Comment:
This action is being taken to eliminate vehicles parking too close to the intersection with.
Weeber Street.

This correspondence will become a public record.
While walking down Friendship Street last week, my partner and I were
approached by two gentlemen who inquired as to whether or not we would be
interested in signing a petition to restrict anyone younger than 21 from
entering a drinking establishment after 10pm. Our response was ABSOLUTELY
NOT! I also mentioned that I believe the drinking age should be lowered to 18
so that those serving our country in the military could have a beer after
returning from a year in Iraq. My partner then mentioned that if you can vote
for President at the age of 18, why can't you have a beer? The response was
along the lines of lithe drinking age will never change" to which I responded
that maybe they should take around a petition to lower the drinking age to 18
instead of trying to restrict anyone under the age of 21 from entering a bar.
So, now you know how two voters living in Iowa City feel about the proposed
ordinance.

Dear City Council Members,
My name is Brigett Richmond I am 17 years old and I am currently enrolled at City High School as a
junior. I am in a State and Local Government class with my teacher Mrs. Redlinger. I am doing a project
on the city raising the age to 21 to get into a bar. I had taken a survey of 43 City High students and the
results that I got were that 23 out of 43 have been to a bar and drank alcohol. A few students said that
they don't want the age to go to 21 but some did. There have been some suggestions made, you can take
them into consideration. The city can raise the age, but some people say that the age limit should stay
the same but don't let in 19 year olds after 10 pm, and if that is that case, then no alcohol would be
served. Another idea is to open a club for young adults and give them a nightclub that they can hang out
in, but no alcohol would be served.
Thank you for your time I hope that you take this into consideration and look at all points of view.

Similar events have been held at
strip clubs in the Cedar Rapids area,
but Cohen said bringing the trend to
the Iowa City bar scene is still under
discussion.
"Our main concern right now is
that we just don't have enough infor-
mation about Fight Night," said
City Councilor Regenia Bailey.

fight physical, but the possibili-
ty that participants are under
the influence of alcohol while
fighting seems to be the biggest
concern.

Board] has heard otherwise,"
Cohen said.

agreed that alcohol involve-
ment could compromise partici-
pants' ability to make good
decisions, but said that she
could not comment on the
waivers themselves, because

I have read about your deliberations regarding restricting amateur fighting in Iowa City.
At present the state ofIowa has OVER 50,000 citizens with long term disability as a result oftraumatic
brain injury (TBI). Brain Injury is the LEADING cause of death and disability in children and young
adults. In addition recent research indicates that TBI leads to a dramatically increased risk of
depression, Parkinsons disease, substance abuse, and unemployment.
PLEASE decide to preserve the brain power that our community is known internationally for
enhancing. PLEASE decide to reduce the odds that a mother or father will be faced with lifelong
caretaking duties for an injured son or daughter.
PLEASE ban amateur fighting in Iowa City.

Dear Counci1-
I am writing to ask to please continue the fight against "Fight Nights."
In October of2005, my brother was assaulted in downtown Iowa City. He was taken by ambulance to
the emergency room where he was classified as partially conscious, had shoe marks all around his hair
line and left eye and his lip was swollen shut, and he was spitting blood.
The men who assaulted him fled the scene as soon as the they heard the sirens, but one person happened
to know one of their names, and knew he was involved in amateur fighting. I am not saying he was
involved with amateur fighting at any specific establishment or even in Iowa City, but when I looked up
his criminal record, he had a long list of assault and various other charges, and had just recently been off
probation for assault.
Y Oil may have already checked into this, but do the fighters at "Fight Night" have previous assault
records? Does the Union even look them up on Iowa Courts online to check their backgrounds? I just
thought this might help you in your fight against "Fight Night."
There are already enough assaults happening downtown, please don't allow people to pay to watch
more. If it is not the fighters causing the assaults, it will be the people attending the matches, that get
into it afterwards, or the staff members who have to break up the fights.

Dear Council Members,
Thank you to those council members who voted against plans that would make it easier for
cars to travel down Church St. and through one of our city's oldest neighborhoods. Voting
in a manner that demonstrates a vision for Iowa City...a vision that includes preserving
those things that make our community unique and interesting.. .is just what our city needs
so that we don't become 'just another mid-sized Midwestern town'. The views that each of
you expressed at the work session yesterday evening will not be forgotten.
And a special thank you to Connie Champion for taking a clear stand when she firmly stated
that she is not willing to 'destroy a historic neighborhood'
for cars.
I hope that the council will make efforts in the future to consider lots of creative ways
to possibly reduce the traffic problem that seems to be happening in some parts of Iowa
City, rather than to automatically make accommodations for it. (Making decisions that
would attract more homeowners to live within walking distance to downtown/campus and a
Park-n-Ride system for commuters coming on Dubuque north of 180 are two ideas to
consider. )

It is my understanding that last evening the Council indicated support for an option for the
Church/Dubuque Street intersection which was limited to a right turn lane for buses. I want to thank the Council
for hearing the voices of Northside neighbors who value the quality of life in this historic part of Iowa City. We
know we live in a special place with wonderful older homes, tree-lined streets, easy access to downtown without
using fuel or parking spaces, and generally nice neighbors. Making policy decisions that consider these quality of
life issues, and not simply computer-generated statistical models, is the right thing to do.

