Action Pursuant to Section 9-1-3A(19); Install signage indicating TOW-AWAY ZONE on the taxicab stand signage on Iowa Avenue and Washington Street in the Central Business District. Comment At the March 20, 2007 City Council meeting, taxicab stands were established on Iowa Avenue and Washington Street in the Central Business District. The designated areas are in the 100 and 200 blocks of Iowa Avenue and the 100 block of Washington Street. I was wondering if this had been discussed at all, or distributed to the council members to see if there would be any interest. The purpose of this project was to gain information from participants at the Center which will be presented to the committee exploring the possible merger. It is anticipated that additional focus groups will be conducted with a variety of participants at the Center. Honohan wa City/Johnson County senior Center Commission --n r....,) o ",.,") :;;. j; --[.1 , , .,--; ._,/i w --.1 -_._._~-'--~ Focus Groups 1 Report from Focus Group Sessions During the week of February 26, 2007, three focus groups were conducted at the Iowa City/Johnson County Senior Center. The purpose of these focus groups was to explore the concerns and opinions that people using the senior center have in regard to the proposed merger between the Senior Center and Parks and Recreation Department. The groups were advertised throughout the Senior Center by posting fliers, making announcements at programs and activities, and through word of mouth. Sixteen people attended these groups and seven additional people contacted me directly to express their concerns. The following is a summary of the opinions expressed during these meetings. When asked specifically about the merger with the parks and recreation department, several people responded "if it is not broke, don't fix it". The participants in the focus groups had many questions about the merger and were in search of an~~. ::'~ J> =:.~' t=."" They wanted to know if the merger would involve a physical move or if it would:be " --::J.r :.-~, (~-.- primarily an organizational staff change. Several people also expressed concemtllal o:::-,~ ~-"."....." funding for the Senior Center would decrease and would result in decreased ~ programming. Several people were upset that they would have to pay for services at the recreation department that they would not utilize and would prefer that their membership dues were used solely for Senior Center purposes. Overall, people indicated that they had no complaints with the current organization of the Senior Center and did not understand why a merger was necessary. Once the initial concern about the merger was addressed, we began to discuss why the people in the focus groups use the Iowa City/Johnson County Senior Center. Several participants stated that they enjoy being around their peers and that they want to be around other people with similar interests who understand what it is like to get older. One woman stated that she noticed that her body and mind were changing as she aged and that she felt uncomfortable and intimidated when participating in activities with younger people. People expressed that they felt like they could relax and concentrate on the programs, activities, and classes at the Senior Center because they were surrounded by people that were encouraging, positive, and supportive and understood the needs of older adults. Participants also indicated that they use the Senior Center because it provides various activities that address the whole self Participants said they were happy to have so many programming choices that addressed such a wide variety of interests from fitness classes, to religious/spiritual classes, poetry classes, computer classes, Spanish classes, the band and choir, quilting, media production, etcetera. The people in the focus groups 1"-"-:" said that this wide variety of programming allows them to continue their involvc@ent ~~() with life-long interests while also exploring new interests. Overall, the particip~rl!S::' /:~) r.;:;::\ ~ II expressed that this was energizing and added to the quality of their life. " -:<:; ;i -c (i 2:;' ~Y' One of the prevailing themes in the discussions was the fact that the Sen~-Centee co offers people a chance to socialize with their peers in an environment that is friendly and N o -"1 ~ j '.J supportive. Several people indicated that they viewed the people at the Senior Center like a "family" and really felt that it was a community. One woman stated, "After my husband died, I was grateful to have the Senior Center. Knowing that I would find people here that would support and understand my experience was my motivation to leave the house." In addition, people stated that the environment of the Center was very ____~._______~__~._______u._.____.____..__..___~.__._._._____ .____.