Adjournment Staff Report Historic Review for 1027 Sheridan Street District: Clark Street Conservation District Classification: Contributing June 6, 2008 The applicant, River City Property Management, is requesting approval for a proposed project at 1027 Sheridan Street, a contributing property the Clark Street Conservation District. The applicant is seeking approval to repair portions of the front porch. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.9 Porches Staff Comments This house was built in c. 1890-1900 and features a lower pitched roof than similar houses in the neighborhood. The wrap around porch has classical columns rather than turned posts and spindles that are common on these types of houses. Decorative shingles are located in the gables. This house is a transitional design combining the irregular roofline of the Queen Anne style with classical elements. The applicants are proposing to repair the damaged porch roof, porch soffit and ceiling, porch decking, and porch posts. The applicant proposes to use fir for the soffits, ceiling, and decking. The metal roof is deteriorating and is leaking. The applicant would like the option to replace the metal roof with shingles to match the shingles on the house. The material of the post repair is not mentioned in the application, but the existing posts are wood. The Guidelines recommend that original roofing materials be maintained or replaced with materials that are similar to the historic roofing material. This porch has a shallow pitch and the roof is not easily visible. The rest of the house is currently roofed in asphalt singles. Additionally the metal roof has deteriorated and has many holes in it. The applicant is proposing to repair/patch the existing roof if possible, but would like the option to replace the roof with asphalt shingles to match the house if repair is not feasible. The Guidelines also recommend repairing and conserving as much of the historic porch as possible and replacing badly deteriorated components with new ones that match the historic components in design and material. The use of wood to do the repairs on the ceiling, soffits, and decking is appropriate. The ceiling currently comprised in bead board, and staff recommends the use of bead board or a material with the appearance of bead board in the replacement/repair. In Staffs opinion, these repairs are consistent with the guidelines. Since the metal roof is not a dominant feature of the house, replacing it with another material would not be detrimental to the historic qualities of the house. However, it might be more feasible to use a rubber membrane roofing system on a shallow pitched roof such as this. Wood is an appropriate material for all elements of the porch. Recommended Motion Move to approve a Certificate of Appropriateness for the project at 1027 Sheridan Street as presented in the application, with the following conditions: • Use of bead board or a staff approved substitute for the ceiling of the porch • If the metal roof cannot be repaired, the use of asphalt shingles or rubber membrane roofing • The post repair/replacement be made of wood and match the original posts in appearance • Soffits will be repaired with wood to match the original soffits • Decking will be repaired with wood to match the original decking • Any repairs or changes to the balusters match the existing balusters in dimension and material Application for Historic Review Application for alterations to the exterior of historic landmarks or properties located in a historic district or conservation district pursuant to Iowa City For Staff Use: Code Section 14-4C. He is seeking approval to change the cladding material from stucco to siding on a new outbuilding. Applicable Regulations and Guidelines: 6.0 Iowa City Historic Preservation Guidelines for New Construction 6.2 New Outbuildings Staff Comments The house on the property was built in c. 1930 and is an example of American Foursquare with the influence of Prairie School. It features a hip roof, broad eaves, and a gable -roofed front porch with broad column supports. A belt wooden course on the stucco -finished exterior provides horizontal emphasis. At the October 11, 2007 meeting, the Commission reviewed an application for the demolition of a garage located at 821 Dearborn Street. The Commission also reviewed and approved the construction of a new two - car garage. Then at the January 10, 2008 meeting, the Commission again reviewed an application for changes to the construction of the new two -car garage. The approved design included the garage having a stucco exterior finish to match the house. The applicant is now seeking to clad the structure in wood or fiber cement board siding. The garage is already under construction. Staff believes the proposed change in cladding material is consistent with the guidelines. In the original application and approval, stucco had been specified to match the stucco on the house. However, many stucco houses have outbuildings clad in siding. The applicant is proposing to paint the siding on the garage to match the painting scheme on the house, with a darker orange on the bottom portion, a bluish band board at the top of the window and doors, a lighter orange above, and a frieze board painted to match the band board. Hart, is requesting approval for a proposed project at 1227 Sheridan Avenue, a non - historic property the Longfellow Historic District. The applicant is seeking approval to replace several windows and doors and construct a deck on the rear of the property. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.7 Windows 4.8 Doors 9.0 Iowa City Historic Preservation Guidelines for Additions 5.2 Decks and Ramps Staff Comments This house was built in 1952. Much of the Longfellow Neighborhood developed following the completion of the Rundell streetcar line in 1910 and the construction of Longfellow School in 1917. This house was constructed later than the period of significance. In addition, at the time the survey of the Longfellow Neighborhood, this property did not meet the 50-year requirement to be considered contributing. The applicant is proposing a number of changes to the property to allow for greater safety and energy efficiency. The changes that are proposed are (the numbers match up to the number photographs): 1. Replacing the sliding glass door with energy efficient divided light French door and repair the sagging structure underneath 2. Replacing the door near the garage and changing the door width from 28 inches to 32 inches 3. Replacing the double hung windows with new windows of the same size and style 4. Replacing the kitchen casement windows with new casement windows of the same size 5. Replace front picture window unit with a bank of 2-3 double hung windows to fill approximately the same size opening 6. Replace 3 awning style windows in bedroom with double hung windows to match the other double hung windows in width and height OR replace the individual awning window with a double hung window and the