The school will no longer allow school restrooms to be used for athletic events, therefore they are proposing to construct a simple concrete block outbuilding that would be durable and inexpensive to construct. Applicable Guidelines: IOWA CITY GUIDELINES FOR HISTORIC PRESERVATION 6.0 Iowa City Guidelines for New Construction 6.2 NEW OUTBUILDING Recommended: Design • Placing new outbuildings, including garages, to the rear of the primary building. • Constructing garages and other outbuildings that are clearly subordinate in size and ornamentation to the primary structure. • Constructing new outbuildings that reflect the style of the primary structure. SECRETARY OF THE INTERIOR'S STANDARDS 9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. 10. New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. Staff Comments: The Iowa City Guidelines recommend that new outbuildings reflect the style of the primary structure. Given that the primary structure is a school, staff feels it would be more appropriate to construct this small building in the style of neighborhood outbuildings. Staff has looked at area outbuildings to determine if there is an appropriate, historically -based design that could be adapted for the proposed restroom and concessions facility that would not significantly increase the project budget. Although not common, rock -face concrete block has been used for garages and houses. Photos of masonry outbuildings are illustrated below. Staff recommends that the outbuilding be constructed of rock -face concrete block similar to that used in the neighborhood and that the pitch of the roof be increased to a pitch of 8:12. It would also be appropriate to leave the rafter tails exposed, however fiber cement board soffit and fascia would be acceptable. Recommendation: The application for a certificate of appropriateness to construct a concessions and restroom facility at the Longfellow School soccer field be approved provided it is constructed of rock -face concrete block, has a roof pitch of at least 8:12 and either open rafter tails or fiber cement board soffit and fascia. Summit Street District: Summit Street Historic District Classification: Contributing This is a simple, late 19th-century house that has been "updated" with asbestos siding and converted to a five unit rental. It is currently owner occupied and one of the elderly residents requires a ramp from the porch to the driveway. Because the ramp will likely be temporary, the applicants have requested that they be allowed to construct the ramp in a manner that would be less expensive than required by strictly adhering to the Iowa City Guidelines. Applicable Guidelines: IOWA CITY GUIDELINES FOR HISTORIC PRESERVATION 5.0 Iowa City Guidelines for Additions 5.2 DECKS AND RAMPS Ramps • Designing ramps so they do not detract from the historic character of the house. To the extent possible, the yard should be graded to create a portion of the incline of the ramp. • Locating a new ramp, or as much of the new ramp as possible, on the side of the building. • Incorporating a ramp into a porch. • Landscaping around a ramp to soften the visual impact of the structure from the street. • Following the guidelines in section 4.10 Balustrades and Handrails. Not Recommended: • Constructing a ramp that extends more than 8 feet in front of the primary, street -facing facade. SECRETARY OF THE INTERIOR'S STANDARDS 9. Staff Comments: There are a number of factors for consideration with this application: • The ramp is intended to be used for a limited period of time; • It is located at the side of the property; • It will be obscured by trees and shrubs and will not be highly visible from the street; and • It will not require a guardrail by the building code and the porch does not have a baluster; For these reasons, staff feels that it is appropriate to not require a traditional style baluster for this ramp. The handrail should be designed to minimize its visual presence. A simple pipe rail could be used for a handrail or a simple wood post and rail design could be used. The applicants have requested approval of a wood design to minimize the construction expense. Staff has provided drawings to clarify the applicants design preference. The primary concern with the ramp addition is that it may be easily removed once it is no longer needed by the current owners and will not damage or alter the historic porch. Recommendation: The application for a certificate of appropriateness to add a ramp on the north side of the house at 325 S. Summit Street be approved provided per staffs drawing and provided that it may be easily removed, does not damage the porch and is removed once no longer required by the current owner. This application complies with the Iowa City Guidelines for Historic Preservation and Secretary of the Interior's Standards. Side of 325 Summit Street where ramp will be located. This is a nonhistoric property located at 717 Clark Street. This house and attached garage was constructed in 1950 and has colonial revival influences. The applicant has had problems with the essentially flat roof leaking and it needs to be repaired. Since the applicant will be adding a roof deck on a rear addition, and does not use the garage roof deck, he would like to add a hipped roof. Applicable Guidelines: IOWA CITY GUIDELINES FOR HISTORIC PRESERVATION 3.3 Exceptions for Nonhistoric Properties 1. Does not further detract from the historic character of the district. 