Minutes of the Regular Meeting DRAFT

Members Present: Diane Baker, Tom Dean, Mark Edwards, Tom Martin, Linzee McCray, Robin Paetzold,

Guests Present: None.
Call Meeting to Order. President Rich -Chappell called the meeting to order at 5:03 pm. Trustees
introduced themselves to new Board member, Diane Baker.
Public Discussion. None.
Approval of Minutes.
The minutes of the regular meeting of the Library Board of Trustees on June 27, 2013 were reviewed. A
motion to approve the minutes was made by Paetzold and seconded by Edwards. Motion carried 8/0.
Unfinished Business.
FY14 Board Annual Report. The report has been drafted by staff for Board approval. McCray suggested
that more information about the Iowa City Book Festival be included. Paetzold asked if the Board of
Supervisors should be included in Goal 8. Craig said the Board of Supervisors is a contracting body and
already identified in the goal.

New Business.
Strategic Plan Review. FY13 Final Report. Semel asked if things were left out of the plan because of
finances. Craig stated things get dropped because they are unavailable (technology) or because there
isn't enough staff time to do them. Semel clarified that some institutions painfully have to remove
things from the plan. Rich -Chappell said that there are things like signage in Goal 1 A 2 that seem out
of library's control in phase I. Craig said there have been some issues reusing the hanging signs on the
first floor. She feels that having signage be one of the few "problems" is pretty good.

FY14 Strategic Plan. Staff have been working with the plan that was approved in July 2012. It is used for
the budget process in the fall and in the spring staff review and revise again. The FY14 update builds off
of strategies we implemented in FY13. A motion to approve the strategic plan for FY14 was made by
Dean and seconded by McCray. Motion carried 8/0.
FY15 Strategic Plan. Craig said FY15 is the last year of the current strategic planning process. Some
strategies drop off, like the building project, which will be completed. Craig stated there is room in FY15
for modest initiatives if they arise. A motion to approve the FY15 plan was made by McCray and
seconded by Martin. Motion carried 8/0.
Strategic Plan 16. Craig feels that the next planning cycle is potentially more important than any we've
done before. Public libraries are changing; constituencies want different things. There are trends that
are emerging and we need to provide the best possible value to our citizenry. Craig believes we need
intensive and specialized data gathering in preparation for the FY16 new plan. Craig proposes a higher
than usual budget for a consultant and data gathering and research, focus groups, providing context.
The Des Moines Public Libraryjust completed a planning process and Craig said she used it as a model
to derive the cost she believes will be required for ICPL. Services we deliver and how we deliver them
will be on the table for discussion for the Board. Semel asked about the value added by consultants and
wondered how they assist. McCray said past library consultants have guided staff and notjust
presented a report. Craig said she has a healthy skepticism about consultancy and appreciates Semel's
concern. She believes consultants can bring a broader perspective and experience that is very helpful in
a planning process. Dean said that he felt that our previous consultant experience was skilled guidance.
Martin believes we do not have a choice but to undertake this endeavor. Dean reiterated that this
would be funded from NOBU funds.
FY13 Public Relations Annual Report and FY14 Public Relations Plan. No comments.

FY14 NOBU Budget. Craig said the NOBU balance is greater than what is reported in the Board packet
because some funds she thought had been shifted to pay CIP expenses had not been at year's end.
McCray thought the budget seemed higher than usual. Craig said it is similar to past years. Rich -
Chappell asked about the Iowa City Book Festival. McCray asked if the Art Purchase Prize has other
funding sources besides Board support. Other gifts do support this project, A motion to approve the
NOBU budget as presented to Board was made by Dean and seconded by Semel. Motion carried 8/0.
Staff Reports.
Director's Report. See above.
Departmental Reports: Adult Services. Clark said Adult Services staff members are enjoying the Summer
Reading Program because they have more interaction with it than ever before. Family activities have
been very popular and enthusiastically received by patrons. Rich -Chappell asked if we have numbers for
how many registrants versus finishers of the SRP. The Library does have these statistics.
Community & Access Services. There will be a Pop Up Tech Zone at Sycamore Mall tomorrow night.

