customers were
without power. Altogether, approximately 161,000 (131,000 -Iowa, 30,000 -Illinois) MidAmerican Energy
customers lost power at some point from the two storms. Also, approximately 1,600 broken utility poles and 360
miles of power lines had to be replaced to restore all customers' power.
An interesting tidbit about ice and power lines; MidAmerican Energy's engineers have calculated that 1" of ice on
1 00 feet of power line weighs approximately 250 pounds.

Kudos for Storm Restoration Response
President Todd Raba opened the annual
MidAmerican Energy Company review
meeting March 7, saying, "Our storm
restoration response was excellent. We
worked together as a team, communicated
effectively and executed the storm plan
with a great sense of urgency. I was proud
to be a MidAmerican employee during this
event.
"The experience we gained as a result of
the storm will help us execute even more
effectively in the future. Our storm plan
going forward will be that much better,"
Raba said.
"Our employees performed their duties
effectively, efficiently and safely under
extremely difficult circumstances. This
performance sets the bar high; if we can
operate safely in this crisis environment,
we should be able to operate safely every day.
"Our customers stepped up as well. They appreciated the complexity
of our efforts to restore power and endured their own challenges. In
general, they were very supportive of our work crews.
"I couldn't have been more proud of the organization. Thank you."
Storms that hit MidAmerican's service territory took down
more than 1,600 poles and 360 miles of power line.

the worst faced by the company and its

Repair workers "responded relentlessly to restore
customers' power," he said.
Iowans often showed their appreciation.
An example: About 100 MidAmerican crew
members worked to restore electricity on Saturday to
the small town of Dewar.
Nearby residents arrived unannounced and
provided hot lunches to crew members.

Storm thanks still pouring in
Everyday heroes
I am the mother of two linemen for MidAmerican
Energy - Kevin and John. They work long hours to
get the power back on for thousands of people. It can
be a very dangerous job in all kinds of weather.
I am proud of all the linemen that work so long
and hard to help all of us stay wann and safe. I rank
them right up there with policemen and firemen.
They are everyday heroes.

Down To Business
By Dave Elbert
Businesses get backup power, avoid a flatline
Almost all workplaces depend on computers; when
the electricity is out, they need help to function.
This year's blizzards and ice storms could be to
many Iowa homeowners what Hurricane Katrina and
the East Coast power blackout of 2003 were to
businesses: A wake-up call about how dependent we
are on uninterrupted electrical power...

We simply wont to say THANKS MUCH for the
excellent service during and since the February 24 ice
storm.
We were impressed in every way with MidAmericon:
the easy-to-use automated phone system; the friendly,
professional and reassuring customer service phone
representatives; and the team who came out to do our
repairs. MidAmerican truly seems to have a fantastic
and well-trained workforce. Our sincere thanks.
- Lisa Martin of Coralville, Iowa
The recent ice storm knocked our power out for
40-p/us hours.
Chilly? Yes.
Inconvenient? Yes.
I would like to thank those who worked so
obsessively and relentlessly to get our power up and
running again. Good iob! Thank you!
- Kathleen Bullock of Fairfax, Iowa
Just a note of appreciation for your pramptness in
getting the power back on during the storms.
It's amazing what you miss when you have no TV,
computer, heat or oven.
As we sat here getting grumpy, we realized we
should appreciate your many workers who were out in
the storm, working in terrible conditions.
Thanks to everyone.
- Jon and Donna Mosman of Charles City, Iowa
I want to express my appreciation for all the hard
work your employees put forth during the prolonged
power outage.
I know it's easy for all of us to get impatient when
our power is not restored quickly. That, in and of itself,
should be a statement to how well you maintain our
power araund the clock, week in and week out.
You have spoiled us, and we take for granted what
happens when we flip a light switch. Thanks again for
all you do to keep us warm and dryl
I pray for the safety of all those people out there in
the cold, working to get the rest of us warm.
- Tina Olson of Moline, III.
Just a note of appreciation and gratitude for the
efforts of countless people working to restore our
power.
We were without power for 50 hours or so, and
every truck and worker I saw withstanding the bitter
temperatures and biting winds was a reassurance to
me that power would soon be restored.