2. Does not create a false historic character. 3. Is compatible with the style and character of the nonhistoric property. Staff Comments: Staff feels that this application complies with 3.3 Exceptions for Nonhistoric Properties, In addition, the hipped roof is not inconsistent with houses of a similar style (see photo). Recommendation: The application for a certificate of appropriateness to add a hipped roof to the attached garage. This application complies with the Iowa City Guidelines for Historic Preservation. Since, l have to do it, I thought this would be an opportune time to remove the tin roof on the back portion of my house, extent the walls, and tie into the main roof. I have included pictures of the existing back portion of the house, and made drawings of what the final addition will be. The addition will add about a 10 by 20 room. There will be twin double hung windows, with fine light grilles between the glass. The wall will be 2x6 construction and lap siding to match the existing siding. I do not wish to take away anything that make this house a home, and believe the addition will give the home a great new look and character. The existing house was built in the late 191h-century. Sometime in the 1920s, the house was moved and placed on the existing brick veneer foundation. The existing Craftsman influenced front porch was also added at this time. Based on a seam in the foundation, the east portion of the house appears to be added at a later date, but uses salvaged metal standing seam roofing on its shed roof. Applicable Guidelines: IOWA CITY GUIDELINES FOR HISTORIC PRESERVATION 4.0 Iowa City Guidelines for Alterations 4.4 Mass & Roofline Recommended: Original roofline and mass • Preserving the original roof pitches and spans. • Preserving the original walls and vertical corners that define the massing of a historic building. 4.7 Windows Recommended. New windows • Adding windows that match the type, proportions, trim, and appearance of the historic windows. The sash width must be similar to that of the original windows. • Adding new windows in a location that is consistent with the window pattern of the historic building or buildings of similar architectural style. Disallowed: New and replacement windows • Installing modern types of windows including sliding, awning, casement, and bay windows when they were not original to the building, consistent with the architectural style, or required for egress. • Installing metal, vinyl clad or vinyl windows when they were not original to the building. • Using snap -in muntin bars to achieve the appearance of divided -lights. 5.0 Iowa City Guidelines for Additions 5.1 Expansion of Building Footprint Recommended: Design • Designing an addition so that it does not diminish the character of the historic structure. • Distinguishing between the historic structure and the new addition. • Matching key horizontal "lines" on the existing building, such as water table, eave height, window head height and band boards, in order to provide continuity between the addition and the historic structure. • Placing building additions at the rear of a property, if possible. Foundations • Constructing an addition foundation that appears similar to the historic foundation in color, texture, unit size, and joint profile. Mass and Roofline • Constructing additions that are consistent with the massing and roofline of the historic building. This requires that the wall areas and corners, as well as the roof pitches and spans are all consistent with the existing building and have a proportion that is similar to that of the existing building. • Constructing the roof overhang, soffits and eaves of the addition so that they match the roof overhang, soffits and eaves of the existing building. Wood • Constructing additions with materials that appear similar to the historic siding, trim, moldings, and other details of the original building. Windows • Using windows that are of a similar type, proportion and divided -light pattern as those in the original structure. Not Recommended. • Constructing an addition that expands a historic house vertically and increases its overall height. Remodeling an attic space and adding dormers is acceptable. SECRETARY OF THE INTERIOR'S STANDARDS 2. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. 9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. Staff Comments: Staff feels that the rear addition, which will be affected by this proposed project, does not have sufficient historic significance to warrant strict adherence to section 4.4 Mass and Rooflines of the Iowa City Guidelines for Alterations. The Iowa City Guidelines for Additions are more appropriate to use for the review of this project and this proposal generally complies with these guidelines. This project will be expanding a portion of the house vertically, however it does not increase the overall height, which is disallowed. If this were a new addition, it would be preferred to set the addition back from the side walls at least 8 inches to better distinguish the existing house from the addition. However, given that an existing foundation and first level walls will be reused and provided that the existing vertical trim boards that separate the house from the addition remain, staff does not feel that the setback should be required. The