Allowing our police departments to treat marijuana possession like the minor problem it is
would save the city money and enable the reallocation of resources currently being wasted
on enforcing laws that do not work and create more problems than they solve.
Please look into passing a local ordinance that would allow police to simply confiscate
people's marijuana, write them a ticket, and pay a fine without putting them in jail.
If someone is not driving impaired, or using marijuana in public, or around kids, I don't
see what the problem is.

The problem with putting people in jail for marlJuana is that this often ends up causing
violent criminals to be moved to our jail. This is a problem that can be relieved by
letting police officers issue a citation for marijuana possession or creating a policy
that instructs them to treat this crime as a low priority.
As a concerned citizen of this great state, I hope that you can come up with a solution to
the problem of jail overcrowding - it is everyone's problem.

Thank you for your email correspondence to the City Council regarding access from Rohret Road to US Highway
218. Council members do not receive their emails directly. Your message will be forwarded to them and received
as official correspondence as a part of the consent agenda for an upcoming Council meeting.
I can give you some information that will hopefully answer your question. Hwy 218 through Iowa City is a
controlled access highway constructed to federal interstate highway standards. There are interchanges
approximately one mile North (Melrose Avenue) and one mile South (Iowa Highway 1) of Rohret Road. There are
no plans to create an interchange at Rohret Road and it is highly unlikely that the State Department of
Transportation would approve another interchange between the two already existing access points. Presently, the
most efficient route from the neighborhood you are considering would be to take Rohret Road East to Mormon
Trek Blvd., then North on Mormon Trek to Melrose Ave, and West on Melrose to the Hwy 218 interchange. This
would add approximately 3 miles to your trip.

Dear Iowa City Council,
The Thunderhead Alliance would like to express concern about the adoption of your recent
complete streets policy. While we believe your intentions were best for bicycling, walking, and
transit, the policy was missing a critical element - senior level approval of exceptions. We
consider this a minimum element for recognition by the Thunderhead Alliance National Campaign
for Complete Streets. Please consider amending your policy to include a senior level exception.
The US DOT Guidelines is accepted as the minimum standard for complete streets. Under item
number 4:
"Exceptions for the non-inclusion of bikeways and walkways shall be approved by a
senior manager and be documented with supporting data that indicates the basis for the
decision."
In your instance, senior manager should be considered the Iowa City council. Unlike the policy
passed by JCCOG, that language is missing. In practice, bicycles, pedestrians, and transit are
always a part of any transportation project. If a documented reason exists to not include any
form of alternative transportation, it needs to presented to the council for approval. At the
point an exception is presented, the Iowa City Council could examine the supporting data and
make a determination if the exception is warranted.
While reviewing the transcripts of the April 3, 2007 Iowa City Council meeting, your discussion
focused around the percentage of cost that would warrant an exception. Some council members
wanted 20% and some wanted 25%. With your current policy in place, a project that would cost
21% would qualify as an exception to the policy. Despite being 1% beyond your cost exception,
the bicycle or pedestrian component could be scrapped at the design level.
With the senior level exception clause, the Iowa City Council would be presented the exception
for the 21% project. The elected officials could consider the consider the exception and
supporting data. Maybe the project is important enough to the community that 21% of the
project should be approved. At least it would take place at a public meeting by the elected
officials.
Complete streets is often referred to as a "correction to an urban planning mistake:' We noted in
your policy mention of the sidewalk infill funding and your community may have areas that
weren't designed for bicycle or pedestrian capacity. A complete streets policy sees that future
generations don't have streets that are too dangerous to cross. A completes policy assures that
we don't have destinations that future generations cannot walk or bicycle to. A complete streets
policy assures that our future is active and bright.
In conclusion, the Thunderhead Alliance will not recognize your policy as a cOl!1Plete sv:eets
policy until your policy includes a senior level exception. 9 ~

Dear Elected Officials,
Throughout the summer months, young people tend to lose reading skills they have learned
during the school year. As a way to encourage young people and their families to continue
reading year round, the Iowa City Public Library and Iowa City Transit have partnered to
offer a free Library shuttle bus from June 5 through August 9. The bus will operate on
routes Tuesday through Thursday of each week. Routes were developed to support populations
of Iowa City elementary schools where the federal Title I program, a program designed to
elevate reading skills, have been implemented. More information can be found at:

The Iowa City Public Library is the first in the country to try this unique program.
Please join us in launching the free Library Shuttle Bus when the first bus arrives at the