___,__.._...... Focus Groups 3 positive and energetic and they were grateful to be around people that were so encouraging and supportive. Another common theme in our discussions was the sense of purpose and meaning that many people find in coming to the Senior Center. Several people spoke about learning to do new things and accomplishing things they never thought they would accomplish. One woman stated that she was always interested in playing in a band but never had the opportunity when she was younger. Once she joined the Senior Center, she learned how to play the clarinet and said that was a great feeling of accomplishment and added a new sense of purpose to her life. Other people spoke about the sense of value they have when they are contributing to the many volunteer efforts at the Senior Center. These opportunities to give back to the community and to stay involved in meaningful activity help people feel valued and fulfilled. A volunteer book-keeper for the gift shop stated, "I spent my whole career doing accounting work and was so happy to find that the -- C~"". o c:; senior center stil1 needed and wanted me to do this work. Therefore, when she died, he felt lost and was very unsure of himself However, after he started to come to the Senior Center, he learned how to use a computer, took a few different courses, and gradually began to feel more confident. He said this confidence influenced other areas of his life and he just started having more fun and enjoying his life more because of this new belief in himself. - _.,_._.~._-_.._.._-~,~,--~--_._-_._._....,.__._-------'-'-----~---___r__-----.-------'---'-.~--...---- Focus Groups 4 The main concern of the people in the focus groups was that the proposed merger would take away the programming specific to their changing needs and would mean that they would no longer have the activities and programs that have become such an important part of their life. Several people said that they could not imagine what it would be like if the Senior Center was no longer here because it is currently such an important part of their life and they schedule their days around what is happening at the Senior Center. In addition, people said they would really miss the sense of community and belonging that they have at the Senior Center. Several people pointed out that the Senior Center is a valuable resource in Iowa City for older adults and that it allows them to stay involved in the community while also having fun and socializing with their peers. In conclusion, many people expressed a sense of ownership in the Senior Center and referred to it as "my center" and feh that they should be included in any decisions about the future of the center. This University project consists of reconstructing the existing steam tunnel that runs under Burlington Street. The tentative construction completion date, as of today, is May 5th. During construction the contractor ran into a conflict with an existing Qwest duct bank which set them back several months. There may have been occasions that it looked like no work was going on, but that was most likely a result of the Qwest ductbank support blocking the view. In addition, often there was work going on under the street and in the tunnel which is not adjacent to the lanes of traffic and may have led to a perception of an idle site. This week's edition, published Wednesday, provides a five-page recap of the ice storm and blizzard of 2007. There's a cover article, followed by several sidebars about the cost of repairs - broken out by capital expenditures and operations and maintenance, safety performance, field personnel - broken out by states from where they came, customer calls handled, the number of compliments and complaints, letters to the editor and letters or notes from customers. MidAmerican Energy customers will be glad to know that the $36 million it cost to restore power will not impact customers' bills. MidAmerican Energy customers last experienced an electric rate increase in 1995, and the company, in its agreement with the Iowa Utilities Board, has promised not to raise electric rates - the cost per kilowatt-hour of electricity - in Iowa through at least 2010. Also, the company does not have any plans for an electric rate increase in Illinois or South Dakota. As you'll recall, at the height of the storms, combined, approximately 80,000 MidAmerican Energy customers were without power. Altogether, approximately 161,000 (131,000 -Iowa, 30,000 -Illinois) MidAmerican Energy customers lost power at some point from the two storms. Also, approximately 1,600 broken utility poles and 360 miles of power lines had to be replaced to restore all customers' power. An interesting tidbit about ice and power lines; MidAmerican Energy's engineers have calculated that 1" of ice on 1 00 feet of power line weighs approximately 250 pounds. We worked together as a team, communicated effectively and executed the storm plan with a great sense of urgency. I was proud to be a MidAmerican employee during this event. "The experience we gained as a result of the storm will help us execute even more effectively in the future. Our storm plan going forward will be that much better," Raba said. "Our employees performed their duties effectively, efficiently and safely under extremely difficult circumstances. This performance sets the bar high; if we can operate safely in this crisis environment, we should be able to operate safely every day. "Our customers stepped up as well. They appreciated the complexity of our efforts to restore power and endured their own