Re: Proposed Telecommunications Tower at Hawk Ridge Road & Highway 1
Dear Mr. Terdalkar:
In response to your letter dated September 12, 2007, we are enclosing the following
information:
1. Topo map and engineering drawings that show the location, design, height and other
pertinent information for the proposed tower.
2. A copy of the recently completed Visual Effects Report prepared by Dr. Patricia
Eckhardt, Eckhardt Research, Iowa City.
As you will note on the engineering drawings, the proposed tower is only fifty (50) feet
tall and is stealthed as a light pole. The proposed tower, at a ground elevation of 681
feet, is 60 — 80 feet below the steep treed slope to the north toward Benton Street. The
difference in elevation, plus trees and buildings obscure the tower from 747 Benton
Street.
The architechtural/historical report by Eckhardt Research consisting of records search
and field survey concludes the proposed tower will have "No Adverse Effect" on historic
properties.
We trust this information will allow your concurrence with the proposed project. Please

The APE is a circle one-half mile in radius. This APE was determined by the 50-foot
height of the tower.
ATTACHMENT 8A
Mr. Berry Bennett, Inventory Manager at the Iowa State Historic Preservation Office
(SHPO), was contacted to obtain a listing of inventoried properties within the view shed
radius on August 29, 2007. APE was surveyed on Sept. 11, 2007.
One historic district is listed on the National Register of Historic Places.
1. 52-04530 — Melrose Historic District, portions of Melrose Ave., Melrose Ct.,
Melrose Circle, Brookland Park Dr., Brookland Place and Myrtle Ave.
Only the southern portion of this district is in the APE.

No properties inside the APE are listed as eligible in the Iowa Site Inventory.
ATTACHMENT 8B
Two eligible historic properties were identified in field survey.
2. 747 Benton St. This is a fine Colonial Revival Home that preceded the
development of most of this area along W. Benton Street. It has a carriage
house and a fine garden terraced down the hill to the south.
3. 217 Myrtle St. This nice house in the craftsman style is near the Melrose
Residential District only two blocks farther west on Myrtle Street.

No Historic properties are within the APE for direct effects.
ATTACHMENT 10
A. The tower will have NO ADVERSE EFFECT on the historic properties listed
above. Several elements support this evaluation. First, the tower will be only 50
feet tall, and it will not be easily seen where it is located in a commercial area.
The terrain of the APE is divided between the flood plain to the south, an
entirely commercial area with the airport, and the very steep slopes to the north
that have residential and apartment development. The tower will be placed near
the dividing line between these two zones. There is also very dense tree cover in
the neighborhoods to the north. The closest eligible property, the house at 747
Benton St., has no view down the bluff toward the tower because of intervening
trees and buildings. The Melrose Historic District is at the very edge of the APE
and one will not be able to view the tower from there.
B. No communications have been received
C. No alternatives are necessary.

Description
This nice house in the craftsman style shows a bit of sophistication in its symmetrical form, its proportions and its
interesting details. The porch is supported on pyramidal supports on top of stone piers. The cornice above the porch
supports is shaped with forms that are angled slightly upward and have a flat section in the center that is raised even
further. These emphasize the Craftsman supports and give each bay an almost arched shape. Above the central
entrance on the second floor is a central dormer emphasizing the central entrance bay. This house does not look like
a pattern book house, but rather one designed by an Iowa City architect, perhaps O. J. Carpenter, judging from its
elegance and simplicity.
Statement of Significance
The house at 217 Myrtle Ave. is a good example of an early 20`h century house with an interesting version of the
general craftsman form. It is eligible for nomination to the National Register.

Description
The house at 747 W. Benton St. is a fine Colonial Revival Home that was probably constructed in about 1910
before most of this area along W. Benton Street was developed. It has the large horizontal form of an early 20`h
century house with a porch with classical columns. There is a cornice that surrounds the house dividing the first and
second stories at the level of the porch roof. It has fine garden terraced down the hill to the south. The carriage
house or barn is a simple gable front building.
Statement of Significance
The house at 747 W. Benton St. is a fine example of the Colonial Revival style and is eligible for nomination to the
National Register.