pair of awning windows with one double hung window and a door to the deck 7. Replace other double hung windows in house (dining room, living room, 2 bedrooms) with the same style and size of windows 8. Replace front door 9. Add a 12' x 20' deck off the family room and sliding glass door The applicant plans to use Anderson or similar quality windows, Mastercraft or similar quality doors, and Trex-like synthetic decking. The guidelines allow for the replacement of doors and windows that are approximately the same dimensions, style, and material as the original doors and windows. Windows are also required to be wood or metal -clad wood and doors must retain the style and appearance of historic doors. The guidelines also allow for the construction of decks that are on the opposite street facing facade. The deck proposed would be hidden from both streets. The materiality of decks is not specified in the guidelines. The guidelines also state that exceptions may be made for Non -historic Properties provided that the proposed changes do not further detract from the historic character of the district, do not create a false sense of character, and is compatible with the style and character of the non -historic property. Some examples of work, identified in the guidelines, which may qualify for the exception, include the use of vinyl or vinyl clad wood windows, installation of sliding patio doors, and the use of synthetic siding on existing buildings. In Staffs opinion, the changes the applicant is proposing do not detract from the historic character of the district, do not create a false sense of character, and are compatible with the style and character of the non - historic property. An exception to the historic preservation regulations is appropriate in this situation. Recommended Motion Move to approve a Certificate of Appropriateness for the project at 1227 Sheridan Street as presented in the application, with the following conditions: • All double hung windows shall be the same height, except the windows to replace the bay window, which may be taller. • The applicant has the option of installing a door instead of a window on to the deck from the bedroom. The Commission approved the construction of a ramp at the August 9, 2007 meeting. The applicant now wishes to use a lift instead of the proposed wood ramp. The applicant would also like to change the design of the handrail in order to meet building code. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.10 Balustrades and Handrails 9.0 Iowa City Historic Preservation Guidelines for Additions 5.2 Decks and Ramps 10.0 Iowa City Historic Preservation Guidelines for Multi -Family Buildings Staff Comments The original building on the property was demolished after severe damage in the April 2006 tornado. A Certificate of Appropriateness for the multi -family building was approved to by the Board of Adjustment after appeal of the Historic Preservation Comnvssions decision. The building is currently under construction. At least one accessible route to an accessible principal public entrance is required for multifamily dwellings, in order to provide equitable access to the primary entrance. In order to meet this requirement the commission approved the construction of a ramp. The grading in front of the building did not happen as originally engineered and the applicant would now like to use a lift on the west side of the porch instead of the proposed wood ramp. The guidelines do not address the use of lifts. The applicant also is proposing to add'/z" square steel spindles every 4 inches to the original rail design. This is required to meet building code. Previously a simple pipe rail was proposed. The additional spindles are needed because there will be a drop of greater than 30" within 5 feet of the ramp. The guidelines allow for the additions of spindles in order to adhere to building codes. Staff recommends approval of this project. Staff believes these changes will not detract from the original design of the structure and will meet the necessary accessibility and building code requirements. The project is a 16' x 12' one-story addition to the rear of the house. The L-shaped plan includes a single story wing to the north and an enclosed porch. The gables feature decorative fish -scale siding. At the time of the Longfellow Neighborhood survey, the house was clad in a synthetic siding and had much of the window trim either covered or removed resulting in a non-contributing designation. Since that time, the synthetic siding has been removed, the wood siding has been repaired, and the trim has been replaced or repaired. These renovations may warrant a reevaluation of the classification of the property. The applicant is proposing a 16' x 12' one-story addition on the west (rear) side of the house. The addition will be wood construction clad with fiber cement lap siding with an exposure that matches the siding on the existing house. The gable will be clad in fiber cement board fish scale type siding. The corner boards, window trim, soffits, fascias, and frieze boards will also be fiber cement board. The plan shows the use of Anderson double hung windows. However, after speaking to the applicant, it was noted that the windows would be Pella windows that match the existing Pella windows currently on the house. The roof pitch will match the pitch of the original house. Asphalt shingles will be used. The foundation will be reinforced poured concrete with the exposed portion being stucco, which matches the existing foundation. The addition is intended to look similar to the existing house. The guidelines allow additions to properties in historic districts provided the addition is compatible in design with the existing building and does not diminish the character of the historic structure. This addition is of the same general materials and form as the existing structure. The trim and roof treatment of the existing structure are being mimicked in the addition. The addition is set back 4" from the north plane of the house and is lower than the existing roof. The trim on the existing house will be left undisturbed. In Staffs opinion, this addition is consistent with the guidelines and the design of the existing structure. The applicant has proposed an addition that blends with the existing house. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.5 Siding 4.9 Porches 4.10 Balustrades and Handrails 9.0 Iowa City Historic Preservation Guidelines for Additions 5.1 Expansion of Building Footprint Staff Comments This two-story hip roof structure was originally a good example of a Four Square design built in 1923. The broad front porch, typical of the Four Square -style, was removed a number of years ago. The original stucco was removed and replaced with cedar shingle siding, which was then at a later date covered over with aluminum siding. The house does retain the original Craftsman style windows. The applicant is proposing to remove the aluminum siding and repair and stain the cedar shingles. The applicant would also like to rebuild the porch. The new front porch will be approximately 8' x 20'. The rear porch is existing and there is a "ghost line" of the original porch on the cedar shingles. Using these two reference points, the new porch has been designed to match the original porch as closely as possible. The porch will be wood frame construction. The bargeboards and other trim will match the rear porch. The gable of the porch will be clad in shingle siding. The columns will be 12" x 12" and made of wood or fiber cement board. Vertical grain fir decking will be used. The 2'6" balustrade will be a recessed panel solid balustrade. A 1" x 12" fiber cement board skirt board will be used along with concrete piers clad in stucco textured fiber cement board painted to match the existing foundation. The porch skirt will be a vertical lattice made of wood. The steps are proposed to be concrete. The handrail will be black painted metal. The applicant also plans to install removable wood screens. The guidelines encourage the removal of synthetic siding and the repair of historic siding. Although the cedar shingles are not the original cladding material, the shingles are more historically appropriate and are more compatible with the neighborhood. The guidelines also allow for the addition of new porches, provided the new porches are consistent with the historic house. The handrails and balustrade are also consistent with the guidelines and the style of the house. In Staff's opinion, this project is consistent with the guidelines and the design of the existing structure. The removal of the aluminum siding and restoration of the cedar shingles will improve the appearance of this Four Square house. One of the defining characteristics of a Four Square house is the prominent porch. The addition of a porch that closely matches the original will greatly enhance the appearance and balance of this house. The guidelines recommend for wood porches to have wood steps. However, it would not have been uncommon for houses of this style to have a wooden porch with concrete steps. The project is to reconstruct the historic porch on the front of the house. The proposed porch is approximately 32' wide, 10' deep on the east, and 14' deep on the west. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.9 Porches 4.10 Balustrades and Handrails 5.0 Iowa City Historic Preservation Guidelines forAdditions 5.1 Expansion of Building Footprint Staff Comments This L-shaped cottage was built in 1903 by George and Ella Katzenmeyer. A gable section faces the street and the cross section has a gable on the west end and a hipped roof on the east. The gables feature fish -scale shingles. There is a shallow porch (not original) in the corner of the L-shaped plan. The applicant is proposing to reconstruct the front porch on the house as shown in a historic photograph of the property. The applicant is also using the enclosed back porch, ghost lines of the historic porch, and measurements from the neighboring porch to help recreate the details of the historic porch. The proposed porch is approximately 32' wide, 10' deep on the east, and 14' deep on the west. The porch will be flush with the eastern facade of the house and extend 1 '/2' past the western facade of the house. The porch will be framed with treated wood. The flooring, stairs, ceiling, soffits, trim, and columns will be painted wood of pine, cedar, or cypress, as available. The solid railing will be clad in wood lap siding with 4 1/2" exposure that matches the house. The roofing will be a one-piece rubber roof. The applicant would like the option of placing removable screens on the eastern half of the porch. The existing sidewalk will be removed and a new sidewalk will be installed. The new sidewalk will be on access to the stairs and front entryway. Lights will be installed over the stair and door. The applicant would like the option of installing two ceiling fans on the porch as well. The porch extending 1 '/z' past the western facade puts the porch within the required 5' side yard set back. The applicant knows of this issue and will need to apply for a minor modification that can reduce the side yard set back in certain situations. If the applicant is not able to receive a minor modification, it is still be possible to construct the porch except it would be less wide. Another option would be to have the new porch connect to the house on the western edge at the same location of the existing porch. This would allow the bay to still be visible from the front and allow light into the windows of the bay. This configuration would prevent the need for a minor modification and may be a more appropriate width for the porch. The guidelines allow for the addition of new porches, provided the new porches are consistent with the historic house. The applicant is using cues from the photograph, the back porch, the "ghost line" of the earlier porch, and the neighboring porch to build a porch that matches the historic porch. The handrails and balustrade are also consistent with the guidelines and the style of the house. In Staffs opinion, this project is consistent with the guidelines and the design of the existing structure. The neighboring house was built by and for the same family, so it is understandable that the porches would be similar in appearance. Also along this portion of Brown Street, this house is one of two that does not have a full width front porch. It is also set back from the street a greater distance than the rest of the houses, which indicates the presence of a porch in the past. Recommended Motion Move to approve a Certificate of Appropriateness for the project at 409 Brown Street as presented in the application, with the following conditions: • The option of constructing the same porch, but with a smaller width that fits inside the required side setbacks. • Wood being used for all building and cladding materials. If the applicant wishes to use an alternate material, staff approval is required. Exposed wood is to be painted. • Any porch screens must be removable wood frame screens. • The ceiling fans, if installed, must be appropriate to the style of the house. The addition is 20' x 9' to the west (rear) of the house Applicable Regulations and Guidelines: 5.0 Iowa City Historic Preservation Guidelines for Additions 5.1 Expansion of Building Footprint Staff Comments This two-story Dutch Colonial Revival Style house was built in 1917 and is features a gambrel roof, symmetrical fenestration, and a central formal entrance with transom and sidelights. This house could have easily been taken or adapted from a catalogue design in the period 1915-1925. There is a one-story sleeping porch on the south elevation and an attached, by a breezeway, two -car garage on the north. The applicant is proposing a 20' x 9' one-story addition to the west (rear) of the house. The addition would be wood frame with asphalt shingles and James Hardie Cement Board Siding. The applicant would like to use Anderson Windows, which