challenges. In general, they were very supportive of our work crews. The sincere appreciation of customers across the service territory was communicated through the media in letters to the editor, editorial columns and feature articles. Steve Clough knows first hand what it means to lose power for a week. He lives about two miles outside Dewar and watched utility poles and wires destruct last Saturday morning. .. Because repairs took longer than expected, MidAmerican provided other assistance to some customers. "MidAmerican's been real helpful. They provided a generator, a full tank of gas, plus six extra gallons of gas, and they even hooked it up for me," said Clough. No matter how long the wait, customers like Clough are just happy to once again have power. "Good news that they're here and we're very thankful for all their hard work. Wish weather was a little better for them," he said. MidAmerican Energy, the power utility for the Des Moines area, has spent an average of $105 million a year to upgrade its distribution system since 2000 and will spend another $120 million this year, said spokesman Allan Urlis. Iowa City Press-Citizen March 12, 2007 Letter to the editor I don't think Jim Baker has a clue what it's like to work out in the elements ("Fewer franchises, fewer problems," March 4). My father was a lineman who worked for Iowa- Illinois Gas and Electric and MidAmerican for 30 years before he retired. The men and women who choose this job are incredible. Braving the elements of weather and working with electricity is a lethal mixture. It's people like Baker who sit back and criticize when they don't realize that every time these people climb a pole or get into a bucket they put their life on the line for them. I think MidAmerican Energy does a great job here in our community by giving back and supplying our energy needs. I cannot imagine what a disaster we would have been facing if we had our own municipal utility making the repairs after the last ice storm. MidAmerican has proven themselves to me. Baker just fails to acknowledge the prompt and efficient service they provide at a reasonable cost. As of March 15, quality assurance had received 283 customer issues specific to starm events; 260 compliments versus 23 complaints. The positive comments from customers continue to filter in each day. Following the initial call to report their outage, many customers called back to inquire about restoration progress within their specific area. In addition to information provided by customer service associates, the automated systems provided 121,504 area- specific messages, which were updated every three hours with the latest available information. When a MidAmerican sponsorship night is scheduled in a school district, employees from the area volunteer to attend the event, answering questions and providing a contact point between the company and the community. The program provides a great opportunity for the company to partner with the communities through the schools and connect with residents in a very friendly environment. "This year, we received a lot of general, utility- related questions," said Tom Gesell, manager-gas supply operations. "This is a great way for the company to be active in the communities we serve, and it allows customers to ask questions in a non- threatening environment. "Three years ago, when we held the first Night at the Ballgame in South Sioux City, people were hesitant to come over to our table," Gesell said. "Now, people recognize us and keep us busy with questions." Outbreaks of norovirus, a group of viruses that cause gastro- enteritis - the stomach flu - have been in the news recently after a food-handler infected with the virus passed it to restaurant- goers. The symptoms of norovirus illness usually include nausea, vomiting, diarrhea and stomach cramping. Sometimes, people also experience a low-grade fever, chills, headache, muscle aches and a general sense of tiredness. The illness often begins suddenly, and the infected person may feel very sick. In most people, the illness is self-limiting, with symptoms lasting for one or two days. People can become infected with the virus in several ways, including eating food or drinking liquids that are contaminated with norovirus; touching surfaces or objects contaminated with norovirus and then placing their hand in their mouth; having direct contact with another person who is infected and showing symptoms. N oroviruses are highly contagious and can spread easily from person to person. Currently, there is no antiviral medication that works against norovirus, and there is no vaccine to prevent infection. Norovirus infection cannot be treated with antibiotics. When people are ill with vomiting and diarrhea, they should drink plenty of fluids to prevent dehydration. Dehydration, especially among young children and the elderly can be common, and it is the most serious health effect that can result from norovirus infection. You can decrease chances of coming in contact with noroviruses by following these preventive steps: . Frequently wash your hands, especially after using the restroom or changing diapers and before eating or preparing food. . Carefully