Development Office Report. McCarthy said that Sidewalk Sales Days went well this year and the Book
End Book Sale brought in more than $1,200. She said that the free parking helped. McCarthy said the
Sheraton Hotel is helping us with the Sushi in the Stacks event on 9/8/13.Online reservations begin on
August 1. The building project will not be completed before the event which is a bit challenging.
Miscellaneous. No comments.
Spotlight on the Collection. No comments.
President's Report. President Rich -Chappell asked about members' availability for the Annual Board
Dinner. It will take place on August 22, 2013 after the Board meeting at a location to be determined.
Announcements from Members. Dean will be a moderator at the Celebrate Writing @ MPL event on
August 10 at the Marion Public Library. The Cedar Rapids Public Library is opening to the public on
8/24/13. Paetzold encouraged everyone to attend a free special Iowa City Book Festival program with
two members of the Lacks family on Thursday, October 10, 2013 in MacBride Hall. "An Evening with the
Lacks Family: The Story Behind The Immortal Life of Henrietta Lacks,' is the opening program of the
Festival. Clark said that there will be a related book discussion and a panel discussion about ethics at
the Library.

Director's Report FY13
Making things easier for library users was the top priority this year, and we accomplished it in a
variety of ways.
• Answered the phone 24,000 times at the new switchboard
• Introduced the ability to place holds for "on shelf' items and increased the number of
holds allowed per card, raising the number of requests by 15%
• Online collections available 24/7 grew; including debut of the Digital History Project
• Expanded technical support to help people with devices, computers and software
• Improved internet service provided faster service; wireless access easier to use
• Supported building improvements through record fund raising efforts
Help when needed
Part of our Better Building Better Service two year project was reorganizing the first floor and
downsizing from two service desks to one. This allowed us to use staff resources to answer the
phone all the hours the library is open rather than rely on an automated attendant to deliver
information and force people to make choices about who they needed to speak to. The
switchboard service has been very popular and staff there answered the phone 24,000 times
last year, allowing personnel on the floor to concentrate on helping the people in the building.
The introduction of new self -checkout machines and computers designated for people to begin
to apply for their library card online not only provided for independent use without standing in
line, but also allowed us to offer library customers more holds, raising the number that one
person can have at a time from five to eight. We also introduced a new service allowing people
to place holds on items that are checked in and on the shelf any hour of the day and have them
waiting for pickup within hours. Over 115,000 holds were processed last year, averaging 330
every day we are open.
National studies have shown people are turning to libraries more and more for assistance
finding digital information and using the devices that are required to access it. We responded to
this need last September by offering special drop -in sessions for technical support. By year's
end we had helped more than one thousand people with a wide variety of problems. Some of
the most common challenges people needed help with were setting up their mobile equipment
to use our Overdrive digital collections, learning to make full use of an iPad, using Facebook for
a business/nonprofit, filling out online job forms and learning to save, move, and retrieve digital
images. Less in depth assistance is available all hours we are open from staff at public service
desks, the switchboard, and an on -call system. We are experimenting with offering technical
support away from the library through Pop Up Tech Zones, an outreach program scheduled at
malls and grocery stores.

