The applicants, Robert and Diane Allen, are requesting approval for a proposed project at 214 S Summit
Street, a contributing property the College Hill Conservation District. The applicants are seeking approval to
cover the original built-in gutters and apply exterior gutters.

Staff Comments
The house is a nice example of the eclectic intermingling of popular styles in the early twentieth century.
Essentially a Prairie School styled house, elements are also borrowed from the revivals of California Mission
architecture and Italian Country Villa architecture. The house had a portion of its front porch removed at
mid-century.
The applicant is proposing to cover the original built in gutters and apply exterior gutters. The applicant has
stated that the built-in gutters are rotting and leaking into the house. The applicant would like to remedythis
problem. The applicant proposes to cover the built in gutters with plywood, install shingles to match the rest
of the roof and then install exterior gutters. The roof slope at the gutter will change slightly, but the general
appearance of the roof will not be changed significantly with the covering of the gutters.
The Guidelines recommend the covering of original built-in gutters and applying exterior gutters only if the
roof slope at the gutter is not altered. However, the deterioration of built in gutters is common and a slight
change in roof slope to cover the gutters is necessary to accommodate drainage. The revised guidelines that
are awaiting approval from the City Council clarify this necessity.
In Staff's opinion, the slight change of roof slope at the built in gutter will have minimal impact the historic
integrity of this house.

Proiect Description: Re -roof house to cover built-in gutters following proposed Iowa City Historic Preservation Society
Handbook 4.6. The existing gutters are leaking into the house because the steel lining is rusted through in many places. At
some point the steel lining was covered with asphalt rolled roofing which has now deteriorated. It has many perforations
which have in turn been patched. We propose to cover the internal gutters with plywood sheathing and then asphalt
shingles to match the rest of the roof. External aluminum gutters will then be added.

The applicants, Rose and Peter Persaud, are requesting approval for a proposed addition project at 522
Rundell Street, a contributing property in the Longfellow Historic District. The proposed project is an
approximately 14' 8" x 12' rear addition with a 14' 8" x 10' screen porch.

Staff Comments
This two story house was built in 1929 by Howard Moffitt and features the stone exterior that is commonly
associated with Moffitt cottages, although it is larger in scale than many Moffitt houses. The shed dormer
above the garage is likely an addition.
The applicant would like to remove the rear deck and add a living room, a 3/4 bathroom, and a screened in
porch on the rear (east) of the house. The addition will be approximately22' x 14'8", with the rear 10' being
the screened porch. The addition has been designed to match the details of the original house.
The porch will be wood frame construction. The barge boards, soffits, eaves, frieze boards, and other trim
will match the house. Fiber cement board clapboard siding to match the siding on the house will be used.
The windows will be metal clad wood windows to match the existing windows on the house. The screens
will be metal screen with wood frames. The steps and handrail will be constructed of wood.
The guidelines allow for additions and new porches, provided the additions are compatible with the historic
house. The guidelines allow for additions to historic properties. It is recommended that the addition be
designed to mimic the historic features and not diminish the historic character of the structure. Materials
used should be similar to the historic materials.
In Staff's opinion, the addition has been designed to be compatible with the historic features of the house.
Staff believes the impact on the historic appearance will be minimal.
RecommendedMotion
Move to approve a Certificate of Appropriateness for the project at 522 Rundell St with the following
conditions:
the foundation of the addition matching the existing foundation;
the porch piers being masonry; and
porch skirting being installed in the space between the porch piers.

Historic Review for 517 S Governor St

The applicant, UniverGty Neighborhood Partnership, is requesting approval for a proposed alteration project
at 517 S Governor St, a contributing property in the Governor -Lucas Street Conservation District. The
applicant is seeking approval to remove two windows and install wood louvers.

Staff Comments
This house was constructed in c. 1910 and features a gable roof and a large dormer set in the front facade.
The house features a steeply pitched roof and massive porch piers. No date has been determined for the
replacement of the original siding.
The applicant is proposing to remove the small top window in both the north and south gables and install
custom made wood louvers, painted to match the existing house color.
The guidelines do not specifically address this sort of window replacement. In cases where an alteration is
not anticipated in the guidelines, the Commission must refer to the Secretary of the Interior's Standards for
Rehabilitation. Standard 9 states that "New additions, exterior alterations, or related new construction shall
not destroy historic materials that characterize a property."
In Staff's opinion, the upper gable windows are not character defining features of the house. Staff believes
that this home was likely a catalog house and found several examples of similar style homes with either
nothing or the wood louvers in the gable (attached). Staff believes that the removal of the two proposed
windows and replacement with wood louvers will have minimal impact on the historic appearance of the
house, provided the louvers are painted to match existing.
Recommended Motion
Move to approve a Certificate of Appropriateness for the alteration project at 517 S Governor Street as
presented in the application.

Re: 517 S Governor St.
As the work on 517 S Governor has progressed, an issue has come up that will require a
change on the exterior of the home. When the new roof was installed, ridge vents were added to
help cool the attic space and extend the life of the shingles. Unfortunately, as is often the case
in older homes, there are no intake vents to allow for natural convection to help rid heat from the
attic. In order to create a convection cycle, we would need to install vents either on the soffits or
on the gables. Due to the way the home is constructed, soffit vents will not work to allow for the
intake of cool air. There are currently two small windows on the side gables that would allow for
intake air if we replaced them with vents.
We are proposing to replace the two small windows in the gables on the north and south sides
of the home with custom made wood louvers that would be painted to match the existing house
color. This change would allow the attic to vent properly and extend the lifespan of the shingles.

The applicant, Bryan Dixon, is requesting approval for a proposed alteration project at 1111 Burlington
Street, a non-contributing property the College Hill Conservation District. He is requesting approval to
replace the windows in the building.

Staff Comments
This two story frame dwelling is clad in replacement siding. Fire insurance maps show that the front portion
was originally a one and one half story structure. The full porch retains classical columns. Due to the loss of
integrity the property is designated as a non-contributing property.
The applicant is proposing to replace all the windows in the house. The applicant would prefer to use vinyl
windows.
The guidelines recommend replacing deteriorated windows with new ones that match the type, size, sash
width, trim, use of divided lights, and overall appearance of the original windows. The guidelines also
disallow the use of metal, vinyl clad, or vinyl windows when they are not original to the building. An
exception to the guidelines for properties in conservation districts allows the use of vinyl windows for
basement windows, provided the foundation wall is no more than 18 inches above grade.
Under Section 3.2 Exwptions to the Iacua City Guidelines, it states, "These exceptions are intended to provide
additional flexibility in cases where a proposed construction project does not significantly affect the
architectural character of a historic structure."
In Staff's opinion, vinyl windows are not allowed under the guidelines. Solid wood or metal clad solid wood
are permitted and would be the better selection.
Recommendedffotion
Move to approve a Certificate of Appropriateness for the window replacement project at 1111 Burlington
Street with the following conditions:
• the windows be either wood or metal clad wood;
• the replacement windows matching the original windows in type, size, sash width, trim, use
of divided lights, and overall appearance of the original windows; and
• the final window specification to be approved by staff.
