Dear Tom:
We have reviewed the information provided in your August 27 letter. This review involved the
Depadment of Parking and Transit staff, the City Manager, and the Iowa City Council
Paratransit Committee (O'Donnell and Vanderhoef). My understanding of your August 27
proposal is that Johnson County SEATS would continue to provide substantially the same level
of paratransit service; however, a final amount is yet to be determined for these services.
Although you propose options, you have also included in your letter that $55,000 of costs
remain to be subject to negotiation as well as a number, yet to be determined, which relates to
the capital replacement of paratransit vehicles. Both of these have the potential to increase the
cost to the City so a final number is not presented by way of the August 27 proposal. It appears
that the amount you are proposing is somewhere between $812,000 and $702,000. You have
also put forth several options that you believe will lower the contract price.
Our analysis of your proposal is as follows:
The changing of the base year to Fiscal 03 certified budget is of concern primarily due to
definition and wouid conflict with the existing contractual agreement that Iowa City has with
Johnson County for the provision of paratransit services. Our contracted amount for FY03 is
$563,000. Furthermore, I understood from your conversation with me that the FY02 SEATS
operation was below what you referred to as the certified budget amount. We assume this
information influences your position as it relates to providing cost figures for Iowa City. If the
FY03 certified budget is as we understand it to be, then it would appear to be an inflated amount
and actual expenses are something less. Our analysis, and our review of any proposals, is
based on the current committed amount of $563,000. Any additional costs are added to that
amount.
Other proposals listed do not represent a cost savings to Iowa City, but merely transfer or shift
costs within the City budgets from one operation to another. A proposal to eliminate the half-
price fare for Iow-income and disabled users is not acceptable. It has been a longstanding policy
of the City to provide assistance to Iow-income community residents on both fixed routes and
paratransit routes. We intend to continue this policy to the fullest extent practical. The Johnson
County SEATS proposal identified in the August 27 letter eliminates the half-price fares, and
therefore has the effect of increasing the cost to Iowa City by $40,000.
Another proposal shifts the maintenance of paratransit vehicles from Johnson County (we
understand you exclusively use private contractors) to Iowa City. This again only shifts the cost
from the SEATS paratransit contract to another Iowa City operating budget--in this case, the
Department of Public Works Equipment Division. While this lowers the paratransit contract
price, it serves as no savings to Iowa City.
A third proposal appears to require Iowa City and Coralville to enter into a separate 28-E
Agreement to cover the entire cost of Sunday paratransit service. We have had no discussions
with Coralville, and do not wish to be required to have two separate agreements. It is our desire
that we have our paratransit contractual services performed by one individual entity. If you wish
to discuss options with Coralville, also as a provider of paratransit service to that community,
you should feel free to do so. You are aware of our expectations with respect to Sunday service.
The proposed reductions in administration appear to be a reduction in line support, rather than
administrative costs. We understand by deleting two positions, a driver and scheduler, that you
wish to maintain the current administrative structure. Again, that is currently within your purview
as contractor. However, we would note this administrative structure is an issue of concern in
that we may be paying a disproportionate share of our available SEATS contracted monies for
administration, whereas these monies might be directed more appropriately to direct paratransit
service rather than administration.
We have intended all along, as we did with the previous 5-year agreement, to provide for a
multi-year contract with fixed amounts for each year. We have not changed that position. The
process of passing costs back to other portions of the City budget is not acceptable. Our major
question remains one of affordability. This proposal does not appear to substantially reduce the
amount the City would pay for paratransit by way of contract with Johnson County SEATS.
Our budget process requires that my operating budget be submitted no later than October1. The
inclusion of the smaller buses associated with paratransit into our fleet has a major impact on
the details of my budget submission. Time is now of the essence as we will need every
opportunity to transition a paratransit operation into our current transit systems.

This memo is to update the Council concerning the offering for sale of 656 S. Governor
Street and 707 Walnut Street.
These properties were recently condemned in accordance with Iowa Code 364.12A when
residential buildings are found to be a public nuisance. The City now has secured title to
both properties and is required by Iowa Code to dispose of these properties either for
rehabilitation or for demolition and construction of new housing. The property located at
707 Walnut Street is being offered for sale for the purpose of rehabilitation and 656 S,
Governor Street is being offered for sale for the purpose of demolition and construction of
new housing. Because 656 S. Governor Street is located within the City's Conservation
Overlay zone, any new structure wild comply with the Iowa City Historic Preservation
Commission's regulation that ensures design compatibility with the existing neighborhood.
Interested purchasers will be able to obtain from the Department of Housing and Inspection
Services an application and form of contract containing terms and conditions upon which
the City will sell the properties. The completed application forms and full offers must be
submitted to the Department of Housing and Inspection Services no later than October 7,
2002. In reviewing the applications, the City may also inquire into the financial ability,
character, experience, skill, business standing, and other public interest qualifications of the
prospective purchasers to ensure that the prospective purchaser would be able to comply
with the contractual terms in a timely manner.