You can't blame the power company, the experts
agreed, because power, at least in central Iowa, is
much more reliable than it used to be.
MidAmerican Energy, the power utility for the
Des Moines area, has spent an average of
$105 million a year to upgrade its distribution
system since 2000 and will spend another
$120 million this year, said spokesman Allan Urlis.

I don't think Jim Baker has a clue what it's like to
work out in the elements ("Fewer franchises, fewer
problems," March 4).
My father was a lineman who worked for Iowa-
Illinois Gas and Electric and MidAmerican for 30
years before he retired.
The men and women who choose this job are
incredible. Braving the elements of weather and
working with electricity is a lethal mixture. It's
people like Baker who sit back and criticize when
they don't realize that every time these people climb
a pole or get into a bucket they put their life on the
line for them.
I think MidAmerican Energy does a great job here
in our community by giving back and supplying our
energy needs.
I cannot imagine what a disaster we would have
been facing if we had our own municipal utility
making the repairs after the last ice storm.
MidAmerican has proven themselves to me. Baker
just fails to acknowledge the prompt and efficient
service they provide at a reasonable cost.

I'd like to take this opportunity to thank all the
employees, especially the linemen, for all the hard, cold
and dangerous work they did during the storm.
It's not over yet, but we wont you to know you're very
much appreciated for all the work you are doing. I don't
think hero is too strong a word for this situation.
- Delores Neff of East Moline, III.
We really appreciate everything the crews are doing
to restore power after this storm. Not just the local
crews, but all the ones who have volunteered or work
for another company.
This morning I was on my way to work, happy that I
had power, and saw the crews along Highway 63. Here
10m, warm and dry, because they're out working in
rain, wind and cold temperatures.
Please let them know they are very much
appreciated.
- Georgia Henry of Denver, Iowa
We would like to thank all of the crews who worked
tirelessly after the terrible ice storm on Friday and
Saturday. Service was restored to us in less than 24
hours, and we really appreciate the rapid response to
our outage.
Our 200 head of cattle rely on electricity to get
water, and when the power went out, we worried about
what we were going to do. Thank you so much!
- James and Carla Witter from Coal Valley, III.
I want to thank you for all that you do.
After being without power for more than four hours, I
thought we would be out for days. The blizzard was not
letting up, and my family and I were getting cold.
Imagine how surprised we were, at 9: 15 p.m., to see
a MidAmerican truck pull up. Within an hour, in the
middle of terrible winds and snow, our power was back.
I was afraid for the man in the cherry picker, and I
watched him carefully. I was afraid he would be blown
out of the basket. He didn't give up.
I appreciate your dedication and commitment. Your
employees are what make America a great place to live,
thank you!
- Tami Westphal of Hull, Iowa
Thank you to everyone who helped get our power
back on. We were out for approximately seven days, but
we were told it could have been over two weeks.
I wanted to say that you all do a really good job.

260 Compliments - 23 Complaints
It's human nature; we are more likely to take the time to
formally register a complaint than to pass on a compliment.
Not so in the case of MidAmerican Energy's storm restoration
efforts.
As of March 15, quality assurance had received 283 customer
issues specific to starm events; 260 compliments versus 23
complaints. The positive comments from customers continue to
filter in each day.
IIMany of us were surprised by the number of positive responses
we received from our customers. In many cases, this event seemed
to create a greater sense of appreciation for the services
MidAmerican provides every day," said Regan Gunn, manager-
quality.
"This kind of customer support and understanding was
unexpected, but greatly appreciated."
These statistics help tell the story of the extraordinary response
MidAmericon employees made to restore customers' power quickly

Night at the lallgame Wrap-up
Employees across the service territory have been
taking in some of the local high school basketball
action as they participate in MidAmerican Energy's
Night at the Ballgame sponsorship program.
When a MidAmerican sponsorship night is
scheduled in a school district, employees from the
area volunteer to attend the event, answering
questions and providing a contact point between the
company and the community.
The program provides a great opportunity for the
company to partner with the communities through
the schools and connect with residents in a very
friendly environment.
"This year, we received a lot of general, utility-
related questions," said Tom Gesell, manager-gas
supply operations. "This is a great way for the
company to be active in the communities we serve,
and it allows customers to ask questions in a non-
threatening environment.
"Three years ago, when we held the first Night at
the Ballgame in South Sioux City, people were
hesitant to come over to our table," Gesell said. "Now,
people recognize us and keep us busy with questions."
Employee volunteers who host an event work a
table, distribute energy efficiency information, visit
with attendees, sign attendees up for a free drawing
for a stadium blanket and give away Play It Safe
T-shirts to the crowd. MidAmerican makes a donation
to the school system to be used by the sports or arts
booster group for supporting the implementation of
the program.