are vinyl -clad wooden windows. The existing windows on this elevation are Anderson Windows and the applicant would like to use the same windows in the addition. The guidelines allow for additions, provided the addition is compatible with the existing structure. The applicant is proposing to use materials that are consistent with the material of the existing house. Staff originally felt that the roof pitch as shown in the drawing would not be compatible with the existing house. After talking with the applicant, it was noted that the proposed addition would have the same roof slope as the existing screen porch. Also, the faux flared gambrel eaves will not be constructed. Therefore, the proposed roof of the addition matches the roof of the screened porch The guidelines also do not allow vinyl or vinyl -clad windows. The guidelines require all windows to be wood or metal -clad wood. There is often a desire to match the existing windows on the house, but the existing vinyl windows were installed before Historic Review was in place. If these windows were replaced today, wood or metal -clad wood would be required. Staff believes that the guidelines need to be upheld in this situation and the windows in the addition should be wood or metal -clad wood. Recommended Motion Move to approve a Certificate of Appropriateness for the project at 739 Clark Street as presented in the application, with the following conditions: Staff recommends approval of this project with the following conditions. • The use of smooth finish fiber cement board siding that matches the siding on the existing house in dimension and profile. • The use of wood or metal -clad wood windows with divided light pattern that matches the existing windows on the house. The divided -light pattern may be created with muntin bars that are adhered to both sides of the glass. • The pitch of the roof on the addition matches the pitch on the existing screen porch. The applicants are seeking approval to apply vinyl siding. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.5 Siding Staff Comments This post World War II "Cape Cod" style house was built in 1945. It postdates the period of significant development of the College Hill area, which is why it is considered non-contributing. Currently the house has steel siding installed over the original wood siding. The applicant is proposing to remove the hail damaged steel siding and inspect the original wood siding. If the wood siding is in good shape, 3/8" Dow fanfold insulation will be installed directly over the wood siding, aluminum flashing will be installed around all windows and doors and on all exposed channel on the rakes, and vinyl siding will be installed over the foam. All window and door trim will be built out with lumber and wrapped with aluminum trim coil in the same size and profile of the original window and door trim. The applicant is proposing to use Amcraft Thunder Bay 0.046" 4.5" tall traditional profile vinyl siding in 16' lengths. The siding will be Vintage Cream and the trim will be white. The soffit will be Alcoa white vinyl beaded porch panel and all fascia and trim will be white aluminum trim coil bent to match the original trim profiles. The 4.5" vinyl siding is the same exposure as the wood siding original to the house. The window and door trim that was covered by the steel siding will be built out to bring the new trim out beyond the new siding and will then by wrapped in aluminum trim coil to match the original trim detail. The Guidelines have an exception in 4.5 Siding for non-contributing properties in Conservation Districts that allows the application of synthetic siding provided • All sources of moisture that have caused damage to the structure are corrected and the damage repaired prior to the application of the siding. • Historic architectural features such as window trim, brackets, moldings, rafter tails, columns, balusters, and similar details are not covered, removed, cut, or otherwise damaged. Unless severely deteriorated, historic wood siding must not be removed. • To the extent possible, the synthetic siding appears similar to the original wood siding in exposure, texture, and design. 0 Trim boards extend in front of the face of the siding. There may be cases where the structure was considered non-contributing because of the application of synthetic siding. However, in this case this house is considered non-contributing because it is of a different style and vintage than other structures in the district. If this structure was of the same vintage as the others, the application of vinyl siding may not be appropriate. In Staffs opinion, this project meets the exception laid out in the guidelines. The guidelines do state that historic trim should not be covered. This would require all trim to be removed and reinstalled after the siding application. Otherwise, the historic wood trim would be recessed into the siding. The applicant assures that the trim can be recreated by using the aluminum trim coil. Staff believes that if this is true, there would be no damage to the historic trim, and the built out trim would more closely match the new siding. Recommended Motion Move to approve a Certificate of Appropriateness for the project at 1230 Burlington Street as presented in the application, with the following conditions: • The historic wood siding in not removed. All sources of water damage should be corrected and the damage repaired prior to the application of the vinyl siding. • No historic trim is removed. The house currently has white 4" steel siding that is damaged from several hail storms. The homeowner also had the house roof replaced last summer at which time the roofing contractor removed all of the steel and wood siding on the three dormers. The original wood clapboards had a 4.5" reveal. The proposed scope of work for this project is as follows: remove and recycle the steel siding, inspect the original wood siding and if it is in good shape install 3/8" Dow fanfold insulation directly over the wood siding, tape all foam seams with TyVek tape, install aluminum flashing around all windows and doors, flash over all exposed channel on the rakes, and install vinyl siding over the foam. All window and door trim will be built out with lumber and wrapped with aluminum trim coil in the same size and profile of the original window and door trim. The applicant is seeking approval to remove the existing wooden side steps and replace the steps with stone steps with landscaping. