Johnson Street D) Consideration of minutes for June 11, 2009 E) Other F) Adjournment Staff Report Historic Review for 607 Rundell Street District: Longfellow Historic District Classification: Contributing July 9 , 2009 The applicant, Brad Lynch, is requesting approval to replace 11 windows at 607 Rundell Street with Pella Enduraclad Low E wood windows. Applicable Regulations and Guidelines: 4. 0 Iowa City historic Pmse=tion Giiidel nes forfllterations 4.7 Windows Staff Comments This one-half story gable roof house in the Craftsman Bungalow style was built in c. 1922. Double hung windows with vertical light top sash are used throughout the house. The house possesses vinyl siding and sometime after being surveyed the original garage door was replaced. The applicant is proposing to replace eleven windows of the house on multiple elevations, of varied dimensions, ten of which are double hung windows, one of which is a slider window. Based on Staff's observation, the existing windows do show some signs of deterioration. The proposed windows are Pella Architect Series Enduraclad Low E wood windows. Ten of the windows proposed for replacement are double hung, and one is a slider window. It appears from the materials submitted with the application that the replacement windows will be of the same dimensions as the windows they are to replace and of the same style with the possible exception of the kitchen window. This window is shown in a photograph currently with four divided lights but there are no proposed windows indicating four divided lights. A slider window is proposed to replace an existing slider window. The guidelines allow for the replacement of deteriorated windows with new ones that match the type, size, sash width, trim, use of divided lights, and overall appearance of the historic windows. The guidelines also recommend that double hung windows be used unless an alternate style is original to the house. For new and replacement windows, the guidelines disallow installing modern types of windows including sliding, awning, casement, and bay windows when they are not original to the building, consistent with the architectural style, or required for egress. In Staff's opinion, the proposed windows are consistent with the guidelines and style of this house. Staff feels either three or four divided lights are appropriate for the kitchen window. Staff also feels the slider window is consistent with the Craftsman Bungalow style. RecommendedMotion Move to approve a Certificate of Appropriateness for the project at 607 Rundell Street as presented in the application with the option of 3 or 4 divided lights for the kitchen window. The applicant is proposing to add a pitched roof to the apartment complex providing two options. Both options provide for Class A fiberglass shingles. The second option includes a gabled dormer. The Guidelines recommend preserving the original roof pitches and spans and disallows substantially altering the roof pitch of historic buildings. However, exceptions have been made in the past to allow slight modifications in roof pitch to allow for drainage. Moreover, 3.3 Exceptions for Non -Historic Properties allows for exceptions to be granted provided the alteration: 1. Does not further detract from the historic character of the district. 2. Does not create a false historic character. 3. Is compatible with the style and character of the non -historic property. In Staff's opinion, the changes the applicant is proposing do not detract from the historic character of the district, do not create a false sense of character, and are compatible with the style and character of the non - historic property. The applicant is seeking approval to remove the enclosed porch, reconstruct the second story deck, and relocate the stairs to the second story from the north side of the house to the south side of the house. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.9 Porches 4.10 Balustrades and Handrails 7.0 Iowa City Historic Preservation Guidelines for Demolition Staff Comments This two-story gable roof house features a broad front porch across the gable end and an addition to the SW comer. Enclosure of this porch, the second story deck, and the application of wide replacement siding seriously impair the integrity of the property. The applicant is proposing to remove the enclosed porch, replace the deck, and move the stairs to the second story from the north side of the house to the south side of the house. The fast floor of the porch will be concrete with the second story deck above. The deck will be constructed of treated wood with 6" x 6" treated post holding it up. The new deck would appear similar to the deck that currently exists, but would be the same width as the house. The applicant is proposing to move the stairs to the second story deck from the north to the south side of the house for better access to the deck The stairs will be constructed of treated wood and a new concrete pad will be poured at the base of the stairs. The guidelines recommend the removal of alterations that are not historic and that detract from the buildings historic character. In Staff's opinion, the proposed demolition and reconstruction would not detract further from the integrity of the property if the replacement porch/deck are designed according to the guidelines for Porches (4.9) and Balustrades and Handrails (4.10). The plans submitted bythe applicant do not provide sufficient details to determine compliance with the guidelines. Although this