window pattern on the east elevation is compatible but will help to distinguish the old from the new second -story addition. Recommendation: The application for a certificate of appropriateness to add a second story addition with a gabled roof be approved provided a vertical board separates the addition from the existing house; wood or metal -clad wood windows with exterior muntin bars are used; and all wood trim and clapboard matches existing. ITEMS FOR CONSIDERATION: Historic Review: 728 Dearborn Street. McCafferty stated that this project involves a number of changes to a contributing property in the Dearborn Street Conservation District. She said the owners propose to remove an original gable window in the attic. McCafferty said she has recommended against the removal of that window. McCafferty said the owners also propose to remove the square windows on the end walls of the dormers. She said the dormer likely is original as are these distinctive windows. McCafferty said the windows on the east side, the long wall of the dormer, were probably added when the 1960s addition was constructed. McCafferty said the owners propose to replace the doors and windows on the north and south sides of the gable addition on the back with a horizontal window on either side. She said the applicants will be removing the chimney and install fireplace along one of the walls of the addition. McCafferty said the fireplace would vent directly outside, and the owners would like to have windows above the fireplace and mirror the same thing on the other wall. McCafferty said the owners propose to replace the windows on the gable end of the addition with French doors. She said the addition of French doors is allowed by the guidelines. McCafferty said the owners propose two additional windows on the east wall of the dormer. She guessed that the windows had been replaced in the 1960s. She said the owners would like to have two more windows to get more light in the room. McCafferty recommended that the owners use two pairs of windows with some space in between. McCafferty said the owners propose to replace the kitchen window with a window that is twelve inches smaller in height. She said this is a result of Building Code issues resulting from moving the stove to the window side of the kitchen. Historic Preservation Commission Minutes June 10, 2004 Page 2 Weckmann addressed the items and concerns with some proposed amendments for several of the items. Weckmann said, regarding the gable end on the second floor and the window he originally proposed to remove, he now proposes to leave the window. He said he would finish the interior around it but leave it in place so that it will not be an issue from an exterior perspective. Weckmann said that, regarding the square windows on the ends of the shed dormer, the current homeowner at one time replaced the two windows on the east wall of the dormer, although the little ones could be original. He proposed to replace what is there with a new window that looks similar. Weckmann referred to the list he had provided showing what the windows would look like and giving their perspective. Weckmann said he understood the concern that the long window on the first floor addition is not usual for this style of house. He said that to make it more acceptable, instead of using one long strip of windows, he would like to use two sets of windows that are 16 inches high and three feet long and have the sets separated. Weckmann said they would have the proper trim and spacing between them. He said the windows would have vertical muntin strips to break up the panes. Weckmann said the French doors would also have vertical muntin strips. Weckmann said the east wall of the dormer would have two smaller windows mulled together so that there are two separate units of two smaller windows mulled together. He said the separate units would be spaced apart with the proper trim and a little bit of siding between. Weckmann said he tried to make the windows narrow to keep the elongated look that is consistent with the house. Weckmann said the kitchen window is an original window. He said the owner would like to move the stove to the window side of the kitchen to make the kitchen more usable. Weckmann said he would need to raise the sill up to meet the building code. He said that will also make the window narrower to keep the same look. Weckmann said the chimney is deteriorating and falling apart, and it leaks into the attic so that it will need to be removed. He said he also plans to get rid of the existing wood stove venting. Weckmann said the owners want to bring the house back to a more traditional look. Weckmann said, regarding the gable ends of the second floor, one window would be left and then sealed off, and the other window is usable so it would be replaced. Gunn asked about the location of the transom units, and Weckmann showed him the locations on the diagram. He said the transom units are symmetrical in the room. Gunn said this is an unconventional use of transom units, but it seems okay to him on the addition in the back. Weitzel agreed that, given the age of the addition, the transom units are acceptable. McCallum asked Weckmann if he would be removing the side door, and Weckmann confirmed this. Weitzel asked about the dimensions of the new window in the kitchen. Weckmann said the current window is four by four, but he