wash fruits and vegetables, and steam oysters before eating them. . Thoroughly clean and disinfect contaminated surfaces immediately after an episode of illness, using a bleach-based household cleanser. . Immediately remove and wash clothing or linens that may be contaminated with virus after an episode of illness, using hot water and soap. Persons who are infected with norovirus should not prepare food while they have symptoms and for three days after they recover from their illness. Food that may have been contaminated by an ill person should be disposed of properly. Retirement coffees . As you may have read or heard in the media, MidAmerican Energy Company mobilized more than 1,300 employees, contractors and out-of-state utility workers from nine states stretching from Oklahoma to Michigan, Indiana and Ohio, as well as from sister utilities Rocky Mountain Power and Pacific Power in the West to restore electricity as quickly and safely as possible. As a result of the most damaging winter weather MidAmerican Energy customers have experienced since the early and mid-1990s, approximately 80,000 customers lost power at the height of both storms combined, and approximately 1,600 utility poles and 360 miles of power lines needed to be replaced. In spite of the significant damage, within seven days of the beginning of the back-to-back storms, all but 300 customers had power restored. The remaining customers in the hardest hit areas had power the following day. We would have preferred to have fewer customers inconvenienced by the hardship of an extended power outage, but given the widespread damage to our system, which covers approximately 10,600 square miles, crews restored power as quickly and safely as humanly possible in extremely difficult and sometimes treacherous conditions. . While the cost of repairs is still being determined, customers can be assured that the company's commitment to not raise electric rates through at least 2010 in Iowa has not changed, nor does MidAmericanEnergy have plans to increase electric rates for customers in Illinois or South Dakota. There is a local prohibition against consuming alcoholic beverages in all City parks. It is covered by Section 4-5-3, Subsection (B) of the City Code. That is the same section that prohibits consumption in public places and all City buildings. However, there are other provisions for certain exceptions, such as the sale and consumption of beer or wine at events at the Shakespeare Theatre in City Park where the necessary license, etc. are obtained. Thus the prohibition against alcoholic beverages in the park is not absolute, making it more difficult to accurately depict via a sign what is allowed and what is not. That notwithstanding, if we do experience an increase in incidents of public consumption and/or alcohol related disturbances in our parks, we will further consider the need for signs as you suggest. Events of the kind you witnessed at City Park are generally public disturbances and the police will readily respond to complaints of such behavior at any public location. However, the City simply does not have the resources to maintain a constant presence of either park security personnel or of police officers in the parks. We rely on citizens who witness this type of behavior to report it to the police at the time it is occurring. We can thus respond more quickly and effectively. By way of a copy of this response, I am informing the police department of the incident you witnessed and they will attempt, as time and resources allow, to keep a closer eye on activities in City Park. Nonetheless, we must continue to rely heavily on citizen witnesses reporting such incidents to the police as they are occurring. I hope this information is helpful. Yesterday (Sunday afternoon) a group of people arrived a car in the northwest parking lot by the river at City Park, with rap music blaring and beers in hand as they drove in. These people got out of their car with beers in hand and proceded to take over the parking lot with their music and drinking, walked freely throughout City park with beers in hand, 1 .... .m~1 and after 30-60 minutes others began leaving the area to avoid obvious trouble. The vehicle in question was lisensed Johnson County 672 NDL. A number of people ecountered these people and advised them it was not legal for them to be drinking in City Park. The people drinking did not care and basically told everyone objecting to mind their own business. The air of intimidation from these people was palpable and real - Several people during this situation went to look for law enforecment or a park official, but nobody could be found. There needs to be a park offical on duty in City Park on a warm Sunday afternoon so situations like this can be handled without putting the pubic at risk from offenders. First, that they will be charging $25 an hour for their trucks that week: their usual price is $30 a day. Second, that they will be renting out the trucks in timeslots, and that if you are even 5 minutes late for your timeslot they will charge you a $100 fee. Can this be legal? There are very few truck rental companies in the area, and the need is huge at the end of July.