Technology also was important in the revamping of our Summer Reading Programs (SRP) for all
ages. This year for the first time we offered online registration and the programs were changed,
especially for children, to offer more incentives and steps along the way. Our goal was to keep
reluctant readers participating by offering attainable goals and small prizes along the way. We
saw record numbers of participants signing up at the end of June. The online registrations also
allowed us to update records and track how many children completed each step. At the end of
the program we had a completion rate over 40%. Another first this this summer was offering
materials for checkout at our Stories in the Park programs, And, to insure children had their
card and were ready for SRP and getting on the Library Bus (free for a downtown ride when
children show their library card) a special card application was sent home with many school age
children before school ended.
Collection Use Stays Strong and Goes Local
More than 1.5 million items circulated, a small decrease from last year that was not unexpected
as people turn to readily available online resources for recreation and information. This high
circulation combined with building visits over 720,000 is likely to keep us the single busiest
public library building in Iowa. One very bright spot is the increase in circulation of children's
books. And, the use of digital collections continues to increase dramatically, up 46% in FY13 to
66,698. A new online magazine collection, Zinio, accounted for over 8,800 downloads. We
increased the number of circulating e-readers this year so people who want to experience
reading on a device, but don't own one, have the opportunity. And, we provided ten new !Pads
preloaded with a variety of apps for all ages of children to enthusiastic users in the Children's
Room.
Our innovative Local Music Project debuted last year and has attracted national attention from
libraries interested in building similar collections in their communities. The Local Music Project
pays local musicians for the use of their copyrighted songs so the Library can offer some of their
content for free download from our web site. At year's end 126 albums were available and had
been downloaded 1,400 times. In May we debuted the Digital History Project, an Iowa City
Public Library initiative to share and explore historical images and stories of life in Iowa City and
Johnson County.
Better Building and Community Support
The building changes that occurred in the fall made many of our service enhancements
possible. In the first year of the two year project we combined two service desks, re -carpeted
areas of the first floor, moved Young Adult Fiction upstairs (in anticipation of a new teen space)
and prepared areas for new digital signage. Year two of the project includes a new Teen Space
on the second floor, a new service desk near the public access computer and the teen area and
rearranged collections; the in the Children's Room there will also be a new service desk, new

carpet and a new technology area. This project would not have been possible without generous
support to the Iowa City Public Library Friends Foundation. Given an increased goal of raising
$250,000 to support this project the Development Office staff rose to the challenge and at
year's end had raised over $200,000 toward the goal.
Thanks to major donors, including ACT, Roy J. Carver Charitable Trust, Community Foundation
of Johnson County, Hands Jewelers, Hills Bank and Trust Company, MidAmerican Energy
Foundation, The MidWestOne Bank Foundation, The University of Iowa, and the University of
Iowa Community Credit Union who helped make this project possible. Two new events
supported the campaign. In December the first ever Arts & Crafts Bazaar netted over $5,000
from a one- day sale of donated items and in June the first ever Library Links golf event was
held at Finkbine Golf Course. The City funded $100,000 from the Capital Improvements Project
budget toward phase one in FY13 and another $100,000 will be available in FY14 for the
project. We look forward toward completing our "nip and tuck" in the coming year.
New Faces New Challenges
The Library saw five retirements this year —two managers, a senior librarian and two library
clerks. Two other long time staff members, both from Children's Services left to pursue other
opportunities, and our public relations specialist moved with her family to Chicago. I can
remember many years we might have one or two openings in our permanent staff (those who
work more than 20 hours a week), so this level of turnover is unprecedented. These eight staff
people worked a total of 160 years at the library and that experience is not easy to replace. Our
new hires are energetic and talented and, hopefully, will get another 160 years In before they
leave ICPL. Retirees in FY13: Barbara Black, Deb Wyjack, Mary O'Malley, John Hiett, Hal Penick. I
wish them a long and happy retirement and thank them for their many years of contributions
to this library.
Public libraries, like every other information/entertainment/education modern institution, are
in a state of rapid change. That has certainly been the case for us this year. How has our
community changed and what do they need from us? What is the best use of technology in a
modern library, and how does it fit with other, more traditional library services? We will
continue to address these issues as we update our strategic plan next year.