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidahnes for Alterations 4.13 Site and Landscaping Staff Comments This one and one-half story gable roof house constructed in 1937 is an example of the English Cottage executed in wood construction rather than brick and stone. The entrance features a steeply pitched projecting gable, with a gabled dormer nearby. English Cottages were very popular in the 1930s. The applicant is proposing to remove the railroad tie retaining walls, stairs, and 4' x 10' wood landing on the north side of the house, along Center Avenue. The retaining walls and steps are beginning to rot. New retaining walls and steps will be constructed of County Manor Stone. The proposed project involves a terraced switch back approach to the stairs. The steps will be grouped in sets of 2-4 with landings in between in order to eliminate the need for railing. Terraced stone knee walls with planters will line the steps. The guidelines do not specifically address this sort of landscaping situation. The exposed foundation of the house is textured concrete block. In Staffs opinion, it seems appropriate that any retaining walls and landscaping would also be textured concrete block or some sort of stone. The railroad retaining walls and steps are non -historic features of the house and the proposed changes are compatible with the house. Recommended Motion Move to approve a Certificate of Appropriateness for the project at 702 Grant Street as presented in the application, with the following condition: If it is determined that handrails or guardrails are needed for building code, the rails must meet 4.10 Balustrades and Handrails in the Iowa City Historic Preservation Handbook and are subject to staff approval. IA. 52240 MEMORANDUM Date: June 6, 2008 To: Historic Preservation Commission From: Christina Kuecker, Associate Planner Re: 2008 Work Plan The Historic Preservation Commission 2008 Work Plan was submitted to the City Council in mid - May. The Council had a few comments to the Commission regarding the work plan. 1. The Council was curious which District Forums would be held this year. A schedule of when each District forum will be held might help this goal move forward more efficiently. If it is not feasible to hold all the District Forums in one year, then maybe a rotating schedule of Forums should be outlined. It could be a goal of the Commission to hold a Forum in each district every so many years. 2. The Council was concerned that revising the Historic Preservation Guidelines may be too large of a project to undertake in one year. I expressed that the work was already starting and that an intern was hired to help with the process. 3. The Council wanted to point out that when developing the guide maps and walking tours the Commission should also work with the Iowa City/Coralville Convention and Visitors Bureau (ICCCVB) in the development and marketing of the guides. 4. The Council wants the Commission to know that if there is any way they can lay the groundwork to discussions with the Campus Planning Committee, they are willing to help. I have attached the work plan for further review. The Council wants to see the Commission accomplishing many objectives outlined in the Historic Preservation Plan and they believe that the more "check marks" the Commission has, the more people will be able to see the positive impact Historic Preservation has on the community. Historic Preservation Commission 2008 Work Plan 1. To improve communication with property owners in historic and conservation districts the Commission plans to conduct District Forums. These will be an opportunity for property owners to: 1) Learn about historic preservation requirements, 2) Learn about techniques for maintaining their properties, 3) Exchange of ideas and 4) Identify problems and seek solutions. Communication efforts will also include an annual letter sent to all owners of historic properties providing them information about the regulations and letting them know where to get additional information or help. Use neighborhood newsletters, Channel 4 and the City's website to inform the public about preservation matters. 2. Revise the historic preservation guidelines and streamline the review process. To help streamline the historic preservation review process the guidelines will be reviewed with the goal of identifying common building alterations that could be reviewed by staff rather than having to be placed on an agenda and reviewed by the full Commission. Projects will be categorized into three levels of review: Minor applications that could be reviewed by staff - examples might include replacement of steps, handrail designs and similar projects that do not alter the defining character of a structure. Intermediate applications that could be approved by Staff and the Chair of the Commission — an example might be window replacement that meets set standards. Major applications that would have to be reviewed by the Commission -examples might include additions, new buildings and demolition. Illustrate the guidelines to make them easier to understand. 3. Develop guide maps and walking tours to help provide public education and promote an appreciation for historic resources. This will require cooperating with other entities which have role in heritage tourism, such a Friends of Historic Preservation, the Downtown Council and the Johnson County Historical Society. 4. Meet with the Campus Planning Committee to discuss the Historic Preservation Plan and goals for the preservation of the University's historic structures. 5. Apply for grant funding to conduct an architectural/historic survey of the Manville Heights Neighborhood. MINUTES Preliminary HISTORIC PRESERVATION COMMISSION THURSDAY, MAY 22, 2008 EMMA J. CONSENT AGENDA: 530 East Washington Street. Kuecker said the owners of 530 East Washington Street want to replace all of the windows on the first and second floors and also replace the doorway around the corner to the basement and put a doorway in place of a window on the second story. 729 North Linn Street. Kuecker said that the owner was having her roof redone when the roofer found that the built in gutters were quite deteriorated and needed to be removed and replaced with exterior gutters. Kuecker said that the roofline would not change and added that the owner has proposed K style exterior gutters to be installed. Kuecker said that staff recommends approval of both of these items. 530 East Washington Street. Ponto asked if there had originally been a door on the second floor that was covered over. Kuecker said there is a photograph from the site inventory, and there is also a picture from the 1950s. She agreed that at one time there had been a door on the second floor, as shown in the site inventory photograph. Toomey said that is a significant change, to look at the balcony up there. He said that structurally this is altering the building in that the makeshift balcony is not always going to be there, but this would be altering the building by putting in a door that will be a more permanent thing than the balcony. Miklo pointed out a photograph showing where there was once a doorway on the second floor. Kuecker said that historically it was a window. Miklo said that it was converted to a door at one point. Bunting Eubanks asked if it could be changed back in the future if someone wanted to do that. Miklo responded that the door could be reconfigured there. He said that the current situation is not ideal. Miklo stated, however, that since the balcony is there, this will