Members Absent: Robin Paetzold. Staff Present: Terri Byers, Susan Craig, Anne Mangano, Patty McCarthy, Elyse Miller, Brent Palmer, Vickie Pasicznyuk. Guests Present: Dennis Bockenstedt, City Finance Director. Call Meeting to Order. President Rich -Chappell called the meeting to order at 5:02 p.m. Public Discussion. None. Approval of Minutes. The minutes of the Regular Meeting of January 23, 2014 were reviewed. A motion to approve the minutes was made by McCray and seconded by Freeman. Motion carried 7/0. Unfinished Business. FY15 Budget. City Finance Director Dennis Bockenstedt provided information on the City budget process. He discussed the transition to the new system and hopes communication going forward will be better. Bockenstedt discussed the fiscal constraints looming in the future and the City is trying to be proactive and look at ways to control current spending and spending growth. He stated this is not targeted at any particular department, cuts were across the board in training and travel, for example. Most of the organization is staff/service oriented and he said the City wants to avoid layoffs. Bockenstedt said when the property tax revenues change some of the cuts will not be seen, so it will be difficult to identify their impact. The City has tried to capture excess funds and, put them in an emergency reserve fund to help during the transition period. In addition, the City is beginning to explore ways to generate other revenues to reduce pressure on the expense side of the budget. A local option sales tax and increasing utility franchise fees are being explored as possible options to generate revenue. A committee will likely be convened to look at the best use of a local option sales tax. Martin asked about how the University reimburses the City for City services. Bockenstedt said the UI pays for a proportional share of the Fire Department based on square footage but is otherwise pretty self-sufficient and provides Agenda Item 3A-2 much of its own services. Semel asked if the Library can freely shift money. Bockenstedt said all departments are not the same; the Finance Department and Library work together on some budget things, but the Library has a lot of autonomy. Martin is taking this information to the State Library Commission meeting next month to share how state changes are affecting cities in Iowa. Rich -Chappell thanked Bockenstedt for coming and sharing this information. New Business. Policy Review: #812, Hours of Service. This is a regularly scheduled policy review. No changes were made to the policy. No vote required. Building Calendar for FY15. Designating the floating holiday is an issue. This year December 26 is the designated City floating holiday and Craig believes this works well for the library and the community. She proposed declaring December 26 a holiday. We would be open until 6:00 pm with holiday staffing. A motion to approve the calendar as proposed was made by Martin and seconded by McCray. Motion carried 7/0. Policy #705: Naming and Recognition Policy. This is a new policy to enable ICPL to recognize and encourage gifts and to establish guidelines for naming areas in the building, programs and services. An important aspect of this policy is to avoid any negative impact on donors and major gifts yet provide a process to give the Library Board oversight. Craig believes this policy is flexible and workable. Members of the ad hoc committee would be Board President, Board Vice President, the Board members sitting on the Foundation Board at the time, the Development Director, and the Library Director. Freeman questioned whether having an ad hoc committee inform the rest of the Board about a naming situation and then have the full Board vote was satisfactory. Semel said in his discussions with the City Attorney there is no way around open meetings. Dean wondered if procedurally the full Board must vote on a naming but rather have the ad hoc committee make the decision instead. The Board can entrust the ad hoc committee to make the decision. Craig will revise the policy to reflect this. Freeman moved to adopt the policy as proposed with a change to have the Board delegate authority to the ad hoc committee to make a naming/recognition decision and to make a report of its decision to the full Board. Dean seconded the motion. Motion carried 7/0. Staff Reports. Director's Report. Staff are working on FY15 strategic plan updates. There have been interesting and thought provoking meetings with schools and the United Way to enhance our summer reading programs and enhance measurement of student reading tracking participants of the summer reading program. We are getting ready for the Spring Window. In response