The Iowa City Human Rights Commission meetings follow the Iowa City Community School District closings
for inclement weather except for early dismissals for heat.

PRELIMINARY
Human Rights Commission
April 16,2013 — 6 P.M.
Helling Conference Room
Members Present: Harry Olmstead, Orville Townsend Sr., Joe Coulter, Katie Anthony,
Shams Ghoneim, Dan Tallon.
Members Excused: Diane Finnerty, Kim Hanrahan.
Staff Present: Stefanie Bowers
Recommendations to Council: No.
Call to Order:
Chair Townsend called the meeting to order at 18:00.
Consideration of the Minutes of the March 19, 2013:
Coulter moved to approve minutes, seconded by Olmstead.
Motion passed. 5-0. (Ghoneim Absent)
Public Comment of Items Not on the Aizenda: None.
New Business:
Iowa City Pride 2013
The Human Rights Commission will participate in this year's events. It will be decided at the next
meeting who will be available on the particular date. Olmstead moved to participate in Pride 2013,
seconded by Coulter. Motion passed. 6-0.
Old Business:
Proposed Justice Center
No discussion.
Fair Housing
Anthony or Olmstead will introduce this program being held on the 23d of the month.
Youth Awards
Talon and Townsend will serve on the subcommittee for the youth ally award. Finnerty will introduce
recipients, Townsend will do the opening and Ghoneirn will do the closing.
Updates/Reports:
Learn over Lunch
Ghoneim reported the program was very informative but turnout was less than ideal. Commissioners
proposed spreading the word of the program in the future to departments at the University and also the
school district.
Proclamations
Anthony received the Days of Remembrance proclamation. If Finnerty or Hanrahan cannot accept the
Sexual Assault Awareness Month proclamation then Coulter will so do.
SEATS
Olmstead spoke on a recently held meeting that discussed the County's contribution to the SEATS
program. Olmsted is waiting to see if there will be any future hearings on the matter.
Education Subcommittee
Coulter and Finnerty have not had an opportunity to meet with members of the school board. Coulter
handed out a report he put together that shows the link between free and reduced price lunch and whether
a school is on the No Child Left Behind list. Coulter noted that the Commission should identify specific
concerns and also see how the school board implemenfs the new diversity policy.
Immigration Subcommittee
No report.
Ad Hoc Diversity Committee
Coulter stated the Commission should make a statement on the recommendations of the ad hoc diversity
committee because the Commission has a very big stake in those recommendations. Olmstead moved for
the Commission to strongly support the findings of the ad hoc diversity committee, seconded by Coulter.
Motion passed. 6-0.
Building Communities
The next event will be held on April 30. Townsend noted that the committee is not trying to duplicate or
mimic work already occurring in the community but trying to reach the Black community in hopes of
forging better alliances.
University of Iowa Center for Human Rights
Olmstead reported that the next full board meeting will be held on the 26 of this month and that several
subcommittees have been created to maintain the spirit and mission of the Center.
Building Blocks to Employment
The job fair will be held on April 18 at the Eastdale Plaza from 4 -6 pm. I I employers are signed up.
Commission
Anthony, informed that the Iowa City Area Association of Realtors is sponsoring a fair housing poster
contest. Olmstead reported that he and Coulter attended a Human Rights Summit sponsored by the Center
for Human Rights and that in the future he hopes that a partnership can be formed with the Center and the
Commission to organize and sponsor this event (February or March 2014). In addition, Olmstead hopes to
present workshops on the rights of persons with disabilities in the fall of 2013. Ghoneim and Coulter
discussed the need to put the human rights of persons incarcerated in the Johnson County Jail on future
agendas and/or establish a subcommittee. Ghoneim moved and Coulter seconded, to place human rights
issues for those incarcerated in Johnson County on the May agenda. Motion passed 6-0.

2-3-2: PUBLIC ACCOMMODATION; EXCEPTIONS:
A. It shall be unlawful for any person to deny any other person the full and equal enjoyment of
the goods, services, facilities, privileges, advantages of any place of public accommodation
because of age, color, creed, disability, gender identity, marital status, national origin, race,
religion, sex or sexual orientation.
B. It shall be unlawful to directly or indirectly advertise or in any other manner indicate or
publicize that the patronage of persons is unwelcome, objectionable or not solicited because of
age, color, creed, disability, gender identity, marital status, national origin, race, religion, sex or
sexual orientation.
C. This section shall not apply to any bona fide religious institution with respect to any
qualifications the institution may impose based on religion when such qualifications are related
to a bona fide religious purpose.
D. Public accommodations may be designated specifically for the elderly and disabled. However,
public accommodations may not be restricted among the elderly and disabled on the basis of age,
color, creed, disability, gender identity, marital status, national origin, race, religion, sex or
sexual orientation.
E. It shall not be unlawfulfor any public accommodation to take any action otherwise
prohibited by this Section where age is a bonafidefactor or qualification based on health, safety
or developmental differences between age groups. *
G. Nothing in this section shallprohibit restrictions regarding the consumption of alcoholic
beverages by those under the legal drinking age or the presence ofpersons under the legal
drinking age in places ofpublic accommodation where alcoholic beverages are served. *
H. This section shall not apply to discounts for services or accommodations based upon age