is a non-contributing structure in the Conservation District, it does not mean that efforts should not be taken to make the front deck look more like a porch and less like a deck. The guidelines recommend constructing balustrades and railings that are consistent with the architectural style of the building. It is also likely that a railing will be needed along the first floor concrete porch. An appropriate style of balustrade/railing for the second story, fast story, and stairs for this style of house is shown below. Also the placement of a cornice board below the second story deck and trim at the top of the columns will give a finished look to the porch. A final element that will give the porch/deck a more finished look will be painting or staining the wood rather than leaving it as raw treated lumber. He is seeking approval to construct a fence on the south side of the property, construct a pergola over a third floor deck, and make repairs or replacements to existing handrails as needed. The use of a metal roof was common on many Iowa City houses from this period. The major alterations appear to be enclosing the front porch and a large addition to the rear, which also changed the roofline. Although the addition is not readily apparent from the front, it is intrusive and makes this a marginally contributing structure in the district. The applicant is proposing to construct a pergola over a third story deck and make repairs or replacements to existing handrails as needed on the third story and second story decks. The pergola is approximately 14' x 12' and is to be constructed of treated wood. The pergola will be approximately 8' tall and will be of similar height to the roof on that portion of the house. Details of the pergola can be seen in the attached drawings The applicant is also proposing to construct a decorative fence.on the south side of the property. There is currently a raised deck/walkway south of the house. The applicant would like to construct the decorative fence along this walkway. Since the fence is greater than 6' above grade, it requires historic review. The fence will consist of four decorative caryatid statues with lattice and planter boxes in between. Treated 2x4's tie the statues together. The decorative fence is illustrated in the attached drawings The applicant is also proposing to construct new handrails on the front porch steps that appear similar to the handrails on the back decks. The guidelines allow for additions to the rear of the property that do not detract from the existing structure. The guidelines also allow for the construction of fences and recommend that they be similar to historic fence styles. In Staff's opinion, since the pergola is on the back of the house and will not be very visible from the street, it is an appropriate addition to the building. The rear addition is already incongruent with the historic house and the addition of the pergola will not add to this. The handrails illustrated meet the guidelines and are appropriate for the house. Although not a traditional fence and not a historic fence style, Staff believes that the decorative fence does not detract from the historic character. Staff views the fence as more of a lawn art piece, rather than a fence and believes that it is appropriate in this situation. They are seeking approval to construct an addition to the west side of the main structure of the house. The proposed addition is a 14' x 18' two-story addition. The roof is a standing seam metal roof. Rafters are exposed. The small front porch has a hip roof and is placed off -center, it has square battered columns and a solid balustrade. The house is clad with narrow clapboard siding and the front facade has a single 1/1 double hung window in the gable and a pair of similar sash on the first floor. The overall impression of the house is one of modesty. This house is located east of Dodge St and has the character of a Goosetown home rather than the character of the grand homes on the western portion of Brown Street. It is a verywell maintained and preserved example of the Goosetown Cottage. The guidelines generally recommend for additions to be placed on the rear of the structure, however on this property there is a large spruce tree in the rear yard. Although there is some room for expansion to the rear, the space is limited because of this tree. The applicant is proposing an addition to the west side of the existing house. The proposed addition is a 14' x 18' two-story addition that is taller than the existing structure. Details are shown in the attached drawings. Currently the house only has one bathroom that is in the basement and the headroom on the second story is limited. The desire to improve the second story headroom and livable space, as well as create a second story master bedroom and bathroom is driving the addition. The guidelines allow for additions to historic houses provided the addition is compatible in design with the historic building and does not detract from the structure. The guidelines state the following as recommended: • Designing an addition so that it does not diminish the character of the historic structure • Constructing additions that are consistent with the massing and roofline of the historic building. This requires that the wall areas and corners, as well as the roof pitches and spans are all consistent with the existing building and have a proportion that is similar to that of the existing building. The guidelines also list as not recommended: Constructing an addition that expands a historic house vertically and increases its overall height. Staff has concern that the proposed addition will overwhelm the existing house, will change the architectural style of the historic structure, and is not compatible with the existing rooflines. Staff does understand the need for an addition to this house and understands the practical difficulties; however, Staff believes that a suitable addition can be designed that balances the applicants needs with the Historic Preservation Guidelines. Staff has met with the applicant to express these concerns and has presented alternatives that would strike a balance. These alternatives may require some compromises in the desires of the applicant, but do provide an addition that is compatible with the Cottage style of the house and add needed space to the house. Staff believes that the alternatives adhere to the guidelines where as the applicants original plan does not. Two of these alternatives are attached. Both feature a side gable addition, with dormers. This sort of addition is typical of the Cottage style. Alternative A has a higher ridgeline and features a gable dormer on the front elevation, with a shed dormer on the rear. The shed dormer adds headroom and functional space on the second story, but would not be visible from the street. Alternative B shows a lower ridgeline, but extends the first story to the rear. This would allow for the master bedroom and/or bath to be placed on the fast story and the addition some functional space to the second story. However, the tree in the back yard that will dictate how far the addition can expand to the rear. Staff has also consulted with Marlys Svendsen, the historic preservation expert who prepared the Brown Street National Register nomination, and her opinion is that the applicants original design for the proposed addition would change the simple Cottage style of the house into a much grander house. Ms. Svendsen said that a cross gable addition that creates an L-shaped house, with dormers if necessary, is the most appropriate type of addition to the house. Jfaten,als The applicant is proposing to use smooth cedar siding to match existing and would like to have the option of using fiber cement board siding that matches existing. The windows to be used are JELD-WEN aluminum clad wood windows. The new foundation is to be stucco to match the existing foundation. These proposed materials comply with the guidelines The applicant has indicated that they would like to use salvaged standing seam metal roofing on the visible portions of the roof and asphalt shingles on the dormer. Staff feels that matching the existing standing seam metal roof would be the most appropriate roofing material, but is unsure of the quality of salvaged metal roofs. It may be possible for the applicant to find a suitable new metal roof that matches the existing, but care must be taken to ensure a good match. If a suitable match cannot be found, Staff recommends that the addition have an asphalt shingle roof of a bold color, similar to the red metal roof. The applicant could also remove the metal roof on the existing house and reroof the entire building in either a new standing seam metal roof or shingles. Recommendation Staff recommends approval of Alternative A or B, subject to staff approval of the final design. If a substantial change needs to be made, the application would need to come before the Commission for review. Alternatively, the Commission could also defer of the project at 815 Brown Street, in order to allow for a redesign of the addition that is consistent with the massing, roofline, and character of the historic building. Staff does not recommend approval of the applicants original plan as it does not meet the guidelines and would result in the loss of the cottage character of this house. The cottage design is historically very important in this location because it is an indication of the distinct Goosetown characteristics of the eastern part of Brown Street. If Alternative A or B is to be approved, Staff recommends the following conditions: • The applicant having the option of using wood siding or smooth faced fiber cement board siding with a revel to match existing and • The applicant having the option of using a standing seam metal roof that matches the existing metal roof, using asphalt shingles on the addition, or reroofing the entire structure in the same material. The applicant is seeking approval to for several projects, including siding replacement, stair replacement, alteration to a retaining wall, and porch removal/reconstruction. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.3 Wood 4.10 Balustrades and Handrails 4.5 Siding 4.13 Site and Landscaping 4.9 Porches Staff Comments This house appears to be the forerunner of the American Foursquare, as that house form evolved in the 20th century. Several elements of this house mark it as an earlier house - perhaps as early as the 1880s. The hipped roof is shallow and truncated, reminiscent of Italianate structures. It also lacks the familiar dormers of the Foursquare. Finally, the house sits on a raised foundation, a feature more related to Italianate houses than Foursquare houses. This house reflects the transitional form between the square Italianate houses of the 19th century and the popular American Foursquare of the early 20,h. Siding The applicant is proposing to remove the deteriorated wood siding and replace with fiber cement board siding. The guidelines