to a question, Craig said that the automatic doors are kept closed when temperature is below 0. We have had to do this a number of times this winter. Departmental Reports. Children's Services. Pasicznyuk said One Book Two Book was great despite the snowy weather. Loren Long, the guest author, signed autographs for two hours after his program. Craig mentioned that Bob Pasicznyuk has accepted a job in Colorado; Vickie will be here for another year. Collection Services. Mangano is putting together training videos for our website. Agenda Item 3A-3 If. McCray asked about the tech table planned for the Children's Room. Older elementary schoolers, 8-12 years old are the target audience. Development Office Report. McCarthy said $2,920 was raised so far in the Love Your Library campaign. Molly's Cupcakes had a great experience working with us on this and wants to partner with us again. Sponsors for Library Links are starting to come in. Spotlight on the Collection. No comments. Miscellaneous. No comments. President's Report. Three people have agreed to serve on the Nominating Committee; Tom Martin, Janet Freeman, and Linzee McCray_ The Committee will present a slate for President, Vice President and Secretary in April. Announcements from Members. Martin reported from the State Library Commission. There are four new applicants for State Librarian position; the committee meets tomorrow to review. Dean asked if the State Librarian is a difficult position to fill. Craig said there is a unique skill set for thejob. Baker asked what authority the position has. Craig said supervision of 35 staff in seven regions within the state, and a multi -million dollar budget that is not predictable from year to year. An important focus of the State Library is working with Iowa's small libraries. Committee Reports. Strategic Planning. We have been working on setting up focus groups for the strategic planning sessions; the first sessions begin next week. This week we are doing an observation study in the library at specific times each day, Monday through Sunday. Every 20 minutes samplers will walk throughout the library identifying approximate age, ethnicity where possible, and what people are doing while they are here. Some findings so far include: there are more people on the 2"d floor than on the 1' floor and they are staying in the building for a longer period of time; there are lots of children before a storytime and after storytime, they are gone. Communications. None. Disbursements. The MasterCard expenditures for January 2014 were reviewed. A motion to approve the disbursements for January, 2014 was made by Dean and seconded by Martin, Motion carried 7/0. Set Agenda Order for March Meeting. Brief meeting in March. Respectfully submitted, Elyse Miller Agenda Item 66-1 Adult Services Department Report Prepared for the March 27, 2014 Meeting of the Iowa City Public Library Board of Trustees Maeve Clark, Adult Services Coordinator National Conferences Beth Fisher, Brian Visser and Maeve Clark all attended the Public Library Association Conference in Indianapolis. The conference happens every other year and is a tremendous opportunity for staff to learn from their peers and library leaders, meet authors, talk to fellow librarians, explore the exhibition floor and hear national speakers. Staff always return from PLA brimming with ideas of new programs to try, services to consider and big ideas to think about and share with others. Jason Paulios will not only attend Computers in Libraries, an annual national conference that focusses on all aspects of library and information technology, but will also be a speaker with Brent Palmer sharing the story of the Iowa City Public Library's unique collaboration with local artists, the Local Music Project. The timing of both of these conferences could not be better as the library begins work on its new strategic plan. B.Y.O.Book Do book discussions have to be in the library? No they don't! Candice Smith and Jason Paulios report on their first B.Y.O.Book. There were nine eager participants for the inaugural B.Y.O.Book meetup ready to discuss Hilary Mantel's "Wolf Hall" at the Sanctuary Pub on Tuesday, March 18th. The impetus for this new program came from a desire to expand programming opportunities grounded in literature as well as to offer events outside of the Library. Adult Services Librarians Jason Paulios and Candice Smith investigated best -practices and organized the series with excited downtown business owners at Sanctuary Pub, Brix Cheese Shop and Wine Bar, and Motley Cow Cafe. The first event began with owner Daryl Woodson discussing brewing methods of the 1500s and a sample of Scottish ale. Candice led the group