thought the new window would end up being three feet by three feet. MOTION: Gunn moved to approve a certificate of appropriateness for the revised plan for the project at 728 Dearborn Street presented by Chris Weckmann at the June 10, 2004 Historic Preservation meeting, with the amendment to proposal number one that the south gable end window will not be removed and the north window will be replaced to match the original. Weitzel seconded the motion. Weitzel said the chimney is in really bad shape and is hardly visible from the street. Gunn said the guidelines were written so that chimneys like this could easily be demolished. Historic Preservation Commission Minutes June 10, 2004 Page 3 The motion carried on a vote of 6-0 Maharry asked Weckmann if the changes he made resulted in a much higher cost than what was originally proposed. Weckmann said he was okay with this. He said the only thing he had to change that added any cost at all was replacing the small windows in the gable instead of eliminating them. Minutes: Mav 27, 2004. MOTION: Sueppel moved to approve the minutes of the May 27, 2004 Historic Preservation Commission meeting, as written. Gunn seconded the motion. The motion carried on a vote of 6-0. ITEMS FOR DISCUSSION: McCafferty said there was a situation in the Housing Department in which a contractor applied for a permit to remove a historic porch and replace it with a sun porch. She said the application was in the HIS office for about two weeks before the contractor was informed that the permit required historic review. McCafferty said the owner was quite displeased at the delay. McCafferty said there was not an opportunity to post a new agenda adding this item for consideration of the project 24 hours in advance of this meeting. She said informed the owner that she would request that the Commission have a special meeting next week for consideration of the application. The consensus of the Commission was to hold a meeting on Monday at 7:00 p.m. Weitzel said a concerned citizen recently spoke to him regarding a couple of issues. He said that Housing Inspection Services (HIS) apparently requires inspections for smoke detectors on any building permit. McCafferty said there are a few things that don't require smoke detector inspection. She said it is standard practice that when a project requiring a permit affects the interior of the building, HIS also checks to insure there are working smoke detectors. Weitzel said the citizen wanted the Commission to put pressure on HIS to not do that. Weitzel said the citizen also had a complaint about the fee structure, as she felt that a $35 fee is regressive but a smaller fee would not be, because if a homeowner replaces one window at a time, it costs a lot more than for someone who can afford to replace all their windows at once. Weitzel said he thought the best thing the Commission could do to respond to these kinds of complaints would be to have neighborhood meetings or some kind of public seminars to explain the permit process to people. McCafferty stated that a homeowner could apply for a permit or historic review for many smaller projects, but complete them over a period of time. Weitzel said he suggested that the woman approach City Council with her suggestions or come before the Commission to discuss any concerns. McCafferty said the Commission would like to make the fee structure as equitable as possible, but she did not think the Commission should be involved with health and safety issues. Regarding the proposed north side districts, McCafferty said they were to be reviewed on Friday the 11th by the State Nominations Review Committee. She said that when the letters were sent by the State, a group of seven owners in a portion of the proposed Gilbert/Linn Street District that is zoned for commercial use sent letters of protest to the State. McCafferty said if over 50 percent of the property owners in the district protest, then the district would not be designated, but it would proceed to the federal level for determination of eligibility and everyone else in the district would still be eligible for incentives. McCafferty said it has now become a political issue. She said that when the City Council signed the resolution to give the Commission authorization to get the grant, that was its stamp of approval to proceed with these districts. McCafferty said she sent out an information packet earlier in the day to City Council members. She said the data contained all of the letters, information regarding what the National Historic Preservation Commission Minutes June 10, 2004 Page 4 Register nomination means, the completed nominations and a memo to discuss the process and ramifications to property owners and addressing the concerns of the protesters. McCafferty pointed out that the local designation is a completely separate process from National Register nomination. She said that the State has agreed not to forward its recommendations to the federal level for 60 days, in order to give the City Council time to review the information and recommendations. McCafferty said the Commission may want to hold another educational meeting regarding the districts and the process. She said that seven owners out of 80 owners of 103 separate properties are protesting the designation. McCafferty said that Don Cochran is buying the McCollister Homestead with plans to do an OPDH