Taxi Stands in Downtown Iowa City
The Board of Directors of the Downtown Association reiterates its opposition to the Taxi
Stand ordinance and requests that it be rescinded immediately.
It has been more than a month since we ftrst requested that the ordinance be rescinded and
we feel you have had ample time to see that the program is not being used by the taxi
companies and is limiting parking in downtown. I have personally witnessed very little usage
of these spaces between 5:00 PM and 10 PM.
It is the Downtown Association's position that these parking spaces would be better
utilized by patrons of downtown businesses. In an already difftcult parking situation, it
makes little sense and seems unfair to take away some of the most prime parking spaces
during peak business hours. Downtown businesses collectively pay hundreds of thousands
of dollars in property taxes, donate hundreds of thousands of dollars to various charitable
organizations, and spend thousands of dollars in advertising to promote downtown Iowa
City. To our knowledge, taxi companies do not make this kind of contribution to the
downtown community.
We can't afford to lose any more patrons to our downtown businesses and we believe this
ordinance is discouraging people from coming downtown. Our request is for the Council to
act immediately and rescind the taxi stand ordinance.

ENOUGH!
It is challenging enough to create business and maintain loyalty among our clients in
downtown Iowa City without the added obstacles of taxi stands in front of our business or
the threat of parking violations at the stroke of 5:01PM.
I support downtown and I do not want to see anything that would have a chilling effect
on the attraction or creation ()fadditional business and traffic in downtown Iowa City.
Specifically, in my business we do a great deal of after hours work with clients that are
themselves working throughout the day at which time come downtown, park in front of
our shop, purchase a gift and go home. It's an opportunity for them to come downtown
when many of the retail shops have closed and they don't have to fight traffic or parking
obstacles.
I'm not suggesting that these parking spaces should not be used as taxi stands, but
perhaps usage starting at 10:00PM would give those ofus who creatively connect to
clients that already have resistance to coming downtown, one less obstacle.
One last comment, I pay a great deal in property tax in downtown Iowa City for the
privilege of doing business in this beautiful, culturally diverse and exciting district. I
would like to know; what are the taxi cab companies paying for this same privilege?

On Saturday Maya huge cotton wood tree fell from our property into the Iowa River. The tree reached 1/2
across the river. It was a dangerous situation. I tried to get some advice and help about the removal of the tree.
I called the police department,the fire department, the DNR in Washington County, the Corp of engineers at the
Coralville Reservoir and the engineering department in Iowa City. naturally there was no none available that
knew what to do. WE finally had 2 tree removal firms look at the tree and give estimates. One said that he
could not do it. Another took the job but had no idea what the job entailed. He has worked for over 16 hours
and dug up the bank and the yard in trying to get this mammoth tree out of the river. If it had gone down the
river it would have wiped out the repair area and probably damage the dam. I am simply asking that there be a
central place where citizens can get information about problems of this nature. I called the Forestry Department
today and complained. Terry told me that he would have gladly responded to my plea for help, but I did not
know how to get in contact with him. We need a central information center .Problems seem to occur even on a

Dear Carol,
Thank you for your email to the City Council regarding your tree falling into the Iowa River. Council members do
not receive their emails directly. Your message will be forwarded to them and received as official
correspondence as part of the consent agenda of an upcoming Council meeting.
Perhaps I can be of help. Generally, the police or fire department personnel can assist or direct a citizen to the
proper City department with regard to a matter that falls within the purview of the City government. You are
perhaps aware, however, that the City has no jurisdiction over the river. That lies with the State of Iowa, and the
Department of Natural Resources (DNR) is responsible for jurisdictional administration. Thus, I am surprised
that the DNR was not able to provide more assistance when you called them. Since the City has no jurisdiction
over such a matter, we would have no policy to address such a situation except to direct you to the DNR. The
City does not make specific recommendations regarding the selection of a tree service.
You indicated that you have employed a private service to remove the tree. I assume that is your responsibility
but you may wish to further seek advice from the DNR as to exactly what your obligations are. In any case, I
suspect it is no small task to clear the tree from the water and I hope you can accomplish that without much
further difficulty.

The Real I D Act
Dear Mayor Wilburn and Council:
I am writing to urge you to support city legislation for the repeal of the Real ID Act
that was passed by the United States Congress in 2005. This legislation is set to be
enacted in May of 2008. This act is unconstitutional and we as a community needs to take
a stand. In the act, our personal information will be able to be stored and viewed by the
government/or out sourced corporations on our licenses as well as a "tracking" device such
as an RFID chip will likely be installed. Who is spying on us? The last time I read that
Constitution, we as American citizens, have a right to privacy as well as protection
against unreasonable search and seizure. Our civil liberties are continually being eroded
by this administration and so far I haven't witnessed any opposition from the state
government of Iowa on this issue. I intend on contacting them as well. My husband and I
decided that we will not comply if the Real ID act is enacted, will that make us, lifelong
Iowans and American citizens, invisible? I urge you please to discuss and act on this

of Sidewalk., extending the permit's maximum duration to more that three days per event..
The DTA is planning two Shop Iowa City/Sidewalk Days this year. We would like to

one (September 20-22).