for an hour and a half discussion of this fascinating historical fiction work. B.Y.O.Book drew new users to ICPL such as: a senior -aged woman who had never been to a book club before but was drawn due to the unique concept of the club, a Coralville resident who mentioned she'd now be getting an ICPL card, and a 20-something man who pledged to join us again at the next event. Extra books were ordered for each of the planned readings, and most of them for the next title "The Telling Room" by Michael Paterniti, have already been checked out. The event poster and concept were praised on ourTwitter and Facebook accounts, and if that is any indication, this is a program that many people in the community are interested in and support. From the Reference Desk From the Reference Desk (htto://blog.icol.org/channel/reference/) is a channel on the library's new blog and is a wonderful way to promote our services, staff and resources. It lets us highlight the variety of questions we are asked and how we find answers. While Google is grand and we use it all the time, it isn't always U ran n the best or the only way to find information and that is the message we want to the original share. Many children and other patrons decorated hearts with messages about why they "Love ICPL." These hearts were displayed in the Gallery near the entrance to the Children's Room. The Library also reached a milestone of 5,000+ Facebook "Likes." Alison Stone O'Boyle was the "grand prize winner" of a bag of library goodies. The Library has two remote sites: The EAST SIDE drop is in the Pharmacy drive -through at the First Avenue HyVee and the WEST SIDE drop is at the Mormon Trek UI Community Credit Union drive -through. Each quarter we count the number of items returned through remote book drops. With our long, cold winter, it is not surprising the percentage of books returned remotely jumped from 14% last fall to 17% in February. Book Drops are also on our radar this time of year because of the amount of time it takes for Maintenance Staff to empty them. Staff often need to first scoop away snow or chip away ice in order to empty each drop. We appreciate the work of our Maintenance staff who empty the Remote Book Drops 365 days a year! The Library's new Blog,123 South Linn, debuted on February ffh. Access to the blog is available on the Library's homepage or at blog.icpl.org. The new blog features seven unique channels of content and a variety of information from staff in most departments. Check back often as there is a lot of information to share about the Library! cause�.v:ui off, 123 Linn South IOWA CITY PUBLIC LIBRARY'S STAFF BLOG We are working with Teacher -Librarians from schools in Iowa City, Hills and Lone Tree to help students sign up for Library cards before it's time for summer reading. A Library Card Sign -Up letter will be distributed to all students. We are focusing on all Title I and SINA schools in the district. We are also sharing information aboutthe Summer Library Bus (see text box). Some of the schools are also requesting Library Card information in Spanish. This is a bit of serendipity because we are working with two groups who work with people who speak Spanish. The goal is to encourage use of the Library and Library Card registration. Two brochures are in the process of being translated into Spanish (Your Library Card and Begin with Books). The Library Card sign-up letter for students will also be translated for the schools who request them, Library staff traveled to the Lone Tree school library on February 22 Twenty-five Lone Tree residents came to sign-up for a Library card, attend a storytime, and receive one-on-one assistance for how to download eCollections. All in all it was a great day and fun to see so many enthusiastic Lone Tree library patrons! Summer Library Bus Information: An Iowa City Public Library card is your child's ticket to ride an Iowa City Transit bus FREE this summer. The Library will provide free bus rides to children through 12tb grade, and the adult caregivers who are with them, on any Iowa City Transit bus route, from the day after Iowa City Schools dismiss until the day before schools start, on weekdays between 9:00 AM and 3.00 PM. Bus riders should show their Iowa City Public Library card to the bus driver to gain free access to the bus. Iowa City Transit buses stop at the downtown Iowa City interchange at the Old Capitol Town Center, and it is a short three block walk to the Library. Children can catch a ride home anytime the some day with a Ride & Read bus pass, issued by showing a Library Card at any public service desk at the library." Agenda Item 6C-1 Development Office Report Prepared for the Iowa City Public