FISCAL YEAR 2014 Memo of Understanding between the Iowa City Public Library
Friends Foundation Board of Directors and the Iowa City Public Library Board of
`• Trustees
The Iowa City Public Library Friends Foundation approved the attached FY14 budget on
June 5, 2013. It is agreed, in reference to Number 4 in the Memorandum of Understanding dated
January 1989, that the Iowa City Public Library Friends Foundation agrees to pay the Library a
total of $94,000.00 in grants for fiscal year 2014 for needs approved by the Library Director.
Payments will be made on the first day of each quarter of fiscal year 2011: July 1, 2013;
October 1, 2013; January 1, 2014; and April 1, 2014.
In addition, the Iowa City Public Library Friends Foundation agrees to fund a portion of salaries
and benefits of the staff of the Iowa City Public Library Development Office. The Iowa City
Public Library Friends Foundation agrees to pay $118,029.00 in FYI as determined by the
budget for salaries and benefits. Payments to the Iowa City Public Library will be made on the
schedule determined by the Iowa City Public Library/City of Iowa City. The final payment in
the last quarter of the year may be more or less depending on the amount of the actual salary and
benefit amounts reported from the City of Iowa City.
Thus, as outlined above total funding in grants, and salaries and benefits from the Iowa City
Public Library Friends Foundation for FYI is $212,029.00. Funds will include past year
annual gifts, current year unrestricted spendable earnings, and, if necessary, unrestricted equity.
This agreement is subject to the restrictions set forth in Item 4 under "Distributions" of the
Foundation's Investment Policy as revised and approved by the Board on August 17, 2000.

Children's Services Report
For the Iowa City Public Library Board of Trustees, August 22, 2013 meeting

Summer by the Numbers
• 342 babies and 2186 children participated in the Summer Reading program, for a total of
2,528 participants —a 10% increase over last year's 2,280 participants.
• By the last official day,162 babies and 1161 kids finished the program, for a total of 1,323
finishers, nearly double last year's 697 finishers!
• 52% of the kids who participated finished the entire program, an excellent finishing rate for a
library summer reading program. Last year, 31% of the participants finished the program.
• The last day of the summer reading program was the busiest I've seen in the Children's Room.
We had 167 kids finish the summer reading program that day alone!
• We've had 34 late finishers during the past two weeks.
• There were 5 grand prizewinners, selected by a drawing from the pool of finishers. The grand
prizes were a Kindle Fire HD, two bowling parties for 20, and Sweet Feet Yoga and Music
Together class sessions.
• In June, 7,492 people attended library programs for kids. In July, 4,075 people attended
library programs for kids.
• The final summer program, The Last Splash of Summer, featured activities from the fire
department and brought in 325 people.
• Giving more prizes dramatically increased our patron interactions. We counted 7,600 in June
and July this year, compared to 4,980 in 2012.
• We introduced 10 iPads for use in the Children's Room this summer. In June, there were 158
iPad uses. In July, there were 324 iPad uses.
• Soon there will be over 2,500 kids telling the world they dig reading at the Iowa City Public
Library, with their summer reading t-shirts!

Collection Services Department Report

Collection Services Statistics
In FY13, ICPL had an exciting year for digital collections. Septembersaw the offering of almost a hundred
downioadable magazines through Zinio, a service that allows patrons to read an issue on their tablet,
phone, or computer. We created a Digital History Project that provides a glimpse of Iowa City's past
through photographs and video. We added more content to the Local Music Project, a site that other
libraries are replicating. Over two thousand items were added to our eBook and eAudio collections. We
accomplished a great deal digitally. However, Collection Services staff also added 22,662 items to our
print collections and 8,282 to our audio-visual collections. To ensure the public checks out up-to-date,
appealing materials in good condition, this department retired 21,486 print and 7,563 audiovisual items.
From selection, ordering, receiving, cataloging, and processing, library patrons have access to a wide
variety of materials represented in the physical and digital formats. This collection is a credit to the
Library and its staff.
Reports from Selectors
At the end of FY13, our material selectors reflected on managing the collection over the past year.
Below is a sample of what selectors saw this year:
Comic books, David Sedaris, and dystopian young adult series are still on top.
Popular areas of the collection include comic books (both adult and children's), humor (particularly
David Sedaris), young adult fiction (series with dystopian themes), and of course best sellers and new
items. In terms of books (print), patrons checked out Gillian Flynn's Gone Girl, Game of Thrones series,
Divergent, Visit Sunny Chernobyl and Other Adventures in the World's Most Polluted Places, Well Fed:
Poleo Recipes for People Who Love to Eat, Is Everyone Hanging Out with Me?, Unbroken, and anything in
the Batman comic book series.
Children's publishing looks to early literacy and Common Core.
With an increased focus on early literacy, publishers are creating more board books and increasingly
using popular authors and illustrators. Another aspect in children's publishing is the emphasis on
Common Core standards and publishers are offering nonfiction books with appealing covers and writing.
Yes, circulation is down this year...
There was a decrease in circulation throughout many collections (down 3.58% overall), but we are
coming off some pretty strong years with extremely popular titles, such as the Hunger Games trilogy and
The Help, in addition to a national recession. Also, we rely heavily on the publishing and movie industry
and if they have an off year, we have an off year. But there are also new ways to access content. An
example is the DVD collections. With easy access to content through Hulu, Netflix, and Amazon, people
stream documentaries, television shows, and movies. A streaming model for libraries isn't quite where
we want it to be at this time, but we continually search for one.