Last year our Johnson County Juneteenth Committee planned and executed the historical second
Juneteenth Celebration in Johnson County and we were fortunate to be sponsored by the Iowa
Department of Human Services, Community Partnership for Protecting Children, Diversity Focus, Ul
African American Council as well as other in -kind donations from community organizations.
Juneteenth is a historical community event that commemorates the end of slavery in the United States.
Last year was the second time Juneteenth has ever been celebrated in Iowa City, IA. There was an
amazing turnout of over 250 people and we plan to keep the celebration going for years to come and

The City of Coralville and the 4thFEST Committee invite you to participate in the 30th annual 4th of July
Parade. The parade will begin at 10:00 am from the GEICO/McGregor parking area on Highway 6 West and
proceed over a two mile route.
No entry fee is required thanks to our parade sponsors: Dick Myers, King's Auto Repair, Bachmejer

Our mission is to provide the citizens of Johnson County
with the highest level of law enforcement in a fair and
equitable manner. It is our hope that the members of our
community will trust us to respond with respect and
compassion in their time of need. It is our goal to work
proactively with our citizens to keep Johnson County a
safe place to live and work.
The Johnson County Sheriff's Office provides primary
law enforcement protection for the unincorporated areas
of Johnson County. The Patrol Division also provides
contractual law enforcement protection for Hills, Lone
Tree, Oxford, Shueyville, Solon, Swisher, and Tiffin.
Deputies are responsible for patrolling 36 miles of inter-
state highways, 54 miles of state highways and 909
miles of county roads. Specialty units within the Patrol
Division include a K-9 Unit, the Sheriff's Emergency
Response Team (SERT), Water Search q_Ps—h�

JAIL DIVISION
This past year has seen a 9.48% reduction in average daily population. Jail
bookings decreased by 1% as compared to calendar year 2011. Transports due to
overcrowding decreased 38% due to Muscatine County handling one transport
per day. Muscatine County made 423 transports for Johnson County related to
overcrowding at a savings of $19,699.25. Transports on warrants increased
3.68% and juvenile transports saw no significant increase.
Mental health transports increased 3.75%
Court ordered transports decreased 33.33%
Costs for housing decreased 17.31% at a savings of $204,615
This year video visitation was implemented which eliminates staff having to
escort inmates from their housing units to the visitation room. This made it
possible to expand inmate visitation hours as well as the number of visitation
sessions offered to inmates each week.

RESERVE UNIT
Below is an overview of all of the volunteer hours put in by our Reserve Deputies.
* Staffing at Johnson County 4H Fair— approximately 240 hours
* Staffing a boat and security at the Special Olympics Polar Plunge —approximately 16 hours as well as spon-
soring a team of Reserves to represent the Sheriff's Office in the Polar Plunge
* Providing foot patrol for Solon Beef Days and Lone Tree Days approximately 120 hours
* Providing crime scene security for the Sheriff s Office 34.25 hours
* Participated in Cop on Top fundraiser for the Special Olympics 8 hours
* Provided assistance to EMA for large scale training exercise 8 hours
* Provided traffic control and foot patrol support for two Presidential Visits as well as a visit by the First Lady

In 2010 the Sheriffs Office joined other area law enforcement agencies and went to a joint
emergency communications center. This took 11 full time dispatchers away from our office.
This also meant that we no longer had staff to answer routine telephone lines 24 hours a day 7
days a week. As much as we did not want to take away the personal interaction a citizen
would have with the Sheriff's Office we also recognized that an automated answering system
would be a necessary evil of modern life. In order to relay general information and direct
callers to the appropriate places a phone tree was established. Since it is new to the Sheriff's
Office it is ever evolving. We continue to make it as user friendly as we can without leaving out
pertinent information. Below you will find a quick use guide of what you will experience when
you call in on any of our routine business lines. Within some of the individual divisions you will
also have the option to talk to a specific staff member. If the staff member is not available you
will be able to leave a voicemail for them. Anytime during the recording you can press * for the
employee directory. If you do not find the option you are looking for you can press 0 to return
to the main menu.

Save Our Seats-A's the Right Thing to Do
Dear Editor, County Supervisors, City Council Members, and Human Rights supporters,
I write in the name of my son Michael because he cannot. He is autistic, cognitively challenged, but well
known to many of you for his friendly, lively personality. He works at Fareway and deeply enjoys the
wonderful civic and social life of Johnson County. He rides the SEATS bus twice each day from his residence
in Coralville to Mayors Youth in Iowa City and twice weekly to work. He relies on and enjoys these
rides. They allow him to participate to the full extent of his ability in the life of the county. He remembers and
warmly greets all the wonderful SEATS drivers he's come to know over the years. But he is worried like so
many others in Johnson County who face challenges to transportation for their basic needs. Many elders and
disabled youth and adults, most of whom live on rigidly limited incomes, face terrible choices without
affordable access to SEATS.
Please, as you consider support for SEATS, remember and uphold your responsibility to all the citizens of
Johnson County. As duty holders you are responsible for the rights of all the public --supporting the ability of all
to participate in the life of the community. Removal of SEATS support removes this ability. Support for
SEATS means supporting inclusiveness and equality. These are principles of human rights to which
governance and governments can be held to account! Lack of support for SEATS is an issue of accountability,
of discrimination. Our budgets reflect our values. Assert your values: support equality, dignity, inclusiveness,
and non-discrimination. Support full funding for SEATS, it's the right thing to do.