Re: Trail counts
The Iowa Department of Transportation (DOT) took trail counts in the Iowa City urbanized area
between June 5 and June 11, 2002. The counters they used detect only bicycles; pedestrians were
not counted. The weather dudng this period was dry, with highs in the upper 80's. Iowa DOT also
experimented with an infrared counter that counts both pedestrians and bicyclists on the Iowa River
Corridor Trail in City Park. The count information is summarized below:
On the Coraville North Ridge Trail, south of Interstate 80, an average of 334 bicycles per day were
counted. To compare, a count in North Ridge Park just north of the intersection in July 2001 found
an average of 132 bicyclists per day.
On the North Liberty Trail, south of Cherry Street, an average of 247 bicycles per day were counted.
To compare, a count on the North Liberty Trail near Cherry Street in June 2001 found an average of
210 bicycles per day.
On the Iowa River Corridor Trail, behind Dairy Queen at 526 S. Riverside Drive, an average of 196
bicycles per day were counted in this time pedod. This was the first time a trail count was done on
this segment of the Iowa River Corridor Trail. Iowa DOT also experimented with an infrared counter
on a new segment of the Iowa River Corridor Trail in City Park, near the baseball fields. The infrared
counter is designed to detect bicyclists and pedestrians. It found an average of 240 trail users per
day on this segment of the Iowa River Corridor Trail.
The attached map shows the trail count locations. These trail counts have been an ongoing effort by
the Johnson County Council of Governments (JCCOG) to find how intensely our trails are being
used. These results show that our trials have a healthy and generally consistent level of use
throughout the area. If any of you have specific trial locations you would like JCCOG to conduct

RE: Accessibility to Iowa River
Following up on a question posed by a council member, you had asked about the
possibility of providing an accessible fishing spot in City Park. At one time we had an
accessible floating pier in the park. This was constructed as a Mayor's Youth project in
1991 at a cost o£just under $10,000. Its primary purpose was for docking canoes, but it
could also be used as a fishing pier. The flood in 1993 and subsequent high waters
damaged it beyond repair so it had to be removed. If so directed, we could certainly look
into constructing something similar. We have no objection to doing so, but my
recommendation would be to pursue a "Water Recreation Access Grant" to obtain the
necessary funding. To do so, however, would mean waiting until next year for the
results. It should be noted that our trail system in the park is accessible and there are
several locations in which the trail comes within a few feet of the riverbank.

Effective immediately, the City will initiate a pilot program (to be evaluated after
three months of usage) that will offer the following services at the downtown Transit
interchange office (located at the north end of Old Capitol Town Center):

o Purchase Transit Passes
o Pay Parking Tickets
o Pay Water/Waterwater/Refuse Bill
o Purchase Garbage and Yard Waste Bags and Stickers
o Apply for Low-Income, Elderly and Persons with Disabilities Discount Transit Passes
The office will be open Monday - Friday, 12:00 p.m. to 6:00 p.m. By increasing
services offered at this location and reinstating daily hours of operation, it is hoped
that this "City Hall Annex" will prove popular and convenient for those who live and
work downtown.

OVERVIEW
The City of Iowa City's investment objectives are safety, liquidity and yield. The primary
objective of the City of Iowa City's investment activities is the preservation of capital and
the protection of investment principal. The City's investment portfolio remains sufficiently
liquid to enable the City to meet operating requirements that cash management
procedures anticipate. In investing public funds, the City's cash management portfolio is
designed with the objective of regularly exceeding the average return on the six-month
U.S. Treasury Bill. The U.S. Treasury Bill is considered a benchmark for riskless
investment transactions and therefore comprises a minimum standard for the portfolio's
rate of return. The average return on the six-month U.S. Treasury Bill, as obtained from
the monthly publication Public Investor, was 2.09% at 3/29/02 and was 1.78% at 6/21/02.
The investment program seeks to achieve returns above the benchmark, consistent with
risk limitations and prudent investment principles.
The quarterly investment report lists investments by fund, by institution, by maturity date,
and investments purchased and redeemed.
Rates on new investment purchases with maturity dates in the eight-month to twelve-
month range were approximately 55 to 150 basis points lower on investments
purchased in the second quarter of 2002 than on investments maturing in the second
quarter of 2002. This is consistent with the Federal Reserve decreases in the federal
funds rate during calendar year 2001. The Federal Reserve decreased the federal
funds rate eleven times in calendar year 2001 by a total of 475 basis points. The
federal funds rate is the interest rate at which banks lend to each other. The Federal
Reserve left the federal funds rate unchanged in the first and second quarters of 2002.
This rate was 1.75 percent in the first and second quarters of 2002 and was 5.00 percent
in the first quarter of 2001 and 3.75 percent in the second quarter of 2001. See Federal
Funds Rate chart on next page.
New official state interest rates setting the minimum that may be paid by Iowa
depositories on public funds in the 180 to 364 day range during this quarter were 2.00%
in April 2002 and 1.70% in May and June 2002. The rate in effect for the first quarter of
2002 was also 1.70%.
The size of the City's investment portfolio increased in the current quarter of 2002 by
approximately $54 million. This is due to two significant investments. One is an initial
investment of approximately $28.8 million in General Obligation proceeds. These funds
were invested in a flexible withdrawal account so that funds may be withdrawn in
conjunction with project expenses. Approximately $5.7 million of these funds had been
expended by June 30, 2002. The other significant investment is proceeds received from
the issuance of refunding bonds in April 2002 in the approximate amount of $26.32
million. These funds will mature on July 1, 2002 to make bond payments on the early
redemption of 1993 Sewer Refunding Bonds.