make it a little more functional. Bunting Eubanks pointed out that the change does not have to be permanent. Pat Elbert, one of the owners, said that the house has gone through a lot of changes. He suggested that he could paint to match the rest of the house. Historic Preservation Commission May 22, 2008 Page 2 Baker said that she is also somewhat troubled about this. She said she knows that this is functioning as a balcony, and the owners want to have some way to access that. Baker asked what the guidelines say about doing something like this. Ponto said he did not believe the guidelines really address a situation like this, although the guidelines discuss maintaining fenestration. Kuecker agreed that this situation is not directly addressed in the guidelines. Bunting Eubanks asked if it would work to put the door back where it was originally and is now covered over. Kuecker replied that location is now a stairway. Ponto said that he would rather not allow the conversion of a window to a door. He added that since the porch has already been removed and that's already there, he did not think a door in this particular situation would be that much worse than it already is. Bunting Eubanks stated that it would be nice if there was a window on the other side so it would look sort of symmetrical. She said the owners removed the outdoor stairway, which helped somewhat, but because of that, they have no access to their deck. Toomey said that a compromise would be to take out the window and put it back where the other one is, because the window won't interfere. Bunting Eubanks agreed that would look like more like the original. Baldridge said that the house has already gone through a lot of alterations. He said the Commission should be a little pragmatic about this. Downing asked if would be possible to put a shallower window on the east side, and Pat Elbert said that would be possible. MOTION: Ponto moved that the Commission consider the two consent agenda items in separate motions. Toomey seconded the motion. The motion carried on a vote of 7-0. Ponto stated that it is common to have smaller windows in stairwells. He said that although that would not show how this looked originally, it would at least add some symmetry. MOTION: Ponto moved that a certificate of appropriateness for 630 East Washington Street be approved as proposed, subject to compliance with staff recommendations as proposed and with the option of installing an additional window, to be approved by staff, on the east wall in the stairwell. Baldridge seconded the motion. The motion carried on a vote of 5-2. with Baker and Toomev votina no. 729 North Linn Street Kuecker stated that the proposal is to remove the built-in gutters and replace them with exterior K-style gutters. Regarding built-in gutters, Toomey said that some of them are hopeless, but some of them can be saved. He said he had no objection to someone going over the top of built-in gutters, because they were never a good idea. Hauserman, the owner of the house, said that the gutters were really bad and had rusting steel. She said the contractor told her that if he could repair them, they would still not last a long time. Toomey said that if the roof is to be torn off and then covered, he would request that the contractor use plywood, as opposed to OSB, which is commonly being used for roof sheathing. Toomey said that OSB is a little bit cheaper, but it won't be suitable and it won't hold up for the places where one wants to cover up the old gutter. MOTION: Toomey moved to approve a certificate of appropriateness for the project at 729 North Linn Street, subject to the roof slope at the gutter not being altered as recommended by staff and subject to the use of 3/4-inch plywood to cover up the area where the gutters were. Ponto seconded the motion. The motion carried on a vote of 7-0. Historic Preservation Commission May 22, 2008 Page 3 CERTIFICATES OF APPROPRIATENESS: 727 Grant Street. Kuecker stated that this application is for an addition to the rear of the property. She stated that this is a Craftsman style house on Grant Street and is located about six properties north of Sheridan Avenue on the west side of the street. Kuecker said the first part of the application is to remove the aluminum siding and restore and repair the wood siding and trim with wood. She stated that the other part of the application is a two -foot addition to the rear of the property along the entire back fagade and part of the north fagade. Kuecker said there is already a precedent set on the house with the bay coming out about 2 feet into the eaves on the south side of the house. She showed the rear of the house where the addition would go. Kuecker said the eave of the house is two feet, six inches, so the addition would not alter the roofline at all. Kuecker said the porch would be removed but would be reconstructed on the new back side of the house. Kuecker showed the site plan for the project. She showed where the addition, porch, and deck would be located. Kuecker said she had not received a lot of details regarding the deck, but it would be low to the ground with no railings. Kuecker said the applicant proposes to use wood siding for the addition and wood trim. She stated that the foundation that would be showing would be stucco to match the existing. Kuecker said that staff recommends approval of the addition, provided that the new siding and trim match the profile of the existing siding and trim, that the new rear door is a craftsman style door subject to staff approval, and that the specific details for the deck be subject to staff approval as well. Pitzen, the contractor for the project, said he might use cement board siding for the addition, although he would prefer to use wood. He said he would save as much as he can. Downing said that one cannot get that narrow of a profile in cement board siding. Toomey asked if the overhang would match the amount on the other side to be balanced. Pitzen said that it would be really close. Toomey said that usually the Commission wants to see a step back to differentiate the new from the old, although this is sort of a step out but still serves the same purpose. Toomey asked if the extension would maintain that same eight inches of soffit all the way around. Pitzen said he would like to reduce it to six inches. Toomey asked what the dimension is with the addition. Kuecker guessed that the one overhang is six to eight, maybe nine inches. Pitzen said the plot line shows that it is two feet out. He said that the overhang on the north side of the south side, without the bay is the same. Pitzen said that whatever it would be, it would be real close. Baldridge said the owners should receive kudos for taking off the aluminum siding. MOTION: Ponto moved to approve a certificate of appropriateness for the project at 727 Grant Street as proposed, subject to staff recommendations and with the option of using fiber cement board with the same profile as the existing. Baker seconded the motion. Ponto said he hated to lose the big overhang of those eaves, because it is so characteristic. He said, however, because the addition is on the back and the roofline itself won't be changed, this would be a reasonable compromise. Pitzen pointed out that this will be a bulge in the back, and there is already a bulge on the south. Toomey asked if there would be a bump out on the north too. Pitzen confirmed this and said there would be a bump out to match and keep this symmetrical. Toomey asked about the windows on the back. Pitzen replied that the owners would like him to reuse the present windows, if possible. Historic Preservation Commission May 22, 2008 Page 4 AMENDMENT TO THE MAIN MOTION: Ponto moved to amend the motion to be subject to the reuse of the windows and, if that is not possible, with the stipulation that new windows be subject to staff approval and with the stipulation that any fiber cement board siding be subject to staff approval. Toomey seconded the motion. The motion carried on a vote of 7-0. 