Adjournment r �.® CITY OF IOWA CITY MEMORANDUM TO: Housing and Community Development Commission FROM: Tracy Hightshoe, Community Development Planner DATE: March 15, 2011 RE: March 17 HCDC Meeting Enclosed are the revised allocations for your review. There were no changes to the ranking worksheets. At the March 17 meeting, HCDC will allocate the funds available to FY12 CDBG/HOME applicants and then forward this recommendation to the City Council for consideration. Unfortunately, at the time of this mailing Congress has not determined the HUD funding amounts yet. The Commission will need to consider if there is a change in the anticipated funding amounts, how to formulate the final budget recommendation to Council. This could be accomplished with a motion such as if the final budget is within 0-10% of the anticipated budget, the increase or decrease is pro -rated to each eligible, funded activity, or a specific activity, if over a 10% change, the commission will meet again to discuss. CITY STEPS outlines a basis for assigning priorities and reviewing applications. As a way to help you review and formulate a budget recommendation, CITY STEPS states that high priorities are those activities that will be considered first for funding. Medium priorities are those activities that will be considered after high priority projects if funding is available. Low priorities are those activities that will be considered after high and medium priority projects if resources are still available. To help guide you, staff has indicated on the allocation sheet what the priority level is for each project. High priority projects are in bold and medium priority projects are not in bold. There were no projects with a low priority submitted. In the housing section, italics are utilized for those projects that may only be funded with CDBG funds. This does not mean that all projects with high priorities must be funded or fully funded. This means that as a commission, the high priority projects are reviewed first to determine if funded, partially funded or no funding due to various reasons such as capacity, budget components, and ability to proceed on a timely basis. This would apply to medium projects as well. The March 17 meeting begins at 6:30 pm at the Iowa City Public Library, Meeting Room A.
