MINUTES
CAT,.T O ORriS. The first meeting of the Iowa City Police Citizen
Review Board (PCRB) was held on Wednesday, Sept. 10,
1997, 7:00 p.m. in the Engineering Conference Room
at the Iowa City Civic Center. The meeting was'called
to order by Marian Kart, City Clerk.
A~'n~I~%NCE Ail Board members were present: John Watson,
Margaret Raymond, Patricia Farrant, Paul Hoffey and
Leah Cohen. City staff present: Marian Kart,
Chief R.J. Winkelhake, and Sandy Bauer.
CITT~N'S Sessions will be held every Tuesday evening from 6:00
~ to 9:00 beginning Sept. 16, 1997 and ending December 2
REMIN-~R at the Coralville Libary or Coralville City Hall.
Tk/~PORARYCHkIR Motion.by J. Watson and seconded by M. Raymond that
Paul Hoffey be appointed temporary Chairperson. He
shall serve in such capacity until bylaws are in
place, at which point a permanent Chairperson will be
selected. Motion carried.
PROCESS FOR To protect neutrality of the Board, City staff
~FCTICNOF recommended that before the PCRB conduct any business
ATTORNEY independent counsel be retained. Five attorney
applications were submitted to the Board. General
discussion followed.
"Given the public perception that there has been a
delay in the process," it was agreed to move forward
quickly. Meeting dates were set to begin this process:
b~ETING~A~ES - Monday, 9/15/97, 8:30 a.m.
- Friday, 9/19/97, 5:30 p.m.
- Monday, 9/22/97, 8:30 a.m.
Staff will provide agenda packets prior to next
meeting, to include: Roster of Board members; agenda
for 9/15 meeting; sample questions for interviewing
process~ copy of letter sent to all members of the
Johnson County Bar Association; and, a draft of PCRB
Bylaws prepared by City Attorney's Office.

by P. Farrant. Meeting adjourned.