410 East Market Street. Kuecker said that the property at 410 East Market Street is an Iowa City landmark property and is the Henry C. Nicking House. She said that the applicant is proposing an addition to the rear of the property. Kuecker showed the location of the house quite close to Market Street on the north side of the street just east of Gilbert Street. She showed the front elevation of the structure, saying it is one of the earlier buildings in the City's history. Kuecker showed the rear of the building where the addition would extend out into the parking lot area. She stated that the property line is approximately at the edge of the sidewalk and at the edge of the building on the other side. Kuecker showed the east elevation, demonstrating where the addition would be and where the original structure is located. She said the front part is stone, and the back part is stucco. Kuecker said that the applicant proposes to use fiber cement board for the siding, with shingles to match the original. She said that the windows would be double hung, metal clad, wood windows. Kuecker said the new entry from the rear of the property would be on the west elevation. Kuecker showed a site plan that showed the existing structure and how close the property line is on both sides. She said that the proposed addition would be a 16 foot by 22 foot addition to the rear. Kuecker said that staff recommends approval, subject to the foundation of the addition being made of stucco or stone to match the existing structure. McCafferty, the project consultant, said that only about six inches of the foundation will show, and the material would match the original. Downing asked if the stucco portion of the foundation was on an addition done previously. McCafferty said that the stucco portion is quite old where there are twelve -inch thick walls. Baldridge asked if there is a basement here. Clark confirmed this. Baldridge asked if it would be extended to the north. Clark confirmed this but said that the basements have not actually been tied together. He said that there is one unfinished, dirt floor basement. Bunting Eubanks asked if this would affect the landmark status of the house. Kuecker stated that it would not. Toomey asked what alterations would be done to the original structure. He said he would like to know that if someone decided to remove the addition at a later date that the building wouldn't have significant changes. McCafferty said that they will be framing in the windows with wood frame. She said there won't be any destruction to the stones. Ponto asked if there is any information available regarding the new door. McCafferty responded that she is planning for a typical colonial style door, similar to what would have been used on the building. Downing asked if there is a reason why there is only one window in the back. Clark answered that he wanted to have a bedroom there and is trying to make it so that it is usable. McCafferty said that it is to maintain functionality of the room and because the side elevations of the original house don't have windows, it seemed reasonable to not have a lot of windows in the addition given that precedent. MOTION: Toomey moved to approve a certificate of appropriateness for the project at 410 East Market Street as proposed, subject to the requirement that there be no removal or damage to the Historic Preservation Commission May 22, 2008 Page 5 existing structure and the stipulation that the foundation of the addition will be of stucco to match the existing structure. Baldridge seconded the motion. The motion carried on a vote of 7-0. 430 Oakland Avenue. Kuecker stated that this application is a resubmission for a change in the previous certificate of appropriateness. She said that the house is located on the corner of Oakland Avenue and Grant Court. Kuecker said that in March the Commission approved an addition to the rear of the property, and that certificate is not being amended. However, she said the Commission also approved the construction of a two -car garage with an accessory apartment above it, but now the applicant is proposing to reorient and relocate the garage farther away from the house. Kuecker said there is about an 11-foot distance between the garage and the house now. She said the garage would still be entered off of Grant Court, but the doors would be facing Oakland Avenue. Kuecker said there was some discussion by the Commission about this blocking the complete view of the porches, and there was a building code issue regarding the distance between the house and the garage that led the applicant to rethink where the garage should be located on the site. Kuecker showed the new elevation on Grant Court. She said there would be new windows on the Grant Court side. She showed the Oakland Avenue elevation, with the garage doors and two small windows on the second level. Kuecker stated that specifics regarding the garage doors have not been submitted, and staff recommends any certificate be subject to staff approval of those details. Kuecker said that in the previous application the stairs were on the exterior of the building in the hopes that a tree on the neighboring property could be saved. She said that it is the applicant's belief that in its new location the garage may not have as great of an impact on the tree. Kuecker said that the stairway would now be inside the garage. Kuecker said that staff recommends approval of the application with the same conditions as before: all windows being of wood or metal clad solid wood with the size and style of the new windows to match the historic windows as much as possible, the carriage house style garage doors must be compatible with the style of the property and are subject to staff approval, and with cement board or wood siding and trim to match the profile of the existing siding and trim on the house. Kuecker said that staff is also concerned about the amount of paving that would be in the Oakland front yard. She said that some ways to mitigate