community relations and economic development, and

What are noroviruses?
Outbreaks of norovirus, a group
of viruses that cause gastro-
enteritis - the stomach flu - have
been in the news recently after a
food-handler infected with the
virus passed it to restaurant-
goers.
The symptoms of norovirus
illness usually include nausea,
vomiting, diarrhea and stomach
cramping. Sometimes, people also
experience a low-grade fever,
chills, headache, muscle aches and
a general sense of tiredness.
The illness often begins
suddenly, and the infected person
may feel very sick. In most people,
the illness is self-limiting, with
symptoms lasting for one or two
days.
People can become infected
with the virus in several ways,
including eating food or drinking
liquids that are contaminated
with norovirus; touching surfaces
or objects contaminated with
norovirus and then placing their
hand in their mouth; having direct
contact with another person who
is infected and showing symptoms.
N oroviruses are highly
contagious and can spread easily
from person to person.
Currently, there is no antiviral
medication that works against
norovirus, and there is no vaccine
to prevent infection. Norovirus
infection cannot be treated with
antibiotics.
When people are ill with
vomiting and diarrhea, they
should drink plenty of fluids to
prevent dehydration. Dehydration,
especially among young children
and the elderly can be common,
and it is the most serious health
effect that can result from
norovirus infection.
You can decrease chances of
coming in contact with
noroviruses by following these
preventive steps:
. Frequently wash your hands,
especially after using the restroom
or changing diapers and before
eating or preparing food.
. Carefully wash fruits and
vegetables, and steam oysters
before eating them.
. Thoroughly clean and
disinfect contaminated surfaces
immediately after an episode of
illness, using a bleach-based
household cleanser.
. Immediately remove and
wash clothing or linens that may
be contaminated with virus after
an episode of illness, using hot
water and soap.
Persons who are infected with
norovirus should not prepare food
while they have symptoms and for
three days after they recover from
their illness. Food that may have
been contaminated by an ill
person should be disposed of
properly.

Groh, administrative assistant-IT,
will be held April 4 from 2 to

The Honorable
Mayor Ross Wilburn
City ofIowa City
410 E Washington Street
Iowa City, IA 52240-1826
Dear Mayor Wilburn:
We want to thank you and members of your community for your patience, understanding
and support during the electrical outages caused by the ice storm and subsequent blizzard
at the end of February and beginning of March. As you may have read or heard in the
media, MidAmerican Energy Company mobilized more than 1,300 employees, contractors
and out-of-state utility workers from nine states stretching from Oklahoma to Michigan,
Indiana and Ohio, as well as from sister utilities Rocky Mountain Power and Pacific Power
in the West to restore electricity as quickly and safely as possible.
As a result of the most damaging winter weather MidAmerican Energy customers have
experienced since the early and mid-1990s, approximately 80,000 customers lost power at
the height of both storms combined, and approximately 1,600 utility poles and 360 miles
of power lines needed to be replaced. In spite of the significant damage, within seven days
of the beginning of the back-to-back storms, all but 300 customers had power restored. The
remaining customers in the hardest hit areas had power the following day.
We would have preferred to have fewer customers inconvenienced by the hardship of an
extended power outage, but given the widespread damage to our system, which covers
approximately 10,600 square miles, crews restored power as quickly and safely as
humanly possible in extremely difficult and sometimes treacherous conditions. .
While the cost of repairs is still being determined, customers can be assured that the
company's commitment to not raise electric rates through at least 2010 in Iowa has not
changed, nor does MidAmericanEnergy have plans to increase electric rates for customers
in Illinois or South Dakota. The last electric rate increase MidAmerican Energy customers
experienced was in 1995.
Again, thank you for your patience and understanding.
Sincerely,
I~~~
Todd Raba
President, MidAmerican Energy Company