recommend repairing wood siding and trim and only using a substitute material in place of wood when the siding cannot be salvaged. The substitute material must be durable and accept paint. Fiber cement board has been approved in the past. In Staff's opinion, the existing wood siding has been neglected, has suffered water damage and is rapidly deteriorating. Staff believes that if the fiber cement board siding replicates the profile, dimension, and overall appearance of the existing siding, there will be minimal change to the appearance of the structure. Staff also recommends that the window and door trim, the frieze boards, and the comer boards be replicated in order to preserve the historic character of the house. Stairs and Retaining Walls The applicant is proposing to remove and reconstruct the retaining wall and stairs along the alley. The applicant also is proposing to install a handrail along the retaining wall for safety. The retaining wall is failing and needs to be addressed. In addition, the applicant is proposing to reconfigure the rear stairs down to the parking area and remove and replace the failing retaining wall. The guidelines do not directly address this sort of project, but in Staff's opinion, this seems like a suitable alteration to the house and provides for better functionality and safety. Staff believes that the more unobtrusive the railing along the retaining wall - the better. This may be an appropriate situation to use a simple round steel pipe handrail. Porch The applicant is proposing to remove and reconstruct the front porch. The applicant is proposing to recreate the porch details as close as possible, using fiber cement board siding and trim, fiberglass posts, bead board ceiling, tongue and groove decking, block piers, and lattice -work skirting. The railing will be higher to accommodate existing building codes, but will be of similar appearance as the existing railing. The applicant has indicated that the original stone piers will be salvaged if possible. If the piers are not able to be salvaged, rough faced concrete will be used. The sidewalk and concrete steps will also be removed and reconstructed The guidelines recommend replicating historic components when replacing deteriorated portions of a structure. In Staff's opinion, the porch has deteriorated and is in need of repair. Provided the applicant recreates the existing porch details, there will be minimal change to the historic appearance of the house. Staff believes that a simple porch baluster would be more appropriate for this vintage of house than the clapboard sided wall railing. An image of a similar handrail is shown below. In this case, the posts should extend to the porch floor, as shown in the second image. Recommended Motion Move to approve a Certificate of Appropriateness for the project at 617 N Johnson Street as presented in the application with the following conditions: • The applicant using a simple round steel pipe handrail along the retaining wall. • The fiber cement board siding must replicate the profile, dimension, and overall appearance of the existing siding. • The fiber cement board must be smooth surface. • The window and door trim, frieze boards, and corner boards must be replicated in profile, dimension, and overall appearance of the existing. • The porch must be reconstructed to match the existing porch in detail and overall appearance ('including but not limited to: cornice details, roof line, piers, bead board ceiling, tongue and groove flooring, etc) . To clarify, there are four defined project that need to be addressed to the exterior of the house: 1) Siding installation. As discussed this will be replaced with Fiber Board. Color scheme will remain the same. 2) Retaining wall on alley side. This is much more a safety issue and needs to be addressed right away. Due to the 8" buldge into the alley, the wall will be removed from front of property to the edge of existing landing. Wall will be replaced and tapered to sidewalk. Steps from landing will be installed and safety rail along wall. (from a historical perspective this railing once existed in earlier photos). Step and rail will match existing landing - treated wood. 3) Front poarch. As discussed, we will recreate as close to existing as possible. See earlier discussions. Cement path and steps to sidewalk will be replaced. (Yet another safety issue). 4) Steps at back of house. Originally these were installed as a fire escape. Again, a safety issue that must be addressed. Current wall (crumbling) will be removed along with enough dirt to reconfigure the steps to reach out into safe parking area. A new retaining wall will be installed and dirt replaced to comply with city codes. I have attached photos of each of these areas as a reference and aid. Please let me know if you need anyting else. T&G, Bead ceiling, Stone block piers (try to salavage original stone), Latice skirt and decorative overhang. We will even try to match to the existing posts. We will get it as close to original using fiberboard siding & trim, fiberglass posts, cement, 1 x for bead work, railing, and treated wood. Can we use a more durable decking product like Trex for T&G? We will have to replace overhang decoration do to rotting and over painting. I looked at the property a few days ago in person and I believe the porch posts were originally similar to the ones shown in the attached photos of a nearby house. These sorts of posts can be purchased from most hardware stores either in wood or in