As more people use streaming options for video, patrons are also using our eBook and eAudio
collections. There was a significant increase in circulation of eBooks and eAudio, as well as more items
added to the collections. eBooks and eAudio were up 27.5% and 12.6% respectively. Five -hundred and
eight eAudio items and 1,364 eBooks were added to the collection last year.

INFORMATION TECHNOLOGY REPORT TO LIBRARY BOARD

Transition
Even though I had only a few hours to shadow Hal before he left, the transition has been very
smooth. This is a credit to Hal as he has obviously built a team that handles day to day
operations without the need for a lot of supervision. One of the first tasks was for me to meet
with each of my staff and I'm happy to report that I had a great first impression from all of
them. They are doing a great job of maintaining our level of service while helping me learn the
ropes.
Stepping into the Construction Zone
As I've entered the scene during the final phase of a construction project, my primary focus
right from the beginning has necessarily been on understanding that process. It's been
fascinating watching Susan conduct the action from her podium. Fortunately ours is mostly a
supporting role, so we have been concentrating being ready to hit the triangle at just the right
moment when needed. Aside from that, my team has been working with the other staff to
identify, research and order the equipment needed for the renovated children's area, the new
teen space and the updated reference area.
Strategic Plan
The IT department is involved either directly or indirectly with many of the goals laid out in our
current strategic plan. So my early efforts have been focused on understanding the many
internal systems so that I can begin planning for the larger projects that are looming this year
including upgrades to the Integrated Library System, equipment upgrades in many rooms and a
website project.

M!dWestOne Bank Book Drive
Special deposits of books, DVDs, and CDs will be accepted at area MidWestOne Bank branch
offices for the benefit of the Book End next month!
MidWestOne Bank is hosting its seventh annual book drive forthe Book End store on the
second floor of the Iowa City Public Library. Special collection containers will be set up at all
Iowa City, Coralville, and North Liberty bank offices during the month of September. Everyone
is welcome to deliver their gently read fiction, non-fiction, and children's books along with
DVDs and CDs during bank hours.
The Book End does not accept damaged books, magazines, textbooks, pornography, Readers
Digest condensed books, dated materials, LP records, or encyclopedias. Proceeds from sales at
The Book End support the Children's and Teens Summer Reading Programs, and popular Art -to -
Go project, as well as enable the Library to buy more books for all to borrow.