Dear Brigett,
Thank you for your email to the City Council regarding the age of admission into bars and your related Civics
project. There is currently nothing on Council's list of pending discussion items relating to this issue. You are
perhaps aware that a petition for a ballot referendum to raise the admission age to "the legal age" (now 21) is
being circulated in Iowa City. If a sufficient number of signatures are obtained and certified as valid by the City
Clerk, the matter would then go to Council to either adopt the proposed ordinance amendment or place it on the
November 2007 local election ballot. Some discussion by Council would thus occur at the time the petition is
received.
Council members do not receive Council emails directly and your inquiry, along with this response, will be
forwarded to them and formally received as part of the consent agenda of an upcoming regular Council meeting.
If you wish to discuss this with individual Council members or to solicit their respective opinions on an issue, you
can find their names and contact information on the City website at www.iCQov.Q[Q . Please feel free to contact
them.
I hope this information is helpful. Best of luck with your project.

Good morning, City Council Members:
I went downtown this morning to one of the businesses and found that they were closed, so I
immediately returned to the parking garage. I was probably gone on the outside of 10
minutes. However, I was charged $.75 for the experience and was told that the Council
gives a grace period of only 5 minutes. Could the Council consider a longer grace period
such as 15 - 20 minutes? I believe this act would not cost us a lot of money and lessen the

This is no big deal, but thanks for your consideration.

Subject: Habitat work day for locally elected officials
Dear Friends on City Council,
We are planning a Habitat for Humanity week in Iowa City this spring. We have asked Mayor Wilburn
to declare the week of April 9-15 the official week.
Part of the plan includes inviting local elected officials to come out onto a build site and see how it all
works and join in the effort (volunteer to swing a hammer, paint, rake, etc).
We invite you to our Tippie Student Build at 1910 H Street on Saturday, April 14 from 9 a.m. to noon.
And if want to work the afternoon we will be there until about 4 p.m. The Tippie students started the
home last week with the goal of completing it by graduation day! So we need help in meeting that goal.
Please RSVP to me if you can join us on the 14th. For those who have never worked on a Habitat site
before, we can promise an eye-opening and empowering experience.
Thank you for your concern and commitment to serve.

RE: Drunks in City Park
Dear Mr. Warner,
Thank you for your two email communications to the City Council regarding drinking in City
Park. Council members do not receive their email correspondence directly. Your message
will be forwarded to Council and officially received as part of the consent agenda for an
upcoming regular Council meeting.
Perhaps I can be of some assistance. There is a local prohibition against consuming
alcoholic beverages in all City parks. It is covered by Section 4-5-3, Subsection (B) of
the City Code. That is the same section that prohibits consumption in public places and
all City buildings. However, there are other provisions for certain exceptions, such as
the sale and consumption of beer or wine at events at the Shakespeare Theatre in City Park
where the necessary license, etc. are obtained. Thus the prohibition against alcoholic
beverages in the park is not absolute, making it more difficult to accurately depict via a
sign what is allowed and what is not. That notwithstanding, if we do experience an
increase in incidents of public consumption and/or alcohol related disturbances in our
parks, we will further consider the need for signs as you suggest.
Events of the kind you witnessed at City Park are generally public disturbances and the
police will readily respond to complaints of such behavior at any public location.
However, the City simply does not have the resources to maintain a constant presence of
either park security personnel or of police officers in the parks. We rely on citizens who
witness this type of behavior to report it to the police at the time it is occurring. We
can thus respond more quickly and effectively.
By way of a copy of this response, I am informing the police department of the incident
you witnessed and they will attempt, as time and resources allow, to keep a closer eye on
activities in City Park. Nonetheless, we must continue to rely heavily on citizen
witnesses reporting such incidents to the police as they are occurring.
I hope this information is helpful. Your bringing this matter to the attention of the City
Council is appreciated.
Sincerely,