fiberglass. I think something similar to what is shown in the photos would be more appropriate for the house. I also do not believe that the detailing would be difficult or expensive to replace. It is a rather simple design. When you first mentioned it, I was imagining really ornate gingerbread detailing that would be difficult or extremely expensive. It may even be possible to reuse much of the decoration that is currently there. I think it is important to keep this detail. Are you recreating the other details of the porch such as the tongue and groove decking, bead board ceiling, block piers, etc? I definitely agree with you that the siding is in need of replacement and that the side stairs need to be reconfigured. Let me know if you have any other questions. CERTIFICATES OF APPROPRIATENESS: 430 North Ban Buren Street. Kuecker said this project involves the addition of a ramp. She said there is currently a ramp at the front door; however, it is too steep for the applicant to adequately maneuver. Kuecker also stated that the access through the front door to the living spaces is difficult due to several doors and thresholds. She said the applicant would therefore like to add a ramp to one elevation, replacing a window with a door. Kuecker showed the plan, demonstrating where the door would be where and where there would be a platform, a ramp, and a concrete walkway at the bottom. She showed an elevation of where the door and ramp would be. Kuecker said the ramp is to be built by Elder Services as a temporary ramp. She said there would not be permanent footings, but there would be concrete block with posts set into those blocks. Kuecker said this allows for Elder Services to move this to another location when it is no longer needed by the applicant. She said that staff recommends approval of the project as presented in the application. Keith introduced herself as the owner of the property. McMahon, the contractor for this project, said that he has done a lot of work for Elder Services over the years. He referred to his drawings and said that he has the proper slope, and all of the ADA issues have been addressed. Keith said that she would eventually like to have a driveway put here, as it would be much more convenient. Kuecker said that the curb cut would need to be approved, but in the past, this has been done as a certificate of no material effect. MOTION: Baker moved to approve a certificate of appropriateness for the application for 430 North Van Buren Street, as submitted. Baldridge seconded the motion. The motion carried on a vote of 6-0. (Michaud, Ponto, and Swaim absent) 604 Grant Street. Kuecker said there are four projects involved in this application. She stated that the first involves removal of the replacement siding and restoration of the wood siding. Kuecker said that meets the guidelines, and staff recommends approval. Kuecker said the second facet involves replacement of windows. She said the first floor windows have been replaced by a previous owner, and the current owner would like to replace the rest of the windows in the house with Marvin metal -clad wood, double hung windows that are six over six to match the existing Historic Preservation Commission Thursday, June 11, 2009 Page 2 windows and the windows on the first floor. Kuecker stated that staff believes that meets the guidelines and recommends approval. Kuecker stated that the third part of the project involves removal of the carport. She said it is held up by chains. Kuecker said this is a non -historic addition to the building, and the documentation notes that as well. She said the guidelines recommend that a non -sympathetic, non -historic addition be removed, and staff recommends approval. Kuecker said the fourth portion of the application is the conversion of a portico porch into a full width porch. She showed a drawing of the proposal. Kuecker said that although portico porches are more common in the Colonial Revival style, a full width porch is not uncommon. She said staff believes this is an appropriately designed full width porch for this house, as it still emphasizes the front door with the pediment above it. Kuecker said staff finds the porch to be compatible and recommends approval. However, Kuecker said there is a possible zoning code setback issue. She said she is uncertain how deep the porch could be with the setbacks. Kuecker said staff would like to add an additional condition to the recommended motion that if the porch cannot be six feet deep or deeper, then it should not be built. She said that a six-foot porch is a usable porch, and a smaller porch would look like a false facade. Kuecker said there is a 15-foot setback requirement, and she could not be certain where that would fall on the property until it is measured by a surveyor. She said that overall, staff recommends approval as presented in the application, with the conditions that the divided lights in the replacement windows either be true divided lights or be created with muntin bars adhered to both sides of the glass but not with snap - in muntin bars; that if a balustrade is needed on the porch, it must meet the requirements of 4.10 Balustrades and Handrails and be subject to review by chair and staff; that the columns be reused for the porch, if possible, and that any new columns must match the proportion and appearance of the historic columns; and if the porch is not capable of being six feet deep or deeper, a full width porch should not be built. Anderson, the owner of the