For property at 946 Iowa Avenue
We are requesting to change the window facing west at the north side of the main floor to
a double -hung window that has a width that conforms more to the widths of the other
windows on the house, for example the center window that faces west on the landing of
the stairway in the center of the house.
We also are requesting to eliminate the entry door at the center of the house facing west.
The door becomes unusable due to the revised stairway to the basement, which has to be
reconfigured to meet updated building codes. We are requesting to eliminate the door
and install wood siding on the west side of the house, which will overlap the historic -
looking block that will be set around the top of the poured concrete foundation. This will
result in a much better protection for the house from the elements, as opposed to having a
door that will not and cannot be used.

The applicant, Jim Buxton, is requesting approval for an alteration project for the structure at 946 Iowa Avenue,
which is a contributing property in the College Hill Conservation District. The applicant has proposed to
(on the west facade)
1) remove a door and close the door opening;
2) replace an existing slider window with a double hung window;
3) remove a double hung window in the basement;
4) replace an existing double -hung window with a larger casement window;
(on the north facade)
5) replace an existing double -hung window with a larger casement window;
6) install a new double -hung window at the basement level

Staff Comments
The house was built in 1900, and is an example of American Foursquare style. A side door on an American
Foursquare house is a very common feature. Such a door is part of the balanced fenestration for the Foursquare.
Fenestration is a key feature that gives a structure its distinctiveness. The house does not have any ornate details and
any trim or other details such as horizontal band board, frieze boards may have been removed at the time when the
siding was covered by asphalt brick veneer. In staffs view, removing a door opening from the structure is a greater
change than the proposed replacement, removal or installation of new windows at the basement level. The alterations
done to this house have affected its original integrity to a great extent. Blocking original openings will lead to further
detraction. Staff recommends maintaining the door opening.
The first floor slider window on the west facade appears to have been replaced asymmetrically by removing an
original window. Staff recommends that proposed double -hung window be placed in line with the second floor
window to restore the symmetry of these openings.

Historic Review for 714 E. College Street

The applicant, Terry Dunlap, is requesting approval for an alteration project for the structure at 714 East College
Street, which is a contributing property in the College Green Historic District. The applicant has proposed to replace
the existing wood siding with fiber cement board siding.

Staff Comments
The house was built for Max Mayer in 1895 with Queen Anne architectural and stylistic features. Mayer was a
successful local entrepreneur of his time. After a fire c. 1910-1912, the roof was rebuilt but with substantial changes.
The house was used as a fraternity house in the 1920's and then was converted into a multiple units in the 1930's. The
house has seen many changes since the fire, including change in the roof line and mass, additional entrances, a large
addition in the back and replacement siding. For this reason it was categorized as a non-contributing structure in the
historic district. The applicant has removed the storm -damaged aluminum siding and revealed the original wood
siding and a wide trim pattern. Maintaining the wood siding and the trim pattern would increase its stylistic integrity.
Because of its association with Max Mayer, and later with some fraternities, the improved integrity may earn the
property a contributing property status in the district.
The applicant is proposing to remove the wood siding to replace it with fiber cement board siding. The applicant
intends to use the trim, corner boards and band board details similar to the original house. The original wood siding
and the wide trim, in staffs view, is not beyond repair. Restoring the wood siding may be more cost effective than
removing it and installing new fiber cement board siding. Although installation of fiber cement board siding is a better
alternative than aluminum or vinyl siding, restoring the wood siding would also return the structure to its original
character to some extent.
Staff recommends restoring the wood siding as the preferred alternative. If the applicant demonstrates that the wood
siding is deteriorated and it is not feasible to restore it and the Commission agrees that the wood siding can be
replaced with fiber cement board siding, then staff recommends replacement of the siding with fiber cement board
except for the primary facade. Regardless of the material used for the siding, staff recommends that the wide trim
boards should be maintained on the original part of the house.