that would be the use of paved brick or decorative paving material or removing the existing driveway so that not as much of the front yard is concrete. Hirschman said that his original plan was to have the garage farther away from the house and oriented so that there would be a view from the sun porch. He said that after all the negotiations it got shoved up next to the house with a 45-foot long driveway. Hirschman said that after the three-dimensional model was done, staff agreed that it actually does look a lot better as far as the entire property is concerned, even though the doors would be facing Oakland. Regarding the garage doors, Hirschman said he plans to use a carriage style garage door. He said that he would like to replace the existing original fiberglass garage door on the front of the house to match the other garage doors and actually excavate the driveway going down there, so it would be back to the original plan. Hirschman said it looks better and gives it more functional space, because he wants to keep the secondary garage small. Sobocinski, of MJS Construction, said that this home was built in 1923, and there was a small garage there for a Model T. He said that the concrete retaining walls were poured in the 1950s. Sobocinski said that with this modified proposal there will actually be less concrete than there would have been with what was approved before. He said the curb cut and driveway are a function of the fact that the driveway cannot be any closer than 20 of where the radius of Grant Court and Oakland Avenue ends. Historic Preservation Commission May 22, 2008 Page 6 Miklo asked the owner if he needs the driveway to the basement garage. Hirschman said that he needs it in order to get a snow blower or lawnmower down there. Baldridge said that if it is just for utility, the owner could connect the proposed driveway just a short way further north. Toomey asked if the Commission has any say over concrete. Miklo said there are zoning stipulations regarding the amount of concrete for the yard. He said that the Commission should be looking at this as a whole. Sobocinski said that from the Oakland Avenue curve, the concrete is 42 feet back and is within two feet of the front of the existing house. He said that the visual impact would be negligible in light of the proposed berming that would take place in front of the house. Bunting Eubanks asked the applicant if the berming is possible. Hirschman said that it would be less expensive and easier than doing pavers, which is very expensive. He said that right now there is a concrete slab, but the proposed berming would make it look more original and appropriate. Toomey asked if anything would be done on the original garage and if the owner would be leaving it as is. Hirschman said that is correct, that he is returning back to the functionality, changing the door. He said there is a big concrete slab down there so that nothing can be taken down in there. Hirschman said he would be digging the slab out so that he could actually take something down in there. Downing said that if there was no parking in the front yard and the original driveway was completely removed, the owner could, with just a short piece of paving, connect the existing garage to the new driveway. He said it wouldn't be seen at all from the front of the house, and the owner could access the old garage from the new driveway. Hirschman said he was concerned that from the front of the house one could still see the garage door there, and it would end up looking like an afterthought. Sobocinski added that the electrical service runs parallel through there so that it might not be possible. Bunting Eubanks asked if anyone had an objection to using a berm to landscape the paving. Hirschman said his intent with the house is to maximize the historic character of it. Toomey said the two issues the Commission was concerned with before were the garage's proximity to the house and the open stairwell on the exterior of the garage. He said that both of these are an improvement in the new application over what the Commission approved previously. Bunting Eubanks asked what kind of paving would be used. Hirschman said that it hasn't been determined yet, although he would like to use the stamped concrete with brick edging. He said it is expensive, but he will be using less concrete than before so that it might be possible. Sobocinski said that the existing foundation wall on the south side of the house where the sun porch is located is buckling severely. He said that it will have to be removed to repair it but understands that the face above grade would have to be brick to match the existing. MOTION: Toomey moved to approve a certificate of appropriateness for the changes to the project at 430 Oakland Avenue subject to the doors being subject to staff approval and with the stipulation that the foundation repair above grade match the existing. Baker seconded the motion. Ponto asked if the additional staff recommendations regarding use of paving brick or decorative material and removal of the existing driveway were in the motion. Toomey said they were not in the motion. Bunting Eubanks said it is her understanding that the desire is to use the decorative materials, but it may be cost prohibitive. Ponto said he thinks it is going a little too far to require that. He said that leaving and maintaining the existing driveway out of the motion because it was historically there is okay with him so the way the motion is worded is acceptable to him. Toomey said he left out any questions about the old, existing driveway, because they didn't enter in. He said that nothing changes there. CONSIDERATION OF THE MINTUES FOR MAY 8, 2008. MOTION: Trimble moved to approve the minutes of the Historic Preservation Commission's May 8, 2008 meeting as written. Baker seconded the motion. The motion carried on a vote of 7-0. OTHER: Burford said that the historic home tour was very successful. She said that there were 398 people, and more than 20% increase from last year. Burford said that a lot of people who were there wanted to see the Wetherby House in its stages of progress. Burford said that the only disappointment was that there was no media coverage of the event, even though the Press -Citizen had stated that historic preservation is a major issue in Iowa City. She said that this was one of the moments that are extremely positive for historic preservation. Bunting Eubanks said that the Commission is trying to develop walking tours and asked Burford if she has a list of the houses used on the Tour of Homes. Burford said she had an information sheet on each one of the houses. Bunting Eubanks said the Commission would like to make a walking tour and put it on the web and include what is unique about each house. Bunting Eubanks asked about the status of the grant proposal. Kuecker said that it has been submitted. Bunting Eubanks thanked those who worked on the grant. Bunting Eubanks asked if the Commission's list of goals has been approved.