property, showed an updated drawing provided by the architect. She provided photographs of other colonial houses with front porches. Bunting Eubanks asked Kuecker if she had comments regarding the note received by the Commission. Kuecker said that she and others in her department had reviewed the note and did not necessarily agree with the statements in the note. She said it does not change her recommendation. Kuecker said that she does not believe this is a Victorian -style house, as it has Colonial -style elements to it. She said the porch has colonial elements to it that are commonly seen on other colonial revival houses. Kuecker said staff does not feel this is an incompatible porch for this house, as there are many colonial revival houses with this sort of porch. Kuecker said, regarding the statement about the carport being a side porch, it possibly was a side porch, although it is hard to tell at this point. She said that it has been so significantly altered that even if it had been a side porch, the likelihood of restoring it to such is not high. Anderson said she had photographs of the house from the former owners, who owned the house for 60 years. She said that the pictures show the carport here from the 1940s. Baldridge asked if it would be possible to retain the columns. Bunting Eubanks said the columns would be retained. Baldridge said that the drawings show square columns. Anderson said that she could change that if necessary; she could reuse the columns but would have to find more columns to match. Anderson asked if that is a deal breaker — if they were having trouble matching the columns. Bunting Eubanks said that is something the Commission could discuss. Bunting Eubanks said the Commission normally likes to retain the columns that are there originally. Regarding the architectural style, Kuecker stated that something that looks similar to what the building has now would be better; a classical style column would be better than just a plain square column. Historic Preservation Commission Thursday, June 11, 2009 Page 3 Bunting Eubanks said the other thing the Commission can do is to make it a condition that when the applicant finds appropriate columns, they can be approved by staff and the chair. Wagner said that the brick work should match the foundation brick. He asked what was on the original house. Anderson said that it is red brick. Wagner said that if the owner could match the brick, that could make it look like it was done originally. Regarding the columns, Baker said that matching them is a challenge, but most of the photographs show a round column. Bunting Eubanks asked if perhaps a slightly different size would work. Baldridge said that they may have to be bigger around, but one could justify that. Baker said she would like to see the columns retained, as they are an original feature of the porch. The Commission discussed adding a condition to the motion regarding staff and chair approval of the columns and having the brick match the rest of the house. Wagner said that type of brick is available at Phil's Building Supplies. (Michaud, Ponto, and Swaim absent) OTHER: Presentation by Chad Lueken Adams Architectural Millwork Co. about historically accurate storm windows windows doors, and other millwork. Kuecker said that she was unable to make arrangement with Cable TV to videotape this presentation, although it is being tape recorded. Lueken said that a lot of people don't know about the resources available for historic homes. He discussed suggestions for replacing historic windows and his five possibilities pertaining to this — salvage of the current window, replication, replacement kits, insert windows, and a full window replacement. Lueken discussed the pros and cons of each category. Lueken also discussed different types of storm windows and showed samples of different types, citing the varying components of the range of available windows, and also the types of doors his company provides. Commission members asked questions about the costs of the different windows, the different materials used in making the windows, and other facets of window -making and installation. Kuecker referred to the memo in the Commission packet that was sent to the City Council regarding historic preservation and energy efficiency. Burford discussed a program that Friends of Historic Preservation would like to hold jointly with the Commission, possibly in the fall, about sustainability and historic preservation. She said that having an someone show how to fix windows or do things a homeowner can do on his own would be a good thing to Historic Preservation Commission Thursday, June 11, 2009 Page 4 have on the program. Burford said she would like to have different experts review different issues. She said that she is asking the Commission to endorse the program. Baker stated that this is a good topic and a timely one. Bunting Eubanks asked what kind of help Friends would like besides the Commission's stamp of approval. Burford said that Friends is first looking for a location in which to hold such a program. The consensus of the Commission was to help Friends of Historic Preservation organize such a program and also to find/provide a location for the program. Kuecker said that City Council would like the Commission to include suggestions for energy efficiency in its revised handbook. She said the City Council might also like to have a joint meeting with the Commission to talk about such issues when the guideline revisions are being discussed.