Subject: Drunks in City Park
So far as I know it is illegal for people to drink and walk around with beers in their
hands in City park?
Yesterday (Sunday afternoon) a group of people arrived a car in the northwest parking lot
by the river at City Park, with rap music blaring and beers in hand as they drove in.
These people got out of their car with beers in hand and proceded to take over the parking
lot with their music and drinking, walked freely throughout City park with beers in hand,
1
.... .m~1
and after 30-60 minutes others began leaving the area to avoid obvious trouble.
The vehicle in question was lisensed Johnson County 672 NDL.
A number of people ecountered these people and advised them it was not legal for them to
be drinking in City Park. The people drinking did not care and basically told everyone
objecting to mind their own business. The air of intimidation from these people was
palpable and real -
Several people during this situation went to look for law enforecment or a park official,
but nobody could be found. People then began packing up and leaving.
There needs to be a park offical on duty in City Park on a warm Sunday afternoon so
situations like this can be handled without putting the pubic at risk from offenders.
There needs to be No-Drinking signs posted in all the parking lots at City Park.
Thanks,
Jerry Warner (351-3037)

Subject: Drinking in City Park - Followup
There are no signs at the entrance or anywhere at City Park
that we could find, that say NO DRINKING - ALCOHOL NOT
PERMITTED .... etc.
Contrary to statements by the City Manager's Office and Parks
& Recreation I and two friends went to City Park this afternoon,
we have just returned, and we could find NO signs at the entrance
or anywhere else at City Park that say: No Drinking.
Your City officials are simply wrong.
Thank you.

Dear Mayor Wilburn:
I am writing with reference to current discussions among the City Council regarding a
University of Iowa student proposal for community service for Possession of Alcohol
Under the Legal Age (PAULA) citations.
The Division of Student Services would not be in a position to fund, organize or
supervise the program. Based on our experience, research, and a site visit to a
municipality engaged in a restorative justice program, our participation is not feasible at
this time. However, we would be supportive of the idea if the City Council decides to
implement the proposal.
If you or the Council has further questions, please feel free to contact me directly.

Hello ...
I am surprised to get a response from whoever you are but I would like to understand the
process. Would 11:15 AM or 1:15 PM on Friday work for you? It appears that the city council
persons don't understand the process either. The resident who told me about this said he saw
an instance on television where the council was questioned about a person receiving rental
assistance for 3 years and wasn't even living here. Ross commented he would have to look
into it. I hope he or the other have.

Good afternoon Ms. Haug! Would you like to come in to discuss how the voucher and public housing
programs operate? I will certainly prepare a written explanation, but I would be more than happy to
meet you in person and discuss the details and the various Federal Regulations we must follow in
administering these programs. The rest of my week is wide open and I will set aside whatever time you
would require.

I heard from another resident today that housing assistance money is being given to people
from out of state who are moving here. Then at some point they move from the area and
still get the housing money when they are not living in the area.
Is this happening? Of is this misinformation?

Subject: RE: price-gouging issue
Dear Amy,
Thank you for your emailto the City Council regarding prices for rental trucks. Council members do not receive
their emails directly and your correspondence will be forwarded to them and received by Council as official
correspondence as part of the consent agenda for an upcoming Council meeting.
Frankly, we really cannot be of much assistance to you in this matter. The City of Iowa City does not license
businesses nor do we monitor their pricing policies and practices. They operate as free enterprise, subject to
market demands and influences and to the pressures of competition, as do most private businesses. Iowa City
does not have a Better Business Bureau office that I can refer you to, nor am I aware of any State laws that would
apply in this case. However, you may wish to contact the Consumer Protection Division in the office of the Iowa
Attorney General. They can be reached at 1 888777-4590.
I'm sorry I can't of more help. Good luck with your move.
Sincerely,
Dale Helling, Assistant City Manager

Subject: price-gouging issue
Greetings,
I was wondering if there's anything the city or county can do about potential price-gouging by a truck
rental company in Iowa City.
I called Budget Truck Rental today to get a quote for moving at the end of July: when everyone moves.
They at first said they hadn't figured out their game plan yet, and then left a message on my voicemail
with their "new" policies. First, that they will be charging $25 an hour for their trucks that week: their
usual price is $30 a day. Second, that they will be renting out the trucks in timeslots, and that if you are
even 5 minutes late for your timeslot they will charge you a $100 fee.
Can this be legal? There are very few truck rental companies in the area, and the need is huge at the end
of July. Isn't there something that the city, county, or state can do to protect people from this company's
obscene rates?
Thank you,
Amy Walsh