Back to School with the Iowa City Public Library

As the end of summer approaches and families ready their children for another school
year, it is important to remember that change does not occur overnight. Summer habits die hard
and many are hesitant to start transitioning into the school mindset before its commencement.
Here at the Library, we have many tools that parents can utilize to start gearing up for the
school year early, allowing for an easier and happier transition.
Familiarizing children with the tools that Iowa City Public Library has to offer will not
only set the stage for good homework habits in the fall, but will help your children get a jump
start on the myriad of projects that will certainly be assigned in the near future. The online ICPL
`Kidspace' provides access to multiple databases and homework tools including: Kent State's
Kids Click!, Fact Monster from Information Please, the Internet Public Library, Encyclopaedia
Britannica for Kids, Ebsco's Searchasaurus, Mango Language Learning tools, Ancestry.com,
Novelist, Proquest, and more. These can be accessed both within the Library and from any
computer within the service area once logged in with a library card. Learning how to use
available research and learning tools now will undoubtedly save time, money, and frustration
later in the year.
With a wide range of experience and knowledge, the ICPL staff is always willing, able,
and happy to help bridge the gap between patrons and information. Whether it's a question
about the community, upcoming library events, or materials within the collection, teaching your
children to bring queries to librarians helps connect them with pertinent information and can
help forge strong working relationships within the Iowa City community. Librarians are also
great at teaching people how to use accessible tools and materials to their benefit.
Here at the Library, we are also preparing for back to school changes. Not only will the
Teen Space be enclosed with new furniture and computers, but the Children's Department will
be undergoing a major facelift too. New carpet, furniture, and computer stations as well as the
replacement of television stations with portable DVD players serve to update existing services
and technology. With an eye to the future, we are adding AWE Early Literacy Stations to out
collection and continuing to checkout iPads for Library use, introduced over the summer.

Savoring the Seasons: Summer Garden Bounty

Summer is my favorite season, especially when my garden starts producing vegetables and the
selections at our local Farmer's Markets are bountiful. I love when I can send tomatoes to my neighbor
and receive a beautiful bag of kale in return. Ahh ... Summer in Iowa!
The Iowa City Public Library has a wonderful selection of cookbooks to help you celebrate your harvest,
whether from your garden or a Farmer's Market shopping spree. A recent visit to the NEW Nonfiction
shelves on the Library's second floor provided many options for delicious recipes.
Savoring the Seasons with Our Best Bites by Sara Wells and Kate Jones provides recipes for year-round
enjoyment. Although not specifically geared toward Iowa garden crops, there are many options for
summer harvest dishes. The Peach -Watermelon Salsa recipe would be great for my fresh Roma
tomatoes!
Fresh, Happy, Tasty: An Adventure in 100 Recipes by Jane Coxwell focuses on "World Food" but many of
the ingredients are readily available locally. The Green Bean, Tomato and Potato Salad looks especially
yummy as does the Marinated Cucumber and Chile Salad recipe.
The Farm: Rustic Recipes for o year of Incredible Food by Ian Knauer has a number of chapters devoted
to summer produce. In the chapter, "The Unstoppable Bounty of the Garden," Knauer shares a recipe
for Chilled Corn Soup with Red Pepper Relish as well as many recipes for pizzas with fresh produce. I
thought the recipe for Magic peach Cobbler sounded especially tasty. There is also a chapter dedicated
to canning, pickling, and preserving.
My favorite find was a little book by Laura Werl!n, "Mac & Cheese, Please!" Although I was drawn to the
book because I love macaroni and cheese, many of the recipes incorporate summer vegetables including
eggplant, kale, cauliflower, broccoli and spinach. The "Zesty Kale Two Ways and Fontina Mac & Cheese"
is one I would like to try.
If you are gardening with children, the Library offers a number of books to share gardening with young
gardeners. Secrets of the Garden: Food Chains and the Food Web in our Backyard by Kathleen Weidner
Zoehfeld shares the gardening cycle from beginning to end. The illustrations are fun and two illustrated
chickens provide funny sideline commentary about the story.
Rainbow Stew by Cathryn Falwell focuses on children visiting their grandfather and harvesting
vegetables for his favorite Rainbow Stew. With catchy rhymes and beautiful illustrations, children will be
eager to harvest and prepare their own Rainbow Stew.
Enjoy your summer garden bounty with recipes and books from the Iowa City Public Library. On your
way to the Library, stop by and visit the Soilmates City Plaza Children's Garden, just outside the Library,

