Campbell This instruction, provided by the University of Louisville Southern Police Institute, presented opportunities for continuous examination of ethical issues affecting law enforcement. The goal of this seminar is to promote and improve ethics and integrity across the department. BASIC REID INTERVIEW AND INTERROGATION (December 1-3) Cedar Rapids Police Department Lt. Wyss, Officers Kelsay & Platz This continues to be the premier course of its kind. Officers learn to conduct successful interviews and interrogations in accordance with all legal requirements. They learn to eliminate the innocent from suspicious in a non-offensive manner while recognizing the profile of verbal and non-verbal characteristics that distinguishes innocent from deceptive suspects. STOP VIOLENCE AGAINST WOMEN CONFERENCE (December 1-3) Johnston, IA (sponsored by ILEA) Officer Shaffer Officer Shaffer's position as a domestic assault investigator is funded by the Stop Violence Grant. This conference helps her fulfill the requirements of the grant objectives as well as better serve victims of violence. Featured topics of the conference included stalking, Federal and State response protocol to domestic assault and stalking, and victim compensation. DOG HANDLER TRAINING (December 1-17) Gretna, NE Officer McMartin Due to the decision to form an Iowa City Police K-9 Unit, Officer McMartin was selected to be a dog handler and go through training with the dog purchased by the department. In the third week of this school, it was decided to discontinue Officer McMm-t'm's training and select another officer to be the dog handler. The newly selected officer will utilized the same dog and initiate training in January. PR-24 BATON RE-CERTI]FICATION (December 3) Iowa Law Enforcement Academy Officer Lippold Officer Lippold is a certified PR-24 baton instructor for the police department. This re- certificaf~on gives the instructor updates as well as keeps their certification valid. BASIC FIELD TRAINING OFFICER SEMINAR (December 7-I 1) Mobile Training Unit IV, Field Training Associates Officers Lc'ftc, Humfichouse, Clarahan and Blomgren This course is specifically designed for experienced uniformed patrol personnel to serve as Field Training Officers with probationary employees. These selected officers are trained in how to objectively model, train, evaluate, coach and document the new/inexperienced officer. These officers and this program are vital to developing and maintaining the high standard of behavior and service expected of Iowa City Police Officers. SPECIAL RESPONSE TEAM TRAINING (December 8) Iowa City Police Department/National Guard Armory 17 SRT Officers, 1 Absent Members participated in their quarterly physical testing. All were then instructed by Lt. D.J. Quinlan, I.M.C.C. in civil disturbance control. In the aRernoon, a practical application utilizing the 36" baton, riot shields and formations was conducted. (December 28 or 29) All SRT members participated in the monthly weapons qualification at the Cedar Rapids firearms range. ICPD TRAINING -n DATE: January 5, 1999 .<?. LAW ENFORCEMENT MOBILE VIDEO TRAINING (December 14-17) Iowa Law Enforcement Academy Sgt. Brotherton The Iowa City Police Department has received a grant which will allow us to purchase mobile video units for all of our marked patrol units. This will allow us to document, both audible and visual, all stops made by patrol officers. This training equips Sgt. Brotherton with the necessary skills to instruct all officers on how to properly use the system. He also learned how to set up and manage the system for the department. F.A.T.S. (December) Iowa City Police Department 49 Officers During the month of December, individual officers were required to demonstrate proficiency in a skill builder (Mini Action Pistol Competition) from the Competition Shooting Disc.