development there. She said Cochran plans to save and rehabilitate the house and then also develop the upper portion of the property. McCafferty said there would be a public hearing regarding rezoning the property from IDRM to IDRS. Actual development will not be reviewed until the property is again rezoned to OPDH. McCafferty said the Melrose Historic District would also be reviewed by the State tomorrow. ITEMS FOR CONSIDERATION: Historic Review: 713 S. 7th Avenue McCafferty explained that this special meeting of the Commission was necessitated by an application that was delayed in Housing Inspection Services. She was grateful the Commission was able to meet and allow the applicant and contractor to continue on their previously projected timeline. The property at 713 S. 7tn Ave. features a small Moffitt house. McCafferty presented photos that showed the rear deck is in need of repair. The applicant has requested permission to remove the current deck and reconstruct it as a longer, screened -in porch that will also function as a carport. McCafferty showed the original set of drawings that had been submitted by the contractor, and her redrawings with details that were more historically appropriate. These details include wavy lines throughout the porch fascia, smaller eaves, and posts that better match those on the existing structure. Chairperson Maharry asked the applicant what her feelings were about the redrawings, and Eldeen responded that she and Dana were pleased with the small changes, that there was no additional burden to her, and that the new porch will make it easier to market the house in the future. Eldeen explained that the existing wavy lines on the fascia boards are actually recycled chair parts, and may be difficult to copy. She noted that in this old, small house, the garage is also too small to accommodate today's vehicles, and that the slightly longer porch would function as a kind of carport for more protected vehicle space. Eldeen emphasized that the current structure is in poor condition, and that water pools in several places. This has resulted in rotten wood, leaks, etc. Other oddities about her house are garment bags used as insulation in the attic and the sawdust insulation in the walls. She noted that there are no termites in her house yet, but that it is a scary thought. McCallum asked where the vent pipe on the roof would fit into the redesign. Rich Dana, contractor for the project, responded that it would be placed slightly further up the roof to allow tie-in for the new structure. McCafferty pointed out to the Commission that the new structure will be screened in, with the screen on the inside of the posts. Dana also noted that there will be balusters on the new structure, and that the Historic Preservation Commission Minutes Page 2 balusters will be turned spindles, as near in style to the old as possible that can be found in stock. The existing balusters are eclectic and not possible to match precisely. Gunn asked about the flooring material, listed as tongue and groove pine decking. Eldeen explained that a good solid floor was necessary to act as the roof of the carport. Dana noted that the existing is vertical grain t&g fir, so the pine would be similar. There are no plans to close in the bottom, as the exposure and circulation will make the structure less susceptible to rot. The pine decking will be sealed, possibly stained, but not painted. There was some discussion about the merits of pine as a decking material. McCallum stated that it was historically used as porch flooring, and that it can be treated with marine varnish that holds up well. McCafferty stated that flat -grain yellow pine t&g is available, both treated and untreated. She also noted that since this is a conservation district, dimensional lumber would be allowed — the pine is an improvement. Gunn reiterated that vertical -grain lumber is preferable to flat -grain lumber for flooring. Eldeen noted that the brick wall to which the porch will be connected looks like it's whitewashed, so a reddish stain over the pine would look nice. LE01 913 Weitzel moved to approve a certificate of appropriateness for the project at 713 South 7t" Ave. presented by Carole Eldeen and Rich Dana. McCallum seconded the motion. Maharry noted that the old porch obviously needs to be replaced, that the rot is no good for anyone. Weitzel agreed that as nice as it would be to rebuild the original, the applicant's purpose for the structure is different, and necessitates a slightly different design. He stated that this small change is better than building a new garage. Ponto asked what would be done with the porch ceiling, and Dana replied that there will be a beaded wainscot there. The motion carried on a vote of 7-0 Maharry asked the applicant to comment on both the process of historic review and the costs involved with historic renovation. Dana responded that the process went very well and that McCafferty had helped them through the ins and outs. He felt that he learned so much about historic districts of Iowa City that he would like to work on more projects in those areas. Dana felt that the cost differential from what had originally been proposed by Eldeen to what was accepted was pretty minimal. There was more redesigning than different materials. Other than the time it took to review and learn about the process, he felt the cost was almost a wash.