Library Board of Trustees March 27, 2014 By Patty McCarthy, Director of Development Online Book Sales The BookEnd began selling new, rare, and unique books online in late October 2013. During the regular book sorting process, Christina Davis of the Development Office staff strategically selects donated and discarded items to be sold online. A volunteer lists these items on Amazon.com or eBay, ships sold items to customers, and reports back to DO staff. Thanks to the volunteer's work, this venture has been very successful for The BookEnd so far: as of March 12, 2014, 59 items sold to generate $927.211 Graphic novels are among the most popular items. A donated, out -of -print, paperback copy of Marvel's Annihilation: Conquest Book One sold for $78.99. Also popular: newly published books, and discarded library reference materials such as the set of The Encyclopedia of Horticulture pictured here. It recently sold for $150.00. Vermeer's Camera: Uncovering the Truth Behind the Masterpieces sold in March for $119.89. Upcomina Book Drives Two book drives will soon be underway for The BookEnd. The Community Cares team at Mercer L-C, a division of Marsh & McLennan Companies, in Iowa City will host an internal book drive later this month with hopes that each of the some 200 employees will bring a donation. And, volunteers with University of Iowa Student Government and Delta Tau Delta are working together to organize a door-to-door book collection in late April. Save the Dates Friends Foundation Board of Directors Meetings: April 2, 2014 June 2, 2014 Library Links Golf Classic: June 27, 2014 Agenda Item 613-1 By Brian Visser, Teen Services Librarian, Iowa City Public Library I recently realized that all of the TV shows that I currently love are productions of the BBC. These British and Canadian imports are some of the best television around. Of course, I checked all of them out from the Iowa City Public Library — and you should, too! On the surface, "Luther," starring Idris Elba, appears to be a run-of-the-mill police drama. A co-worker described it as being about a "brilliant cop who follows his own rules." Sounds bland, doesn't it? Because of that, it took me awhile to give it a try, John Luther is a dedicated, but explosive police detective. He has recently returned to duty after being under investigation and is trying to reestablish his relationship with his estranged wife. Luther's first case back has him matching wits with someone who has possibly committed the perfect murder. "Luther" is an incredibly intense show. IVs one of the few shows or movies that has me checking the closet and under the bed before I go to sleep. Elba is a key factor in the show's intensity. He's passionate and brings physicality to the character that's undeniable —there's violence even in the way that he walks. Also, Alice Morgan, played by Ruth Wilson, is one of my favorite characters ever. Trust me. You'll quickly see why. I recommend "Luther" to anyone who wants more from their police procedurals. If you prefer sci-fi over mystery, "Orphan Black" might be up your alley. There was a trailer for "Orphan Black" on "Luther that got me interested in it. A con -woman and orphan named Sarah, played by Tatiana Maslany, witnesses a woman's suicide. Remarkably, the dead woman looks almost exactly like Sarah; enough so that Sarah takes over her life without anyone noticing. Beth, the dead woman, is better -off than Sarah, but her life is much more complicated. Sarah is soon wrapped up in Beth's problems, which may have more to do with Sarah than she realizes. The bright shining light of "Orphan Black" is actress Tatiana Maslany. She plays multiple roles, and I'd often forget it was her instead of another actress. She's so good that I didn't even wonder how they filled certain scenes until the very end of watching the first season. It's easy to get wrapped up in the tension —and surprising humor —of "Orphan Black." I highly recommend it. "Sherlock," starring Benedict Cumberbatch and Martin Freeman, is probably the most well-known currently running BBC program outside of "Downton Abbey" and "Doctor Who." Each episode of "Sherlock" is a stylishly shot mini -movie modernizing the world's most famous literary sleuth. Like my other two selections, the cast is the driving force behind the program's excellence. Benedict Cumberbatch is a fantastic Holmes, and Freeman nails it as Watson. The two play off each other well, and the result is utterly charming. I recommend it to seasoned Sherlock Holmes fans and novices alike. The Iowa City Public Library owns seasons 1-3 of "Luther," season 1 of "Orphan Black" and seasons 1-3 of "Sherlock." Check them out today! Agenda Item 6D-2 By Jason