Historic Review for 542 Clark Street
District: Clark Street Conservation District
Classification: Contributing
This a request for approval of a certificate of appropriateness to allow an addition on the rear elevation of a Dutch
Colonial style house. The house was constructed sometime between 1910 and 1920 and is classified as a
contributing property. The applicant intends to match the siding, windows eaves and foundation as closely as
possible to the original house. More information regarding the screened porch will be provided at the meeting.
This application also includes removal of a nonhistoric screened porch and replacement of some of the windows.

4.0 Iowa City Guidelines for Alterations
4.7 Windows
Replacement Windows
• Replacing badly deteriorated windows with new ones that match the type, size, sash width, trim, use
of divided -lights, and overall appearance of the historic windows.
• Using new wood windows and sashes, if necessary, to replace historic wood windows and sashes.
The use of metal -clad, solid -wood windows is acceptable. Replacement windows and trim must
accept paint. Divided -lights may be created with muntins bars that are adhered to both sides of the
glass, but not with snap -in muntin bars.
5.0 Iowa City Guidelines for Additions
5.1 Expansion of Building Footprint
Design
• Designing an addition so that it does not diminish the character of the historic structure.
• Distinguishing between the historic structure and the new addition. This may be accomplished easily
by offsetting the walls of the addition from the walls of the original structure.
• Matching key horizontal 'lines" on the existing building, such as water table, eave height, window head
height and band boards, in order to provide continuity between the addition and the historic structure.
• Using a palette of materials that is similar to that used on the historic structure.
• Placing building additions at the rear of a property, if possible. Additions at or near the front of an
existing building must be set back at least 18 inches from the front plane of the historic building, and
must be differentiated by a change in the roofline or other means.
Foundations
• Constructing an addition foundation that appears similar to the historic foundation in color, texture, unit
size, and joint profile.
Mass and Roofline
• Constructing additions that are consistent with the massing and roofline of the historic building. This
requires that the wall areas and corners, as well as the roof pitches and spans are all consistent with
the existing building and have a proportion that is similar to that of the existing building.
• Constructing the roof overhang, soffits and eaves of the addition so that they match the roof overhang,
soffits and eaves of the existing building.
Wood
• Constructing additions with materials that appear similar to the historic siding, trim, moldings, and
other details of the original building.
Windows
• Using windows that are of a similar type, proportion and divided -light pattern as those in the original
structure.
7.0 Iowa City Guidelines for Demolition
Removing additions or alterations that are not historic and that significantly detract from the building's
historic character.
Secretary of the Interior's Standards
9. New additions, exterior alterations, or related new construction shall not destroy historic materials that
characterize the property. The new work shall be differentiated from the old and shall be compatible with the
massing, size, scale, and architectural features to protect the historic integrity of the property and its
environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed
in the future, the essential form and integrity of the historic property and its environment would be unimpaired.
Staff Comments:
The primary concern of staff regarding this application is ensuring that the historic house is distinguished from the
addition. To accomplish this the guidelines recommend that the addition be set in from the side walls of the
historic building. Because the owner wishes to have the new living/family room as large as possible, it is
proposed that the addition walls be flush with the walls of the existing house. In having the walls flush, the basic,
character defining form of the house is lost on the north and south elevation. Staff feels that there are three
means by which these concerns may be mitigated without significantly changing the design:
1. Set the addition in on each side at least 8 inches. This will reduce the size of the addition footprint by 16
inches. Staff feels that this is the best solution.
2. Add an approximately 2-foot section between the addition and house which is set in from the walls of the
addition and house about 12 inches (see staff sketch).
3. Add vertical board where the addition meets the house to better distinguish between the addition and house.
Staff feels that the proposed use of materials, roof form, windows, etc. comply with the guidelines.
Recommendation: The application for a certificate of appropriateness to allow the construction of an addition on
the east side of 542 Clark Street be approved provided the Commission approves the design of the screened
porch and one of the following modifications to the addition is made to better distinguish the house from the
addition and preserve the original form of the house:
1. Set the addition in on each side at least 8 inches. This will reduce the size of the addition footprint by 16
inches. Staff feels that this is the best solution.
2. Add an approximately 2-foot section between the addition and the existing house which is set in from the
walls of the addition and house about 12 inches.
3. Add vertical board where the addition meets the house to better distinguish between the addition and house.