The City Plaza Children's Garden was planted in 2012 as part of the Iowa City Public Library's
Children's Day events. This downtown garden is the result of collaboration between New
Pioneer Co-op and the city of Iowa City. Scott Koepke, education and outreach coordinator for
New Pioneer Food Co-op's Soilmates program, and Rachael Carlson, who works with the Iowa
City UNESCO City of Literature organization, planted the garden with the help of children who
attended Children's Day.
Debbie Dunn, a library assistant in the Children's Services Department, was also involved in
organizing this effort. The Iowa City Public Library sees the garden as another hands-on
opportunity to educate children about where their food comes from and how things grow.
Table To Table was the recipient of the harvested produce from the Children's Garden on the
Ped Mall. Table To Table provides food for 26 organizations, including the Johnson County
Crisis Center. Find more at Table2table.org.
Koepke wrote this garden update Friday for the library's website:
"Despite the later -than -normal start this season, growth has exploded. We've harvested kale,
cucumbers, basil, and lettuce for Table to Table. The beets and cabbage aren't far behind. It
has been so fun to see the addition of new friends this year: okra, flax, peanut, parsley, kohlrabi,
black bean, eggplant and the aforementioned beets and cabbage.
"When the okra begins producing flowers (soon!), don't forget to check out their color: one of
nature's most perfect, beautiful pale yellows you've ever seen, with pollinator bees flitting about
from bud to bud. And the natural trellis of cucumbers climbing sunflowers continues to bring
smiles from thousands of passers-by throughout the summer."

Scott Koepke will teach preschoolers about organic gardening, growing their own food and
composting. Kids also will learn about saving seeds; some of the lettuce growing in the garden
this year is from plants let go to seed last year.

Iowa libraries refocus budgets

No longer limited to ink and paper, Iowa's public libraries are spending increasing amounts of
money on new technologies, such as eBooks and iPads. In addition, the number of computers
in public libraries increased 76 percent between 2003 and 2012.
But it has come at a cost.
Some items — notably magazines, newspapers, compact discs and reference materials such
as encyclopedias — no longer are being purchased. Library operators are expanding the
percentage of their budgets spent on technology. And staff training to understand expensive
technology and maintaining it is a challenge, particularly at a time when budgets are razor thin.
"There is no profession out there that hasn't had to grapple with changes," said Linda Roe,
deputy director of the Des Moines Public Library. "We've just focused on recognizing that there
are certain things the library does well and has done well forever."
Ten years ago, in fiscal 2003, Iowa libraries spent $2.12 million — or 17 percent of their
collections spending — on audio, video, and electronic, downloadable collections. Just nine
years later in fiscal 2012, they spent $4.38 million, which was 32 percent of their collections
spending, an IowaWatch analysis of budget data from every community public library in Iowa
shows.
To keep up with these changes, librarians require more up-to-date training, available at
statewide or national conferences but carrying costs as high as $2,000 or more for the most
expensive training and travel.
Despite all the changes, borrowing at Iowa libraries is up 10 percent in the past 10 years, visits
are up 30 percent and two of every three Iowans holds a library card, according to the library
association.
Public library directors across Iowa are quick to defend the relevance of their positions and
institutions during this technological revolution. While admitting a decrease in demand for
older technologies, such as archived newspapers or CDs, the libraries still provide the new
technologies, including access to the Internet and downloadable eBooks.
The North Liberty Community Library is wrapping up an expansion that tripled the library's size
but also gave its leaders a chance to make some upgrades.
"In anticipation of the move, we got rid of musical CDs," Director Dee Crowner said. "We're
also switching out the Dewey decimal system for new subject -based catalogs."
The library is moving to a subject -based system that allows readers to browse by topic instead
of the numbers -based system that has been used for 130 years. The new system was
adopted from the book industry and coined BISAC, for Book Industry Standards and
Communications. It appeared for the first time in a public library in Arizona in 2007.