Paulios, Senior Librarian, Adult Services, Iowa City Public Library It's March in Iowa City and all of my small talk conversations start with the question, "What are you most looking forward to during Mission Creek?" The wide variety of responses 1 hear demonstrates how dedicated the organizers are to creating a well-rounded festival experience. Selectors at the Iowa City Public Library have added materials to our collections to highlight this year's lineup, be sure to check out these and other items before finalizing your festival schedule. Celebrated composer Philip Glass's performance on Thursday, April 3, at The Englert is undoubtedly many attendees' anticipated highlight of the festival, if not the year. The Library owns a representative sampling of his numerous works including examples from early minimalist works to his more recent film scores and neoclassical symphonies. Some favorites include "Glassworks," the soundtrack to "Koyaanisgatsi," and "Music In Twelve Parts." Opening for Glass is electronic artist Daniel Lopatin, performing as Oneohtrix Point Never. His latest album, "R Plus Seven," opens with meditative sustained organ notes before being hit with Glass -like keyboard synth arpeggios and a slight dance club beat. Lopatin is fond of building interesting melodies that he can undercut with some new competing sound or altered version. He playfully jumps from a church -like organ over rumbling bass notes to staccato voice samples that pop like bubbles, the effect is a strange form of repeated short-term hypnotism. Equally mesmerizing, but with more traditional pop -sensibility, is the performance of singer and multi - instrumentalist K Ishibashi, known as Kishi Bashi. He builds his songs from sound loop layers of his violin and voice, altering the pitch or playback speed until it sounds like he's fronting a full band. Ishibashi can hit any Brian Wilson falsetto note and follow it up with killer beat box bass. The Iowa City Public Library lends his 2012 album, "151a," which NPR named Best New Artist Of The Year and found him featured on both All Songs Considered as well as a Tiny Desk Concert. Catch him Friday, April 4, at The Mill. It is recommended that you attempt at least one Mission Creek music performance that pushes your boundaries. In past years I've found the sludge jam metal of Pallbearer or the wall of sound from Rhys Chatham's guitar orchestra ended up being the most memorable experiences, even if they aren't albums I necessarily revisit. This year it will undoubtedly come in the form of Wolf Eyes at The Yacht Club on Wednesday, April 2. Their "Human Animal" album, found at ICPL, plays like aural psychological horror. Slow, dark, bass and drum notes are played in a tense free -jazz before being joined by occasional guitar feedback and string scratches. There is no doubt that something loud and cathartic is coming but without a discernable beat and build, the listener is left wondering when the punch will be thrown. Regardless of which events you choose to attend, the Iowa City Public Library collections allow you to recreate the sounds of a Mission Creek Festival all year round. During the reading, Wahls shared details about her experience after a doctor diagnosed her with multiple sclerosis in 2000 — she eventually lost the ability to walk without two canes and used a tiff -recline wheelchair In 2007. However, Wahls' said her symptoms took a turn for the better in 2008, "One year later, thanks to the Wahls protocol, I'm on my bike, and I was able to do an 18-mile bicycle ride," she told the audience, Some nutrition experts advise caution, though, when it comes to the extreme dietary changes Paleolithic style diets often require. Dieticians the Press -Citizen recently interviewed have warned against cutting out entire food groups such as dairy and grains. Abby Pollard, a clinical dietician at St Luke's Hospital Unity Point Health in Cedar Rapids, has said risks associated with Paleolithic diets include missing out on key nutrients and overdoing protein and fat. Don Otto, who attended the event Saturday, said an interest in investigating the science of nutrition and health brought him to the reading. Otto, who lives in rural Johnson County, said he hoped to learn more from someone who has struggled with health issues firsthand He said that although he hasn't tried any of Wahls' diets and thinks he's already a healthy eater, he's Interested in Wahls' recommendations. 1 like to eat sensibly," he said. Children's librarian Casey Lambert said the event marked another successful Sun- day Fun Day, following the library's transi- tion from its traditional Sunday story time program to an interactive arts and crafts event.