Records show that Iowa libraries spent $1,483,876 on electronic and downloadable books in
2012, which amounted to 10.4 percent of their collections budgets. This number is more than
triple the amount spent on electronic books in 2003 — $476,327.
Print collections still accounted for most of the library spending, but it has increased only
slightly, from $8.4 million in FY 2003 to $9.4 million in FY 2012, the year for which the most
recent data is available.
As people have more access to information online, librarians are acting less as the
gatekeepers of information and more as connoisseurs.
"Over the past 10 years, we have seen expertise in social media and administration emerging
as a major professional skill," said Jim Elmborg, associate professor at the University of Iowa
School of Information and Library Science. "As technologies in libraries change, we have to
keep changing with them."
Elmborg stressed an important concept in the changing world of libraries, which he has
dubbed "satisficing."
"Satisficing means that the information is not perfect information, but it's just enough. This is
what people can get on their own, and a lot of people are easily satisficed," he said. "When
quality information matters to people, like in issues of health care or legal counsel, that's when
being satisficed isn't enough, and that's where the librarians are coming in."
Small towns, however, are behind larger ones when it comes to library technology, the result
of fewer financial resources.
Libraries in Iowa's small towns, with fewer than 500 people, had 161,136 eBooks in 2012, data
from those libraries show. This compares to the 135 libraries in towns with a population from
1,000 to 2,499 people, which had 595,870 eBooks, more than three times the amount that
rural libraries had.
Anne Skaden, director of the Kalona Public Library since 1994, said deciding how to spread
the budget to cover new areas is a "learning process for everyone," but she doubted changing
technologies would alter the central role libraries play in a community.
"Librarians will always be relevant," Skaden said.

All that's missing from the North Liberty Community Library is a fake brick wall back drop.
The facility will become a default comedy club at 7 p.m. Friday, July 26 when Kevin Kramis and
Bill Hildebrandt present their standup skills and cap off the library's adult summer reading
program.
For Elaine Hayes, the free event — which she called "family friendly — is a chance to cater to
mature readers. While the space has played host to authors and ghost hunters, it has never
served as a default laugh shack.
"We try to do programming for adults to get them in the library," said Hayes, the branch's adult
services librarian. "It's really easy to get kids, their parents bring them. As people get older it's
hard to get them engaged."
The silent space for reading and research is the identity of the past. The North Liberty branch
has gradually evolved from the traditional library to more of a gathering spot for area residents,

Hayes said, noting part of that makeover is due to its shared space with the North Liberty
Community Center.
"I think that libraries are seeing that their role in their communities is starting to change," she
said. "Instead of a place being filled with books, we're more of a place where people can
socialize. We're not a quiet library. We don't shush. People come in and meet."
"One of the reasons you're doing all of the promotions is to share what the collection is," said
Maeve Clark, coordinator of adult services at the Iowa City Public Library. "We want people to
use the resources in the library."
Clark said turnout has been high for movie screenings, author readings and Civil War-themed
events that incorporated music and well as lectures.
Amber Mussman, public information officer and adult programming coordinator for the Cedar
Rapids Public Library, said she's seen many libraries experiment with more unconventional
events such as beermaking and winemaking to attract the over 18 set.
"The libraries' goal is to engage the community and its citizens in some matter," she said. "We
do a variety of different things in that capacity so we become a community hub in that sense ...
We find a big sense of responsibility to do things that benefit the community."
Mussman said she plans to do "surprising" programming, including "hands-on experiences,"
once the downtown branch reopens in August. While those initiatives are not yet cemented, she
listed crafts, a Scrabble club and The Salon Series quarterly author readings at Marion's
Campbell Steele Gallery, as events that have resonated with mature library patrons.
"In terms of attendance in programs, it's always hard to engage people because there's always
so much going on and the hardest thing is getting through the noise," Mussman said.

"Booll It" 5K Fun Run/Walk— Wednesday, !1:00 pm
Join us for a SK Fun Run/Walk on Wednesday, beginning at 1:00 pm The cost is just $10 and includes a "Book'n It" t-shirt.
Those who want to walk will enjoy a SK sculpture walking tour, learning about eleven new literary sculptures created by Iowa
artists and installed as part of the Iowa Great Places grant. Each sculpture is tied to a work in the Iowa Writers' Library located in
the Coralville Marriott Hotel. Runners will enjoy a quick nature run along the river behind the Marriott.
